(EXPOSITION DOCUMENT)

PROCEDURES FOR THE PREPARATION OF MAINTENANCE PROCEDURES MANUAL

1. PURPOSE

This Civil Aviation Procedures Publication (CAPP 6) provides guidance material to


operators or individuals, who propose to apply for an AOC. All operators or
maintenance organization seeking SCAA approval shall produce and submit an
exposition document to the SCAA before the approval is granted and the document
shall form the basis of approval.

2. STATUS OF THIS CAPP

This is the second issue of CAPP 6, Maintenance procedures Manual is dated Jan.
2008. It will remain current until withdrawn or superseded.

3. APPLICABILITY

This guidance material applies to operators or individuals to prepare a Maintenance


Procedures Manual for the purpose of obtaining an AOC.

5. REQUIREMENTS

The SAR’s Civil Aviation Regulations will need to require the applicant for
an ACO, in accordance with Annex 6, part I and III, to prepare a detailed
Maintenance Procedures Manual for the use and guidance of maintenance
organization personnel. This manual must be acceptable to the Directorate
General of Civil Aviation although it need not be formally approved by the
SCAA the operator shall ensure that the MPM is revised as necessary to
keep the information contained therein up-to-date.

6. INSPECTOR CHECK LIST


The SCAA INSPECTORS SHOULD USE the following as a “ check list” to verify that the
MPM meets the requirements and provide clear instructions, procedures and information
covering:
a) Details of the maintenance organization including an organizational chart;
b) Personnel duties, responsibilities and authorities relating to maintenance,
inspection and servicing;
c) Details of the maintenance system to be followed, including procedures for
performing routine and non-routine maintenance inspection, alterations, repair
and servicing;
d) Airworthiness certification and inspection, standards and procedures for
aircraft, parts and components;
e) Details of preparing the maintenance release, the circumstances under which
this release is issued and the personnel authorized to sign it;
f) Procedures for preparing the maintenance release, the circumstances under
which this release is issued and the personnel authorized to sign it;
g) Methods, technique and practices for accomplishing preventive maintenance
and alterationas;
h) Procedures to ensure that required maintenance or inspections are handled by
appropriately trained, qualified and certificated / licensed personnel;
i) Methods used for designating critical items requiring inspection;
j) Procedures to assess the cause and any potentially hazardous effects of defects
or combination of defects, and to analyse occurrences in order to initiate any
necessary further investigation and analysis Mandatory occurrence reporting to
SCAA may be required by state regulations;
k) Procedures to prevent the personnel who performed maintenance work on
aircraft from also conducting required inspections of such work;
l) Procedures to ensure that work interruptions do not adversely affect required
inspections;
m) Procedures to ensure that inspections are completed satisfactorily before
aircraft are released to service;
n) Procedures for refueling and defuelling aircraft;

o) Procedures for aircraft deicing


p) Procedures for preventing or eliminating fuel contamination;
q) Fire precaution procedures during refueling and defuelling;
r) The responsibilities, authority and names of personnel who have been duly
appointed by the chief of maintenance to conduct inspections;

s) Methods for servicing and maintenance prescribed by, or requiring the perior
approval of the chief of maintenance;
t) Procedures for incorporating airworthiness, maintenance or inspection
information issued by the organization responsible for the type design, the state
of design or the state of registry; and
u) Procedures for ensuring that the organization responsible for type design,
usually the manufactures, received adequate reports occurrences to that type so
that it can issue appropriate service instructions and recommendations to all
operators.
As a minimum, the following should be covered in the manual in respect of each type and model
of aircraft used:
a) Frequency schedule of each check, overhaul or inspection of airframes,
engines, propellers (where applicable), equipment, instruments and component
system;
b) Procedures and standards for maintenance, inspection and servicing;
c) Approved service life, where applicable, for various components, part,
accessories, etc;
d) List of approved permissible unserviceability (configuration deviation list)
(CDL), minimum equipment list (MEL);
e) Arrangements whereby personnel or organization other than the applicant’s can
be approved to perform maintenance and /or inspections of aircraft;
f) Time limits for each required inspection;
g) Procedures for maintenance the aircraft mass and center of gravity location
within approved limits;
h) Procedures and standards for acceptance or rejection of items requiring
inspection;
i) Procedures for preventive maintenance and servicing;
j) Time limitation for replacing instruments, components, appliances, etc.;
k) Procedures to ensure that certain aircraft systems and navigation equipment are
fully serviceable for the appropriate categories of approach and landing
l) Procedures to ensure that appropriate maintenance, records and inspection have
been complied with for extended range operations by aeroplanes with two-
turbine power-units; and
m) Details of performing various inspection tests, checks, etc.

7. COMPOSITION AND ARRANGEMENT OF THE MPM (EXPOSITION


DOCUMENT)

The exposition document shall include the following

7.1 Identification

(a) company Name;


(b) Document Title;
(c) Reference Code/Issue;
(d) Amendment system, and status of amendments;
(e) Person responsible for the administration of the exposition;
(f) Accountable manager statement;
(g) Distribution list; and
(h) Contents index;

7.2 Introduction

(a) Purpose of exposition;


(b) Brief company background; and
(c) Relationship via company; group or division

7.3 Schedule of Approval

(a) National Civil Aviation terms of approval and issue No;


(b) Capability lists

7.4 Premises and Undertakings

(a) Address (es);


(b) Floor area(s);
(c) Type(s) of building(s); and
(d) Associated scope of aerospace undertakings; defined in accordance with (a).

7.5 Personnel

(a) Coordinator(s);
(b) Technical departmental heads;
(c) Approved signatories for documents with specimen signatures;
(d) Terms of reference for persons defined in (a) & (b);
(e) Organization charts(s) explaining technical co-ordination in the organization,
and chains of responsibility upto managing director; and
(f) Personnel authorization nominee(s);

7.6 Facilities

(a) Design and drawing office (if applicable);


(b) Maintenance facilities;
(c) Outstation facilities;
(d) Overhaul, repair, test, facilities;
(e) Storage;
(f) Quality Assurance and inspection;

(g) Test lots, standard rooms etc;


(h) Specialized services, NDT, X Ray etc;
(i) Technical library;
(j) Training; and

7.7 Procedures

(a) Company quality programme, Policy, administration and audit;


(b) Maintenance schedule;
(c) Training programme;
(d) Maintenance schedule control;
(e) Reliability programme;
(f) Planning, maintenance & overhaul control;
(g) Concessing control and /or similar activities;
(h) Sub-contract Q.C. surveillance;
(i) Spares acquisition;
(j) Pool parts agreement;
(k) Component & material control;
(l) Modifications;
(m) Technical records;
(n) Technical publication (SB’s, AD’s etc);
(o) Control of special services, NDT, X Rays, etc;
(p) Defect control and reporting;
(q) References to other company manuals; and
(r) Control route stations;

7.8 Other Information

Any other information, which the SCAA PROVIDES, AS A RESULT OF initial assessment for
approval.

8.8 REVIEW

The exposition document shall be periodically reviewed by the organization to ensure


that the document reflects the current state of the organization.
