RE: IATF TRAVEL PASS APPROVAL FOR ROWELL MAGUDANG

Dear Secretary Galvez, Jr.:

On June 2, 2020, the undersigned communicated to your good


office a request for an issuance of an Inter-Agency Task Force (IATF)
Travel Pass to Mr. Rowell P. Mangudang (Mr. Mangudang), specifically
authorizing him to travel from his residence at (specific address
General Trias, Cavite) to Brgy. Santa Maria, Cab. 8, Ilagan City,
Isabela.

The afore-cited Travel Pass will be used for the consummation of


a contract of sale involving Mr. Mangudang’s Grand Starex SUV
bearing plate number UQV 364 to one Elmer Matu who is a resident of
(specific address). In addition, after the consummation of the subject
sale, Mr. Mangudang intends to use his Toyota Vios sedan, bearing
plate number NBH 2638 for his return to his residence at General
Trias, Cavite.

While the undersigned greatly appreciates and supports the huge


effort that the government undertakes to mitigate the further spread
of the COVID-19 pandemic, the need to address the plight of the
ordinary working class affected by this pandemic should not also be
undermined. The spread of the COVID-19 clearly resulted to economic
crisis affecting almost all of the wage earners of the country. To this I
respectfully submit that the travel of Mr. Mangudang is clearly justified
and purely necessitated by the following reasons: (1) the proceeds of
the subject sale will be used to support Mr. Mangudang’s family since
Mr. Mangudang has no other means of income as a result of the
implementation of the Enhanced Community Quarantine in Luzon; (2)
the proceeds will likewise be used for the educational expenses of Mr.
Mangudang’s two children who are both minors and incoming
elementary Grade 10 and Grade 1 students, respectively; and (3) The

ongoing Community Quarantine made it difficult, if not impossible, for


Mr. Mangudang to pay for his monthly car amortizations. The sale of
the subject car would alleviate the financial hardships faced by Mr.
Mangudang’s family as a result of the current pandemic.
