1. SCOPE

This document defines the requirements for the above ground spacial arrangement
of equipment, piping and associated facilities within the property limits of the plant.
The layout shall be developed in line with acceptable standards of - safety,
constructability, operability and maintenance for the Asset Development Projects,
which are to be undertaken at Tengizchevroil’s facility at Tengiz in the Republic of
Kazakhstan.

The Power & Steam Utilities Area and parts of the Sulphur recovery units are
arranged as a single combined unit, taking into account dictates of, Process and
Vendor requirements and are a standard industry design and therefore are not
restricted by the requirements of the spacing chart in appendix ‘A’.

Piping Design Bulletins shall supplement this document when necessary

Layout & Piping discipline shall take overall responsibility for the space management
of all above ground facilities and plot plan layouts.

2.4 GENERAL REQUIREMENTS

Steam, feedwater and blowdown piping, associated with steam generating


equipment to be designed in accordance with the ASME Boiler and Pressure
Vessel Code Section I Power Boilers, and with ASME B31-1 Code for power
piping. The ASME code for Pressure Piping, Petroleum Refinery Piping,
B31.3, 1999 edition, plus 2000 addenda, where appropriate, applies generally
to all other piping within property limits of the plant. The Piping and Instrument
Diagrams shall show the limits of the piping demarcation code breaks.

Separate specifications cover the special requirements for surface water and,
sewer drainage systems and electrical installations. Other conditioning
requirements shall apply to fire protection systems, heating, ventilating, air
conditioning and water systems serving buildings.
Standard vent, drains, and instrument connection details are contained in the
"Specification for Piping Material Classes".

Reference shall be made to the project line Designation Tables for indication
of the design and operating pressures and temperatures.

The following definitions are used in this document:

Company: PFD acting as buyer, purchaser procurer of goods or services.


Vendor: Any seller, provider or supplier of goods to PFD.
Client: Tengizchevroil (TCO).

4. INTRODUCTION

This Specification only defines technical requirements, for Purchase Specification,


scope of supply, documentation requirements and all other Commercial/ Contractual
requirements are defined in the relevant material requisition.

4.1 BASIS OF DESIGN

4.1.1 Safety in Design (SID) and Prevention of Accidents

SID induction courses shall be held for all new starters. SID
checklists shall be applied in all Design Review sessions. The site
will be divided into separate areas with fire and maintenance
access roads between and around the perimeter. New flares will be
grouped within the existing flare area. No process equipment shall
be located under the piperacks. All high fire / explosion risk
equipment shall be identified and provisions made for fireproofing
and fire monitor / deluge protection systems.

4.1.2 Proven design, used in Tengiz and / or elsewhere in existing


facilities

PFD design team is formed from previous Tengiz experience. All


compressors shall be located in buildings, the LPG will be stored in
horizontal mounded bullets.

4.1.3 High reliability / availability factor. Low life cycle cost.

The plant layout shall utilise the input and experience of the
Operations of the Maintenance departments. Clear operator access
and egress, double width platforms and high-level, and link
platforms and stairways shall be provided. The modern control
technology shall reduce the number of site operator requirements.

4.1.4 Minimise disruption to existing facilities (KTL’s).

The new unit shall be a stand-alone design, it has its own


dedicated utilities area and provision is made for new rail spurs.

4.1.5 Constructability

The plant layout shall utilise the input and experience of the
Construction department. All heavy lifts shall be carried out from
one side of the central piperack to minimise crane movements.
Provision shall be made for construction lay down areas close to
the unit. The layout is primarily of stick built design. The
engineering design shall be aligned with the Construction Work
Package philosophy.

4.1.6 Review of Kazakh Codes and Standards for layout compliance.

Applicable Kazakh Codes and standards shall be reviewed, and


areas of non-compliance shall be identified where necessary.
Where necessary project specifications shall be updated to suit.
Where these differences occur and when it is proposed to use
International Codes, or recognised Western practice in their place,
a Design Variation and Technical Justification shall be raised, and
submitted to the appropriate Kazakh Authority for approval.

The original draft of this document is based on the Chevron


Corporations Layout and Spacing, Section No. 1300 and the
Tengizchevroil (TCO) Plant Layout and Design specification No. L-
ST-2008.

4.1.7 Optimisation of Layout

The plant shall be designed as a single train concept with a single


central pipe rack. This reduces the number of side spur racks and
provides better access throughout the plant. The layout shall follow
the process flow in a logical manner. Space shall be provided for
the construction of future units.

5. EQUIPMENT PLANT LAYOUT

Spacing Tables
The spacing tables in Appendix ‘A’, B and ‘C’ give minimum spacing guidelines for
the following:

• Plant to plant
• Plant to property line
• Plant to equipment
• Equipment to equipment

5.1 PUMPS

Where practical, pumps in similar services shall be grouped together, with


adequate space for ancillary equipment, access for maintenance and
operation.

In general, locate pumps alongside plant overhead pipeways.

To minimise the length of suction lines, pumps shall be located as close to


associated equipment as possible but must be in compliance with the safety
distance on the spacing chart in Appendix ‘A’ Note 13.

Where pumphouses/shelters are provided, access for mobile maintenance


equipment shall be provided, only where this is not practical, overhead lifting
equipment shall be provided. Piping shall be designed to provide adequate
access for maintenance to valves and instruments, ensuring that piping does
not impede maintenance lifting equipment.

