ARTICLE II

STATE POLICIES

SECTION 15. The State shall protect and promote the right to health of the people and
instill health consciousness among them.

Health is an important aspect that we shall always look-on. Our live depends on how
healthy our body is. Thus, a person should have the rights to be healthy and to be catered
whenever his/her live is at stake. Under this article, all citizens are entitled to free healthcare
under the Philippine Health Insurance Corporation (PhilHealth).

All Filipino citizens can apply for the PhilHealth accounts so that its benefits as a
member would take effect in the latter. The benefits you can utilize as a member of PhilHealth
The benefits are discounts that can be applied for selected hospitals that are accredited by
PhilHealth and to certain cases like the Inpatient benefits, outpatient benefits, and the SDG
related benefits.

Furthermore, our country implemented the Republic Act No. 6111 or the Act establishing
the Philippine medical care plan and creating the Philippine medical care commission,
prescribing its duties, powers, and functions, and appropriating funds therefor. This act shall be
known as the “Philippine Medical Care act of 1969.” Its purpose is to gradually provide total
medical care for our people by adopting and implementing a comprehensive and coordinated
medical care program based on accepted concepts of health care—extension of medical care to
all residents in an evolutionary way within our economic means and capabilities as a nation;
providing the people of the country a practical means of helping themselves pay for adequate
medical care; and to establish a Medical Care Commission.

It is vital for every citizen in the country to have existing medical assistance especially
for those who are incapable to pay bigger bills due to their life-status. It would be necessary for
everyone to provide more financial assistance for the poor up to the middle class because they
are the one who needed it the most—equity over equality over financial assistance but, when in
terms of admitting a patient, we should be fair for everyone. But for some instances, hospitals
don’t admit patients who are poor because of the thinking that they would not pay the expenses
in the latter. Because of this kind and related situations, a lot of discriminations were reported in
many hospitals.

When we have good side about the health care system in our country, of course, there is
the other side which is the negative one. A lot of anomalies are reported with regards to the
misuse and unused funds allocated for the Health Care department—DoH and the PhilHealth.
Inclined with the current issues that happened in our country, despite the whole pandemic
situation happening, the last year reports in the early week of August about the alleged P15
billion-corruption of the PhilHealth funds and now, at the same month after a year, the alleged
P67.3 billion corrupted funds in DoH are both the controversial issues in their respective years.

Whistle-blower Thorrsson Montes Keith, former anti-fraud legal officer stated that the
“mafia members” are the reason behind the fraudulent schemes in the funds of Philhealth. He
added that the funds pocketed by the members are around P15 billion more or less. The case
dismissed upon the statement of the institution that the funds aren’t corrupted nor pocketed, but
only in hold and being liquidated for further use in the Covid-19 response in terms financial
assistance in hospital bills of the patients. But until today, it is still questionable and suspicious.

Another issue happened is the issue that happened during this month were P67.3 billion
worth of funds are corrupted by the Department of Health (DoH).
