EXECUTIVE ORDER NO. 18, SERIES OF 2021

“CREATING THE COVID-19 VACCINATION (COVAC) COUNCIL


IN THE CITY OF BALANGA”

WHEREAS, on January 30, 2020, the World Health Organization (WHO) declared the
outbreak of COVID-19 a “Public Health Emergency of International Concern”;

WHEREAS, the outbreak of COVID-19 constitutes an emergency that threatens national


security which requires a whole-of-government response aligned with the effort of all
concerned government agencies and local government units;

WHEREAS, the Office of the President has issued Presidential Proclamation No. 922,
“Declaring a State of Public Health Emergency throughout the Philippines”, enjoining all
government agencies and LGUs to render full assistance and cooperation to mobilize the
necessary resources to undertake critical, urgent and appropriate response measures in a
timely manner to curtail and eliminate COVID-19 threat;

WHEREAS, it is the highest priority of the city government to ensure that the lives of
Balangueños are protected from COVID-19 by ensuring accessibility and adequacy of vaccine
supply; 

WHEREAS, though vaccination is the responsibility of the national government, it is in


the best interest of the city’s residents that major and concrete steps are taken by the city
government to ensure that the city will be prepared to implement and manage this expected
massive health program;

WHEREAS, in light of the foregoing developments, the city government needs to


organize a council that will oversee and ensure the expeditious and orderly acquisition and
distribution of COVID-19 vaccine in the city;

NOW, THEREFORE, I, FRANCIS ANTHONY S. GARCIA, by virtue of the power vested in


me by law as the Chief Executive of the City of Balanga, hereby create the COVID-19
Vaccination (CoVac) Council in the City of Balanga, to wit:

SECTION I
COMPOSITION

That the said Council should be known as the Local Development Council (LDC) of the
City of Balanga to be composed of the following:

SECTION II
FUNCTIONS, POWERS AND DUTIES

In fulfilling its functions, the COVID-19 Vaccination (CoVac) Council in the City of Balanga
is tasked to perform the following :

 Closely coordinate with the National Inter-Agency Task Force (NIATF) on


Emerging Infectious Diseases, the Department of Health (DOH), the Department of
Budget and Management (DBM), the major leagues of local government officials,
and other government and non-government instrumentalities; and
 Plan, supervise and implement programs and activities related to the city’s
Covid-19 vaccination roadmap to provide its citizens access and delivery of the
disease preventive measure at the soonest possible time with the widest and most
realistic coverage possible.

Particularly, the council shall have the following functions, duties and responsibilities
ensure the expeditious and orderly acquisition and distribution of the vaccine in the city, to wit:

 Profile and identify members of priority sectors for COVID-19 Vaccination;


 Select and acquire the COVID-19 Vaccine(s) authorized for use in the Philippines;
 Develop and administer a system for registering beneficiaries; tracking and
distribution of doses and monitoring of any adverse events following immunization
(AEFI);
 Select and develop vaccination centers in suitable places within the city;

 Ensure availability of sustainable cold storage facilities for the vaccine, including
mobile cold storage units to the extent feasible;

 Develop and strengthen the supply chain for the vaccine, including
transportation and distribution facilities equipment, vehicles and systems, and other
relevant assets;
 Ensure the availability of sufficient manpower to distribute and administer the
vaccine, including medical and non-medical private sector volunteers whenever
necessary;
 Assist to obtain the necessary funding for acquisition of the vaccine; and
 Develop an information campaign to achieve public acceptance of the vaccine
and awareness of its benefits.

SECTION III
MEETING AND QUORUM

The COVID-19 Vaccination (CoVac) Council in the City of Balanga shall meet regularly or
as often as may be necessary when called by the Chairman. Simple majority of present
members shall constitute a quorum in order to transact official business.

SECTION IV
SEPARABILITY CLAUSE

If, for any reason, any portion of this Order is declared unconstitutional or invalid, the
same shall not affect the validity of the other provisions not affected thereby.

SECTION V
REPEALING CLAUSE

All orders, rules, regulations and issuances or parts thereof, which shall be found
contrary to or inconsistent with the provisions of this Order are hereby amended, repealed or
modified accordingly.

SECTION VI
EFFECTIVITY

This Executive Order shall take effect immediately upon approval and shall remain valid
and effective, unless sooner revoked, amended or terminated.