Consider locating LPG and hot pumps on the outside edge of plants to
improve access, drainage and fire water coverage.

Clear access, both vertically and horizontally shall be provided for trucks or
mobile equipment to service pumps.

5.2 COMPRESSORS

Compressors that require to be elevated, due to bottom located nozzles,


turbine drivers with below condensers or, process requirements, shall be
elevated sufficiently to permit piping and auxiliaries to be located below
operating platform. Other compressors may be grade mounted with piping
and auxiliaries arranged for convenient access and maintenance.

Unobstructed access for a mobile crane or a bridge / gantry crane for larger
equipment, shall be provided to allow easy removal / installation of
compressor machinery components such as rotors.

5.3 VESSELS

Vertical Vessels, of a similar diameter, shall be placed on a common


centreline parallel to the piperack, unless design conditions dictate otherwise.

Horizontal Vessels shall be located to minimize piping runs and, wherever


practicable, be grouped together perpendicular to the pipeway. Generally
vessels will be located with their support location closest to the rack aligned.
However small groups of vessel of disproportionate size may be located with
their tan lines aligned to keep a fixed clearway between the rack and
equipment.

Adequate room shall be allowed for erection, access to drop out areas, and
maintenance. Maintenance of vessel shall be by mobile crane. The use of
davits on the top platform used for lifting items from grade shall be avoided.
Drop out area for vertical vessels shall generally be located on the opposite
side to the rack, close to access ways or roads.

Adequate space shall be provided for the handling and storage of catalyst.

Extra width platforms shall be provided on columns, which have packed


sections, columns that have tray sections or manways on columns or vessels
that are identified as requiring high maintenance activities. For the packed
sections the extra width shall only be identified on the platforms local to the
loading and dumping nozzles.

5.4 EXCHANGERS

Shell and tube exchangers shall be located to minimise piping runs and,
wherever practicable be grouped together perpendicular to the pipeway with
the channel end positioned away from the rack pipeways to facilitate tube
bundle removal. Generally exchangers will be located with their support
location closest to the rack aligned. Exchangers of a similar size in the same
process circuit in series may be located with their channel nozzles aligned.

Horizontal shell and tube exchangers, in similar services, may be placed one
above the other. The top exchangers centre line shall not exceed 5.5 metres
from grade unless mounted in a structure. The static head difference between
exchangers and the effect on flow splitting shall be considered.

For exchangers under drums or structures, the channel head shall be at least
1 metre beyond any obstruction for bundle pulling.

Reboilers shall be located as close as possible to equipment they serve and


elevated to suit process requirements, with good access for maintenance
requirements.

Wherever possible, tube bundle removal shall be by a tube bundle extractor,


supported during installation & operation by a mobile platform or a mobile

crane. Extractors mounted on a mobile platform have a maximum operation


height of 6m. A clearance of 1.5 times the bundle length in front of the
exchanger measured from the tube sheet and extending 6.0 metres on at
least one side is to be provided. Permanent monorail structures shall only be
provided where crane access is impractical. Bundle removal shall not extend
over unrestricted roads.

Davits or other suitable means shall be provided to handle exchanger shell


covers not accessible to mobile equipment.

5.5 AIR COOLERS

Air-cooled heat exchangers shall be located over areas where risks of serious
fires are minimal, and shall not be located over pumps or other mechanical
equipment.

Air coolers shall be located where possible above piperacks with adequate
permanent access for tube cleaning & replacement of tubes in situ. Air
coolers may be located in safe area at grade on freestanding structures.
There will be no provision for routine maintenance or removal of cooler tube
bundles by mobile cranes. Permanent access for fan/motor maintenance will
be provided including unrestricted header box access. Air cooler motor shall
extend below head height providing they do not protude into walkways.

Air coolers in dirty service (Crude, Heavy Oils, Amine etc.) or air coolers that
require regular maintenance shall be provided with an extra width header box
platform, on one side only.

Location of air cooler shall consider the arrangement of overhead process


piping, the overhead lines shall be kept as short as possible. Balanced/
symmetrical flow into the air cooler may be required due to process reasons
refer to the P & ID. Consideration should be given to the configuration and
support of these systems.

5.6 FIRED HEATERS AND BOILERS

Fired heaters and boilers shall be located, with consideration to hazardous


area classifications, near plot boundary to faciliate firefighting and
maintenance access. Tube pulling shall generally be by mobile crane.
Adequate dropout and swinging space shall be provided.

Where practical and economical, fired equipment shall be grouped together


and where a common stack is utilised, dampers or suitable barriers shall be
provided in individual ducts.
Fired equipment shall be located away from and upwind of equipment and
portions of the plant where a flammable vapour release might occur.

5.7 PIPEWAYS

Process piping shall be routed above ground and preferably overhead.


Overhead pipeways provide excellent separation between equipment and
generally run through the centre of an operating unit. They also are less
prone to external corrosion and can be inspected more easily.

Pipeways shall generally be overhead and sized, with consideration to pipe


spacing and spans. Once the initial space requirements are established, an
extra space allowance of 25% shall be allowed for development during
Detailed Engineering.

5.8 STORAGE TANKS

Bund wall height shall be 1 metre minimum for tanks with a nominal capacity
up to 10,000 cubic metres and 1.5 metres minimum for tanks with a nominal
capacity of 10,000 cubic metres or over, including 200mm free board. The
overall bund area to be calculated on tank capacity.

