A RESOLUTION AUTHORIZING LOCAL CHIEF EXECUTIVE DANILO RAMON S. FERNANDEZ IN
BEHALF OF THE CITY OF SANTA ROSA, LAGUNA, TO SIGN AND ENTER INTO A MEMORANDUM
OF AGREEMENT (MOA) WITH THE DEPARTMENT OF INFORMATION AND COMMUNICATION
TECHNOLOGY (DICT) REPRESENTED BY SECRETARY RODOLFO A. SALALIMA FOR THE
IMPLEMENTATION OF FREE WI-FI INTERNET ACCESS IN PUBLIC PLACES PROJECT IN THE
CITY OF SANTA ROSA, LAGUNA SUBJECT TO ALL LEGAL LAWS, RULES AND REGULATIONS.
WHEREAS, the national government through the DICT is undertaking the Free Wi-Fi Internet
Access in Public Places Project, across the Philippines to accelerate economic, social and educational
opportunities and reduce the Digital Divide under e-Filipino Program of the Government;
WHEREAS, the Project is envisioned to provide free Wi-Fi Internet access in public places
nationwide, will initially cover selected cities and municipalities and public places such as Public Schools,
Libraries, Hospitals, Rural Health Units, Police Stations, State Universities and Colleges, Public Transport
Terminals, Seaport and Airports;
WHEREAS, the Department of the Interior and Local Government (DILG), together with the
League of Municipalities of the Philippines (LMP) and the Department of Information and Communication
Technology (DICT) agreed to cooperate and jointly commit in promoting community development
through the use of information and communications technology for effective and efficient national and
local governance in the country.
WHEREAS, all Barangay units and LGU offices or departments will provide support and
implement the Project, provide free Wi-Fi Internet access in public places without interruption except in
certain circumstances such as force majeure, technical issues and similar situations which are beyond the
control of the service provider or DICT, abide by DICT issuance as well as existing laws and public
policies in the posting of content and broadcasts at the captive portal;

WHEREAS, the roles and responsibilities of DICT, serve as the Project owner and lead agency
responsible for the overall planning, implementation and project management of the free Wi-Fi Internet
access service, conduct the appropriate training and orientation to the Local Government Unit (LGU),
evaluate and conduct periodic monitoring of the Internet connectivity, and provide the framework for
governance of the free Wi-Fi Internet access service;
WHEREAS, the Local Government Unit (LGU) extend cooperation, assistance, and resources to
the Project in the course of project establishment, operations, training and implementation, monitor the
participation of barangays and LGU offices and departments in the Project and compliance with this
Agreement;
WHEREAS, after due consideration and careful study, this body finds that the adoption of such
will be beneficial to the constituents of the City of Santa Rosa, Laguna;
NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, motion by Hon. Mariel
C. Cendana, Committee on Laws and Government, seconded by Hon. Aala, Hon. Puzon & Hon. Tuzon,
and BY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF THE SANTA ROSA, LAGUNA BY VIRTUE OF
THE POWERS VESTED IN IT BY LAW, IN SESSION ASSEMBLED to grant authority to the Local Chief
Executive Danilo Ramon S. Fernandez in behalf of the City of Santa Rosa, Laguna to sign a Memorandum
of Agreement with the Department of Information and Communications Technology (DICT) represented
by Secretary Rodolfo A. Salalima for the implementation of Free Wi-Fi Internet Access in Public Places
Project in the City of Santa Rosa, Laguna subject to all legal laws, rules and regulations.

COMMITTEE REPORT ON LAWS AND GOVERNMENT
SUBJECT: Letter of endorsement from the City Mayor Danilo Ramon S. Fernandez requesting for a
• resolution authorizing the Local Chief Executive to enter and sign a Memorandum of Agreement (MOA)
with the Depaartment of Information and Communications Technology (DICT) for the Free Wi-Fi Internet
Access in Public Places Project.
FACTS: The Sangguniang Panlungsod Secretariat received a letter on April 28, 2017 from the
office of the City Mayor requesting to pass a Resolution authorizing the City Mayor to sign a
Memorandum of Agreement (MOA) between the City Government of Santa Rosa and the Department of
Information and Communications-Technology (DICT) represented by Secretary Rodolfo A. Salalima, for
the Free Wi ,Fi Internet Access in Public Places. Project.
FINDINGS:
The Department of the Interior and Local Government (DILG), together with the. League of
Municipalities of the Philippines' (LMP) and the Department of Information and Communications
Technology (DICT), have agreed to cooperate and jointly commit in promoting community development
through the use of information and communications technology for effective and-efficient national and
local governance in the country.
The benefit of this technology is that will have 24/7 access to internet based communication
and government online services. Economic impact includes expanded access to local and overseas
markets, and increase in tourism. This Wi-Fi internet access will be a cheaper avenue for communication
in the vicinity of the City of Santa Rosa, Laguna.
RECOMMENDATIONS:•
After the committee reviews the quality concern of both parties in the City of Santa Rosa,
Laguna, Hon. Roy M. Gonzales, committee chairman on Laws and Government and the committee
members, recommends to pass a Resolution granting authority to the Local Chief Executive Danilo
Ramon S. Fernandez in behalf of the City of Santa Rosa, , Laguna to sign and to enter into a
Memorandum of Agreement with the. Department of Information and Communication Technology
(DICT) represented by Secretary Rodolfo A. Salalima for the implementation of Free Wi-Fi Internet
Access in Public Places Project in the City of Santa Rosa, Laguna, subject to 'all legal laws, rules. and
regulations.
- Thus, this co mittee report is reby submitted and to adopted by this entire Sangguniang
Panlungsod.
