Activities and responsibilities of Clearing and forwarding agent

C & f meaning
Those we are related with export import business we know about C&F. C&F is a short name of a
combine words. C&F meaning is customs clearing and forwarding. In the last we use the word
agents. Because C&F is an agents who works on behalf of governments. So C&F words is related with
customs clearing and forwarding work in various customs station like Dhaka airport, Chittagong sea
port , beanpole land port and ICD Kamlapur and others port.
Before we know about C&F agent meaning we need to know about the duties and responsibilities of
C&F agents. basically a C&F agents duties and responsibilities is help to ensure an importer
governments tax and duties on his imported products. so C&F agent meaning is very simple. They
are the agents who work for governments and also for importers to ensure tax and duties on
imported products
So, now its need to clear is it have different between clearing and forwarding agent and cnf agents
or C&F agent ? No, there have no different between clearing and forwarding agent and cnf agents or
C&F agents. They are the same. some people use it for short in name. some people use this word for
clearing and forwarding agent and some use as cnf agent.
A clearing agent is a company that works with relevant authorities to ensure the forwarding or the
release of imported goods. At the origin, the Clearing Agent works to ensure goods are registered
shipped as required before leaving the country. The Agent is specialised in getting imported goods
from the Customs Authority at the destination ports. The work of an agent is basically that of
declaring the cargo and relevant documents. Hence, when we use the term cargo clearing, we mean
the process of declaration to the Customs Authority, of goods detail with relevant documents.
Clearing Agents are also called Customs brokers. To be a Clearing Agent, you must obtain Clearing
Licens.

THE ROLES OF CLEARING AGENT:
Every country has its own set of regulatory requirements relating to customs but one common
requirement is that the clearing agent or customs broker (as they are referred to in a few countries)
have to be accredited with the local customs authorities, border agencies, port and other authorities
relevant to the shipment of goods..
They should have a valid clearing licence at the time of clearing the goods on behalf of the customer..
A few countries have very strict licencing requirements which are regularly reviewed and the agents
that don’t follow these, may have their licences revoked..
A clearing agent is essentially an agent who specifically takes care of the customs clearance
aspect of the business..

Export-import procedures are very complex and time-consuming. Therefore, every exporter should
avail the services of Clearing and Forwarding (C&F) agent who are expert and well versed with the
customs and shipment procedures. For smooth and timely shipment of goods, the exporter must
appoint a competent C&F agent who is able to, inter alia, provide the following services:
(c) Booking of shipping space or air freighting and advice on relative cost of sending goods by sea
and air.
(e) Equipped with information on shipping lines and freight to different destinations, and various
charges payable by exporters.
(g) Preparation and processing of shipping documents, Bills of Lading, Dock Receipt, Export
Declarations, Consular Invoice, Certificate of Origin, etc.
Desirable Services:
(a) Storage facilities abroad, at least in major international markets, to warehouse the goods in case
importer refuses to take delivery on any account.
(b) Can trace the goods, if shipment goes astray, through his international connections.
DOCUMENTATION:
International logistics trade requires lots and lots of documents for effective and efficient movement
of commodities across countries. The Clearing Agent is an expert documentation company. Thus, the
Agent should be involved from the beginning to the end of your importation to avoid costly mistakes.
Documents prepared with the assistance of the Customs Clearing Agent include the following:
Regulatory Import Certificates and Permits: these include NAFDAC Permit, SON Product
Certificate/SONCAP, etc.
Shipping documents: Also called final documents , Final documents include the commercial
invoice, packing list, CCVO, and the bill of lading/air waybill.
The Clearance specialist goes to terminal administrators to book for situating of the compartment for
physical examination of the products. For the Physical Examination to be done, the specialist writes a
letter to Customs’ examination requesting Examination. The Agent engages Customs officers and

finance documentation, negotiating freight contracts, monitoring the movement of the cargo,
transportation, customs clearances, port inspections and all other activities by yourselves for the above
volume..
International dispatch operations by land, air or sea are essential for our day to day and also present a
degree of complexity, due to the need to organise transport, select the most efficient route in order to
save time and reduce costs, take out insurance, choose the proper packaging depending on the
shipment in question, organise the storage and/or distribution of freight, etc., as well as many other
aspects.
All of these activities must also be performed under guarantee conditions that, apart from ensuring the
arrival of the freight to its intended destination in acceptable conditions, must also ensure that no
damage takes place to any of the parts involved in the shipment, while also guaranteeing efficiency
and profitability throughout the entire process.
This is the function of forwarding agents (freight forwarders), namely, anyone acting on behalf of
importers, exporters and other companies in order to organise the transport of international freight in a
secure, efficient and profitable manner in any type of means of transport.
This could be referred to as a type of intermediary between the exporter or importer and transport
companies that play a similar role to a traditional transport agency, despite the fact that the latter is
involved in domestic shipments while the forwarding agent is designated for international shipments,
as set out in legislation regulating this activity
a) Recommendation and advice in all costs in order to provide an alternative that is more
profitable and efficient. This includes freight costs, port and customs expenses, consular
fees, special documentation costs, insurance costs and freight management costs.
b) Preparation and presentation of the documentation required for the exportation of the
freight, such as a bill of lading and the proper documents for the seller, the buyer or any third
party involved in the process.
c) Advice on the most suitable mode of freight transport and performance of the procedures
for packaging, stowage and loading of the freight. And here is one of the most distinctive
features of a forwarding agent, due to the fact that in the event that the cargo does not fill the
means of transport (trailer, container TEU, etc.), this agent will be responsible for creating
a full consolidated load with other shipments in order to lower the transport costs.
d) Reservation of the cargo space required on a ship, airplane, train or truck, in addition to
taking care of the storage and/or distribution of the freight, and sometimes even using the
door-to-door method.
e) It also takes care of the paperwork with customs agents in other countries to ensure that
the items and documents comply with customs regulations
f) This simplifies the process and administrative procedures. Due to the fact that the
forwarding agent takes care of everything involved in an international shipment, it is
accountable for any cases involving setbacks or problems that may arise..
That is where a Freight Forwarder comes in.. A well established and experienced freight
forwarder is expected to have below capabilities (either owned or outsourced)
able to arrange storage for the cargo (usually all big forwarders have their own
warehouses)
able to arrange the distribution or “forwarding” of the cargo as per the instructions of
their client
have the capability to negotiate freight rates with the shipping line
able to book cargo with the shipping line as per the requirement of the client or under
their own contract
process all relevant shipping documents such as certificates of origin, customs and
port documentation, bills of lading and associated shipping/negotiating documentation
(Eur1, Certificate of Origin, etc)
issue their own approved house bill of lading (HBL) although they are not an NVOCC
arrange transportation of the cargo from/to the customers’ premises and port
may or may not be accredited to customs, port etc and cannot do customs clearance if
not accredited
