Subject: Clarification regarding applicability of 20% discount on Broadband Service charges [FMC (Rental) and
Usage] to BSNL employees in respect of Broadband connections taken by them other than as
concessional Broadband connections or service Broadband connections - reg.

Kind reference is invited to Para 4 of this office circular R&C–CFA No.32/10-11 dated 21.09.2009 wherein
it was clarified that the scheme of allowing 20% discount on Broadband Service [FMC (Rental) and Usage]
introduced for Central Govt., State Govt. and PSU employees vide Circular No.64-03/08-Broadband dated 01-12-
2008, is not applicable to BSNL employees for the Broadband Connections working for them on concessional basis
or as service Broadband Connections under the official capacity.

In this regard some units have sought clarification regarding admissibility of 20% discount on Broadband
Service (FMC and Usage) under the aforesaid scheme to BSNL employees for the Broadband Connections other
than the Broadband connections provided on concessional basis or as service Broadband Connections provided to
them under the official capacity.

In this context, it is hereby clarified that 20% discount on Broadband Service (FMC and Usage) is
admissible to BSNL employees on a Broadband connection at par with the Central /State Govt. & PSU
Employees only if the said Broadband connection is other than the concessional Broadband Connection or
residential service Broadband Connection provided under the official capacity.

This may be brought to the notice of all concerned for necessary action.
