The Kenya National Highways Authority (KeNHA) is a State Corporation established under the Kenya
Roads Act, 2007 with the responsibility for Management, Development, Rehabilitation and Maintenance of
National Trunk Roads.

QUALIFICATION FOR TENDERING

Mandatory Requirements

The following MUST be submitted together with the bid;

1. Copy of Certificate of incorporation
2. Copy of Valid Annual Practicing License with the National Construction Authority in the classes
specified above
3. Copy of Valid Tax Compliance Certificate
4. Copy of recent CR 12 form (Issued within the last Six 6 months from the Tender Opening Date).
5. For Bidders Bidding for PBC Tenders, at least one of the Directors of the bidding company MUST
have been trained in Performance Based Road Maintenance as a Contractor (PBC) by Kenya
Institute of Highways and Building Technology (KIHBT)
6. For Bidders bidding for Special Category Projects [Youth/PWD/Women] – they MUST Submit
Copies of Valid Registration Certificate for Access to Government Procurement Opportunities –
{AGPO) in the category specified in the Tender Notice.
7. Bidders shall sequentially serialize all pages of each tender submitted - A Guide Note on
Serialization is outlined in the Notes below.

Other Requirements

As specified in the respective tender documents covering the following: -

1. Similar previous experience where applicable.
2. Professional and Technical Personnel.
3. Current work load.
4. Eligibility
a. To enhance equity, bidders shall bid for a maximum of Two (2) Tenders, but can only be
Awarded a Maximum of One (1) Tenders, under this Tender Notice. Bidders who participate
in more than Two (2) tenders shall be disqualified.
b. Director (s) and Bidders who have been awarded Tenders in this Financial Year (1st, 2nd
and 3rd Quarter Notices) (FY 2020-2021) are not eligible to bid for this Tender Notice.
c. Director (s) bidding under different companies for the same tender shall be disqualified
d. Director (s) bidding under different companies should not participate in more than Two (2)
tenders
e. Only those bidders registered in the Category as indicated in the tender document shall bid
for the respective tenders
f. Any form of Canvassing will lead to disqualification
Note:
All submitted Documents may be verified from the issuing agencies, KeNHA Reserves the right to
verify all submitted documents

Procurement shall be based on the post qualification method and the above details will be submitted with the
priced bid.

Due to the COVID -19 pandemic and consequently the Presidential Directives issued, there shall be NO Pre-
Tender Site Visits. However, bidders are encouraged to make personal arrangements to acquaint themselves

with the site before submissions of their bids, a Form on declaration of Knowledge of Site has been provided.
Every bidder shall make their own arrangements to familiarize themselves with the site conditions and
the Road and its features.
The detailed tender notice is available in the KeNHA website and Public Procurement Information Portal
(PPIP). Clarifications and Questions may be sent to [email protected] to be received on or before
25th February, 2021.

Registration/Pre-Qualification
The Registration Process for Suppliers and Contractors for KeNHA is a continuous Process and details of the
same can be obtained in all our Regional Offices and at the KeNHA Website www.kenha.co.ke.

Clarity on Serialization of Tender Documents by Prospective Bidders

Please note that all pages of the tender documents submitted by bidders shall be sequentially serialized. That
is, serialization shall be undertaken by the bidder, by doing fresh numbering on its documents. The
pagination of the tender documents as downloaded from the KeNHA website should not be used as a means
of Serialization. The bidder’s serialization should follow the same logical sequence from the first page to the
end.

Interested eligible candidates may obtain further information and inspect tender documents from the
Procurement Office, Kenya National Highways Authority (KeNHA), Respective Regional Office as
detailed in the detailed Advert, from 9th February, 2021 during normal working hours.

A complete set of tender documents may be obtained by interested tenderers from the Kenya National
Highways Authority (KeNHA) website: www.kenha.co.ke or Public Procurement Information Portal (PPIP)
website www.tenders.go.ke free of charge.

Bidders are encouraged to download tender documents to minimise physical visits to the respective KeNHA
Regional Offices.

Completed tender documents are to be enclosed in plain sealed envelope clearly marked with tender name,
reference number and submitted to:-

Regional Director
Kenya National Highways Authority,
Respective Regional Offices,

and deposited in the Tender Box located at KeNHA’s Regional Offices, in Ground floor, so as to be
received on or before, Thursday, 4th March, 2021 at 11.00AM.

Document Delivery arrangements amidst the Covid-19 Travel Restrictions

Bidders are requested to take cognizance of the various travel restrictions imposed by the Government due to
Covid-19 pandemic and ensure their bids are submitted in time at the various Locations of Tender Boxes as
detailed in the Tender Notice

All interested bidders are required to continually check the Kenya National Highways Authority
website: www.kenha.co.ke for any tender addendums or clarifications that may arise before
submission date.

Tenders will be opened immediately thereafter in the presence of Tenderers/Representatives who wish to
attend at the Respective KeNHA Regional Office Boardrooms as listed above.
