Entries

All ORB entries are considered legal records. Knowingly and willfully making false entries in the ORB is a crime.
Entries in the ORB must be made in accordance with the guidance provided by IMO MEPC 1/Circ.736/Rev.2 and
any flag State-specific requirements (this procedure should be considered guidance). All entries must be made
in English and in the language required by flag, and must be accurate and legible. If there are any questions
about how to correctly make an ORB entry, guidance should be sought from the Environmental Officer (EO) or
shoreside management.

General ORB Entry Guidance:

 The ORB in use must be kept in the ECR, other than when removed for review with prior approval
from the EOOW.
 Entries in the ORB must be made in accordance with the HESS-MS ENV procedures, the guidance
provided by IMO MEPC 1/Circ.736/Rev.2, and any Flag State-specific requirements. All entries
must be made in English and in the language required by the ship’s flag State, and must be
accurate and legible.
 All entries in the ORB must be recorded with PERMANENT INK. Entries recorded in pencil or
erasable pen are not acceptable.
 Do not leave any full lines empty between entries.
 Measured tank quantity must be recorded exactly as it is seen on the measuring device at the end
of any operation.
 Entries must be made to record all of the following operations:
o Discharge of cleaning water from fuel oil tanks.
o Collection/retention, transfer, and disposal of oil residues (sludge).
o Transfers to dedicated bilge holding tanks, including transfers from lifeboat and tender bilges.
o Overboard discharge of Oily Bilge Water through the OWS, OCM, and BCDB.
o Processing of Oily Bilge Water through the OWS and into the Clean (< 15 ppm) Bilge Water
Tank.
o Overboard discharge of processed bilge water from the Clean (< 15 ppm) Bilge Water Tank
through the BCDB.
o Failure of the Oily Bilge System.
o Bunkering of fuel oil or bulk lube oil.
o Discharge of Oily Bilge Water, sludge, oil residues, and oily water from cleaning of tanks to
reception facilities.
o Accidental or exceptional discharge of oil and other mineral and synthetic oils.
o Additional operational procedures and general remarks, as required.
o Any extraordinary operations (such as frequent draining of fuel oil service and settling tanks,
draining engine lube oil sump tanks of excessive water, or other problems such as waxing,
compatibility, stratification or contamination).
 Explanations must be provided in the ORB for the abnormal volumes of unburned oil
residues (sludge), oils, oily wastes, and anomalies in filter cleaning or replacement.

Entries must be made chronologically at the time of completion, in the following format:
 Dates entered as “DD-MMM-YYYY;” for example: 16-MAR-2013.
 Times entered using 4-digit numbers and the 24 hour clock (ship’s time); for example: 11:33 to
15:49. Write the times down to the nearest minute.
 Quantity of Oily Bilge Water or oil residue (sludge) entered in cubic meters. Quantity must be
entered to the nearest tenth of a cubic meter unless the measurement method does not allow this
degree of accuracy, except for:
o Fuel bunkering entries using Code “H”, for which quantities are entered as metric tonnes.
o In the event of an accidental discharge overboard where the quantity cannot be determined,
the wording “not quantifiable” must be used.
 Tank nomenclature must be recorded as stated in the IOPP Certificate Form A.
 The signature line for each ORB entry must include:
o The signature and rank of the EOOW with the charge of the operation followed by the date;
Example: William Jones, 2/E, 25-NOV-2018

o The signature and rank of the Engineer Officer conducting the operation followed by the date
(if applicable); Example: George Smith, 4/E, 25-NOV-2018

All Oily Bilge Water and Sludge transfers and discharges must be logged and all entries must be made no later
than the end of the engine watch in which the operation is completed.

If an operation starts and ends on different days, the start date should be recorded (in brackets) with the start
time. Do not leave any full lines empty between successive entries. Any blank spaces or lines must be struck
through before the page is signed by the Chief Engineer, Captain, and EO.

During Captain, Chief Engineer, and EO handovers where an ORB page is not completed, the outgoing Captain,
Chief Engineer, or EO must draw a strike line across the incomplete portion of the page, and sign the bottom of
the page.

Code (C) – Collection, Transfer, and Disposal of Oil Residues (Sludge)

C 11 - Collection of Oil Residues (Sludge)


This entry code is used to record the collection of sludge in tanks listed under item 3.1 in the Supplement to
the IOPPC.

The entries must be made using the following codes:


C 11.1 – Identity of Tank
 Tank name listed in Section 3.1 of the IOPPC Form A Supplement used for sludge.
C 11.2 – Capacity of Tank
 Record the tank’s capacity in cubic meters (m3) per the IOPPC Form A Supplement.
C 11.3 – Total Quantity Retained
 This code must be used to identify the total quantity of sludge remaining in the specific tank (m3).
C 11.4 – Quantity of Residue Collected via Manual Operations (If a transfer has occurred)
 This code must be used to record the sludge quantity collected via manual operations. Manual
operations include using a portable pump and hoses or a fixed piping system and pump to transfer the
sludge to a sludge tank.