Size, height and access into bunds shall conform to the Institute of Petroleum
Model Code of Safe Practice part 3 or part 9 and it is preferred that tanks
have at least one side adjacent to an access road. Bunded tanks shall have
vehicle accessways for maintenance if the capacity of the tank is over 5000m³
then two vehicle access ways shall be provided.

Tanks storing non-contaminated water shall not normally require bunding


containment of the total volume stored, unless spillage would seriously impact
the surrounding area affecting plant operations.

In bunded enclosures, the walls of the bund are to be of earth, steel, concrete
or solid masonry and be liquid tight to withstand a full hydrostatic head.

Kerb areas shall be provided around hazardous chemical storage so as to


minimise the impact of spillage on surrounding equipment and personnel

Every bunded or remote impounded area must have a 3 metre clear area
around the outside of the bund or remote impounded area and a 1.5 metre
clear area inside of any bund for fire-fighting access.

5.8.2 LPG Buried/ Mounded Pressure Storage Vessels.

Buried / Mounded LPG Pressure Storage Vessels shall be in


accordance with EEMUA No. 190:2000.

The Mounded LPG Storage Bullets shall be grouped together, and


located above grade. Access to the relief valves and any operation
and maintenance activities shall be via permanent access stairs
and platforms to the top of the mound.

An access and maintenance area at grade shall be provided for


crane operations to assist the removal of relief valves and any
other maintenance activities.

5.9 BUILDING SITING IN PROCESS PLANTS

Buildings and Control Rooms in process plant shall be analysed to determine


if the location and construction types are appropriate for potential hazards
from the process areas. Potential hazards include fire, toxic release and
Vapour Cloud Explosion (VCE). For new control rooms and buildings (at
facilities handling flammable or toxic materials), a hazard assessment shall be
undertaken to insure that the design requirements are sufficient to mitigate
potential hazards. This could include blast resistant design, protected
ventilation systems, or gas detectors.

Existing buildings at a facility shall also be reviewed to manage the


associated risk from the hazards in the plant. API’s ‘Recommended Practice
752 – Management of Hazards Associated with Location of Process Plant
Buildings’, provides a framework for conducting a Building Siting Assessment.
The location of the buildings involves close co-operation with Health, Safety
and Governmental Engineering, Control systems and Electrical, Architectural,
Client and Plant Layout.

5.12 PLATFORMS,STAIRS & LADDERS- ACCESS & LAYOUT


REQUIREMENTS

Platforms, ladders and stairways shall be the minimum consistent with the
specified access and safety requirements. Where feasible common
supporting structures, stairs, ladders, walkways and foundations, shall be
utilised.

5.12.1 Platforms with Stair Access to main operating & service levels in
structures.

Platforms with stair access shall be provided at:

a) Equipment requiring frequent servicing.

b) Locations serving mechanical equipment.

c) Air cooler fan motors.

d) Soot Blowers, Observation Doors & Burners on Boilers

5.12.2 Platforms with Ladder Access to Vessels & auxiliary service


platforms in structures.

Platforms with ladder access shall be provided at:

a) Exchangers with centreline located 3.5 metres or more


above grade.

b) Equipment requiring infrequent servicing.

c) Air cooler header boxes.

d) Points requiring access for maintenance, including


column or vessel manways, nozzle flanges, relief valves,
removable heads or covers.

e) At and around top channel head of all thermo-syphon


reboilers.

f) Platforms that are accessed by the same ladder, shall be


separated by 750 mm minimum elevation change.

g) Maximum distance for a platform structure dead end is

5.12.3 Platforms are not required for manways, when manway centreline
elevation from grade is :

a) 4.5 metres and under without internals.

b) 3.5 metres and under with internals.

c) The distance from the bottom of Manway flange to


platform shall be between 460mm and 610mm.

5.12.4 Dual Access Requirements

Dual access shall be provided at:

a) Elevated platforms 3.0 metres or more above grade and


serving three or more vessels, where required for escape
of personnel.

b) Any platform serving fired process equipment.

c) Any platform serving two or more pieces of equipment


which are concurrently maintained or operated.

d) Any platform which has an area of 20 square metres or


more.

e) Large elevated structures, where platforming is more


than 20 metres from a single access.

5.12.5 Ladder Requirements

a) Side access ladders are preferred to front access/ step


through ladders.

b) The maximum straight run of ladder up columns & vessels


is 9 metres, all other ladders that access structures &
working/ maintenance levels etc will be a maximum of 6m in
length. Where possible platforms should be located so the
ladder flights are equal or located so that the shortest flight
is at the highest elevation, continuation ladders shall have
offset orientations.

c) Wherever practicable, ladders shall be arranged so the user


faces toward equipment or structures rather than facing
open space.

d) 200mm minimum clearance behind the ladder rung


centerline is required throughout the length of the ladder.

e) Landing area required at the base of ladders shall be a


minimum of 800mm x 800mm.

5.13 PIPE SUPPORTS, ANCHORS AND GUIDES

5.13.1 General Requirements

All piping shall be adequately supported and restrained to prevent


undue vibration, deflection, stresses or loads on equipment.

Stress Group will review all piping and identify requirements for
springs, anchors and loops.

The intermediate supporting of smaller lines from larger lines shall


be avoided.

5.13.2 Pipe Shoes

Horizontal lines with hot, cold, or acoustic insulation are to be run


on welded pipe shoes including post weld heat treated pipes. All
non-insulated lines are to be laid directly on pipeway or sleeper,
unless wear pads are specified.

