1. The field is hereby informed of the conduct of the above-stated subject
with reference to Regional Memorandum 271, s. 2020, contents of
which is self-explanatory and for ready reference and guidance.
2. In relation, schools’ PRAISE Committees are requested to submit their
respective teacher ~ awardees (based on the configuration of GAWAD
PRIMERO categories) from September 21 - 24, 2020 (properly
appended with the accomplished summary template as well as
supporting MOVs) properly endorsed to this Office, attention:
Division PRAISE Committee, c/o Human Resource Development
Section not later than September 24, 2020.
3. Likewise, Public Schools District Supervisors are requested to
accomplish the district data sheets issued for the purpose and
transmit the consolidation results to the Human Resource
Development Section not later than September 24, 2020.

Service Excellence (PRAISE) and in line with the Presidential
Proclamation 242, s. 2011 declaring September 5 to October 5 as
National Teachers Month. this Region will conduct the above
captioned activity fo recognize the significant contributions of
teachers and the nobility of teaching profession.
2. DepEd NCR GAWAD PRIMERO is an annual search for outstanding
teaching and non-teaching personne! in the Region. For this year.
due to Covid-19 crisis and change in the education landscape. the
recognition will honor teachers who have selflessly demonstrated
unwavering commitment and exemplary performance trom the
sixteen (16) Schools Divisions whose immense contributions pave
the way to the realization of the Contextualized DepED NCR
Leaming Continuity Plan (LCP).

ABOUT THE AWARD.
The DepEd NCR Gawad Primero is an annual search for outstanding
teaching and non-teaching personnel in the National Capital Region. For
this year, since the education landscape has changed due to the Covid-
19 crisis and the introduction of the New Normal, the recognition will
highlight the teachers who are champions of the 16 Schools Division
Offices who contributed to the realization of the Contextualized DepEd
NCR Learning Continuity Plan (LCP). Anchored on DepEd NCR PRogram
‘on Awards and Incentives for Service Excellence (PRAISE), Gawad
Primero pays tribute to the outstanding workforce of this Region who works
‘over and beyond the call of duty in the name of public service and whose
valvable contributions paved way for the successful implementation of
the Division and SchooHbased LCPs. The LCP Champions are the teachers
who come from the roster of Module Writers, Participants/Implementers of
the Simulation/Dry run, those involved in the development, reproduction,
and distribution of Leaming Packets, and Teachers who Developed Video
Lessons.
RATIONALE/BACKGROUND
UNESCO highlighted that this year's 2020 World Teachers’ Day will
be celebrated with the theme “Teachers: Leading in Crisis, Reimagining
the Future”. The COVID-19 pandemic has significantly added to the
challenges faced by the teachers, students and the entire educational
community. The WTD serves as an occasion to celebrate the teaching
profession worldwide who are now considered to be front liners ofeducation targeting that education must continue and leave no one
behind.
The National Teachers Month has gained momentum through the
Presidential Proclamation 242, s. 2011 that formally declared “the period
from September 5 to October 5 of every year as National Teachers’
Month”. The Department of Education (DepEd) and various multi-sectoral
groups recognize Filipino teachers and educators and their contribution
in shaping the country's future through the “My Teacher, my Hero”
campaign.
In DepEd NCR, one of the activities to commemorate the significant
contribution of teachers and the nobility of the teaching profession is the
bestowing of recognition to teachers who have walked the extra mile to
champion the realization of DepEd's Learning Continuity Plans. This
endeavor is an awarding ceremony that gives commendation to our front
liners of education~-the teachers.
MECHANICS
1, Requirements
The awardee is a bona fide teacher of the Department of
Education who was directy involved in the development,
implementation and realization of the Learning Continuity Plan. The
teacher participated in the module production, dry-run/simulation,
distribution of learning packets, and a content creator of a video lesson.
2. Categories
A. LCP CHAMPION on Module Production (e.g. Writer,
Validator, Editor, Lay Out Artist)
- The teacher/s prepared and developed a complete
set of modules.
- The module is aligned to the MELCS, unpacked to
identify the sub skills or pre-requisite skill to the target
skil,
= The module is original and authenticB. LCP CHAMPION as Participant to the Dry-Run/Simulation
- The teacher/s participated in the Division-led
scheduled dry run/simulation.
- The teacher/s displayed leadership and spirit of
volunteerism.
- The teacher/s identified the developmental needs of
the parents and learners and developed strategies to
address them.
C. LCP Champion as Participant to Distribution of Learning
Packets
- The teacher/s voluntarily participated in the
preparation and distribution of leaming packets.
- The teacher/s exhibited the spirit of volunteerism and
had seen their role importance in the distribution
activity.
- The teacher/s exemplified dedication and manifested
unwavering commitment towards work.
D. LCP Champion as Content Creator of Video Lesson
- The teacher/s converted the module into a video
lesson.
- The video lessons are aligned with the MELCs.
3. Screening Selection Process
A. School Level - PRAISE Committee
a. Identifies the teacher/s to be recommended for the
different categories.
b. Validates and attests the Means of Verification (MOVs)
Presented by the teacher/s.
c. Deliberates the list of teacher-nominee/s.
d. Indorses to the School Division Office the names of the
teacher-nominee/s.B. Division Level - PRAISE Committee

Verifies and reviews the teacher-awardee/s and the
MOVs.
Identifies other deserving awardees from the School
and SDO Levels e.g. School Heads, EPSs, and PSDSs,
etc. from the different award categories.
Deliberates the name/s of the awardee/s per
category.
Certifies the final list of awardee/s.
Indorses to the Regional Office the final list of
awardees.
C. Regional Level - PRAISE Committee

Reviews and finalizes the list of awardees.
Submits final list of awardees to the Regional Director
for approval.
Awards due recognition to deserving awardees.
4, Recognition Awards
a. Individual Certificate of Recognition shall be given to all deserving
LCP Champions.
b. The Certificate of Recognition shall indicate the number of modules
written and/or video lessons developed.
¢. A teacher-awardee with various engagements shall receive
individual Certificate of Recognition/Citation.
5. Schedul
of Awarding Ceremonies
The Awarding Ceremonies will be aired/broadcasted on October
2, 2020 via DepEd NCR TV in conjunction with the celebration of the World

Employees Suggestions and Incentive Awards System, DepEd Order No. 9, s.

development, administration, monitoring and evaluation of the awards and
incentives system of the Schools Division of Valenzuela. As such, the
Committee shall meet periodically to perform the following tasks:
a. Establish a system of incentives and awards to recognize and motivate
employees for their performance and conduct;
b. Formulate, adopt and amend internal rules, policies, procedures to
govern the conduct of its activities which shall include the guidelines in
evaluating the nominees and the mechanism for recognizing the
awardees;
¢. Determine the forms of awards and incentives to be granted;
4. Monitor implementation of approved suggestions and ideas through
feedback and reports;
¢. Prepare plans, identify resources and propose budget for the system on.
an annual basis;
f, Develop, produce, a system policy manual and orient the employees on
the same;
Document best practices, innovate ideas and success stories which will
serve as promotional materials to sustain interest and enthusiasm;
h, Submit an annual report on the awards and incentives system to the
CSC on or before the 30" day of January;
i, Monitor and evaluate the System’s implementation every year and make
essential improvements to ensure its suitability;
j. Address issues relative to awards and incentives within 15 days from the
date of submission,
