LEVEL OF AWARENESS AND ACCEPTABILITY OF THE APAYAO STATE COLLEGE VISION,

MISSION, GOALS, OBJECTIVES AND CORE VALUES


AMONG EXTERNAL STAKEHOLDERS

ABSTRACT

This study was conducted to determine the level of awareness and acceptability among the
cooperating agency employees, residents of the community, alumni and the parents on the vision,
mission, goals, and core values of the Apayao State College.
The descriptive survey method of research was followed by involving head of office,
department /unit heads, rank and file employees of different cooperating agencies and other external
stakeholders. Data were collected using a pre-structured questionnaires which was designed from
the vision, mission, goals and core values of the institution. Data were analysed using mean to
determine the level of awareness and acceptability of the VMG and Core Values of the college.
In the level of awareness of the College Vision, cooperating agency employees, residents of
the community and parents have rated Very Much Aware with a highest mean of 2.77 which
emphasized that most of the external stakeholders are well inform of the college Vision. With alumni
of 2.27 mean, which means that they should always be invited whenever programs and other
activities of the college is conducted. On the other hand, on the level of acceptability, all of the
respondents have highly accepted the college Vision with the highest mean of 2.88 by the alumni.

Result of the study revealed that in the level of awareness of the college Mission, alumni and
parents are Very Much Aware with a mean of 2.80 respectively, by cooperating agency employees
with a mean of 2.56 which is also very much aware. Residents of the community have rated 2.29
which is aware, with this conduct of information dissemination be undertaken to keep them updated
of the college Mission On the level of acceptability, alumni rated the highest mean of 2.86, parents
of 2.83 mean and cooperating agency employees with a mean of 2.64, which means they highly
accepted the college mission. Residents of the community had the lowest mean of 2.32 which is
aware. With the result, there is a need to inform them of their counterpart to help the institution
achieve its mission.

In the level of awareness of the college Goals, both alumni and parents rated the highest
mean of 2.76, by cooperating agency employees of 2.63 described as very much aware. While
residents of the community had the lowest rate 2.24 which made them only aware of the college
goals. Based on this result, the institution has to conduct seminar, training on the college Goals to
keep them active participants in the achievement of the institution’s goals. On the other hand, the
college Goals was highly accepted by the alumni with a highest of mean of 2.9, followed by the
parents of 2.77 mean and 2.66 from the cooperating agency employees. With the lowest rate of 2.24
by residents of the community which also mean they moderately accepted the college Goals.

In the level of awareness of the college Core Values, alumni had the highest rate of 2.77;
parents of 2.76 and cooperating agency employees of 2.62 and residents of the community had the
lowest rate of 2.35 which means all the respondents are very much aware of the core values of the
institution. With this, they know well what an ASCian would be in the future. This may encourage
them to motivate their children, friends and relatives to enrol at ASC. On the level of acceptability,
alumni with a rate of 2.88 as the highest mean, followed by parents of 2.75, cooperating agency
employees of 2.62 and parents of 2.36. This revealed that the core values of the college are highly
accepted by the different external stakeholders.
RATIONALE

The APAYAO STATE COLLEGE is the sole college institution in the Province of Apayao
and is situated at Malama, Conner, Apayao to cater the educational needs of the Iyapayaos and
residents of the neighbouring municipalities and barangays. It existed for twenty years having a
four-fold mandates: Instruction, Research, Extension and Production. With this, ASC continuously
achieved its VMGO through the cooperation of the external stakeholders in all activities conducted
within the school and outside its premises.
The Apayao State College Vision, Mission, Goals and Core Values had been approved by the
Board of Trustees (BOT), the highest governing body of ASC on May, 2018.
With the VMGO and Core Values in place, a strong foundation has been laid so that
everyone will be working towards the realization of the VMGO and Core Values and its quest of
providing quality education to the service area of the College.
The College is committed to provide empowering and holistic development of citizens by
providing quality and innovative instruction, strong research, responsive community engagement and
entrepreneurship in order to prime the development of Apayao Province and the Cordillera
Administrative Region. With the said mission, it envisions to empower lives and communities
through stewardship for cultural sensitivity and biodiversity.
To evaluate the level of awareness and level of acceptability of the College VMGO and
Core Values and to seek confirmation of its attainment among external stakeholders, there is a need
to conduct a study. Hence, this proposal.

OBJECTIVES

1. To determine the level of awareness and acceptability of the ASC VMGO and Core Values
among external stakeholders;
2. To identify sources of information by which the ASC VMGO and Core Values are
disseminated to external stakeholders;
3. To get feedbacks on increasing the dissemination ASC VMGO and Core Values among the
external stakeholders; and
4. To get suggestions to improve the level of awareness and acceptability of the ASC VMGO
and Core Values among external stakeholders.

Locale of the Study

The study was conducted in the Municipality of Conner, Apayao

Methodology

Accreditation Meeting
A meeting cum planning with the Quality Assurance Focal Person, Area 1 (VMGO)
Coordinator, Department Heads and other stakeholders was conducted prior to the conduct of survey.
Awareness and acceptability of the College VMGO and Core Values were suggested to be
conducted.