Horizontal lines with personnel protection, will rest directly on the


pipeway or sleeper.

For details on pipe supports in hot, cold and acoustic service and
heights of pipe shoes etc. refer to pipe support standards.

Designers should be aware of axial movement when selecting shoe


types.

5.13.3 Adjustable Supports


Adjustable supports shall be used to ensure equipment alignment.
The first support local to rotating equipment shall be adjustable.
The first support for pipes from the bottom of horizontal vessels and
exchangers shall be adjustable to allow for gasket replacement at
nozzles.

5.14 UNDERGROUND PIPING

5.14.1 General Requirements

Pipe trenches for Hydrocarbon drains shall be routed, when


possible, away from areas where flammable heavier than air gases
can collect.

Piping requiring protective heating, regular inspection and servicing


shall be run in trenches.

5.14.2 Underground Pipe Protection

Carbon steel pipe laid below ground shall be adequately protected,


by coating and wrapping.

All buried carbon steel piping shall be cathodically protected, and


isolated from above ground piping by insulating joint sets.

Non-metallic piping where used for firewater, demin. water etc.


shall be direct buried to a depth of 0.5m(to top of the pipe) greater
than the estimated frost line.

5.14.3 Lines Susceptible to Freezing

Lines whose temperature can drop to such a degree that the


moisture in the surrounding earth would freeze shall not be buried
but carried overhead or run in sand filled trenches.

Where the contents of a buried line are liable to freeze due to a


drop in ambient temperature, the line shall be buried below the frost
line.

6. EQUIPMENT PIPING LAYOUT

6.1 GENERAL REQUIREMENTS

Provision for alignment in the piping design shall be provided by a


combination of fabrication/ erection welds to facilitate accurate fabrication,
and by provision of an adjustable pipe support, to facilitate compliance with
alignment tolerances.

6.2 PUMP AND TURBINE PIPING

Refer to the Specification for Piping Standard Details for typical pump
arrangements.

6.2.1 General Pump and Turbine Requirements

Temporary strainers shall be provided at all pump suctions and


turbine inlet unless permanent strainers are specified.

Piping shall be designed with sufficient flexibility to absorb any


excessive stresses. Anchors, stops or guides shall be used to
direct thermal expansion away from pumps and turbines.

The first support local to the pump where possible shall be located
on the foundation of the pump. This support shall be adjustable to
allow for alignment and any settlement that may occur.

6.2.2 Pump suction piping

Pump suction piping shall be arranged to avoid pockets


unnecessary pressure drop and vapour pockets. Eccentric
reducers with flat side top shall be used at all horizontal pump
suction nozzles. The straight length of pipe from the last elbow to
the suction nozzle, excluding any strainer or valves, shall be in
accordance with the pump vendor’s recommendations, but as a
minimum shall meet the following requirements;

• Horizontal End Suction/ Top Discharge Pumps.

The straight length shall be a minimum of 3 pipe diameters

• Horizontal Top Suction/ Top Discharge Pumps.

The straight length of pipe shall be a minimum of 1 ½ pipe


diameters if the elbow is inline with the drive shaft, otherwise

the straight length shall be a minimum of 4 pipe diameters e.g.


elbow is in a plane at right angles to the drive shaft.

• Horizontal Side Suction/ Side Discharge Pumps.

The straight length of pipe shall be a minimum of 3 pipe


diameter when the elbow is installed in a plane other than at
right angles, e.g. horizontal to the pump shaft, then a straight
run of 5 to 10 pipe diameters may be required.

• Vertical Inline Pumps

The straight length of pipe shall be a minimum of 1 ½ pipe


diameters if the elbow is inline with the drive shaft, otherwise
the straight length shall be a minimum of 4 pipe diameters e.g.
elbow is in a plane at right angles to the drive shaft.

6.2.3 Pump Discharge Piping

The pump discharge piping as a minimum will consist of a pressure


gauge, a non-return valve and a isolation valve. Access shall be
provided to the isolation valve, this may involve a small access
platform depending on the size of the arrangement.

Generally a support shall be provided local to the pump nozzle,


where possible this support shall be located on the foundation of
the pump.

6.2.4 Access to Pumps and Turbines

Piping at pumps and turbines shall be arranged to avoid


interference with operation or maintenance access. Removable
spool pieces shall be provided, as appropriate, to permit
maintenance without major piping disassembly.

6.2.5 Weight and Thermal Stress

Suitable supports or anchors shall be provided so that excessive


weight and thermal stresses are not applied to the casings. Careful
design consideration shall be given to piping configuration to
minimize these stresses.
If grade level supports are required at pumps, or turbines they shall
be installed on an integral extension of the equipment foundation,
to avoid differential settlement

6.2.6 Pump Valves

Pump valving shall comply with requirements shown on P&ID.


Valve orientation shall not encroach on the access for pump
maintenance and shall be considered during layout development.

6.3 COMPRESSOR PIPING

6.3.1 Suction Piping

Centrifugal Compressor Suction piping shall be designed to ensure


that the configuration of the piping and the length of straight pipe at
inlet nozzle is adequate and does not adversely affect the
compressor performance.

Piping shall be routed to avoid the possibility of the trapping of


collected liquids. If this is not practical then knock-out equipment
shall be installed subject to owner’s approval.

Temporary strainers are to be installed in compressor suction lines


and indicated on the P&ID. Vendors recommendation shall apply.

