1. The International Telecommunication Union and the Federal State Unitary Enterprise "Central Science Research Telecommunication Institute" are organizing an international workshop in Moscow, Russia from April 27-29, 2011. 2. The workshop will focus on sharing experiences implementing network performance parameter control systems to ensure quality of service on operator networks, and using sensor networks to optimize automobile traffic flows. 3. There is no participation fee for the workshop, but all expenses must be covered by each organization. Participants are requested to submit registration and hotel reservation forms by the specified deadlines.

“International telecommunication testing centre” (ITTC), Russia, Moscow April 27 - 29, 2011

Dear Sir / Madam,

I am pleased to inform you that the Telecommunication Development Bureau (BDT) of the
International Telecommunication Union (ITU) in collaboration with the Federal State Unitary
Enterprise “Central Science Research Telecommunication Institute” (FSUE ZNIIS) is organizing the
International Workshop “Experience in implementation of network performance parameter control
systems for ensuring QoS on the operator networks. Sensor networks as a tool for optimization of
automobile traffic flows”, which will take place in Moscow, Russia, from 27 to 29 April 2011. This
event is held within the framework of ITU-ZNIIS join project on creation of “International
telecommunication testing centre» (ITTC) developed under CIS Regional Initiatives.

The main objective of this Workshop is to inform the attendees on the following subjects:
international standardization and European operators approaches to implementation of network
performance parameter control systems for ensuring the quality of service, and to share the
experience in implementation of similar control systems on Russian and CIS operator networks.
Particular attention during the Workshop will be paid to matters of sensor networks and RFID
systems development as well as approaches to implementation of automobile traffic control
models using new technologies, including aspects of management and control of network
performance parameters in future networks. The draft program is attached to this letter for your
further information.

Working languages of the Workshop are Russian and English with simultaneous interpretation.

Please note that there is no participation fee for this Workshop. However, it should be noted that
all the expenses relating to participation of your representatives in the Workshop should be
covered by your Administration/organization.
