WHEREAS, in Ilecember 20L9, t}le S/orld Health Organizatianr,vas alerted of several respiratory.cases
which were later on attributed to what is now known as the "Corona Virus Disease (Col,id-1-9),';

WHEREAS, Presideirt Rodrigo Roa Duterte signed Proclamation No. gZZ entitled "Declari*g a State of
Public Health Emergency Throughaut the Phitippines" an 08 March 2A2A ardwhich was subsequer*ly
extended under Presidential Proclamation no. 1021 dated id September 2020;

WHER-EAS, Seotion 4 {r) of RA No. tI469 states that the President is empoweredto regalate and limit
the operation of all sectors of transportationthrough lanrl, sea or air, whaliei private or public,

WHEREAS, on 15 May 2A2A, the IATF-EID issued the Revised Omnibus Guidelines on the
Implementation of Community Quarantine in the Phitrippines and, in said guidetrines, road trapsportation is
aiiowed to operate subject to the guicieiines set forth by the guirieiines of the Department of
Transportation (D OTr) ;

WHEREAS, in all classificaticns of Communrty Quarantine under said Omnibus Guidelinss, movement
of persons and gootis shaii stiii be iimited to accessing essential goods anei seryice, for work iu the offices
or industries permitted fo operate;

WHEREAS, in view cf the guidelines for the gradaal a*d calibrated resumption of putlic land
transportation, iire Boarci conciucteci severai consuitarion meotings wiijr rhe ijnion of i-ocai Autirorities of
the Philippines {ULAP), provincial bus operators, and IntegratadTerminal Exchange (ITX) operators;

WHEREAS, in relation to the aforementi*ted and.pursuant to the giiidelines set farthby the DOTr, the
Board, in the exsrcise of its power and.firnctions to 'promuigite ruies ano regaixions goveming
proceedings before th9 Bo-ard and the Regional Franchising aad Regulatory Offices;
as provided under
Section -5(i) of Executive Order No. 202, deems rt appropiate to setlertain guidelines to be observed in
the opetatian of Pubiic Transpoitation responsivetathepresenr Siate cf Nariorai u*aitir Emergency;

Now TITEREFORE, for and in ccnsideration of the foregoing, tht, Board hereby ssts and adapts the
foiiowing gui<ieiines in areas unrier GCe:

l. COI,IilRAGE AND RESUI.{PTION OF OpERATIONS:

2" IDENT{FIED ROUTES AN} TER]1,{INALS:

In order to facilitate the ingress and egress of people to and from Metro Manila as part
of the standard
health protocol, all provincial buses subject ofthis Circular shall load and unioad passengers
as
foiiows:

a. PROMNCIAL COMMUTER BUS ROUTES TO NCR


Prorrinciai Comrnuter bus routes are routes covering daily and ftequent trips ftom cities
or
municipalities outside the National Capital Region (NCR) with distanc"r ,rp io a maximum of
80 kilometers from the assigned Intermodal Terminal Exchanges
GTXs), with a maximum
travel time of around 2 hours, and where eommuters in generai are able to eome to F{CR in the
morning and return to their provincial residences in the hte afternoon or evening during

' Authorized bus units shall load and unload passengers at Aranetz Bus port via
Mindanao Ave. - Congressiorial Ave. Ext - Katipunan Ave.

2. TO AND FROM REGION 4A


' Authorized bus units shail load and rurioad passengers at Pffx via SLEX/IqAIAX or
CAVITEX.

b. PROYINCIAL BUSES FROM REGION 3 TO NCR AND ViCE VERSA

E. PROYINCIAL BUSES FROM WSAYAS AND MINDANAO TO NCR AND YICE YERSA

The LTFRB Regional Franchising and Regulatory Offices (RFROs), in coordinatic,n with the
concerned provinciai LGU allowingthe ttavel to and frorn Pletra Nlarila, should identify
a cofirmon
pick-upirirop-off point in their jurisdiction. The irieniified common pick-uplirop ofi point shaii
provide an isolation roomlarea with the presence of qualifred medical stuf *inin
tle common pick-
upldrop-offpoint in c*{}rdk:tatt*n with the LGUs.

Further, the RIROs shall likewise include mandrtary rest stops or stopovers in
the routes to be
allowed to resume operations for provincial trips that arcmore than B0 kilometers or rvith traveltrme
oi more than two (2) hours. Reiative ther-eto, the RFROs corieei-rred shaii eoorriinate with iire
concerned LGUs (through their counterpart RFROs) of the identified rest stops/ stopovers
covered

In order to properly implement the foregoing, provincial bus ro*tes are modified i*
accordance hereof
for the duration of Generai Community Quaranrine (GCo anii iviodifieri Generai Community
Quarantine (MGCQ.

A list of commuter/provincial bus routes shall subsequently be issued by the Board upon approval
of
the concemed LGUs anri coorriinatian with the IaTF pursuant to ths grairr)at ana caiibrxeaopening
of public land transportation. The INITIAL routes to be opened is hereby attachedas ..Annex A,,.
However, concerned LGUs may independently suspend the travel to arrd from their
area af
jurisdiction, subject ro coorqiination with LTFRB.

