Technical Specification

CCTV Minimum Standard


Synopsis
To establish a minimum technical standard for close circuit television and recording for all Starwood
properties. This standard applies to all new installations and any existing installations requiring upgrade

CCTV (Closed Circuit Television)

Cameras

All cameras installed must meet the following minimum requirements:

 Cameras must be high resolution, colour/black & white, day/night, with removable IR filter on CCD
 A minimum of 500TVL for 1/3 inch CCD dome cameras
 A minimum of 560TVL for 1/3 inch CCD full bodied cameras
 A minimum LUX of 0.02 lux sensitivity
 Quality day night lenses must be installed.
 All outdoor cameras should be full bodied cameras installed in a tropical housing for camera
protection
 The ideal height for the installation of any camera is approximately 2.4 metres from ground level.
 Infra Red cameras must be infra red sensitive.

Critical Areas
The following critical areas should be monitored

Main Gate:

 View – Identification of all vehicles & drivers. (Arriving and departing)


 Considerations – Built in eclipse feature. Full bodied camera with a vari-focal lens.

Port Cochere:

 View – Both front & rear of all vehicles including, vehicle identification with emphasis placed on the
loading & unloading of all luggage & persons.
 Considerations - Full bodied camera with a vari-focal lens with an eclipse feature.

Hotel Entrances:

 View – Full view of all persons entering the hotel.


 Considerations – Full bodied very good back light compensation & wide dynamic.

Lobby:

 View – General overview of lobby including all retail outlets.


 Considerations – Dome camera with vari-focal lens.

Technical Specification

Reception: (Including Executive level)

 View – Full face identification of all persons checking in to the hotel as well as the activities of
reception staff.
 Considerations – Dome cameras with vari-focal lens.

Left Luggage:

 View – All luggage stored or in the care of hotel concierge/bell staff.


 Considerations – Dome camera with vari-focal lens. Infra-red if installed inside left luggage room.

Bar Areas:

 View – Cash registers & activities of staff. General overview of bar area.
 Considerations – Dome camera with vari-focal lens.

Buffet Restaurants:

 View – General overview in buffet restaurants. Cash registers/restaurant reception.


 Consideration – Dome cameras with vari-focal lens.

Guest Elevators:

 View – All persons entering & exiting the guest elevators.


 Considerations – Dome cameras with 2.9 mm lens. If elevator car is mirrored camera should be
installed above the doors right/left hand side. If not mirrored install in rear corner of elevator car to
view floors accessed. Cabling – The use of wireless application will save the necessity of cables.

Guest Floors:

 View – If architecturally possible capture entire floor. If not possible identify all persons entering the
service lifts areas, fire escapes & guest elevator lobby’s.
 Considerations – Dome cameras with a vari-focal lens.

Function/Ballroom Areas:

 View – Cover all common areas leading to & from the function rooms including all function room
doors, fire exits & rest rooms.
 Considerations – Dome cameras with a vari-focal lens.

Safety Deposit Room:

 View – Staff members performing transaction, safety deposit boxes & if possible guest activity.
 Considerations – Dome camera with a 2.9 mm lens installed in the safety deposit box area in one
corner.

Executive Office:

 View – All persons entering or exiting the executive office entrance


 Considerations – Dome camera with a vari-focal lens

Car Park:

 View – All entrances and exits to identify the vehicles and the occupants. If cashier present view all
transactions.
 Considerations - Built in eclipse feature. Full bodied camera with a vari-focal lens.

Fire Escapes:

 View – To identify any person exiting the fire escape to a public area.
 Consideration – Dome camera IP66 rated with a 3.8 mm lens.

Delivery Gate:

 View – Identification of all vehicles & drivers. (Arriving and departing)


 Considerations - Built in eclipse feature. Full bodied camera with a vari-focal lens.

Delivery/Receiving Dock:

 View – All areas of the loading/receiving dock including the activities to & from the dock.
 Considerations – IP66 rated, infra red dome camera.

