SUBJECT : APPROVAL OF THE REQUEST OF THE DEPARTMENT OF
HEALTH (DOH) FOR ISSUANCE OF SPECIAL PERMIT TO
TRANSPORT (SPTT) FOR THE TRANSPORT, TREATMENT, AND
DISPOSAL OF INFECTIOUS (M501) AND PHARMACEUTICAL
(M503) WASTES GENERATED FROM THE COVID-19
IMMUNIZATION PROGRAM

This has reference to the attached letter of Dr. Myrna C. Cabotaje, Undersecretary of Health,
Public Health Services Team, Department of Health (DOH) dated 15 January 2021 (IIS Transaction
No. CO-2021-002929), requesting for Special Permit to Transport (SPTT) for the infectious and
pharmaceutical wastes which are foreseen to be generated from the DOH’s COVID-19 immunization
program and for their Center for Health Development/Regional Offices (CHDs) and Provincial Health
Offices (PHOs) to be allowed as temporary waste storage facilities.
In this regard, you are hereby directed to issue SPTTs for infectious (M501) and
pharmaceutical (M503) wastes subject to the following conditions:
1) Only Transporters and TSD facilities that have registered or re-registered with EMB’s Online
Hazardous Waste Management System will be allowed to collect/transport and/or treat the
hazardous wastes.
2) The issuance of SPTT shall follow the requirements and procedures provided in EMB
Memorandum Circular 2020-14 (Interim Guidelines on Issuance of Special Permit to
Transport for the Transport of Hazardous Waste within the Community Quarantine Period).
3) This approval shall cover only those Center for Health Development/Regional Offices
(CHDs), and Provincial Health Offices (PHOs) identified in the attached list provided by
DOH.
4) This approval is valid only until 31 December 2021.
Likewise, the request for the listed DOH CHDs and PHOs to be allowed as temporary waste
storage facilities is also given favorable consideration subject to compliance to storage requirements
of the DOH’s Healthcare Waste Management Manual and DENR’s DAO 2013-22, Revised
Procedures and Standards for the Management of Hazardous Wastes.
Further, we have informed DOH to encourage their CHDs and PHOs to maximize the use of
and transition to the Online Hazardous Waste Management System and coordinate with the EMB
Regional Offices for assistance or orientation on the online system.
