ACCESS
Max. dimensions for seagoing vessels to Gent
(one lock to pass at Terneuzen in the Netherlands):
LOA 245m (upto 265m upon special request - 48 hrs advance notice required by Dutch authority)
BEAM 34m (upto 37m upon special request - 48 hrs advance notice required by Dutch authority)
° For vessels with LOA between 245 and 265 m, BEAM restricted to max 34 m.
° For vessels with BEAM between 34 and 37 m, LOA restricted to max 245 m.
° 2 riverpilots + use of shore-quartermaster compulsory
° vessel must have maximum ballast-condition
° Minumum 3 tugs to be employed.
MAXIMUM FW-DRAFTS FOR PASSING TERNEUZEN LOCKS :
For passing the locks at Terneuzen maximum allowed draft is 12.50 m (FW)
- Inward draft 12,50m fresh water (inward vessels over 12,30m need to be measured for draft check
- cost abt. Euro 950.0 + launch abt. Euro 150,- - time loss is negligible).
- Outward: if draft is over 12,30m fresh water vessel needs to be accompanied
by monitoring shore crew from canal authorities, which may entail small delay (2-3h)
and costs as above. Max outward draft is 12,50m and this is still subject to monitoring of outward voyage.
For vessels over 170 m. one extra tug will be imposed if draft >12.30m.
LIGHTENING.
In case vsl will have a FWAD over 12.50 m, she will have to go to "Terneuzen Put" for lightening into barges
Max draft for approaching "TERNEUZEN PUT" anchorage : 15.0 m (which may differ a little subject each tide)
PDA for lightening operations at request.
MAXIMUM FW-DRAFTS INSIDE THE PORT OF GHENT:
Please be advised that maximum allowed draft will depend on which quay vessel will berth.
Inside the port maximum allowed draft varies from 6.00 m (FW) up to 12.50 m (FW)
Temporarily restrictions for certain docks / quays may apply.
PLEASE ALWAYS CHECK MAXIMUM ALLOWED DRAFT BEFORE FIXING THE VESSEL.
No special restrictions ref. to protrusions, fittings etc.. apart from those regarding vessel's dimensions here above.
TIDAL WINDOW
There is a tidal window for entry into the lock for the maximum draft starting from abt. 2h before or after HW.
For each 1m of less draft, the tidal window increases by 1 hour. As from draft of 9,50m no tidal window applies.
Please note: all drafts are FRESH water.
The port is ice-free whole year.
Navigation is day and night.
ANCHORAGE
While vessel is at anchor, she will be considered to have same status as being "berthed", and will therefore have to switch
to LSMGO.
For manouvring from pilotstation or anchorage to the berth, Port Authorities will allow vsl to use LSFO (LESS THAN 0.1%)
Upon berthing vessel will again have to switch to LSMGO.
PILOTS SERVICE
Use of pilot is compulsory for vsls with LOA as from 80.0 m.
IMPORTANT NEW INSTRUCTION FROM PILOT SERVICE :
It is imperative that the master re-confirms his eta directly to the pilotstation
between 12 and 6 hours at the latest before the previous given eta pilotstation.
In case no confirmation directly from master to the pilotstation in this timeframe,
apart from a fine of 10 pct on the invoice for late notice,
the vessel may have to wait upto 6 hrs for next available pilot.

Further pls take note regarding precept by Belgian Pilot Office that pilots should be offered a meal
during the voyage, merely as a token of hospitality and respect towards the serving pilot,
in accordance with Pilotage tarrifs : art 14, 11° :
Breakfast between 0700-0900
Lunch between 1200-1400
Diner between 1800-2000
If pilots are not being offered a meal as per above precept, cost for a meal will be charged extra in the final pilotage
invoice.
TUG ASSISTANCE
By order of the canal/port authorities, vessels require the number of tugs needed for safe navigaton.
For vessels under loa 170 m. this may be 1 tug. Vessels with loa equal or over 170 m. require minimum 2 tugs compulsory
and helmsman is recommended.
Vessels as from loa 225m and over or fully laden vessels with drafts over 12.30m require min. 3 tugs.
For vessel’s navigation when empty there must be sufficient tugs for safety which in practice means min 2 tugs on loa’s as
advised above.
Number of tugs may vary also according to weather conditions and are always at discretion of the master and pilot
QUARTERMASTER
Use of local quartermaster/wheelman from shore is not compulsory in port of Ghent,
but can exceptionally be recommended/requested by the pilot due e.g. bad weather, poor performence of main-engine,
poor communication with ship's command and/or crew, etc ...
Traffic Control Authorities stipulate that vessels must have a "qualified quartermaster" at the helm for :
° vessels with beam of max. 34.0, fw-water draft between 12.30 and 12.50 m and LOA of max 265 m.
° vessels with beam between 34.0 and 37.0 m, fw-draft between 12.30 and 12.50 m and LOA of max. 230 m.
If ship's helmsmen is qualified for the job, Authorities do not enforce to hire private quartermaster from the shore.
However, if master will agree to use quartermaster-service from shore, costs will be for Owners Account.
In some cases pilots have nevertheless insisted to use quartermaster from shore against Captain's will.
We advise master's in this case to have pilot making a statement or remark in the logbook,
indicating why pilot deemed it imperative to use private quartermaster.
BALLAST WATER MANAGEMENT
Ballast Water Management Convention (BWMC) dated 13 feb 2004, is in force since 08 sept 2017.
Marpol Annex 7 regarding discharge ballast water in the Flemish ports is now implemented.
Vessels are still allowed to de-ballast from specially designated ballast tanks
(segregated ballast) in canal waters, but under strict conditions.
Port Authorities only will allow that "clean" ballast waters are being pumped out in the port, IF :
° vessel can give evidence in the “ballast water record book” that ballastwaters have been exchanged at sea,
° ballast waters are consisting of seawater only.
° vessel is already equiped with BWM-system, certified by the Class, and
vessel can show evidence in the “ballast water record book” that system was activated during the voyage.
REMARKS :
Vessels are to take all measurements to discharge only clean ballast waters, and not
to discharge any polluted/dirty waters in our port.
If vessels are installed with any equipment to kill micro-organisms (UV, etc....), they will have
the obligation to use same to this effect.
Vessels will have to enter port of Ghent with minimum ballast condition, but still sufficient for safe maneuvering.
Exceptions are made for ships with beam of 34-37 m, where maximum ballast-condition is required for passing the lock.
GENERAL POLICE REGULATIONS FOR PORT OF GHENT
ARTICLE 2.6.5. “DISCHARGING OF BALLAST WATER FROM SEAGOING SHIPS”
1. Clean ballast water from specially designated ballast tanks (segregated ballast) may be discharged if :
a. no visible traces are left behind when pumping in calm weather, and
b. it can be demonstrated that during the voyage :
- the ballast tanks were rinsed several times (until the end of the scheduled transitional period in
the International Convention for the Control and Management of Ships’ Ballast Water and Sediment, 2004) or
- that the ballast water was treated in installations approved by the IMO to prevent exotic organisms as much as possible.
This must be supported by an extract from the ballast voyage from the “ballast water record book”
to be submitted to the PCD (Port Captain Dept.) with the request for authorisation.
2. Discharges from other tanks into the surface water are in principle prohibited.
It will be only permitted with the prior written consent of the harbour master/port commander.
3. Permission for de-ballasting must be requested from the PCD.
The PCD must be notified when the discharging of ballast water begins and ends.
4. If these conditions are not satisfied, the ballast water must be given to a recognised waste collector.
5. Additional conditions may be imposed by the PCD and can be consulted in
the “Regulations governing dangerous and/or harmful goods for the port of Ghent”.