Research Method
The descriptive survey method was used in this study. A pre-structured questionnaire was
used as a tool in gathering the data needed.
Respondents of the Study
The respondents of the study were employees of the different cooperating agencies: the
DepEd, DPWH, DENR, LGU, RHU, CDH Head of Office, Department/Unit Heads, and Rank &
File, residents of the community, parents and alumni with their respective number of respondents as
shown in the table below:

Data Gathering Procedure

Pre-structured questionnaires were floated where the researcher personally distributed the
questionnaires to the different cooperating agency offices and collected the same to ensure 100%
retrieval. For the alumni, parents and residents of the community questionnaires were sent through
e-mail and hand carried through their friends, relatives and nearby neighbours. The retrieved
questionnaires were tallied into tables where frequency and category were computed.

Analysis of Data

The 3-point Likert scale was used to compute/determine for the weighted mean as shown
below:

Review of Related Literature

To increase the level of awareness and acceptability of the respondents who are extremely
aware and extremely accepting the VMGO, they must be directly involved in the review and
reformulation of the College VMGO.

The vision, mission, goals and objectives (VMGO) serve as the guidelines of all its college
operations. It is essential therefore, that an educational institution formulates activities and
educational development reflects from the VMGO.

The outcome may be beneficial in generating information for the active participation of the

Vision, mission, goals, and objectives (VMGOs) are the touchstone for everything that an
educational institution undertakes. VMGO statements are concrete guides for the future of the
institution. The importance of the VMGOs responded too well to the needs and interests of the
concerned constituents and stakeholders.

Awareness and acceptance of the VMGO is extremely impressive, albeit some provisions or
conditions for implementation may still have room for improvement. The results obtained show
statistically significant results between and within groups.

Findings revealed that participants’ awareness, understanding and acceptance of the VMGOs as well
as relevance of the VMGOs to the needs and development of the community indicate a very great
extent. Furthermore, the study showed that the educational practices and activities on the campus are
to a great extent congruent to the College mission, goals and objectives. . Based on the result, it is
recommended that the College must continue disseminating the VMGOs and explaining the same to
the stakeholders especially the residents of the community.

The findings show that the stakeholders are very highly aware and have a high level of acceptance on
the vision, mission, goals, and objectives of the college. Likewise, they perceive the VMGOs are
very highly congruent and are fully implemented as far as instruction, research, extension and
production. Further investigations are recommended particularly on conducting a subsequent study
that would measure the impact of the college programs using the VMGOs as frame of reference.

Among the stakeholder the residents of the community has the lowest rated score for awareness and
acceptability. Hence, they encourage that parents must be directly involve in the review and
reformulation of the VMG and Core Values to increase their awareness and acceptability. Farther
with the interpretation of the extent and level of awareness and acceptability VMGO analysis using
mean, it recommended to use other statistical test to have an in depth and more scientific evaluation
of the stakeholders’ responses on acceptability and awareness of the VMGO.

This study determines the awareness of the stakeholders on the vision, mission, goals, and objectives
(VMGO) and how these are disseminated; evaluates the stakeholders’ understanding and acceptance
of the VMGO. Results show that the stakeholders are generally very much aware and accept the

The researcher concluded that the constituents, stakeholders, and linkages were keen in
knowing the core principles contained in the college VMG and Core Values; that the importance of
the VMGOs responded too well to the needs and interests of the concerned constituents and

development of the community. Intensifies effort in disseminating the VMGOs and explaining the
same to the stakeholders especially the students and the members of the community. Educational
practices and activities in the college must further be strengthened to fully realize the vision, mission,
goals and core values.

In the level of awareness of the college Mission, alumni and parents are Very Much Aware
with a mean of 2.80 respectively, by cooperating agency employees with a mean of 2.56 which is
also very much aware. Residents of the community have rated 2.29 which is aware, with this conduct

level of acceptability, alumni rated the highest mean of 2.86, parents of 2.83 mean and cooperating
agency employees with a mean of 2.64, which means they highly accepted the college mission.

Part II. Sources of Information/ Mode of Dissemination


Generally, the College Vision, Mission, Goals and Core Values were disseminated through
signage posted in conspicuous places, billboards along road intersections, school papers like
manuals, student handbook, program invitations, flyers, test papers, radio, website and printed
materials posted within the premises of the school and most often tarpaulin is used during orientation
program conducted regularly every beginning of the semester of every school year.
Part III. Suggestions to improve the dissemination of the ASC VMGO & Core Values.

From the cooperating agencies a visible billboard may be installed in selected conspicuous
place, usually in road intersections.
From the alumni, a yearly celebration of graduates’ homecoming may be conducted.
From the residents of the community and parents they suggested that a billboard or any
printed material may be posted in their barangay hall to keep them aware that a college institution is
existing in the municipality. They also further suggested that when extension activity is conducted in
their places an inclusion of the information dissemination of the college VMGO and Core Values
may be done to impart its significance and moreover to let them accept by sharing to them their
counterpart in the attainment of the college VMGO and Core Values.
CONCLUSION
Based on the findings of the study, the following are concluded:
1. The external stakeholders are very much aware of the college Vision, Mission, Goals and
Core Values; while residents of the community posted a descriptive rating of aware on the
vision and mission;
2. Oppositely the respondents highly accepted the College Vision, Mission, Goals and Core
Values; and
RECOMMENDATIONS
Based on the conclusion of the study, the following recommendation is drawn;
1. There is a need of farther information dissemination of the College Vision and Mission to the
residents of the community to keep them updated and to cooperate in the attainment of the
Apayao State College.
