● Distance from Boxirhat to Golokganj=27.30 Km.The section Golokganj-Gauripur=13.02 Km was commissioned with Fakiragram-Dhubri
GC. This 13.02 Km length has not been taken into consideration in New Maynaguri-Jogighopa NL project.
● Ph II: New Mal-Changrabandha (62.05 Km): CRS Inspection held on 30.12.2015 & authorization @ 100 kmph received on 06.01.2016.
Passenger Train service started from 20.01.2016.
● Ph III: New Changrabanda-New Coochbehar (67.10 Km)-CRS inspection held on New Changrabandha – New Coochbehar section on
28.01.2016 & authorization @ 100 kmph received on 01.02.2016. Passenger Train service started from 04.03.2016.
● Ph IV: Y leg Connection Cabin to Maynaguri Road (6.10 Km):-CRS Inspection held on 28.06.2016 & Authorization @100 kmph
received on 28.06.2016.Train service started from 28.06.2016.
● Ph V: Gauripur-Alamganj (11.08 Km): CRS inspection completed on 08.12.2017 and Authorisation received @ 90 kmph on 12.12.2017.
● Ph-VI: Alamganj-Bilasipara (26.14 Km): CRS inspection done on 28.03.2019 and Authorisation received @100 kmph on 30.03.2019
Due to COVID-19 pandemic and heavy rainfall in Assam which lasted upto 15th October 2020, the progress suffered heavily. Now the

6. Issues of Concern
Due to lengthy procedure of earth cutting permission, lot of delay is taking place in execution of work. However, the procedure is
being modified after persuasion by Railways.
Regular meetings are being held with Chief Secretary/Assam, Principal Chief Conservator of Forest/Assam on the issues regarding
permissions for earth cutting and boulder collections.
Due to lockdown from March 2020, the work suffered and still lockdown is continue, the work is suffering heavily. Moreover due to
rainy season , the work again is being affected.

4. Highlights
Detailed Estimate of Rs. 2309 Cr. was sanctined on 26.08.2015 by Railway Board. Against which Revised Estimate amounting to Rs.
7114.55 Crs. sent to Railway Board on 02.09.2020.
Status of works is as under -
Entire project has been divided into 3 phases for the purpose of commissioning.
Work in Phase-I: (17.00 Km) (Dhansiri-Sukhovi) is in full progress and will be commissioned by January 2021.
Work in Phase-II: (28.00 km) (Sukhovi-Pherima) is partly in pain and in partly hilly area. Land acquisition of 25 Ha. covering about 700
m length is help up as, in spite of repeated chaising, State Government has not been able to provide land estimate due to ownership
dispute between two Naga tribes (Kuki and Angami). The stretch of about 700 m is very critical as Br. 150 (3x76.2 m) fully, important Br.
154 (7x76.2 m) partly and Tunnel 4 (1251 m) & Tunnel 5 (169 m) are affected by it. Phase-II contains 6 tunnels (Total 6.59 km) for
whch contracts have been awarded. There are one important and 8 major bridges. Contract for sub-structure of8 bridges have been
awarded and tender for 1 bridge is under finalization. Work is in progress in all available stretches. Target for Phase-II is December 2022.
Land in Phase-III: (38 km) (Pherima-Zubza) has been acquired 90%. Balance 14 Ha. land in 3 km length is yet to be acquired.
Revised Land Estimate from State Government is expected by 07 September 2020. Longitudinal plan and station plans have been
approved. Phase-III contains intense hilly area have 14 tunnels (Total length 24.36 km), longest tunnel being 6.61 km long. There are 12
major bridges. Tenders for Earthwork and minor bridges have been opened & and under finalization. Tendering is in progress for tunnels
and other bridges.
Sanctioned of Revised Estimate amounting to Rs. 7114.55 Cr. submitted vide letter No. W/98/Con/Dhansiri-Zubza/1st RE/285 dt.
02.09.2020.

● Cost of Detail Estimate for Indian portion is Rs 580.00 Crs .with elevated corridor/viaduct of 3.31 km.The detail estimate also includes
cost of Rs 16.50 Crs. of road from transshipment yard to NH 44.