Back of House:
Stores

 View – Entry to all main store areas including dry stores, alcohol and perishables.
 Considerations – Dome cameras with a vari-focal lens.
Associate Change Rooms
 View – The entrance to all staff change rooms.
 Considerations – Dome cameras with a vari-focal lens.

Associate Entry

 View – To view all staff entering by this entrance.


 Considerations – Dome camera with a vari-focal lens.

Cash out room

 View – General view of the cash out room and float safes.
 Considerations – Dome camera with a 2.9 mm lens.
General Cashier

 View – General cashier’s work station and entrance door.


 Considerations – Dome camera with a 2.9 mm lens.

Swimming Pools (Interior & Exterior):

 Due to a recent legal decision no cameras are permitted to view the swimming pool areas

Fitness Centres:

 View – To view all persons entering the fitness centre but not to view persons inside the fitness
centre or the equipment
 Considerations – Dome camera with a vari-focal lens

Beach Areas:

 View – All persons entering or exiting the property by using the beach or beach pathway but not
the activities of guests persons on the hotel beach area
 Considerations – 50m infra red camera with a vari-focal lens

Kids Club:

 View – All persons entering or exiting the Kids club area but not to view the activities inside the
club itself
 Considerations – Dome camera with a vari-focal lens

DVR (Digital Recording Device)


The following specifications are the minimum standards required for the installation or replacement
of the recording device for the CCTV system.

The DVR should have a minimum of 1Tb (terabyte) hard drive to ensure a minimum of 30 days recording.
They also must have Encrypting and Watermarking ability to facilitate the use of archived footage in a court
of law. should the need arise.

Each DVR should have a minimum of 16 channels for 16 cameras. DVRs give greater flexibility enabling
internet access to management which can allow the G.M. to view what is happening in the Hotel whilst they
are away from the property just by dialling up his internet access and entering his code, it also allows
viewing from the office or selected viewing to other departments.

The following specifications are the minimum recommended for digital video recording

Central Monitoring Software (CMS or Matrix System)

The Matrix System is a relatively new operating system for CCTV monitoring. The Matrix System is a
software program that identifies when the monitor view is altered, such as a camera viewing a fire escape
exit door or a camera viewing a function room. The matrix system will display automatically on a separate
monitor that movement has been detected in this area in an after hours situation. This then alerts security
that a breach may have taken place and patrolling guards can be deployed to investigate further. The night
manager or MOD can use a PDA which will be contacted automatically by the matrix system and can then
view where this breach has taken place and also attend.

The minimum requirements for running the CMS, is a computer with a minimum of 80Gb hard drive with 4
VGA monitor outputs, however the DVR must be compatible with this software.

Cabling

It is recommended that a separate cable network be adopted for CCTV. There should only be two types of
cables used:
 Fibre optic
 CAT 5/6

This allows for a limited amount of redundancy within this network and a clear separation between
computer and camera networks.

Cable Identification

All cables are to be clearly marked at each terminated end indicating the camera to which the cable
belongs. At intervals of not less then 5 metres, the cable is to be marked “CCTV”

A cable diagram is to be provided, superimposed on the appropriate floor plan, showing the route taken for
each cable. This diagram is to include the locations for camera power supplies and ancillary devices.

Exposed cables, in back of house areas, are to be enclosed & secured to prevent tampering

Where cables are enclosed in fire rated areas, such as fire stairs and exits, the enclosure is to be similarly
fire rated.

Pan, Tilt and Zoom Cameras

The use of Pan, Tilt and zoom cameras (PTZ) should be closely examined with the following
considerations:

 The amount of hard disc space used for this type of camera
 The comparison cost to fixed cameras
 Whether the camera is physically monitored
 The potential for interference or inappropriate use by operators as well as the ability of the operator

Fixed Cameras

When considering fixed cameras, an overlapping configuration should be adopted where possible, thereby
giving multiple viewing angles of the area being monitored

Power Supplies

All power supplies are top be connected to the emergency power of the hotel
