Both terms apply equally to the NDT inspection methods used for material inspection, flaw detection. 2) Applications with regard to predictive maintenance (PdM) are not discussed in this manual. 2.0 LEVELS OF QUALIFICATION 2.1 Training courses are organized so that three different levels of NDE personnel may be qualified and certified. 2.2 Inthe process of being qualified and certified to NDE Level |, an individual shall be considered a Trainee. A Trainee shall work along with a certified NDE Level | or above and shall not conduct independently any examination, interpret or evaluate any results of an examination, or write a report of examination results. 2.3. The three basic levels of qualification are as follows : (a) NDE Level! An NDE Level | individual shall be qualified to properly perform specific calibrations, specific examinations and specific evaluations according to written instructions and to record the results. He shall receive the necessary guidance or supervision from a certified NDE Level I! or Ill individual. He shall be thoroughly familiar with the scope and limitations of the method for which he is qualified and shall exercise assigned responsibility for on-the-job training and guidance of trainees and NDE Level | personnel. He shall prepare written instructions, and organize and report nondestructive examination investigations. (c) NDE Level It ‘An NDE Level Ill individual shall be capable of developing, qualifying, and approving procedures, and shall be responsible for establishing and approving techniques and procedures; interpreting codes, standards and specifications; and designating the particular examination method and technique to be used. He shall be responsible for the complete NDE operation he is qualified for and assigned to, and shall be capable of interpreting and evaluating results in terms of existing codes, standards and specifications. He shall have sufficient practical background in applicable materials, fabrication, and product technology to establish techniques and to assist the designer in establishing NDE techniques and acceptance criteria where none are otherwise available. He shall have general familiarity with other appropriate NDE methods, as demonstrated by the ASNT Level Ill Basic examination, or other means. He shall be responsible for the training and examination of NDE Level | and Level II personnel for certification. 2.4 | imilect Scope NDE Personnel Qualification MDF personnel within a particular level may be qualified for a limited scope (a) When they perform only one operation of an NDE that consists of more than one operation, oF (b) They perform NDE of limited scope. The experience factor in months is based on a normal 38-hour work week (165 hours per month). When work is performed in excess of a 38-hour week, credit may be based on total hours work time experience. Records substantiating qualification shall be kept on either a monthly or hourly basis. 3.1.4. For Level Il certification, the experience required by Table | shall consist of time at Level |. 3.2.2. A person may be qualified directly to Level II with no time at Level | provided the applicant (a) has had work time experience as a trainee equal to or more than the sum of experience times required for Level I plus Level Il by Table | and, {b) has had training hours equal to or more than the sum of the training hours required for Level | plus Level Il by Table I 3.2.3 Credit for experience to qualify for Level | or Level Il may be gained simultaneously in two or more disciplines. Limited Scope NDE Personnel 3.3.1. The number of hours of training may be reduced by 50% for the following limited scope qualifications : (a) Level I! Radiograph Evaluator, A radiograph Evaluator is an RT Level Il individual who is limited to grading radiographs in accordance with specific written procedures and tables. 3.4 Level Ill 3.4.1. One year experience in NDE beyond the level II requirements in an assignment comparable to that of an NDE Level Il in the applicable NDE method shall be required for a Level Ill candidate who is a graduate of a 4 year engineering or science college with a degree in engineering or science OR 3.4.2 Two years experience beyond the level II requirements in an assignment comparable to that of an NDE Level Il in the applicable NDE method for a Level IIt candidate who has completed with passing grades at least two years of engineering or science study at a university, college or technical school. OR 3.4.3. Four years experience in an assignment comparable to that of an NDE Level II in the applicable test method 3.5 Experience and Training Prior to Establishment of this Manual 3.5.1 Documented training and/or experience gained in positions and activities equivalent to those of Levels |, I! or Ill prior to establishment of this Manual shall be considered as satisfying the requirements of Table |. 