Some examples of manual operations where oil residue is collected and/or transferred are below:

 Collection of sludge from fuel oil separator drain tanks


 Collection of sludge by draining engine sump tanks
 Transfer of fuel oil to a sludge tank
 Transfer of bilge water from tender bilges to a sludge tank
 Transfer of drained “oily water mixtures” from oil to sea interfaces to a sludge tank
 Transfer of oil mixtures from bilge tanks to a sludge tank
 Collection of sludge from bilge water holding tanks (in which case an entry for the disposal of bilge
water is also required).
A complete entry must be made weekly for each listed tank, even if a voyage lasts longer than one week.

C 12.1 – Disposal of Oil Residues (Sludge) to port reception facilities


This entry code must be used for the quantity of oil residues discharged to port reception facilities. Transfers
from multiple tanks to a single reception facility must be recorded with an individual entry for each tank.

The ORB entry must state:


 Name of the port.
 Quantity of oil residues (sludge) discharged (m3).
 Identity of the tank discharged from.
 Quantity of oil residues retained in each tank after disposal to port reception facilities (m3).

C 12.2 – Transfer of Oil Residues (Sludge) to other tanks


This entry code must be used for the quantity of oil residues transferred from one tank to another and draining
of water from an oil residue (sludge) tank listed in Section 3.1 of the IOPPC Form A Supplement to a bilge
water holding tank listed in Section 3.3 of the IOPPC Form A Supplement. Transfers from multiple tanks to a
single receiving tank must be recorded with an individual entry for each tank. The collection of bilge water

need not be accounted for, so only one entry is required. Sludge tank capacities should not be recorded for C
12.X items.

The ORB entry must state:


 Quantity of oil residues (sludge) transferred (m3).
 Identity of the original tank.
 Identity of the tank the oil residues are transferred to.
 Retention of oil residues in each tank (m3).

 Quantity of residues incinerated (m3).

 Method of disposal.
 Retention of oil residues (m3).

Code (D) entries refer to bilge water (bilge water/oily bilge water).

D 13 – Quantity of bilge water disposed of, discharged or transferred


This entry code is used for the quantity of bilge water discharged, disposed of or transferred (expressed to the
nearest tenth of a m3, unless the measurement method does not allow this degree of accuracy). This code
must be recorded for every bilge water operation. When overboard discharge operations or port facility
offload operations are performed, this code must also include the identity, capacity and quantity retained
onboard in the tank of origin.

Note: The quantity discharged recorded in D 13 entries should be calculated by using the previous retained
entry made in the ORB for the holding tank and the new measured retained volume in the holding tank.

D 14 – Time (start and stop) of each operation


This entry code is used to indicate the time (start and stop) of each bilge water operation, expressed as a 4-
digit number. This code must be recorded for every bilge water operation.

D 15.1 – Non-automatic bilge water discharge overboard through the Oily Water Separator (OWS)
This entry code is used to record overboard discharges through the OWS.

The ORB entry must state:


 Position of the ship at the start and end of the operation.
 Identity and capacity of the tank the processed bilge water was discharged from.
 Quantity retained in the tank of origin after discharge.

This entry code is used to indicate the disposal of bilge water to a port reception facility.
The ORB entry must state:
 Name of the port.
 Identity and capacity of tank the bilge water is being disposed from.
 Quantity retained in the tank the bilge water is being disposed from after disposal to reception
facility is completed.

D 15.3 – Transfer of bilge water to another tank
This entry code is used to indicate the transfer of bilge water that has accumulated in the machinery space
from bilge wells to holding tanks or from one holding tank to another.
This code can be used when bilge water is generated through sludge processing operations (i.e. when bilge
water is generated by a sludge tank through a sludge separator).

The ORB entry must state:


 Identity of the tank the bilge water is being transferred from.
 Identity of the tank the bilge water is being transferred to.
 Quantity of bilge water retained in each tank after the transfer is complete (to the nearest tenth of
a m3, unless the measurement method does not allow this degree of accuracy).
 If a portable pump is used for a transfer, the entry must state “via portable pump” under item 15.3.

 The two watches must agree on the tank quantities at the time of hand-over.
 An entry is to be made by the out-going watch accounting for the quantity transferred or discharged
during their watch.
 A subsequent entry is to be made by each watch responsible for continuing the transfer or discharge;
this entry must contain the phrase “Transfer continued from previous watch”.

