I hereby submit my handover report to your office for perusal.

I have been a Headteacher of Rusekere Secondary School, Kabarole for three years
but was transferred to Mahyoro Secondary school, Kitagwenda, in the last transfers
for Headteachers and Deputies. The handover at Rusekere Secondary School took
place on 24th February 2020 and I have already reported to my new station Mahyoro
Secondary school.

I pledge to worker harder than before for the development, in my new station

HANDOVER REPORT TO THE NEW HEADTEACHER


MR. EDWARD BAGONZA ON 24TH FEBRUARY 2020
I am privileged to welcome all of you to this handover ceremony. I am grateful to God
the Almighty,who has enabled us to be here in good health.

Fr. Chairman, I would like to inform members present, that I have administered this
school for three years (12/12/2016 to 24/02/2020) as a Headteacher. The Ministry
of Education and Sports appointed and posted me to this school in November 2016
and I am happy to have worked with you for all this time, in my first posting as a
Headteacher.

Fr. Chairman allow me to thank members who have been checking/visiting the
school frequently. At the same time I would like to thank my successor for having
accepted to head this school.

This school has not had a substantive deputy Headteacher for about four years and
when the school got one, the Headteacher was transferred.However Mr. Edward
Bagonza is a tested leader. I pray that he is promoted to a substantive position of a
Headteacher and a substantive deputy Headteacher is posted to the school.

Fr. Chairman, during my stay in this school, I discovered that most of the parents of
the school are rural peasants who in most cases do not manage to pay school
contributions, as agreed. Whenever they try to pay, they do not pay in time. This
condition does not permit the implementer of the school programs, to perform and
implement the school programs effectively as agreed. This is a setback to the
development of the school. To handle and manage such a situation teamwork
amongst all stake holders is required to sensitize the parents to see the need for
education in this area.

I have also found that the discipline of young generation in this area is quite wanting.
It take a lot of effort to have a disciplined community in the school. I urge the in-
coming acting Headteacher to combine efforts with the community, to show these
young ones, that education is important in their lives.

The three years I have administered this school, I tried to work hand in hand with all
stakeholders and the following are some of the achievements.

a) A functional Board of Governors was appointed by the Minister in May 2017


and has been doing its duty very well.
b) The school has improved in terms of discipline. Cases of fighting at high
magnitude and pregnancies have reduced tremendously.
c) There has been academic progress in the last three year as evidenced by the
reduction in failures at both O and A level
d) The school secretariat was improved through purchasing a canon
printer/photocopier
e) The school sanitary system improved by extending water from the NWSC
f) Two modern classroomblocks were constructed to improve the learning
environment, appreciation goes to Missio-Auatria for the great work done.
g) A fully furnished modern library and computer laboratory was completed for
the learners to use, thanks go to Rettet Das KindAustria, through Austrian
Ugandan Friendship Association.
h) The school main hall was refurbished and it’s in a good condition.
i) A school sports uniform for boys and girls, including football boots were
purchased.
j) A girls pit latrine was constructed
k) The lunch project for student was started to enable all student to take lunch at
school
l) A temporary school canteen was built.
m) Some music equipment (Curtains, drums, ebinyege) were purchased to improve
on the students talents in Music.
n) There has been quite good relationship between all stakeholders of the school.
o) All the funds that have been received by the school from the Ministry and other
sources have been fully accounted for and certificates of accountability
awarded where applicable.

p) There was purchase of a small wireless and rechargeable public address
system.
q) There was Auditing of the school books of Accounts for the two years by
Nagenda and Company CPA Associates (FY 2017 and 2018) and copies are
available at the Bursar’s office. The funds for FY 2019 have also been
accounted for and the certificates of accountability are available with the
school bursar.

CHALLENGES

1. We were not able to build a permanent school entrance gate.


2. The road from school to the main road remains a challenge.
3. We were not able start a hostel for students.
4. The number of teachers on the government payroll has reduced.
5. The enrollment has also reduced.
6. The school demarcations are still in question.
7. We have not been able to involve the community to fundraise for the school.

Besides these challenges, I found most members of staff, student leaders and most
stakeholders were cooperative. It is as a result of this cooperation that I managed to
do whatever I have done. I thank them most heartedly. I thank the parents, herein
represented by their chairperson, for struggling to educate children of this area.

For diocese, D.E.O and B.O.G members, PTA members, local leaders and all other
stakeholders, I say thank you! May God Bless you.

BACKGROUND INFORMATION

Name: The school is called Rusekere Secondary School, P.O. Box 52, Fort Portal

Location: It is found in Hakibale zone, KibasiParish, Hakibale, KabaroleDisrict. A


signpost to locate the school exists at Burera on the road from Fort Portal to Kijura.