6.3.2 Vibration (Reciprocating Compressor)

Suction and discharge piping shall be run on sleepers at grade.


This arrangement permits simple and effective hold down type
supports of the lines to reduce vibration. Small bore lines should
also be adequately anchored.

Suction and discharge lines shall be supported independently of


the compressor shelter.

6.3.3 Removable Piping for Maintenance

Removable spool pieces shall be provided at compressors where


needed to permit maintenance without major piping disassembly.
Piping either side of the removable spool piece shall be adequately
supported. Piping within a compressor house shall be designed to
avoid clashing with overhead gantry crane lift zones and drop out
zones for compressor maintenance.

6.4 VESSEL AND COLUMN PIPING

6.4.1 General Requirements

Piping at columns shall be located radially about the column on the


pipeway side, manways and platforms on the access side. Over-
head vapour lines and similar connections 18” and larger may have
a welded connection to the vessel, except where flanges are
required for maintenance or blinding. Vertical lines down columns
or vessels shall have a minimum of 450mm clearance from outside
of shell to back of pipe. (No goose necking to bring piping back to
the vessel). The type of pipe support used may increase these
dimensions.

Valves and flanges shall not be located inside vessel skirts.

Draw-off boots on elevated horizontal vessels may be extended a


reasonable amount to place the centres of gauge glass and level
controller 1500mm maximum above grade or platform.

A valved and blinded atmospheric vent is to be provided at vessel


high points and/or overhead piping with platform access provided
for valve operation.

Drains provided at vessels shall run to underground systems with


open connections terminating 50mm above the drain hub, so that
discharge is plainly visible. When practicable, connection shall be
from the bottom out line.

6.5 EXCHANGER PIPING

6.5.1 Shell and Tube Exchangers

Piping to shell and tube exchangers shall be arranged to facilitate


removal of shell covers, channel covers, channels and bundles.
This may require the addition of break out flanges on channel side
piping. Piping shall be adequately supported such that bundles can
be removed without use of additional supports.

6.5.2 Fixed Tube Exchangers

On fixed tubesheet exchangers, adequate space shall be allowed


to enable tubes to be rodded-out from both ends. In addition
provision shall be made for the containment and removal of waste.

6.5.3 General Requirements

In water service piping shall be arranged where practical, or check


valves properly located, so that water remains in all units on loss of
cooling water supply. Where freezing can occur, provision shall be
made for draining all water from a blocked exchanger.

Thermowell connections may be provided on exchanger inlet and


outlet nozzles, otherwise they shall be installed on adjacent piping.

Piping at exchangers shall be neatly arranged with control station


adjacent and parallel to the exchanger and designed accounting for
thermal movement taking into account the fixed end location of the
exchanger and pipe support locations.

6.6 AIR COOLED EXCHANGER PIPING

6.6.1 General Requirements

Inlet piping to a heat exchanger unit made up of multiple bays


should be designed, as far as practical, to provide balanced flow
through the bays. Checks shall be made with the process group to
ascertain if a full symetric cascading flow is required.

Overhead supports for inlet piping may require extension of rack


steelwork rather than supporting from the cooler. This requirement
should be identified early in the design to allow the correct spacing
of air cooler units. Any overhead support columns shall not impede
access to header boxes or the tube bundle maintenance.

Piping connections to split header bundles shall incorporate


necessary flexibility to accommodate the anticipated movement
induced by differential temperature within the bundle.

6.7 HEATER AND BOILER PIPING

6.7.1 Inlet & Outlet Process Piping

Preference shall be given to symmetrical inlet piping from the point


where the flow splits at the heater inlets.

Symmetry of outlet piping from heater is preferred since non-


symmetrical piping may contribute to the uneven heating and
possible coking up and overheating of tubes.

6.7.2 Burner and Snuffing Steam piping at Fired Heaters


Burner piping shall be kept clear of all access and observation
openings. Space required for tube maintenance shall be clear of all
piping. Piping connections to the burners shall be made using
unions, flexible connectors or other specified means to provide for
easy and convenient removal of burners for maintenance. Piping
should be located to maintain a minimum 2.1 metres clear under
the heater.

In general, burner piping shall conform to the following


requirements:

• Take-off connections shall be made from the top of the steam


and gas headers and piping arranged for equal flow distribution.
• Condensate legs, knockout pots or other approved methods for
the collection and elimination of condensate shall be provided.
• Burner pipe valving shall be accessible when viewing through
peephole.
• Snuffing steam manifold and fuel gas shutoff valves shall be
located 15 metres min. from furnace.

6.8 PIPEWAY PIPING

6.8.1 General Requirements


All piping within plot limits shall be carried overhead where
practical, to avoid tripping hazards at grade.

Offsite piping shall run on sleepers at grade, where practical.

Piping on elevated racks shall run at different elevations designated


for North-South and East-West banks and change elevation when
changing direction.

Piping outside of pipeways shall run parallel to pipeways wherever


possible.

Relative elevations of pipeways shall be set to provide sufficient


clearance between lines at intersections.

Piping that require a slope or no pocket shall be indicated on the


Piping & Instrumentation Diagram.

Dead ends shall be avoided. However if headers are required for


process reasons the header shall terminate in a cap and not a
flange.

Minimum spacing between pipes to be based on staggered flanges


with at least 25mm clearance between outside of bare pipe or
outside of insulation, to outside of bare flange or outside of flange
insulation on adjacent line. Thermal movements shall be
considered in determining final pipe spacing, at interconnection,
and by generally locating the hottest, and large bore piping on the
outside of the rack.

