II. RATIONALE
Child Development Workers and SNP Workers are the direct Service Providers in the
delivery of Early Childhood Care and Development Program to children 2-4 years old. This
School Year 2017-2018, a total of 50 Child Development Workers are being supervised by the
Municipal Social Welfare and Development Office manning our 56 ECCD Centers considering
that other Child Development Workers have extension Centers/Sites; catering a total of 2,576 2
to 4 year olds children.
To ensure that quality service are being delivered to our Day Care children, there is a
need to raise the skills and capabilities of our service providers who are just receiving meager
honorarium. Exposure trip as well as Evaluation of the Program are considered vital
components in attaining this goal as it will allow venue for these workers to experience the
beauty of nature by visiting new places and ECCD Centers and at the same time develop team
work thru team building activities.
III. BACKGROUND/SITUATION ANALYSIS
Day Care Work is perceived as voluntary or charitable work in the Philippines. Most
Child Development Workers are just receiving meager monthly honorarium to a maximum of
Php 5,000 and even as low as Php1,500 yet they continue serving the young students because
of their love and passion to their work.
As a basic social institution, it is just right and fair to protect our Child Development
Workers for they are the caregivers and substitute parents of our children. Defending their rights
means caring our children and the nation’s future as well.
It is in this context that the Municipal Social Welfare & Development Office designed a
two-day Year End Evaluation & Exposure Trip for Alabel ECCD Service Providers as one of
their incentives to continue serving the Day Care Children with utmost sincerity and dedication.