● MOU has been signed between Govt. of India and Bangladesh on 16.02.2013.
● IRCON has been nominated on 03.01.2014 by Ministry of Railways to execute the work in India portion for which agreement has been
signed with N. F. Railway/Con on 12.11.2014.
● Bangladesh Govt. and Ministry of External Affairs, Govt of India have nominated IRCON to act as technical advisor for Bangladesh
portion.
● Last Inter-ministerial meeting was held by Advsior, Transport, NITI Aayog, New Delhi on 18.6.15. Consequent upon the meeting held
on 18.06.2015, Joint Spot visit was conducted on 27.06.2015 by Railway, State Govt, IRCON & CONCOR officials to explore the possibility
of construction of elevated corridor to reduce requirement of land and its cost.
● DPR for Bangladesh portion has already been submitted by IRCON to MEA for approval.
● IRCON has taken up earth work in Nishchintpur yard and also for road connectivity from NH to yard.
● The project completion has been divided into two stages as under:
(i) Construction of Nischintpur Yard near Indo-Bangladesh Border with provision of Meter Gauge for receiving Meter Gauge trains from
Bangladesh and vice-versa.
(ii) Viaduct portion with provision of Broad gauge track for connecting Nishintpur (Meter Gauge) yard and Agartala Main station.

(1) Land cost deposited to State Govt in March 20 but 59.30 Hectare of land yet to be handed over to Railway.
(2) Frequent problem of issue of Inner Line Permit by State Government to Labours/supervisors/Engineers. Mandatory provision of 14
days quarantine [even Rapid Antigen Test (Corona) is negative] to all outsiders for containment of Pandemic Covid-19 has further
created the problem and negative environment has been created inform of terror among labour, supervisor and engineers.
(3) Non Availability of Construction Material in Mizoram State. Frequent Assam-Mizoram State land boundary dispute & frequent ban on
Forest produce in adjoining State Assam; badly affect the project progress.
(4) Termination of 12 contracts of a single contractor for his failure.
(5) Available working seasons is only 4 to 5 months in Mizoram state due to prolong rainy seasons. Therefore, there is requirement of all
assistance from State Govt. to utilise dry working spell for completion of project in target time.

4. Highlights
● Works in Meghalaya portion (2.25 Km) was stopped on 27.05.2017 by KUS and work remains suspended since than. Several meetings
held with State Govt. to resume the work in Meghalays. Work in Assam portion are in progress and going well.
Revised estimate 1105 Crs. has been submitted to Railway Board for approval.
6. Issues of Concern
(1) Works in Meghalaya portion 2.25 km suspended since 27th May-2017 due to resistance by Khasi Students Union(KSU). KSU demands
for introducing inner line permit to check infiltration into their state.
(2) There is an unauthorised RCC building at Byrnihat (Meghalaya), the case is now pending in district court(Ri-bhoi district).
(3) Land acquisition for 4.77 Ha for goods approach road from NH to Byrnihat station is pending with district administration for want of
NOC from Khasi Hills Autonomous District Council(KHADC).
(4) In-spite of repeated request by Railway, DC/Ri-Bhoi district has not given permission to resume the works at Byrnihat area
(Meghalaya).
(5) Matter has been pursued regularly at the level of Chief Secretary and Chief Minister, Meghalaya, but issues not resolved till date.

Arunachal Pradesh Portion (163.61):- Out of 163.61 Ha. land, 34.92 Ha. land handed over to Railway but balance 128.69 Ha.
land has not been handed over. Since the rate of land is high, negotiation with State Authority and public representative is undergoing to
reduce the rate for balance portions. Hon'ble Chief Minister of Arunachal Pradesh reviewed the project through video conference with
GM/NFR on 03.08.2020. State Govt. refused to reduced the rates saying that the land owners are not prepared to dealt their land at
reduced rate. As per the decision taken in meeting, DC Pasighat has to submit the land estimate to Railway after taking approval of State
Govt.

Land acquisition proceedings was suspended by DC/East Siang/Pasighat (Arunachal Pradesh) in June 2017 after objection raised by Railways
regarding fixation of high basic rate of land.
Govt. of Arunachal Pradesh has communicated the approval of land rates to DC/East Siang/Pasighat (Arunachal Pradesh) in the month of Jan 2020
and LA estimate is awaited from DC/Pasighat.
All the awards have been declared by DC/Dhemaji (Assam) for total land of 7.1 Hect. in Assam portion. Handing over of land to Railway representative
is in progress in Assam portion.

