Introduction
As the Cebu City Government stated on their mission that is “being committed to deliver
efficient professionals services, effective stakeholder cooperation and good governance that
result in sustainable generation and equitable allocation of resources adapting to changing
environment and better quality of life for all.” We, as a member of locality, it is our obligation to
contribute projects and resolve some issues as we have been addressed with various rising
problems here in Cebu, specifically in Basak San Nicolas.
The Local Government Act of 1989 specifies that the role of a Councilor are: (a) to
participate in the decision-making of the Council and to represent the local community in that
decision making and (b) to contribute to the strategic direction of the Council through the
development and review of key strategic documents of the Council, including the Council Plan.
In summation, they provide strategic planning for meeting the needs of the whole municipality.
In partnership with the City Government of Cebu with the Department of Public Works
and Highways whose mission is “to provide and manage quality infrastructure facilities and
services responsive to the needs of the Filipino people in the pursuit of national development
objectives”, they have been working on sustainable projects for the welfare of people. They are
also responsible for implementing proposals regarding flood preventions and solutions
specifically on drainage systems. Hence, providing a functional framework has been DPWH’s
continuing commitment.
Also, the partnership of the Cebu City Government with the Department of Environment
and Natural Resources shall propound whose mission is “to address the dynamic requirements of
the environment and natural resources sector through an excellent human resource service.”
They are primarily responsible for the conservation, management, development, and the proper
use of the country’s environment and natural resources, including those in reservation and
watershed areas, as well as administering solutions for flood preventions which are usually
caused by garbage issues.
Additionally, the City Ordinance No. 2031 that was enacted on April 2011 whose goal is
“to make any locality to properly dispose waste by segregating biodegradable and non-
biodegradable materials.” Upon throwing on the right bins, these are collected by a set of
schedule. Biodegradable wastes will be collected on Mondays, Wednesdays, Fridays, and
Saturdays. Non-biodegradable wastes, on the other hand, will be collected on Tuesdays,
Thursdays, and Saturdays.
Putting it all together, the forenamed agencies will help contribute to the approval to this
project proposal in reducing garbage and improving or updating the drainage system in
addressing flood problems in Basak San Nicolas, Cebu City.
The funding agencies should support the project due to the following reasons: (a) flood
problem is one of the greatest adversity that Barangay Basak San Nicolas always been
encountering, hence excessive rain causes casualties and even loss of lives; (b) drainage system
that is no longer updated, no matter how big is, will be useless during heavy rains as the water
will not be absorb due to clogging of garbage or accumulation of assorted debris materials and
that promotes flood; (c) garbage problem should be taken seriously because we already know
that it is the greatest factor in promoting flood so people should be encouraged to dispose their
wastes properly.
Rationale or Background
Water is essential to living things for it supports life, however it can also be dangerous in
some cases. Flood is an example of a phenomena in which water can be a great nuisance. It is an
overflow of water that submerges the land which is normally dry. Flooding in some residential
areas can cause a lot of negative effects. It provides inconvenience to the people living in that
certain locality. That kind of natural disaster can damage a number of properties including
vehicles, houses, and other infrastructures. It is not just destructive, but it can also be harmful to
health. Water-borne diseases such as Typhoid Fever, Cholera, Leptospirosis and Hepatitis A are
caused by flood.
Barangay San Nicolas is just one of the many barangays in Cebu City facing this kind of
issue. During rainy seasons, vehicles can no longer pass because flood comes over the street
which usually led to traffic. An immediate solution is needed for this environmental issue.
Residents thought about how an abrupt presence of flood happen even in little rain. Eventually,
the root causes were determined. The unfinished drainage system and improper disposal of
garbage.
Drainage systems are constructed to ensure that waste water and sewage is transported
neatly to disposal points, thereby keeping the environment well drained and free of waste.
Examples of components that make up a good drainage system includes closed ditches having
pipe drains, drainage pipes, channels and conduits. With the absence of these material, the
drainage system is a mess. This is what to happen to Barangay San Nicolas. Their area was not
able to construct a drainage system that could make the water flow smoothly. The holes were not
yet covered as well as the pathways of waste water. The residents doesn't have the initiative to
fix the root cause of this problem, even though they are the ones experiencing the bad effects
brought by flooding. They leave their drainage system unfinished.
Garbage are waste coming from the factories, households and other places which is
considered trash, rubbish, refuse, detritus, litter, junk, and scrap. It is also one of the main causes
why flooding happens. Improper disposal of garbage is harmful to our environment because it
contributes to pollution. Specifically, air pollution, water pollution and acid rain. It is not just the
primary source of pollution, but it is also a factor of flashfloods in a particular zone. DPWH-7
Regional Director Ador Canlas claims that “among the cause of the flood includes silted and
clogged drainage due to improper disposal of garbage.” The clogged garbage along the drainage
system of Barangay San Nicolas stops the water from running off. It disturbed the flow of water,
causing immediate rise of water. Despite of the situation, the residents are still practicing
improper disposal of garbage.
We should recognized Republic Act of 9003, Article 1, Section 2 states that “It is hereby
declared the policy of the State to adopt a systematic, comprehensive and ecological solid waste
management program which shall: (a) Ensure the protection of the public health and
environment; (b) Utilize environmentally-sound methods that maximize the utilization of
valuable resources and encourage resource conservation and recovery.” It is an act of providing
for an ecological solid waste management program, creating the necessary institutional
mechanisms and incentives, declaring certain acts prohibited and providing penalties,
appropriating funds therefor, and for other purposes.
In a news article, Barangay Basak San Nicolas is one of the eight sitios in Basak Pardo
that has been experiencing flood for decades. Barangay captain David Tumulak said that
“Magpadayon gyud ni nga problema hangtod naa na’y proper drainage. Ang Basak-Pardo man
gud is a natural catch basin sa tanang barangays surrounding it – ang Kinasang-an, Quiot, Basak
San Nicolas, Poblacion Pardo and Punta Princesa. And tanang tubig kung mag-ulan, mag-
converge diring dapita.”
Project Description
The primary goal and objective of this proposal is to prevent flood through improving
drainage system and minimize the improper disposal of garbage which is the greatest factor of
excessive flowing of water.