In general the lower levels shall contain the process pipework and
the upper levels utility pipework where practicable.
The relief valve header pipework shall generally be located on the
top level.

Pipe spacing shall be in accordance with the "Specification for


Piping Standard Details".

Pipework shall not be routed beneath the pipeway in areas


designated as accessways.

The largest and hottest pipework shall be located at the extremities


of the pipeway to allow expansion loops within the racks.

In general any change in direction shall also require a change in


elevation.

The minimum header line size within the pipeway shall be 2".

As branch connections are based on the use of o'lets, branch


connections can vary due to manufacturing dimensional
differences. Therefore fitting to fitting make ups that require
accurate fabrication (for clearance or support purpose) should be
avoided.

Orifice sets if located within a pipeway shall be located at the sides


to ensure access is available for operation and maintenance
activities.

Pipework that runs vertically off the side of the pipeway shall be
grouped together with a common back of pipe to allow the ease of
supporting, taking into account insulation and any pipe shoe
requirements.

Branch header isolation valve where possible shall be located on


the outside of the pipeway to allow for ease of access.

6.9 STORAGE TANK PIPING

A 90º change of direction as close as possible to the tank nozzle shall be


provided in the connecting piping so that the tank nozzles and valves are not
distorted if tank settlement occurs.

Block valves shall be located close to tank nozzles.

Piping in bunds shall be routed neatly in banks at grade, allowing for vehicle
and personnel access into the bunded area. Provide stiles over pipe banks
where necessary.

7. VALVING AND PIPING ITEMS

7.1 Process Requirements

Valves shall be installed in accordance with requirements shown on Piping


and Instrumention diagrams and Package details for vents, drains and
Instrument assemblies.

Valves in liquid sulphur and tail gas services shall not be installed in a vertical
line.

Valves in vertical runs in caustic and acid services shall be located at a


maximum height of 1.37 metres from grade or platform. All other valves to
have stems in vertical

7.2 Operational Requirements

Valve installations shall comply with any specific instructions supplied by the
Valve Manufacturers.

Consideration shall be given during design to access, operability and ease of


removal of valves with particular reference to valves with special handwheels
and operators. Battery Limit valves shall generally be located on piperacks
and shall have adequate access.

Valve stem positions shall be installed above the horizontal centreline, except
in flare lines where they shall be installed below the horizontal centreline.

Gear operated valves shall be provided in accordance with the Specification


for Material Classes.

Where necessary check valves shall be suitable for installation in vertical


lines with the flow upwards. Check valves are not to be installed with the flow
downwards. Small-bore check valves are to be installed in horizontal lines
only.

Heavy valves that require removal shall be provided with:

• Clearance to permit access by mobile maintenance crane, forklift


truck or carry deck crane.

Locate heavy valves close as possible to support points and allow at least
300mm from the flange to the support.

Valves in lines off vessels shall be located as close as practical to the vessel
in order to minimise lengths of pipe subjected to steamout during
maintenance.

Isolation valves in pump suction and discharge


manifolds shall be located as close as practical to the pump, and where a
Pump House is specified inside the building. Associated control valves may
be located outside the buildings if appropriate space and access is insufficient
within.

Two-handed operation of valves or equipment from a ladder is prohibited.

A minimum clearance of 75mm shall be maintained around valve


handwheels.

Branch line block valves from pipe rack headers shall be accessible from rack
platforms or appropriate locations at the edge of pipe rack.

7.3 Maintenance Requirements

Careful consideration shall be given to the location of valves that have Ring
Type Joints (RTJ's). The valve shall be located close to a change in direction
with a flanged elbow in order to ease the removal of the valves.

Valves in Butt Weld services unless identified on the P&ID's will not be
provided with break out flanges/ removable spools all maintenance activities
will be performed in situ.

Process vents and drains for equipment and piping shall be valved
and shall be shown on the P&ID's.

Bottom of drain plug or flange shall be a minimum of 150mm above


grade or platform. This may be reduced to 100mm around control
valve sets due to height limitations.

7.5.2 Pressure Testing Vents and Drains

Pressure testing vents and drains for hydrotesting shall conform to


the following:

a) In hazardous services, such as Hydrogen sulphide Gas, etc., vent


and drain connections to be provided only when it is not possible to
vent or drain through flanges in the system.

b) Instrument Air Systems with limits as defined in procedure 60-0000-


L-PRO-0013, do not require high point vent connections on piping.
Low point drains shall be installed for maintenance.

c) All other services shall have vent and drain connections provided at
the high and low points of the piping system to facilitate
maintenance and hydrostatic testing. (The vents and drains shall
not be shown on P&ID's.)

7.6 SAMPLE CONNECTIONS

Sample connections are to be located for ease of access from grade


(preferred) or fixed platform.

Length of sample piping to be kept to minimum.

7.7 LINE BLINDS.

7.7.1 Installation Requirements

Spectacle blinds spades and spacers shall be installed where


indicated on the P&ID's. Ease of removal shall be a design
consideration. Blinds local to a change in direction of piping, will
benefit from the flexibility introduced into the system.

Blinds in ring type joint assemblies shall be subjected to special


analysis.

7.7.2 Size versus Rating Requirements

Spade & spacer assemblies shall be used as indicated;

150# - 16” and larger


300# - 12” and larger
600#/900# - 10” and larger

One flange shall be drilled and tapped, with two jackscrews. Note
that valve and nozzle flanges shall not be tapped.