4.0 TRAINING PROGRAMS 4.1 The NDE Level III shall be responsible for the administration of the training program for Level | and Level II personnel. He shall assure that the Level | and Level II candidates receive at least the number of hours of training required by Section 3.1.1 of this Manual. The actual administration of training may be delegated in writing to a duly selected representative of the NDE Level Il When outside training services are purchased, the NDE Level III shall review and approve outside training courses to assure that the course contents and hours of training meet the requirements of this Manual and SNT-TC-1A. When outside courses do not fully cover the requirements of training, he shall arrange for supplementary courses. The training course outlines to be followed for the training of Level | and Level I! personnel are those as given in SNT-TC-1A. 5.0 EXAMINATIONS 51 (a) (b) () (a) 5.2 5.3 (4) The NDE Level Il! shall be responsible for Preparing the questions for the general, specific and practical portion of the examinations or verifying that examinations given outside are equivalent to those required by this Manual. Conducting and grading the examinations. Verifying that the physical examinations are conducted as required by this section and that the results are satisfactory. The actual administration of examinations and grading may be delegated, in writing, to a duly selected representative of the NDE Level ill which may be an outside agency. The following procedure shall be used for the Level Ill examination. The General Manager or a qualified person designated by him shall prepare, conduct and grade the examination. The designated person may be a Level Ill from an outside organization, or a qualified representative. The examination to verify physical and technical qualifications are on an annual basis and shall consist of the following : Physical (Levels |, Il, Il!) (b) The ability to distinguish and differentiate contrast between colors and shades of gray used. Table Ill shall be used. General (written)(Levels | and Il) The general examination shall cover the basic test principles relative to the applicable method to the degree required by the scope of the certification and by the materials and fabrication methods used by DLM. Specific (written)(Levels | and 1) The specific examination shall cover the equipment, operating procedures, and test techniques that the applicant may encounter in his specific assignment to the degree required by the scope of certification and at DLM. The specific examination shall also cover the specifications or Codes and acceptance criteria used by DLM in their nondestructive examination procedures. Practical (levels | and Il): The practical examination shall be conducted on one or more specimens selected by the examiner. At least one flawed specimen or component should be tested and the results of the NDT test analyzed by the candidate. The description of the specimen, the NDE procedure, at least ten different checkpoints showing an understanding of the test variables and the results of the examination, shall be documented. Level ll: The person considered for certification shall demonstrate proficiency (as required by the scope of ceriification) to the satisfaction of the examiner in selecting and performing the applicable NDE and evaluating the results obtained. (5) Level Ill Examination (@) Basic Examination (Required only once when more than one method of examination is taken). (1) Fifteen (15) questions relating to understanding the SNT-TC-1A document. (2) Twenty (20) questions relative to applicable materials, fabrication and product technology. (3) Twenty (20) questions which are selected from or are similar to published Level I! questions for other appropriate NDE methods. (b) Method Examination (for each method). | (1) Thirty (30) questions relating to fundamentals and principals, which are selected from or are similar to published ASNT Level Ill questions for each method, and (2) Fifteen (15) questions relating to application and establishment of techniques and procedures which are selected from or are similar to the published ASNT Level Ill questions for each method, and (3) Twenty (20) questions relating to capability for interpreting Codes, standards, and specifications relating to the method. (©) Specific Examination (for each method) (1) Twenty (20) questions relating to specifications, equipment, techniques and procedures applicable to the DLM product(s) and methods employed and to the administration of this NDE Training and Certification Manual. 5.4 DLM can delete the specific examination if the Level Ill candidate has a valid ASNT | moni ds OELATIRE LENDER MAROG Ua fame wis de cada ca ds ise daca sis raion a Ue DLA— a : : 1 NDE TRAINING AND sRoMl | CERTIFICATION MANUAL 1/6 [NDE Written Practice] NDT Level II! or ACCP Professional Level II! certificate in the method and if | documented evidence of experience exists, including the preparation of NDE procedures to Codes, standards, or specifications and the evaluation of test results, 5.5 A valid endorsement on an ASNT NDT Level Ill certificate, or on an ACCP Professional Level III certificate, fulfills the examination criteria described in 5 (a) and 5 (b) for all methods RT, UT, MT and PT. | 5.6 Optionally, when the Level |, tI or Ill has been examined already per EN-473 by a National Certification Body, certain parts of this exam can be recuperated. The details outlined in Appendix 1 “Credits for Examination per EN-473" shall be | observed. 5.7 Written examinations specified in Paragraph 5.3 shall be administered without access to reference material (closed book) except that necessary data, such as graphs and tables, may be provided. Questions utilizing such reference materials shall require an understanding of the information rather than merely locating the appropriate answer. 