MINUTES OF THE HEARING OF THE COMMITTEE ON TRANSPORTATION AND PUBLIC
UTILITIES OF THE 7TH SANGGUNIANG PANLUNGSOD, CITY OF MASBATE
The matter was referred to the Committee at the instance
of the 46th Regular Session dated June 02, 2020 hence, the
Committee Hearing by the Committee on Transportation
and Public Utilities on June 08, 2020, 1:30 in the afternoon
@ SP Session Hall, City Hall Compound, City of Masbate.
Present during the hearing were Representatives from the
City of Masbate PNP Station, Mr. Fausto Rosero of the
Masbate City Tricycle Management and Franchising Office
(MCTMFO) and TODA Presidents, the Hon. Alberto R.
Abayon, Chairperson of the Committee; and Hon. Rodolfo C.
Abella, Member and co-author and, the Secretariat.
An Executive Order No. 15 series of 2020 was issued by the
Hon. City Mayor Rowena R. Tuason prescribing guidelines for
the public transportation sector in the implementation of the
General Community Quarantine in the City of Masbate, in
response to the national government’s delegation to the local
governments in assessing mobility needs and facilitating
transport options for essential workers.
Due to the wide spread of Corona Virus, several guidelines
were enforced mandating for public transportation operation
in a limited capacity where observance of physical distancing,
limited passenger capacity, sanitary measures were
absorbed.
In view hereof, in order to limit/regulate the public
transportation operation during the Community Quarantine,
the proposed Number Coding Scheme for the operation of all
public utility tricycles in the City of Masbate.
While the Maintenance Day Scheme, Free Day and Number
Coding Scheme in the proposed, which are also embodied on
Sections 28, 29 and 30 of Ordinance No. 156-14 otherwise
known as Establishing New Guidelines in the Franchising and
Operations of Public Utility Tricycle in the City of Masbate, it is
noteworthy that the proposed ordinance is neither a
suppletory amendment to the said ordinance. Rather, a

proposal submitted meantime, during the imposition of
Community Quarantine.
All tricycle drivers present expressed willingness to
cooperate with the implementation of certain laws or
guidelines passed by the city government for the general
welfare hence, their favorable concurrence to the proposed
ordinance. Meanwhile, they also aired their request to
increase the fare during this pandemic however, the same
request was improbable as it is insensitive to the crisis felt by
everyone at this point in time.
After deliberation of the proposed plan, the Committee
hereby recommends for the ADOPTION of this Committee
Report AND FOR THE ELEVATION OF THIS MATTER TO 2 ND
READING NEXT REGUALR SESSION.