7.7.3 Weight Restrictions

Spectacle blinds shall be accessible from grade or platform. Blinds


that weigh over 45kg shall be installed vertically in a horizontal
section of line and preferably be accessible by mobile equipment,
or lifting beam. Space should be provided for the installation of
temporary supports during maintenance/shutdown.

7.7.4 Location of Flanged Joints

Avoid locating flange joints over vessel manways, to avoid potential


leaks into vessel that may be shut down for maintenance.
Overhead lines in acid, caustic or other corrosive services shall not
have flanged joints located above access ways or platforms.

7.8 FLANGES & BOLTING

7.8.1 General Requirements

Flange joints shall be kept to a minimum and in general shall only


be provided to match equipment nozzles, for removable spools, for
equipment maintenance, cleaning, valve removal & manways.

7.8.2 Connections to Equipment

Flange connections to rotating equipment shall be designed such


that during pre-commissioning inspection when flange bolts are
removed, accurate parallel alignment of flange faces and
concentricity of bolt holes can be achieved.

7.8.3 Flange Assemblies

All non standard flange assemblies and assemblies requiring the


use of hydraulic bolt tensioning equipment require stud lengths to
be checked eg. Out of spec. R.T.J flanges, wafer type valves,
P.S.V. inlets etc… Hydraulic bolt tensioning requirements are
specified in document number 60-0000-L-SPE-0017.

8. SERVICE PIPING

8.1 STEAM PIPING

8.1.1 General Requirements

Piping shall be designed for complete condensate removal with drip


legs provided on all steam lines at all low points and dead ends.

Branch connections shall be made from the top of the headers.

Block valves shall be installed in the horizontal run of each branch


line to a group of common users.

Piping shall be designed to make use of sub-headers to serve an


area of process equipment or groups of drivers.

Steamout connections required for purging vessels and pipelines


containing hydrocarbon and hazardous fluid, shall be indicated on
the P&ID's.

Where temporary type connections are used, the hose length for
servicing connection shall not exceed 15 metres.

8.1.2 Steam Traps

Steam traps shall be provided at low points and drip legs of steam
lines.

Steam traps shall discharge into a condensate system (All steam


traps to be accessible from grade or platform).

Provide valves on each side of trap for trap removal on closed


systems.

Steam traps shall be supplied with an integral strainer.

8.2 HEAT TRACING AND WINTERISING

Heat tracing requirements, including type to be used, shall be shown on the


P&ID's and Line Designation Tables.

8.3 UTILITY STATIONS

Utility stations, which may be a combination of air, steam, nitrogen and water
as identified on P&ID's in compliance with the ‘Specification for Standard
Details’. Utility stations shall be located throughout the operating area of each
process unit, so that a 15 metre length of hose can service any point in the
area.

8.4 EMERGENCY SAFETY SHOWERS

Emergency safety showers shall be located to be easily accessible from all


areas containing hazardous services.

8.5 WATER SYSTEM PIPING

For cooling water system in areas subject to freezing, provision must be


made for circulating any lines that cannot be blocked off and drained. Drains
to be provided on the dead end portion of lines. Equipment such as
condensers, coolers etc. must be erected in such a manner that the tubes can
be drained clear by gravity, or provision made so that they can be blown clear
of water.

8.6 AIR SYSTEM PIPING

Air piping system should be designed to minimise pockets. Provide drain


valves at the low points of systems. Branch connection shall be from the top
of the header.

9. INSTRUMENT PIPING

9.1 CONTROL VALVE PIPING

9.1.1 General Requirements


Control valves and Motor Operated Valve manifolds shall be
installed as shown on P&ID's.

Elevation of by-pass lines shall meet requirements for overhead


clearances specified for the relevant control valves, and be
designed to provide maintenance clearance above the main control
valve.

Supports at control valve manifold to be located so that the


assembly is self-supporting when control valve is removed.

Control valves are to be located preferably at grade or on platforms


sized for good access and operability. In general, they are to be
located in sight of instruments or indicators showing variables they
control.

9.1.2 Process Considerations

Where vaporisation occurs across Control valves, the valves


should be located as far downstream in the line as possible to
reduce pressure drop. Otherwise the down stream line size may be
subject to review by Process/Instruments.

9.2 RELIEF VALVE PIPING

9.2.1 General Requirements

All relief valves shall be accessible from grade or fixed platforms,


except small thermal relief valves, which may be accessed by
ladder.

If relief valves are located on a platform they shall be located


inboard of the handrail for ease of maintenance.

Relief valves that weigh over 25kg shall have unobstructed


overhead access for mobile maintenance equipment, if not a davit
or lifting beam shall be provided.

Relief valves shall be installed in a vertical position as close to


protected equipment as practical, whilst allowing free draining into
the discharge header.

Relief valve inlet and outlet piping shall be arranged such that the
relief valve can be anchored with sufficient flexibility in the up and
down stream piping.

Gate valves used in relief and flare systems shall have spindles in
the horizontal or below position, so that valve spindle fracture will
result in a valve set open.

9.2.2 Process Considerations

Relief valves discharging into a closed blowdown system shall be


elevated to provide self-draining of discharge side into blowdown
system. Control Systems Department shall approve alternative
arrangements.

