Dear Mayor Manny Fermin:

We are BSN 3C-2B Third year Nursing Students from the College of Nursing representing the
University of the Cordilleras from Baguio City. We are writing to you to ask your permission
upon our annual conduction of Community Duty also known as Community Organizing
Participatory Action Research in the Barangays around Kapangan, Benguet.
We chose Kapangan, Benguet as our destination because we believe that students like ourselves
will be able to develop more than just passion as a future community nurses. We aim to
transform the people’s organization by mobilizing and enhancing their capabilities and resources
for the resolution of their issues and concerns towards affecting changes in their existing
oppressive and exploitative conditions and we also want to identify their needs and wants to also
flourish their confidence and respect them by doing so.
We also want to develop their cooperation and collaborative attitudes and practices in that
community by educating the people to help them understand and develop their critical awareness
of their existing conditions. And to work with the people collectively and efficiently on their
immediate and long-term problems, and mobilizing the people to develop their capability and
readiness to respond and take action on their immediate needs towards solving their long-term
problems.
