Dear Mr. Kim,
In response to CONTRACTOR'S Letter No.26071-JO-KPB-LT-01958 dated 22"^ January 2021
regarding Ciarirication of Material Approval Request for Bituthene Membrane (MAR-H-ETI-AR-00134
Rev.1). herewith OWNER Response for the indicated request for approval:
1. CONTRACTOR have already provided a formal statement letter from Vendor regarding to the
quality standard compliance which not limited by country of origin for manufacturing location since
the product will be tested through quality assurance process based on vendor's applicable
international standard. According to this letter, OWNER confirm that this letter can be accepted as
the basis for the change of country of origin of the product as specified in ABVL document.
2. According to this clarification letter, OWNER understanding that the proposed material will be used
to fulfill project's requirement as mentioned in section 2.7, Document No. 26070-100-3SS-DB02-
J0001, Engineering Specification for Concrete Work, where it used to specify protection of concrete
underground surfaces. Application of this material has also been presented in attached drawing of
the letter by CONTRACTOR.

Hence, CONTRACTOR shall ensure that applied product will compatible to current soil conditions
considering the sulphate and/or chloride content where foundations to be located. Moreover, care
shall be taken to avoid damaging the applied product when back filling process.
3. Related to Vendor's warranty letter which attached in the clarification letter, OWNER understanding
that the letter is not related to warranty purpose because it only explains the product life expectancy

which are maximum 10 years. OWNER consider that CONTRACTOR need to evaluate required
compliance of the product and ensure that the expected design lifetime can be fulfill project specific
requirements for design lifetime as mentioned in section 8.3.2, Document No.26070-203-G80-
GAX-J0001, Scope of Work and Execution Requirements, where it used to specify general
engineering and execution requirements.
In case of vendor could not be available to release the warranty or compliance letter based on
requirement of project design lifetime, CONTRACTOR as the applicator of the product shall mitigate
and investigate how to ensure and prove that the applied product can fulfill the specific project
requirements which is 30 years. OWNER understanding that vendor may available to release
warranty or compliance letter based on project design lifetime in such case where there will be any
required arrangement in terms and conditions for the applicator. OWNER would like to recommend
CONTRACTOR to solve this issue by discussing with the Vendor.
4. CONTRACTOR to understand that in case of material approval request will be submitted to
OWNER for review and approval, the specific method statement for application of the product shall
be submitted separately based on project execution procedure. OWNER will not proceed approval
process for method statement which attached in a document for material approval request. In case
of document for material approval request has been accepted by OWNER, CONTRACTOR to
understand that it will not relieve CONTRACTOR'S responsibility to submit document for method
statement for OWNER'S review and approval based on applicable procedure in this project.
5. OWNER would like to remind again that in case of any clarification which required by adding some
information, clarification and additional data for material approval request while the request was
rejected by OWNER previously, CONTRACTOR shall re-submit the revised material approval
request instead of sending clarification letter, in order to provide better recorded correspondences
of documents for material approval request. OWNER have reminded the same in the latest
OWNER'S letter subjected to response for material approval request for bituthene membrane.
Based on OWNER'S explanations above, CONTRACTOR shall inform to OWNER the required warranty
or compliance letter from vendor to fulfill project requirement for design lifetime, rather than confirmation
letter related to lifetime expectancy as attached in the clarification letter, OWNER would like to emphasize
that the proposed material currently can not be accepted until required warranty or compliance letter to
fulfill project requirement for design lifetime can be completed by CONTRACTOR. Hence, it shall be
understood that prior to procure and apply the proposed material, CONTRACTOR shall get approval from
OWNER.

2.6 Concrete Curing
2.6.1 Waterproof Paper or Plastic Membrane shall conform to ASTM C171 or SNI
2847.2013.
2.6.2 Liquid Membrane Curing Compound shall conform to ASTM C309.
2.7 Protection of Concrete Underground Surfaces
2. 7.1 Where required by soil conditions, concrete underground surfaces shall be
protected.
2. 7.2 The underside of foundations, concrete tanks pits etc,. shall be protected by a
bituminous self adhesive membrane with mineral finish "Bitushield" by
Servicised or approved equal.
The membrane shall be laid mineral face upwards, over the blinding concrete,
which shall be dry. The backing paper shall be left attached to the membrane
to ensure no adhesion to the blinding. The backing paper shall be removed
only at laps, which shall be 75 mm minimum in width. Laps shall be made by
pressing the bitumen face of membrane in position, making sure that no ridges
or ripples are formed. Depending on the actual membrane used, a fillet of
bituminous "mastic" may be rerquired to be run on the mineral side of the lap
before making contact to ensure that the lap is watertight.
The membrane shall be trimmed neatly and closely around pile heads. A fillet
of bituminous mastic shall be gunned or troweled around each pile head to
ensure a watertight seal.
2.7.3 The top i.e. the mineral face, of the membrane shall be hosed clean with a high
pressure water jet before structural concrete is placed.
2. 7.4 The vertical and upper horizontal surfaces of concrete against which soil is to
be placed shall be painted with coats of an approved bitumen - latex emulsion,
applied in accordance with the manufacturer's instructions.
2.7.5 The coating shall be kept dry until properly cured.
2. 7.6 Care shall be taken to avoid damaging the coating when back filling .