Relief valves discharging vapour to atmosphere shall be provided


with a pipe stack ending at least 3.0 metres above any platform
within a 8 metre radius. Provide a 6mm weep hole in bottom of
stack to prevent liquid accumulation or hard piped as indicated on
P&ID's.

Small relief valves, protecting blocked-in process piping or


equipment against fluid thermal expansion may discharge to a
suitable drain or closed blowdown system.

9.3 LEVEL INSTRUMENTS

9.3.1 Location

All level instruments must be accessible from grade, platform or


ladder. Their location is to be consistent with function and with
convenience of plant operation.

9.3.2 Standpipes

Standpipes are only to be used if there is insufficient room to install


instrumentation directly to valved connections on vessel or tank. A
standpipe shall be used if more than one level gauge is required to
span operating range. Where standpipes are used, block valves will
be provided at the vessel connections.

9.3.3 Standpipe Block Valves

Access to Standpipe block valves 2’’ and above shall be from fixed
platforms.

9.4 ORIFICE SETS

Horizontal meter runs for up/ down stream pipe lengths shall be in
accordance with Control System Design requirements. Provide sufficient
clearance at orifice flanges for installation of instrument piping and seal pots
where required. When reducers are used in metre runs they shall be
concentric, wherever practical. Meter runs in horizontal exceptions are steam.
Instrument group to ensure correct orientation.

Orifice taps are to be orientated in accordance with Control System Design


requirements, the flange tap assemblies shall be in accordance with the
appropriate Piping Class and standard details.

9.5 PRESSURE AND TEMPERATURE GAUGES

Gauges mounted on piping shall be located so as to provide good access for


reading the instrument and isolation and maintenance activities. Clearance
should be provided around instrument, accounting for insulation and tracing
requirement to avoid snagging during installation.

10. MATERIALS

10.1 PIPING MATERIALS SPECIFICATION

The Specification for ‘Piping and Material Classes’ includes individual Service
Material Classes. It also indicates in detail, pipe, valve, flange, fittings, bolting,
gasket, branch connection and other specific material requirements for
various classes of fluid, temperature and pressure services.

10.2 WALL THICKNESS AND REINFORCEMENT

10.2.1 Wall Thickness and Branch Reinforcement

Wall thickness and branch connection reinforcement requirements


shown in the Piping Material Specification are satisfactory for the
most severe pressure-temperature conditions within the limits
indicated. Where mechanical loads increase stresses above those
due to internal or external pressure, appropriate reinforcements
shall be added as instructed by the stress engineer.

10.2.2 Branch Reinforcement

Branch reinforcement is based upon “limited” corrosion, where all


excess metal in pipe wall, other than required for pressure and
corrosion allowance, is credited to branch reinforcement.

10.3 PIPE SIZING

10.3.1 General Requirements

Piping is sized for normal design conditions. Provision for future


increased capacity is not made unless specifically indicated.

Piping smaller than ¾” shall not be used except in instrument and


in auxiliary services such as pump cooling.

Pipe sizes 1¼”, 2½”, 5”, 7” and 9” shall not be used except where
equipment connections are these sizes. In such cases, transitions
to other commercial pipe sizes shall be made as close as possible
to the equipment connection.

NOTES FOR APPENDIX “A”, “B” AND “C” (Spacing Charts derived from Chevron standards and incorporating Design Institute Comments)

1. The plant outlines are the equipment lines (frequently called equipment setback or line-up lines) and should be clearly identified on all plot plans. Equipment lines are used to establish plant spacing.
2. The so-called plot limit lines (which usually delineate the near edge of adjacent roads) are not used to establish plant spacing.
3. The spacing between the near edge of a road bordering high or low-pressure plants and equipment set-back lines may be reduced to 1.5 metres. All roads closer than 7.5 metres to high or low pressure plants are
considered restricted roads.
4. Provide a 6 metre minimum vertical space between overhead air coolers and the top of pumps handling flammable or combustible liquids. Pumps shall not be located directly under air coolers.
5. The minimum distance from flares is determined by the radiation zone footprint requirements at grade. However, the minimum distance to equipment handling flammable fluids should not be less than 60 metres
(except equipment directly related to the system and normally located near base of stack).
6. Plot limit valves should be accessible from grade or from a raised platform. Platform should be accessible by stairway and not located over pipeway drainage channel.
7. Primary fire water pumps and spares should be 60 metres from process equipment when spaced together. Individual pumps 60 metres apart may be within 30 metres of the process units. The loss of any fire
pump should not reduce the capacity of the fire water system more than 50%.
8. If pipe trenches are used, spacings shown are to be trebled.

10. Truck traffic to Tank Truck Loading Rack (TTLR) should not interfere with process plant traffic.
11. 90 metre spacing – Process to office is based on potential for explosions to shatter glass and wood and other construction materials susceptible to explosion and fire damage. Single offices for field supervisors
can be located in workshops or control buildings.
12. Pumps should be outside tank bundwalls and impounding basins.
13. Pumps operating over 316ºC shall be located at least 15m from Fired Heaters and furnaces, place pumps 1.5m apart and should be 3m from equipment handling other flammables so that a packing gland fire will
not expose adjacent equipment.
14. High flash product tanks may be closer to facilities and equipment. Crude oil stored in cone roof tanks require special consideration. See NFPA 30.Tanks containing non-flammable liquids shall be located to suit
their service requirements.
15. Spacing from property lines that can be built on:
• Residential Commercial = distance as shown
• Industrial Zone or Undeveloped Properties = ½ distance as shown