5.8 Table IV shows the number of questions required for each examination including the requirements for the practical examination. The composite grades are determined as follows Levels | and Il : the composite grade shall be determined by simple averaging of the results of the general, specific, and practical examinations. A composite grade of 80 % is required for qualification of Level | and Il In addition each grade for the general, specific and practical examination shall be 70 % or greater. At least 90 % of the known indications shall be found in the test objects used in the practical examination. Level Ill : the composite grade shall be determined by simple averaging of the results of the basic, method, and specific examinations, A composite grade of 80 % is required for qualification of Level Ill and no grade for the basic, method and specific examinations shall be less than 70 %. When examinations are administered and graded for DLM by an outside agency and the outside agency issues grades of Pass or Fail only, then DLM shall accept the Pass grade as 80 % for the particular examination. NDE personnel failing to obtain the required grades shall wait at least 30 days or be given suitable additional training (as specified by the examiner) prior to reexamination 6.0 CERTIFICATION 6.1 62 63 Level I, Level Il candidates shall be certified by the Level Ill NDE Examiner to these levels when they have met the requirements for education, training and experience described in sections 3.0 and 4.0 of this Manual and received a passing grade for the examination in accordance with 5.0 of this Manual. Optionally, DLM may engage an outside agency to provide NDE Level Ill services. In such instances, the responsibility of certification of the Level | and Level It candidates shall be made by the QC Manager. The personnel records of the certified individuals shall include the following : (a) _ name of certified individual. (b) _ level of certification, examination method and any restrictions. (c) educational background and experience of certified individuals. (d) statement indicating satisfactory completion of training in accordance with this Manual. (e) results of the physical examination prescribed in 5.3 for the current certification period. (f) copies of current examination, grades for all previous examinations. (@) composite grade of examinations, or suitable evidence of grades. (h) date of certification and/or recertification and the dates of assignment to NDE. (i) certification expiration date. @ signature of the Level Ill NDE Examiner, QC Manager or General Manager as applicable. The training, examination and certification records shall be maintained as long as the individual is being employed by DLM. The individual's records may be destroyed 5 years after the individual has left DLM. 7.0 TECHNICAL PERFORMANCE EVALUATION The technical performance of Level | and Il personnel shall be evaluated and documented by an NDE Level Ill every 1,5 years. The evaluation shall be made by a practical examination per 5.3 (4) and 5.7 of this Manual and shall be documented accordingly, with the exception that there need not necessarily be a flawed specimen. The evaluation of technical performance shall consist of not only monitoring the proper application of technique, but also the ability to recognize relevant indications and evaluate those indications against the applicable acceptance criteria. NDE personnel may be reexamined anytime, have their certification extended or revoked at the discretion of the QC Manager or Authorized Inspector. When the Authorized Inspector has reason to question the performance of any certified NDE individual, he may require him to be re-qualified. 8.0 INTERRUPTED SERVICE and RECERTIFICATION 8.1 All Level I, If and III shall be recertified every 5 years using one of the following methods: (2) evidence of continuing satisfactory experience. The maximum period of interrupted service shall be 3 months for UT, 6 months for RT and MT, and 12 months for PT for all Levels | and Il The maximum period of interrupted service for the Level Ill shall be 12 months for all methods. (b) reexamination in those portions of the examinations in section 5.0 of this Manual as required by the Level II! NDE Examiner. All levels of NDE personnel must be reexamined and recertified if they do not work in the method in which they are certified for the period as stated in a) above, or ' more 9.0 TERMINATION 9.1 All certifications shall be automatically terminated when a certified NDE individual | leaves the employ of DLM. | 9.2 A terminated or new Level |, II or Ill NDE Examiner may be recertified to his former NDE Level based on examination per 5.0 provided all of the following conditions are met : (a) The employee has proof of prior certification. | (b) The employee was working in the capacity to which he has been certified within six months of his termination. ENR-217 : CERTIFICATE OF QUALIFICATION ENR-218 : CERTIFICATE OF COMPETENCY (PT-method) ENR-219 : CERTIFICATE OF COMPETENCY (MT-method) Appendix 4 (-77) a) training and experience The training and experience obtained for getting an EN-473 certification may be used provided they comply with the minimum requirements of this Written Practice (based on guidelines of SNT-TC-1A).
