Proposed Davao Occidental Provincial Hospital

This document proposes a design for a new provincial hospital in Davao Occidental, Philippines to help address issues caused by the COVID-19 pandemic. The design includes separate buildings for patients under investigation, those under monitoring, and medical staff quarantine. It also features a testing building connected by underground tunnel to the main building. A flexible wall system and separate cooling system are proposed to allow doctors to treat patients without virus exposure and prevent airborne spread. The linear design allows for expansion of treatment facilities as needed.

1. Background of the Study

The Philippines has a universal health coverage system called PhilHealth (the Philippine
Health Insurance Corporation), a government organization attached to the Department
of Health. The agency’s mandate is to provide health insurance coverage and ensure
affordable, acceptable, available, and accessible healthcare services for all citizens of
the Philippines. The system is designed to be a way for the healthy to help pay for the
care of the sick, and for those who can afford medical care to subsidize those who
can’t. Premiums vary based on age and income.

Under certain circumstances, The COVID-19 pandemic in the Philippines is part of

the worldwide pandemic of coronavirus disease 2019 (COVID-19) caused by severe
acute respiratory syndrome coronavirus 2 (SARS-CoV-2) which it is the reason why the
country is in misery specially for those no work no pay citizens, and the country need
more isolation places or hospitals that has space for covid patients. As of August 23,
there have been 189,601 confirmed cases of the disease in the country. Out of these cases,
131,367 recoveries and 2,998 deaths were recorded

My motivation for this research began with my interest in this complex world of hospitals.
I thought of designing a hospital for coronavirus patients or better yet a hospital for
infectious diseases. I started with a plan that features three separate strips of areas
dedicated to three groups, the medical frontliners, support staff, and Covid19 positive
patients. In my site development, I included a separate building for PUIs and PUMs, and
a quarantine building for the medical staff. The testing area is a separate building as well
and accessible from the main building through an underground tunnel. The main feature
of this proposed hospital is the flexible wall sheathing that allows physicians to work on
the patients without the risk of exposure. A separate cooling system is also proposed for
the Covid19 patients ward, thus avoiding the spread of the virus through recirculated air.
The design allows for linear expansion of the treatment facilities ‘Sustainable
development is development that meets the needs of the present without compromising
the ability of future generations to meet their own needs’ is the definition everybody
uses.