3. PROCEDURE ON ROUTES A],LOWED TO OPERATE

Upon coordination and approval of the concerned LGUs (point of origin/destination and passing
tlrough), &e Board shall provide a list of provincial bus rcutes to be opeid. Authorized units on the
routes ideirtified to resurne ,;pera.'riorrs shail be issued the correspor-rdir-rg
QR Codes.The units aiiowed
to travel shall be subject to LGU and IATF guidelines.

Depioyrnent of bus units and identification of operators shall be as folloi,vs-

a) If the concerned LGU sha1l limit the number of passengers allowed to travelto andfrom their
jurisdicticn per day, the carresponding number *f bus units to be deployed (ta accommcdate
the numtrer of aiioweri passengers) wiii be baseci on the said number.

b) If the concerncd LGU rvill not limit the nnmber of passengers per day, the Board will deploy
tiie bus units baseci on the callbrataapoiicy of the iATF,DATi andiffgs

e) The number of bus units per operztar udll be distributed praportianately amongall existing
authorize<i operators operrttrrgin the given route.

4. UNIT REQUIREMENTS :

Operatcrs of Prorrincial Routes covered by this Circular shall oomply with the following;

a' Units must be currently registered and with valid Psrsonal Passenger Insurance policy.

b- Must be equipped with GNSS, to ensure monitoring of movement of units.

5. REQUIREMENTS F'OR TRAVEL

a. Subject to the prcvisicn under Item B herein, passeflgers must prosent the following
approved and
vaiid riocuments prior to boarding at the designated terminais:

the LGU either at the point of origin or destination.

r Other dccuments as may be required by current IATF and LGU guidelines

The aforementioned documents shall also_ be made ready for presentation at the place of
destination as may be required by the Local Government.

6" CONDITIONS FOR OPERATIONS :

Operators of Provincial Routes covered by this Circ;liiar shall comply with the following:

a. Atthe garage priorto and after operations:

i- For Operators, prior to dispatch &om their gaxage, all safety officers must regularly
examine the drivers' fitness to work by checking theii body te-p"rafur" *6
screening/detecting any symptoms of COYID-I9. Sho-uld a driver show iymptoms
of
COYID-l9, he/slre shail be prohibited to report to work and shall be subjected to
quarantine immediateiy.

Drivers, conductors, and dispatchers shall undergo mandaary Rapid Antigen Test every
fourteen (ia) days with test resuits avaiiable for inspection.

ii. Aside from the routine pre-dispatch inspection and ensuring the road-worthiness of &eir
units, bus iLrnits shaii be sprayed with disiafeeting agent;

Operators must regularly check tba availabilrty of t]le thermal scaruter rn each trus unit
upon dispatcii.

iv. PIIB Operators shall instaii impermeabie barriers to seal off the clriver's compartmert.

v. OperatorslDrivers shall put a markrng on the seats of the PUBs where the passengers
must occupy.

vi. Operators/Drivers shall onsure that the unit has praprx ventilation as required by IATF
guidelines.

b During operations:

i. Drivers and conductors shal wsar face masks at all tiraes.

ii. Prior to boarding at the designated terminals, the dispatcherlconductor must inspect and
0nsufe that all passengers have the required travel documents. IJo travel documents, no
boarding poiicy shali be enfbrced.

iii. Commtrters are required to wear face masks andfac* shieids in arder to be allowed
to

use mobile phones and from talking inside ths bus.

iv. Prior to boatdtng, body temperature of all passengers must be checked. Those with body
temperature of 38 riegrees centigrade or higher shati noi be aiiorved taboard,ihe
vehicie.
Hence, commuters with fever and other symptoms of COVID-19 shall not be
allowed to
ttavel. Passengers faund sytnptamatic of COYID-l9 who have booked/pad their fare
prior to br-rarding are enti-ried to refund or to rebook their trip.

Y. Yehicles shall be disinfected with all surlaces (especially seats, armrests, handles)

a- For Provincial Commuter trips, buses should be disinfected and maintained prior
and after each trip.

b. For long haul (more than2 hours travel time):


r For 2-6 hours, buses must be disinfected at least once during tire trip
o For 5-12 hours, buses must be disinfected at least twice during tle irip
e For 12-18 hours, buses must be disinfected at least thrice during the trip
o For 18-24 hours, buses must be ciisinfected at ieast four times during the

Yl. Allfrequently-touched areas or surfaces of the vehicle such as but not lirnited to seats,

boarding.

viii. Physical distancing must at all times be observed inside the PUYs. Thus, the required

ix. Trips daily are considered point to point from place of origin to destination except for
necessary stopovers which shaii be coordinated with LGiis. iiniess necessary, no pick up

x. Operators/Drivsrs shall comply with alt the IATF-EID resoiutions in relation ta the
C)avid-i9 paa<iernic in order to prevent tire spreaii of the virus.

7" FARERATES:

Existing fate rates shall be observed. No fare increase shall be imposed without prior approval fiorn
the Board. Fare matrix must be displayed at all times for the infarmati*n of the passellg€rs.