Documenting Differences in Tank Soundings after Tank to Tank Transfer

Volumes retained are measured using a manual sounding, a local gauge reading, or a remote tank readout.
Retained tank volumes must be recorded exactly as seen on the selected measuring device at the time of
sounding/reading. Volumes retained can fluctuate based on various factors, including, but not limited to,
limited accuracy of tank quantity measurement devices, temperature variation and clingage. The ship’s list and
trim, barometric pressure, and tank vent line condition can also influence the measured tank quantity. See
examples A and B below:

Example A: A transfer of bilge water is completed from a tank where a small change in level equates to a large
change in quantity (Tank A) to a tank where a small change in level equates to a small change in quantity (Tank
B).
 At the end of the previous transfer operation the entry in the ORB shows a retained quantity of 9
m³ in Tank A and a retained quantity of 3 m³ in Tank B.
 A transfer operation is conducted from Tank A to Tank B. At the end of this transfer operation the
retained quantity in Tank A is 2.3 m³ (9 m³ minus 2.3 m³ = 6.7 m³). Thus, a total of 6.7 m³ was
transferred from Tank A to Tank B.
 The EOOW expects that the quantity in Tank B should equal 9.7 m³ because 3 m³ + 6.7 m³ = 9.7 m³.
 However, at the end of the operation a sounding of Tank B shows the quantity of bilge water
retained as 10.9 m³. Thus, the EOOW notices there is 1.2 m³ more than expected.
 The EOOW realizes the discrepancy is due to the sounding sensitivity of Tank A.
 To account for the discrepancy, an “I” entry should be made, and the entry in the ORB should be
 written as follows:

less sensitive to list (Tank D) due to the position of the sounding pipes (or level sensors).
 At the end of the previous transfer operation the entry in the ORB shows a retained quantity of
18.1 m³ in Tank C and a retained quantity of 4.1m³ in Tank D.
 A transfer operation is conducted from Tank C to Tank D.
 At the end of this transfer operation the retained quantity in Tank C is 5.5 m³ (18.1 minus 5.5 m³=
12.6 m³). Thus, a total of 12.6 m³ was transferred from Tank C to Tank D.
 The EOOW expects that the quantity in Tank D should equal 16.7 m³ because 4.1 m³ + 12.6 m³ =
16.7 m³.
 However, at the end of the operation a sounding of Tank D shows the quantity of bilge water
retained as 15.9 m³. Thus, the EOOW notices that there is 0.8 m³ less than expected.
 The EOOW realizes that the discrepancy is likely due to the sounding sensitivity of Tank D to list.
The ship was listing 0.5o to port at the end of the operation.
 Therefore, an “I” entry should be made, and the entry in the ORB should be written as follows:

Code (H) Bunkering of Fuel Oil or Bulk Lubricating Oil

Code (H) entries refer to bunkering operations for fuel oil or bulk lubricating oil.

Note: Transfers between the ship’s tanks (tanks and double bottom) of (clean) fuel and lubricating oil are not
to be entered in the ORB.

H 26.1 – Place of bunkering


This entry code is used to indicate the place or port of bunkering.

H 26.2 – Time of bunkering


This entry code is used to indicate the time of the start and stop of the bunkering operations, expressed as 4-
digit numbers.

H 26.3 – Type and quantity of fuel oil and identification of the tank
This entry code is used to indicate the type and quantity of fuel oil (e.g., IFO 80/180/380 and MGO).
The ORB entry must state:
 Type of fuel oil as documented on the BDN.
 Total quantity of fuel oil bunkered, expressed in Metric Tons (MT).
 Total sulphur content, expressed as a percentage (%), per the Bunker Delivery Note.
 Quantity added to each tank expressed in MT. (Note: Use the actual quantity indicated by the
bunker plan).
 Quantity contained in each tank after the operation expressed in MT. (Note: This is the actual tank
reading using the sounding tables or the actual quantity in MT listed on the Bunker Plan).

H 26.4 - Type and quantity of lubricating oil and identification of the tank
This entry code is used to indicate the type and quantity of lubricating oil (for bulk lubricating oil only).
The ORB entry must state:
 Type of lubricating oil.
 Total quantity of lubricating oil bunkered (MT).
 Quantity added to each tank (MT).
 Quantity contained in each tank after the operation (MT).

Example I (corrections):
If an incorrect entry has been recorded, it must be immediately struck through with a single line (leaving the
original entry legible). The incorrect entry must be signed and dated, with the corrected entry following.
 If the entry is corrected after the Chief Engineer, Environmental Officer, and Captain have signed
the page, they must be informed and the page must be re-signed to acknowledge the correction.
 If one or more of the Engineer Officers who should have corrected the entry is/are no longer
onboard, the Chief Engineer may correct and sign the entry instead.

Example I (missed operational entry):


Missed/late operational entries must be recorded as follows:
 Insert an asterisk (*) between the two operations where the missing one should have been
recorded. On the same page, add a reference at the foot of the page, referencing the date on
which the operation is actually recorded. The Captain, Chief Engineer and Environmental Officer
must re-sign the page; if they have previously signed the page.
 Signatures of the Engineer Officers who should have recorded and signed the entry for the
operation when it was completed.
o If one or more of the Engineer Officers who should have recorded the operation is/are no
longer onboard, the Chief Engineer may sign the entry instead.
 Insert the description of the missed operation.