Issues: 103.321 Hect out of 150.442 Hect is not yet handed over. Land for 10 Km length (47.121 Hect.) already handed over to Railways.
Action taken: 10 Km land have been received in Malda District and estimation submitted for tender. For the rest portion Land plan and
record of Rights submitted to respective DM of Uttar and Dakshin Dinajpur . Regular chase up with Spl LAO is in progress for physical
verification. Collection of Mouza map is in progress from DM office . All project sheet approved including yard drawing and Major ,Minor
bridges. Regular meeting being held with state authority. Project sheet and all Major and Minor Bridge drawing approved including Yard
Plan.
Issues: 125.60 Hect is required. Land plans have been submitted and not yet approved by State Govt of West Bengal. Land is not yet

3. Rs. 209.37 Crs. deposited with State Govt in March-2017 for LA of Byrnihat Laided section for 182 Hect. land. No progress on the
issue.
4. Regular meeting held with State Govt to resolve the issues. PROGATI meetings held on 21.08.2020 and 09.11.2020 in wihch State
Govt. assured to resolver the issues by December-2020.
Till now, no land has been given by Govt.of Meghalaya though Railway has deposited Rs. 209.37 Crs. to DC/Ri-Bhoi District in
March'2017. There is acute Law and Order problems created by Khasi Students Union (KSU). They are not supporting the Railway Line
coming into Meghalaya with the apprehension that it will increase the influx of out siders.
6. Issues of Concern
(1) Final Location Survey could not be completed due to resistance by Khasi Students Union (KSU).
(2) The cost of land from Byrnihat to Lailad (approx.18km) of Rs. 209.37 crores was deposited to DC/Ri-Bhoi district on
30-03-2017. But till now, land could not be given to Railways due to NOC not given by KHADC (Khasi Hills Autonomous District
Council).
(3) KSU issue and land matter not yet resolved by state govt.

There were procedural delays in getting permission of earthwork royalty from Forest/Revenue departments of Govt. of Assam.
Issue is now resolved and works are being expdited.
Regular meetings are being held with Chief Secretary/Assam, Principal Chief Conservator of Forest/Assam on the issues regarding
permissions for Earth cutting. Last meeting held on 18.01.2019 and issue resolved.

● Sri Suresh Prabhakar Prabhu, Union Railway Minister along with Shri Rajen Gohain, MoSR has laid the foundation stone of the project
at Maligaon,Guwahati on 10.11.2016.
Ph-I: New Bongaigaon-Majgaon (8.53 Km): CRS inspection completed and authorization received @ 90 kmph on 21.01.2020 with
authority to increase the speed to 110 kmph.
Ph-II: Majgaon-Abhayapuri (8.96 Km): CRS inspection completed and authorization received @ 100 kmph on 28.11.2020 with authority to increase the
speed to 120 kmph.

6. Issues of Concern
National Green Tribunal (NGT)/East Zone, Kolkata ordered to stop doubling works in km 163 to km168 (5km) in between Azara and
Kamakhya stations, which is the last block section of the project. The existing line and proposed double line in this stretch pass through
Deepor Beel and falls partly in Elephant corridor, where instances of dashing with elephants have taken place in past. Though no Forest
Land acquisition is involved, (NGT) has ordered and directed to stop doubling works since Jan-2018 till the mitigation measures to avoid
collision with elephants are done. Mitigation measures suggested by the Wildlife Institute of India (WII), Dehradun is diversion of the
existing line and double line from km 163 to km 172 on Northern periphery of Deepor Beel through viaduct for freeing the elephant
corridor. It involves additional works costing Rs. 1040 Crs. This additional works is not in the scope of sanctioned doubling works.
Railway has submitted in the Affidavit to bear this additional cost by MoEF as per extant instructions issued by Rly Board and land
required in new alignment to be provided free of cost by state govt. in lieu of surrender of Railway land along existing alignment through
Deepor Beel. The case is pending with NGT/East Zone/Kolkata under hearing. Since the alignment is changing from km 163 to km 172
from the existing alignment, it tantamount material modification in the estimate and require sanction of Railway Board once the
alignment and funding issue is decided by NGT.

Meetings were held with PHODs of open line and constructions for discussions of the various options for Quadrupling, site
constraints, methodology for execution of works under running traffic. Due to site constraints in congested city area and requirement
for blocking of existing tracks, the proposal for quadrupling is dropped.
Meeting was also held on 06-08-2019 by AM/Works with NFR where CE/Con/9, CPDE & CTPM had attended the meeting. They
agreed with the proposal and suggested to carry out the FLS of two separate bye pass line for Guwahati under the variations of
same FLS work.
It is planned to study two separate bye pass lines to Guwahati from North side as well as South side to ease congestion at
Guwahati.
