AN ORDINANCE MANDATING ALL BUSINESS ESTABLISHMENTS
IN THE PROVINCE OF ILOCOS SUR TO USE THE SAFEPASS
APPLICATION UNDER THE NEW NORMAL
EXPLANATORY NOTE:
WHEREAS, Section 16 of the Local Government Code of 1991 provides
that the local government units shall pursue undertakings to enhance
economic prosperity, public safety and among other concerns;
WHEREAS, the DOT, Baguio City, and Region 1 and will reopen their
tourism beginning in October;
WHEREAS, the Provincial Government of Ilocos Sur signed a
Memorandum of Understanding (MOU) with the Governors from Ilocos
Region (Baguio, Pangasinan, and Ilocos Norte) which formalizes the Ridge
and Reef travel corridor;
WHEREAS, there are guidelines of the online registration before allowing
the neighboring tourist to enter their respective areas;
WHEREAS, as the country continues to grapple with the health crisis;
public safety is the number one priority of every physical establishment.
This means keeping track of foot traffic data hour-by-hour and day-by-day,
on top of storing and organizing health forms, contact details, and more;
WHEREAS, some organizations as of today, they keep files of logbooks
and poring through hours of CCTV footage in the case of the need to
contact-trace;
WHEREAS, through the venture project with inclusion tech builder Talino
Venture Labs, the Department of Tourism (DOT) and the Department of
Trade and Industry (DTI) are set to incorporate the technological demands
of the government and business industry with the health and safety
protocols for government and business operations to help maintain a
COVID-19 free environment;
WHEREAS, the Inter-Agency Task Force for the Management of Emerging
Infectious Diseases (IATF) agreed to adopt the platform SafePass on June
1, 2020;

WHEREAS, the Philippines’ SafePass application is a management
platform which digitizes and simplifies all these processes which include
several features, such as an efficient digital contact-tracing solution, digital
health questionnaires, monitoring of entry and exits points, and a 24/7
customer and tech support users;
WHEREAS, the SafePass application will contribute to the ongoing shift to
cashless, contactless transactions, with the pandemic forcing the public to
reduce as much physical contact as possible;
WHEREAS, the SafePass is offered for free and is best for micro-
enterprises with single locations, market stalls, and even non-profits, small
churches, and households, while SafePass Express offers and additional
capacity planning tool to set how many individuals can be in a location at
any given time, as well as an employee management system;
WHEREAS, all business establishment in the Province of Ilocos Sur are
encouraged to register via SafePass.asiaand use the SafePass application
upon entry and exit points. This will notify all potentially exposed
individuals with one digitized process, as well as accept advanced bookings
from their visitors;
WHEREAS, the Provincial Government of Ilocos Sur believes that health
and safety protocols do not have to be complicated;
NOW, THEREFORE, the 10thSangguniang Panlalawigan of Ilocos Sur, in
session assembled,
on the motion of Hon. Constante T. Oansasan, DULY SECONDED,
RESOLVED, as it is hereby resolved to approve AN ORDINANCE
MANDATING ALL TOURISM BUSINESS ESTABLISHMENTS IN THE
PROVINCE OF ILOCOS SUR TO USE THE SAFEPASS APPLICATION
UNDER THE NEW NORMAL
RESOLVED FURTHER, that the Provincial Tourism and Development
Office, Department of Trade and Industry Provincial Office shall take
charge of the proper communication to all business tourism establishments
for the same, respectively.
APPROVED AND ENACTED UNANIMOUSLY, by all members present,
this day of _________, 2020.
Be it ordained by the Sangguniang Panlalawigan of Ilocos Sur that:
SECTION 1. Short Title - This Ordinance shall be known as "The Use of
SafePass Appin every Business Tourism Establishment of the Province of
Ilocos Sur"

SECTION 2. Declaration of Policy- It is the policy of the Provincial
Government of Ilocos Sur (PGIS) to promote, protect, and preserve the
health of its constituents and keep them safe from the COVID-19
pandemic.
SECTION 3. COVERAGE. - This Ordinance shall include in its coverage all
business establishment and the people, particularly those who visit, come
to the Province of Ilocos Sur, be it temporarily or permanently.
SECTION 4. Definition of terms- the following terms used concerning
this ordinance shall mean:
Business Establishment- refers to a business establishment such as but
not limited to: Bed and Breakfast, Hotels, Motel, Transients, Lodges,
Cabins, Campgrounds, Restaurant, Department Store, Shop, Sport and
Recreation Club/Center, Museum and other related establishments.
Tourist - refers to a person who is traveling or visiting the Province of
Ilocos Sur for pleasure.
SafePass- refers to an application which digitizes and simplifies all these
processes which include several features, such as an efficient digital
contact-tracing solution, digital health questionnaires, monitoring of entry
and exits points, and a 24/7 customer and tech support users;
SECTION 5. Use of SafePass - the Provincial Government of Ilocos Sur
shall cause the provision of the SafePass to be placed in all entry and exit
points of business establishments. As such, all the business establishment
shall provide the gadget (cellphone, tablets or computers and the like)
SECTION 6. - Monitoring and Implementation- The provincial
Government of Ilocos Sur through the Ilocos Sur Tourism and Development
Office in coordination with the Department of Trade and Industry (DTI) -
Ilocos Sur Provincial Office, City/Municipal Business Registration Offices
shall cause the monitoring and effective implementation of this Ordinance.
SECTION 7. SEPARABILITY CLAUSE - If for any reason, any section or
part of this Ordinance is declared unconstitutional or invalid, the rest of it
which is most so declared shall remain valid, binding, and legal force and
effect.
SECTION 8. REPEALING CLAUSE - All ordinances, memorandum
orders/circulars, provincial executive orders rules and regulations, and
similar issuances inconsistent with this Ordinance are hereby repealed
amended, or modified accordingly.

SECTION 9. EFFECTIVITY - This Ordinance shall take effect fifteen (15)
days after its publication in a newspaper of general circulation in the
province of Ilocos Sur.
