MERCHANT MARINE CIRCULAR MMC-374
To: Ship-owners/Operators, Company Security Officers, Legal Representatives of Panamanian Flagged Vessels,
Panamanian Merchant Marine Consulates, Recognized Organizations (RO), Regional Offices, Manning Agencies, Nautical
Inspectors, Shipping Companies, Recognized Trainings Organizations B.
Subject: Companies representing the flag state inspectors.
1. As it is known to you on December 20th of 2018, Resolution No.106-96-DGMM of December 10th of 2018 was
published in Official Gazette No.28680, which establishes the requirements that must be met by national and
foreign companies that wish to be registered by the Flag Inspection Section of the Navigation and Maritime Safety
Department of the General Directorate of Merchant Marine, acting as Representatives of the duly authorized
Flag State inspectors, in order to carry out procedures in favor of the inspectors before this General Directorate of
Merchant Marine.
2. In such Resolution, two (2) calendar months, are established as of the date of publication of the same in the
Official Gazette, as deadline for delivery of the documents. Therefore, on February 20th of 2019, the
aforementioned deadline was met.
3. After evaluating the documents arrived at our General Directorate of Merchant Marine, below we detail the
companies that have complied with all of the requirements set forth in Resolution No. 106-96-DGMM of
December 10th of 2018:

4. The General Directorate of Merchant Marine has decided to give a deadline until April 15th of 2019, so that
companies that have not submitted the documentation do so in order to proceed with the corresponding
evaluation. After the date of April 15th of 2019, only the companies that have been evaluated and approved by
this General Directorate will be able to proceed with the process.
