BNHP MONTHLY PROGRAMME STATUS REPORT

PRESENTED BY THE NEW HOSPITALS PROJECT DIRECTOR

1. Summary of Progress

Progress continues on the completion of the new building and all moves have
been managed and completed in line with the master programme.

2. Technical Services and Construction

2.1 Progress on Ongoing Issues

2.1.1 Post Completion and Attendance Works

The servery area for the main staff dining room is complete and
the unit was opened on 13 June 2011 as planned. Works to the
Outpatients Pharmacy have completed on time to allow the
robot installation and for a “go live” date of 4 July 2011. The
Technical Team is progressing a variation enquiry for the final fit
out of the automated laboratories in preparation for the
installation works to commence following handover in August.

2.1.2 Infrastructure Works

The Plaza scheme is now in the next stage of the Procure 21


procurement process. Balfour Beatty (Birse Civils Division) has
been appointed following formal evaluation of approved
contractors. The scheme is on target for a start date on site in
the autumn.

2.1.3 Car Parking Provision

The Trust “user group”, involving staff side representation,


continues to meet every month and is making good progress.
This group is tasked with updating staff surveys and the Green
Travel Plan. In addition to this, a survey of patients and visitors
to the current SOH Outpatients is complete. A major travel
survey of UHB and Birmingham Women’s Hospital staff will be
carried out this month. Traffic design consultants, Halcrow, have
been appointed to review traffic flows and the design of the new
hospital pick up and drop off zone.

2.2 Technical Commissioning and Validation

Validation and Snagging Process

This process is nearing completion and there are no significant issues to


report.

2.3 Remaining Road Infrastructure Works

The final development of the road infrastructure in conjunction with BCC


will now commence on 16 October 2011. This includes the transport
interchange on Vincent Drive as all the works need to be completed
simultaneously. The scheme is being carefully planned to coincide with
the Plaza scheme. Phase 2 of the Selly Oak New Road is due for
completion in August 2011.

The following additional works are also planned:

• Stopping up of Metchley Park Road exit/entrance to the site.


• Widening of the junction at the bottom of Main Hospital Drive.
• Re-marking Main Hospital Drive to turn it into a two way road.

3. Operational Commissioning

Moves 5 and 6

Detailed planning for the remaining Outpatient services and Clinical moves
continues.

The dates are as follows:

• OPD 3 6 & 7 August 2011(complete)


• OPD 2 10 and 11 September 2011
• Neuro services 28 September 2011
• RCDM and Remaining Education 11 October 2011
• OPD 1 15 and 16 October 2011

The lessons learned from previous moves have been incorporated into these
plans. Regular briefing sessions are being held with key Trust staff, including
those that will act as the Team Leaders for each transferring department

Detailed plans for both the equipping and physical transfer of all services
continue for Outpatients and other departments transferring in Move 5.

4. Finance

4.1 Recent New Hospital Payments

The latest payment to the PFI Operator relating to the new hospital is
set out below:

• £3,389,692 excluding VAT) monthly service payment for June
2011. This includes the Unitary Payment for construction and
financing the new building as well as payment for services received
(e.g. car parking, estates, ICT and security). This amount is also
net of £270k deductions in relation to service failures that occurred
during the contract month of March 2011.

• No further payments have been made to the PFI operator in relation


to variations since the last Board of Governors meeting.

4.2 Variations Completed

The following variations have been completed since the last Board of
Governors meeting:

Variation 232 Early Handover – Staircase Level 0 to level 1


This relates to the early handover to the Trust of a staircase within the
Education department; this has been completed as a nil cost variation.

Variation 237 Early Handover – Car Park A3


This relates to the early handover of spaces in car park A3; this has
also been completed as a nil cost variation.

4.3 Performance Management

The Trust’s Performance Monitoring Team continues to monitor and


report performance in line with the terms of the contract.

5. Communications

5.1 The new edition of the staff handbook was made available via the
intranet and handed out to all staff involved in the Outpatients Area 4
move.

5.2 Following on from the Lessons Learned from the first Outpatients
walkthrough, the Trust’s Communications Department organised
further temporary signage and handled recruitment for a second
walkthrough of Area 4 to test improvements made to assist patient
flow.

5.3 Detailed maps of the new Outpatients areas on Level 0 have been
created and distributed to staff in all areas of the new QEHB and new
Level 0 maps created for the public.

5.4 Updated telephone lists have been distributed to all areas of the Trust.

6. Redevelopment and Site Masterplan for the QE Site

As the master planning progresses, Glenn Howells Architects are arranging


separate consultation meetings with English Heritage, the Prince’s

Regeneration Trust and the planners and conservation teams at BCC to
establish and influence their respective opinions on the QE site
redevelopment.

7. Selly Oak Disposal

The Outline Planning Consent Application is due to be submitted to


Birmingham City Council in November 2011. In preparation for this, pre-
application discussions have commenced with officers. In parallel, the design
and advisory teams are working on the outline concept master plans for the
site, with public consultation due to commence in August.

The Prince’s Regeneration Trust have been engaged to assist with the plans
in relation to the locally listed original workhouse buildings.

8. Recommendations

The Board of Governors is requested to:

Accept the progress reported in the New Hospitals Project Director’s report.
