Street Light Cable Installation

1. General Cable Route

a. The excavation of trenches shall be carried out in accordance with route indicate in
the route drawing.
b. The excavation of any section will only commenced once the cable to be laid in that
section are available at site and can be made ready for laying as soon as the
excavation of the trench completed.
c. The work shall be organized to keep to a minimum the time between the opening of
the ground surfaces and final restoration.

2. Supervision Of Works

The Project Manager assigned shall be responsible for the supervision of works as well
as ensuring that minimum personal safety is afforded to personnel directly under this
contract and the general public

3. Construction of Trenches
a. All power and pilot cables shall be laid in the same trench unless specified or
directed the client.
b. Cables shall be laid directly in the ground in accordance to specification or in other
manner as directed by the client for example in pipes, ducts, tunnels, beside/under
existing bridges, over or under culverts.
c. Before the cables are laid, the bottom of trench shall be clear. After the cables are
laid, immediately put in concrete G20 not less than 150mm depth and backfill with
existing earth.
d. Where there is variation of depth in the trenches of a trenches of a change of level is
necessary, the rise and fall shall be gradual.
e. Where there is a variation of depth in the trenches of a change of level is necessary,
the rise and fall shall be gradual.
f. The excavation of any section will only commenced once the cables to be laid in that
section are available at site and can be made ready for laying as soon as the
excavation of the trench completed.

4. Breaking Of surface
a. Where concrete pavement is to be broken. The side of the trench shall be cut by
abrasive saw. Pneumatic hammers shall the break the concrete.
b. Where the asphaltic or tarmac road surface is to be broken the sides of the trench
shall be cut sharply in straight line with cutters or other approved and devices and
the asphaltic or tarmac surface cleanly removed.
c. Excavation machines shall then cut the trench. Such excavating machine shall have
suitable support base as not to damage the other part of the road.

5. Excavated material shall be deposited neatly beside the open trench in such a way as to
cause minimum disturbance to traffic and to access to property. After the backfilling of
the trench, al surplus material shall be removed.

6. Parks and Grassed Area

a. Where the routes passes through lawns, garden and well kept grassed areas. Turf
shall be cut neatly and stored and watered regularly so that it can be replaces when
the surface is restored.
b. Care shall be taken to minimize the disturbance to such areas. Removing and cutting
down of trees and shrubs shall be with the consent of the Authority.

7. Trial Holes

Trial holes shall be made to ascertain the cables route and to confirm or locate other
obstruction and existing services along the route. The trial holes would be excavated
and backfilled on the same day prior to general excavation work in a particular location.

8. Joint Bays

a. Good joint bay position is one where there is firm, dry level ground with no
obstruction. Joint bays shall be adequate size so that the required number of power
and auxiliary cable joints can be satisfactorily installed and bonded.
b. The base/floor of the joint bay shall be finalized with 100mm thick of clean concrete,
continuous along the full length of the bay. Joint bays shall be kept free of water at all
times. All cable ends will normally be within the joint bay.

9. Obstruction
Where the cable crosses any other cables, the use of mechanical excavating machine
shall not be permitted within one meter on either side of these cables.

10. Pipe Ducts

a. Where Pipe duct is required, a suitable size of PVC pipes shall be used.
b. Where a road crossing cannot be executed by open trenching, HDPE pipes of
suitable size shall be installed by micro tunneling.
c. Pipe duct shall be cleaned thoroughly after installation. If the cables is not drawn
immediately, the ends of the pipes ducts shall be plugged the plugs shall be removed
when required without damage to the pipe ducts.

11. Backfilling and Reinstatement

a. The backfilling of trenches and joint bays shall be done as soon as possible after the
cable laying and/or cable jointing is completed. Excavation shall not be left open
other than for actual work to be done.
b. After all cables and protective slabs have been laid, the trenches shall be re-filled,
well rammed and consolidated.
c. The surface of refilled trenches are to be reinstated in a thoroughly safe condition
until completely/fully backfilled with sand and well rammed.
d. In case of interlocking tiles footpath, the existing interlocking tiles blocks shall be
reinstated.

