Recognized Organizations (ROs).

Subject: Maritime Labour Convention, 2006 (MLC, 2006) - Authorized Recognized


Organizations.

Reference: Resolution No. 106-25-DGMM of May 4th., 2012.


Resolution JD-Nº 019-2005 of November 24th., 2005.

1. PURPOSE:

1.1. The purpose of this Circular is to inform our users that the Directorate General of
Merchant Marine has decided to delegate to the Recognized Organizations the
issuance of the Maritime Labour Certificate, the Declaration of Maritime Labour
Compliance Part II and the provisional certificate, in accordance to Rule 5.1.2 of the
Maritime Labour Convention. Through Resolution No. 106-25-DGMM of May 4th.,
2012, this Directorate General of Merchant Marine has invited all RO’s to apply for
the authorization to issue the above-mentioned certificates.

2. The Recognized Organizations authorized to issue the Maritime Labor Certificate and
the Declaration of Maritime Labor Compliance Part II are the following:

3. CHINA CLASSIFICATION SOCIETY.
4. CR CLASSIFICATION SOCIETY.

7. EMIRATES CLASSIFICATION SOCIETY (TASNEEF) L.L.C.
8. NATIONAL SHIPPING ADJUSTER. INC.
9. NIPPON KAIJI KYOKAI.
10. LLOYD’S REGISTER GROUP LIMITED.
11. INDIAN REGISTER OF SHIPPING.
12. INTERMARITIME CERTIFICATION SERVICES, S.A.

3. The ILO provides some training and workshops through its Maritime Labor Academy
with respect to the MLC, 2006 including certification of people that could be national or
regional level trainers of inspectors on the MLC, 2006, therefore, each RO surveyor
authorized through this circular, must be accredited as a maritime labor inspector by a
ILO trainer of trainers (Tot) or a trainer certificated by a Tot.

4. The General Directorate of Merchant Marine shall regulate all matters related the
issuance and validity of the Maritime Labour Certificate (interim and full) through the
Circular MMC 269.

5. The Classification Societies and the Recognized Organizations that are authorized after
the publication of this Circular shall be included in the current list.
