Subject : Facilitation to Flag Bearers of the
National Resistance Movement
The above subject matter refers.
The National Resitance Movement Secretariat has begun
facilitating her candidates for all elective positions in the
ongoing campaigns drive towards the 2020/2021 General
Elections.

This contribution from the party is strictly meant to facilitate
procurement of campaign logistics and materials to support
your respective campaign efforts, including procurement of
posters, transport, airtime, water and refreshments for task
forces and/or campaign agents, etc.
The facilitation to the following different flag bearers are
categorized as follows:
1. Flag Bearers for Member of Parliament.
a) Each directly elected Constituency Candidate, is entitled
to a total facilitation of UGX. 40,000,000/=; of which a
part facilitation amounting to UGX. 20,000,000/=, has
already been remitted to the candidate.
b) Each District Woman Representative Candidate, is
entitled to a facilitation of UGX. 50,000,000/=; of which
a part facilitation amounting to UGX. 25,000,000/=; has
already been remitted directly to the Candidates.
c) Each Candidate for the Special Interest Group
Representative (National), is entitled to a total facilitation
of UGX. 80,000,000/=; of which a part facilitation
amounting to UGX. 40,000,000/=; has already been
remitted directly to the Candidates.
d) Each Candidate for the Special Interest Group
Representative (Regional), is entitled to a total facilitation
of UGX. 60,000,000/=; of which a part facilitation
amounting to UGX. 30,000,000/=, has already been
remitted/received.
Each of the above categories of Flag Bearers for Member of
Parliament shall additionally be entitled to UGX. 3,000,000/=
in reimbursement for nomination fees paid to the Independent
Electoral Commission. This has been paid via Mobile Money to
all except the SIGs MPs.

The balances of the facilitation still due and owing to each
candidate, will be remitted to the respective Flag Bearers’
bank accounts.
2. Flag Bearers for Local Government positions.
• District/City Level
a) City Mayors (10 New Cities) are each entitled to a total
facilitation of UGX. 60,000,000/=; of which a part
facilitation amounting to UGX. 25,000,000/= has already
been remitted directly to the Flag Bearers’ Bank Accounts.
b) Each Flag Bearer for District Local Government
Chairperson is entitled to UGX. 50,000,000/=; of which a
part facilitation amounting to UGX. 25,000,000/= has
already been remitted directly to the Flag Bearers’ bank
accounts.
Each of the above categories of Flag Bearers for District
Chairpersons and City Mayors shall additionally be entitled to
UGX. 200,000/= towards nomination fees which shall be paid
to them at the time of disbursing the last round of the
payments.
The balances of the facilitation still due and owing to each Flag
Bearer, will be remitted to their respective bank accounts.
c) Each Candidate for the Directly Elected Councilor to the
District or City is entitled to UGX. 1,000,000/=; which
facilitation will be remitted in full to the respective NRM
District bank accounts for onward payment to the
respective Flag Bearers.
d) Each Candidate for the Special Interest Groups (i.e., Older
Persons, Youth and Persons with Disabilities) to the District
is entitled to UGX. 1,500,000/=; which facilitation will be
remitted in full to the respective NRM District bank
accounts for onward payment to the respective Flag
Bearers.

e) Each Candidate for the Women Councilors to the District
or City is entitled to UGX. 1,500,000/=; which facilitation
will be remitted in full to the respective NRM District bank
accounts for onward payment to the respective Flag
Bearers.
f) In the case of the Cities, the Special Interest Groups (i.e.,
Older Persons, Youth and Persons with Disabilities) Flag
Bearers to the City shall receive UGX. 2,000,000/=.
Each of the above categories of Flag Bearers shall additionally
be entitled to UGX. 50,000/= towards nomination fees.
The above-mentioned facilitation shall be remitted through the
NRM District Bank Accounts for onward disbursements to the
respective Candidates at this level.
• Municipal/City Division Level.
a) Each Candidate for Municipality or City Division
Chairperson is entitled to UGX. 20,000,000/=; which
facilitation has already been fully remitted directly to the
respective Candidates’ bank accounts.
Each Candidate for Municipality or City Division
Chairpersons shall additionally be entitled to UGX.
100,000/= towards nomination fees which shall be
remitted to all by Mobile Money.
b) Each Candidate for Municipality Woman Councilor is
entitled to UGX. 500,000/=; which facilitation will be
remitted in full, through the respective NRM District bank
accounts for onward disbursements to each Flag Bearer.
c) Each Candidate for Municipality Directly Elected
Councilor is entitled to UGX. 500,000/=; which
facilitation will be remitted in full, through the respective
NRM District bank accounts for onward disbursements
to each candidate.

d) Each Candidate for Municipality Special Interest Groups
(i.e. Older Persons, Youth, and Persons with Disabilities) is
entitled to UGX. 1,000,000/=; which facilitation will be
remitted in full to the respective NRM district bank
accounts.
Each Candidate in the above category shall additionally be
entitled to UGX. 50,000/= towards reimbursement of
nomination fees.
• Sub County/Town Council/Municipal Division Level.
a) Each Sub County/Town Council/Municipal Division
Chairperson is entitled to UGX. 1,000,000/=; which
facilitation will be remitted in full, through the respective
NRM District bank accounts for onward disbursements to
each Flag Bearer.
Each candidate under this specific category shall
additionally be entitled to UGX. 50,000/= in
reimbursement of nomination fees.
b) Each Sub County/Town Council/Municipal Division
directly elected Councilors is entitled to UGX. 100,000/=;
which facilitation will be remitted in full, through the
respective NRM District bank accounts for onward
disbursements to each candidate.
c) Each Sub County/Town Council/Municipal Division
Councilor for Special Interest Groups (i.e. Older Persons,
Youth, and Persons with Disabilities) are entitled to UGX.
100,000/=; which facilitation will be remitted in full,
through the respective NRM District bank accounts for
onward disbursements to each candidate.
Each candidate under this specific category shall additionally
be entitled to UGX. 20,000/= in reimbursement of nomination
fees.

This circular therefore is to urgently request that you inform
the above categories of Flag Bearers of the National
Resistance Movement about these facilitations and to
prepare the respective disbursements in good time.
3. Procedures on Countrywide Payments to the
District/City Councilors, Municipality/City Division
Councilors, Sub County/Town Council/Municipality
Division Chairpersons and Councilors.
a) All Flag Bearers shall be required to travel to their
respective NRM District Offices for their payments.
b) Two Hard Copies of the Payment Schedules per District
detailing all the details of the Flag Bearers together with
the amount of money they are entitled to have been sent
to all the Districts from the Secretariat. They have space
for where the Flag Bearers shall append their Signatures
and their Telephone Numbers. All acknowledgment of
payments MUST be done on these provided Schedules.
The Flag Bearers MUST sign both Copies of the
Schedules. The District Administrative Secretary
shall retain one Copy of the signed Schedule at the
Office and the Second Copy MUST be sent back to
the Secretariat, Directorate of Finance and
Administration - to the attention of Ms. Alice
Kobusinge 0781497603.
The Soft Copies of these Schedules have also been
circulated on the District Chairpersons and Admins
WhatsApp Forums.
