I am a graduate of Chester High School and I live in the City My Chester roots run deep And
my ultimate accountability is to the people of Chester and the success of our community We
must succeed together and that success can only be built on the foundation of a strong public
education system Though I believe past Receivers have come to the job with great sincerity, I
think I can make up for what they lacked in mrcipalfinaneeexperience Furthermore, none
has been a resident of Chester I will be held accountable to my neighbors and family
I am attaching three letters of encouragement to demonstrate that other prominent officials feel
the same way Chester Mayor Thaddeus Kirkland and Senator John Kane have all written letters
which encourage me to seek this position
In addition to my work as CFO for Chester, I have consulted to five other Delaware County
municipalities providing expertise on management accounting human resources, and other key
functions I believe a lack of experience in municipal finance has hampered the efforts of past
Receivers making it all the more critical that the next Receiver understand how to solve the
finance and management challenges facing CUSD

I am writing to recommend that Nafis Nichols be appointed Receiver for the Chester Upland
School District I have known Nafis in his professional capacity for the last decade and I think he
is the ideal candidate to do the job at this time
Nafis has a wealth of local government financial experience He understands all of the hurdles
that Chester has to overcome and he has been a key part of overcoming them in his capacity
with the City That will make him an exceptional Receiver for the school district at a time when
the district needs financial expertise more than anything else But that’s not the only reason I
am recommending him
Nafis is a Chester resident Nafis graduated from Chester High Nafis knows Chester
I believe it is time to look inside of Chester for solutions rather than just looking to the outside
Harrisburg has had control of this school district for a very long time and despite the best
efforts, the district has not improved When Dr Baughn steps down next month, there will be
an opportunity to put someone from Chester in the position to make the real changes that
need to be made
Nafis has worked for a number of other towns and boroughs because his advice is trusted He
is just the type of person the district needs and he has the right qualifications Please appoint

I am writing to recommend the appointment of Nafis Nichols to be the next
Receiver for the Chester Upland School District (CUSD) The current Receiver has
announced his intention to step down by the end of next month I know Nafis from his
position as CFO for the City of Chester and I believe he would serve the community and
the Commonwealth exceptionally as CUSD 3 Receiver
Nafis has a solid background in municipal finance and this is what Chester Upland
needs right now The district has been in receivership for almost ten years but has never
had a Receiver with the type of experience Nafis would bring It is also important to note
that Nafis is a graduate of CUSD and has a demonstrated commitment to the community
Nafis has also consulted for many local municipalities in Delaware County He
knows the challenges they face and he knows how to keep them on track Chester has
faced more challenges than just about any other community in Pennsylvania and it will
not be possible to turn it around without first fixing the school district
