ORIENTATION ON BARANGAY BASED INSTITUTIONS

TRAINING DESIGN

I. RATIONALE AND BACKGROUND

Section 34 of the Local Government Code of 1991 (LG CODE) provides that the local
government units shall promote the establishment and operation of people’s and non-
governmental organizations to become active partners in pursuit of local autonomy.
Barangay Based Institutions are committees, councils, boards that formulate and design
Barangay programs, projects and activities to address community need in support on national
government policies.
With the desire to address so many concerns and bring development at the barangay
level, the government initiated the creation of several barangay anti-crime bodies and barangay
based institutions mostly chaired by the Punong Barangay himself. This has resulted to
confusion, overlapping of functions, uneconomical utilization of human, material and financial
resources, and undue burden to barangay officials. Hence, rendering these bodies and
institutions non-functional.
In view of the foregoing, the MILG having the mandate to assist and provide technical
interventions to BLGUs, capacity enhancement of its member is essential. Hence, this design is
made.
II. OBJECTIVES

Generally, the aim of the activity is to strengthen the functionality of the Barangay based
institutions within the Municipality.
Specifically, the activity aims to:
- Identify the BBIs
- Present the composition, functions and responsibilities of each BBIs
- Gather and share experience, issues, and concern of each existing BBIs
- Assessed the functionality of the BBIs

III. METHODOLOGY
To achieve the objectives of the activity, the following learning methodologies shall be
used, viz:
(a) Interactive Lecture. The Composition, functions and responsibilities of the concerned
barangay based institutions will be discussed methodically to provide the participants
with the substantial inputs/ information necessary for the successive activities. Questions
may be entertained anytime during the lecture for deeper or clearer understanding
(b) Dialogue. One of the Simplified communication skill. The objective of which is to spread
the concept and the skill of active listening and emphatic understanding those are
effective to prevent misunderstanding and to make rapport in all the situation of a
dialogue.

This activity shall be conducted for two days (2) on _______________ at barangay