Status: It is both “O” and “A” level mixed day school

Foundation: It is a community, government Aided secondary school founded on


Catholic Church land. It was founded in 1982 at Hakibale sub-county headquarters
but shifted to its present location in 1985.

Registration: It is a registered school with EMIS No and UNEB no. U0303 for both
“O” and “A” level.

Takeover: I took over the school on 12 th December 2016 from Ms. Stella Nyakana
who is now a deputy Headteacher at Rwimi Secondary School, Bunyangabu District.

School Management: The school is administered with a structure of;

a) Board of Governors
b) PTA Executive
c) Staff
( see attachments)

Compound: The school has a compound with tree shades, flowers and buildings,
four permanent flag posts and a main gate managed by an askari.

School land: Kyairumba hill, of which Rusekere Secondary School is part, is a


surveyed land. The copy of the land title is kept with the Land Board of Fort Portal
Diocese. The land that was allocated to Rusekere is still in contention, because the
leadership of Kyairumba Catholic church encroached on it and distributed it to
cultivators after obtaining the land title. As new administrator you will need to work
with Board of Governors, to have that land issue solved.

School buildings: the school has a number buildings for different purposes;

(i) One block that houses the Headteacher’s office, the staff room and four
classrooms
(ii) One block formerly housing the computers and the book store
(iii) One block housing the office of the deputy Headteacher, the carriers office
and the laboratories
(iv) One block housing the library and the computer laboratory donated Rettet
Das Kind, Austria, through Austrian Ugandan Friendship Association.
(v) One main hall block donated by Rettet Das Kind, through AUFA.
(vi) Two block of two classrooms each, donated by MISSIO Austria.
(vii) Eight roomed house for teachers.

(viii) One block used as stores.
(ix) Three VIP latrines.
(x) One Ecosan latrine.
(xi) One urinal for boys.
(xii) Temporary kitchen units.
(xiii) Two water tanks.
(xiv) One temporary canteen for staff and students.

School population: The school has a population of 383 students of whom 150 are
boys and one 233 are girls. Details of class and gender are attached.

Solar System: The school has one set of UCC donated system and five sets of MoE&S
donated systems three blocks. Some batteries have weakened and will need
replacement

Sanitation: Water from NWSC was installed and water tap that serves the school
community is available in the compound. In the absence of water from NWSC the
tanks are used.

Computer, Printers, typewriters, rolling machine and other equipment: the


school possesses 12 computers three of which are non-functional, four printers two
which are non-functional. One computer and two printers are being used by the
secretary while another computer is being used by the bursar. The rest of the
computers can be found in the computer room. The rolling machine and the
typewriter are also non-functional. The equipment which is non-functional is kept
with the Bursar.

The school also possesses a DSTV, a scanner, a public address system a projector,
an exterior compact disk reader. The details of the above and location are with the
bursar.

Library: The home of books has just been opened. The books were shifted from the
store to this modern facility. There are more books in the laboratory block. Shifting of
these will also be required so that Rusekere has a fully-fledged modern library. The
record of these books for various departments is in the library inventory book kept by
the librarian.

School Science Laboratory: The school laboratory is stocked with assortment of


apparatus and chemicals. A government employed laboratory assistant is available.
Details of the available materials and equipment can be found in the inventory book
kept by the laboratory assistant.

Kitchen: The parents agreed to feed lunch to their children. The school presently
possesses cooking utensils for cooking. There is also store for the food and also

domestic utensils for staff at the kitchen. The detail of this are with the teacher in
charge of welfare.

Co-curricular: The school has three sets of sports uniform, two for boys and one for
girls, a football, a net for volleyball, 11 pairs of football boots and a pump. There are
two trophies in the Headteacher’s office. These are always competed for during the
sports season.

The school has also assorted equipment for music and drama. The detail will be
provided by teacher in charge of MDD.

On 13th March 2019, stock taking was carried out. The property for the school was
captured then and it has not changed much. I request the new caretaker
Headteacher to verify this property for safety and utilization (See attachment at the
end of the report)

Finances: The school has three main sources of funding;

(ii) Parents voluntary Contributions
(iii) Donations

And operates three bank accounts

The last withdraw of 350 Euros was done on 20 th January 2020. Therefore

From this account an equivalent of 7.38m was withdrawn on various
occasions to run school programs. These funds were mainly to complete the

project donated by our Austrian friends like provision of a washroom,
provision of curtains in the library and computer laboratory, a computer
display board in the computer room and a projector stand. There is need to
refund this money from the school USE account, with time.

In 2016, our A’level performed well. All the candidates scored at least a principal
pass. We did not seat candidates in 2017. In 2018 the performance improved and
some of our students joined institutions of higher learning. We are still waiting for
the results of 2019.

are on PTA payroll. 01 science lab attendant is also on government payroll. The