12. Restoration of Surface

All parks and grassed areas shall be laid with the removed turf or new grass.
Reinstatement of paved surfaces in public road and footpaths need to be carried out.
Any depression or defect shall be made good.

13. Laying of Cables

a. The cable shall be installed such that they reasonable constant distance from the
side of the trench throughout the route. Auxiliary cable shall be laid together in the
same trench as the power cables. The power driven winch shall be laid together in
the same trench as the power cables. The power driven winch shall be used to pull
the cables.
b. The minimum bending radius of the cables shall be strictly observed.
c. For cables in trefoil formation the three (3) cables shall be tied together after laying
with band or PE strap at 1.0m to 1.5m interval.

14. Precaution Against Accident

Every reasonable precaution to safeguard the public from being involved in any accident
attribute either directly or indirectly to the installation works.

15. Cable Route Markers

Cable routs markers will be provided at intermediate points along the route at not more
than 30 meters apart.

16. Clearing of Site

All surplus materials, debris, rubbish and unused materials during erection and all
temporary erections including equipment shall be removed immediately after work on
site is completed.

17. Disposal of Empty Cable Drums

All empty cable drums shall be removed from the site.

18. Temporary Sign Boards

a. Where trench excavation and installation of cable are being carried out on the
carriageways, side tables and footpath, a suitable Danger Notice Boards as a
warning to the public that dangerous condition prevail shall be erected.
b. A temporary signed board, placed at 100 meters away from work site, to warn road
users of the work to be carried out. The sign boards shall be maintained for such
periods until installation of cables has been completed and the disturbed surfaces
have been permanently reinstated.

19. Temporary Warning Lights

Temporary warning lights of the continuously flashing type shall be used during hour of
darkness, in conjunction with all temporary signboards, barriers and other traffic control
devices, which are remain in position at night.
20. Cross Section of Cables Laid

i) Only Low Voltage cable (up to 1kV) 2 to 3 cables

Cables will be laid together in one trench. Width of trench is 300mm and the
depth is 650mm.

ii) Only High voltage cable (11kV) 1 to 2 cables

Cables will be laid together in one trench. Width of trench is 300mm and the
depth is 650mm.

iii) High Voltage and Low Voltage cable

Low voltage and High Voltage cables to be laid in different trenches with a
distance between trench is 300mm.

21. Cables Laid at Rocky area

For areas were rock is present and normal excavation and rock cutting works cannot be
done, cables will be laid in G. I Pipes which will be incased in concrete.

22. Cables laid at bridge area

For areas were cables need to be laid at bridge area, a special cable ladder will be
fabricated and install at the edge of the bridge, and the cables will be laid in 4’ G.I Pipe
accordingly.

23. Cables laid at area without verge.

For area were cables need to be laid without verge, a concrete barrier will be
constructed where the street lighting poles will be encased in the concrete barrier with a
cable ladder support complete with G.I Pipe will be installed.
B. INSTALLATION FOR STREET LIGHTING POLES

There are two types of street lighting poles installed. Both are 12 meters height with a
single arm 2 meters length.

Flange Type

For street lighting poles flange type, a concrete base will be installed. The concrete base
is either pre-casted or the base will be case at site depending on site condition. The pole
then will be installed on the concrete base by J-hook and nuts. The size of the base is
shown in the attached drawing.

Planted type

For street lighting poles planted type, a hole of the depth of 1700mm will be excavated
on the ground and pole base will be buried.

1.0 DISMANTLING AND RE-INSTALLATION OF GUARD RAIL

Where areas to be excavated are obstructed by existing guard rail, the metal guard rail
will be dismantled including the guard rail base (where necessary) and be kept at store.

Upon completion of excavation, cables laid and pole installation, the guard rail base and
the metal guard rail will be installed to the original position and condition.