DOCUMENTS REQUIRED UPON BERTHING :
Upon berthing need following documents to be ready :
° IMMIGRATION : 1 Arrival Crew list + Passports
° AGENTS : 1 Departure ANNA-form for outward clearance
Vessel does not need any special Belgian pre-arrival forms, any forms will do,
which we will then input into the electronic information-system from Port authorities.
GARBAGE DELIVERY
Delivery of waste is not compulsory. Hire of small container (1100 ltr) can be arranged.
First container is free of charge, all next containers will be charged 100.0 € per container.
For delivery of bilges / sludge, we have to contact a specialised company for a quotation.
LINESMEN GHENT
Use of linesmen for mooring/unmooring in Ghent is compulsory for vessels with LOA as from 80.0 m.
Warping/shifting alongside quay is allowed to be performed by ship's crew, as long as vsl will remain connected with min. 1
rope ashore.
OVERTIME : Linesmen will charge 40% overtime from 2200-0600 during weekdays.
For services between friday 1800 and monday 0600 hrs, and on holidays, a surcharge of 40% will be charged.
Holidays count from 1800 hrs on the day before, untill 0600 hrs following the holiday.
HARBOUR DUES
Harbour dues are valid for 20 calenderdays as from berthing port of Ghent.
No extra costs will be charged for use of 2nd berth when shifting to e.g. waitingberth, 2nd load/disch berth etc
within period of 20 calenderdays.
OPERATIONS
Discharge/loading at the terminals always by means of shore cranes and shore gangs.
Discharge/loading rate subject sufficient large hatchcovers and no obstructions or tweendecks.
For bulk cargoes, stevedores will discharge always shovel-clean, sweeping and washing to be done by ship's crew.
For safety reasons, crew is not allowed to enter the holds to start sweeping if stevedores have not yet completed that
specific hold.

OFF-SIGNERS
Immigration does no longer issue visa for off-signers.
Crew should already have valid shengen visa in their passport before signing on their vessel.
ONLY VERY EXCEPTIONALLY AND UNDER EXTREMELY RESTRICTED CONDITIONS, IMMIGRATION WILL AGREE TO ISSUE VISA FOR
OFF-SIGNERS.

Immigration will require firm proof, such as death-certificate, letter from doctor or hospital in homecountry,

If requested by master, fresh water analysis can be arranged in Ghent at cost of 130.0 €.
Results normally take abt 6 working days .
SANITATION CERTIFICATE
Renewal Sanitation Certificate can be arranged in Ghent. Sanitation officer will need min 24 hours notice.
Cost basis vsl’s NRT as follows :

Sanitation officer may deem it necesarry to take samples for fresh water analysis, which is beyond our control.
Cost will depend of how many samples sanitation officer will judge to be necesarry for taking (min 2 samples)
However it usually take several weeks, upto 1 month before we receive any results in our office.
OTHER INFO
There are no port dues levied on the cargo as such. Dock dues are for the use of the navigable canal and docks,
the mooring dues are for the use of the quay (which belongs to port authority).
The Belgian government, the local government nor the city council levy any taxes on goods coming into or moving out of
the port.
Customs duties apply on goods as per European Union regulations, type of goods and other regulations from the customs
and excise dept. these are normally payable by the importers or as agreed between parties.
No congestion is usually experienced in the port or on the bulk terminals.
Prospects can only be indicative and after receipt of firm eta of vessel.
No shortage of inland transport is experienced.
Weather conditions only play a part if the cargo is rain sensitive.
Nearest international airport : Brussels (BEBRU). Direct train service to the airport is available
Drydock capacity is limited to loa 130m – beam 13m – draft 5,20m
Major repairs can be carried out. Mobile cranes are available.
Full medical service in several hospitals is available.
Port of Ghent is a “Schengen” border entry point.
