Manipon Chapter 4,5 New

The document presents research analyzing the preparedness and response time of the Philippine Coast Guard (PCG) during calamity situations. It finds that while the PCG is very highly prepared for calamities, their response time is very low. This implies that though the PCG has sufficient equipment and training, they lack in implementing timely responses. The study recommends that the PCG improve their communication equipment to better receive reports needing urgent response, and strengthen collaboration with sea-farers to disseminate calamity information and safeguard lives and property.

PRESENTATION, ANALYSIS AND INTERPRETATION OF DATA

This chapter presents, analyzes and interprets the data of the study for

investigation. The various results regarding the preparedness of the

Philippine Coast Guard in calamity situation and their response time were

presented in the succeeding table.

Presented in table 1 is the level of preparedness of the Philippine coast

Guard in calamity situation. Weighted mean was used by the researchers to

analyzed and interpret the data gathered. It was found out that they are very

highly prepared in times of calamity situation with an overall mean of 4.50.

Specifically, they were very highly prepared in attending seminars and

trainings for the preparedness in calamity ; they buy new machines and other tactical

materials for the preparedness in calamity situations ; they are sensitive and alert in

all calamity situations or may disasters may come; they joint cooperation with

international agencies to improve disaster preparedness and the PCG provides

substantive recruitments for the preparedness in calamity situations with a mean

score of 5.00 respectively.

On the other hand, they were highly prepared also as they secure lands above

the sea level to protect from trading and awareness from coastal area that are danger

in calamity situations; they always provide safety kits and community resilience; they

provide programs and services for disaster response and preparedness; open new

system and structural components for preparedness and they always monitor and

evaluate their materials in responding victims in calamity situations with an obtained

mean of 4.00 respectively.

Level of Response Time of the Philippine Coast Guard During Calamity

Indicators Mean Description

1. Rescue of survivors during storm 1.00 Very low
2. Respond to disaster at sea like passenger ship sinking 1.00 Very low
3. Illegal activities like smuggling 1.00 Very low
4. Reports on an on-going illegal fishing 1.00 Very low

8. Oil spillage 1.00 Very low
9. Sightings of dead sea animals like whales 1.00 Very low
10. Rescue operation for sinking fishing boat 2.00 Low
Overall Mean 1.20 Very Low
Shown in table 2 is the extent of response time of Philippine Coast Guard.

Weighted mean was used by the researcher to analyzed and interpret the data

gathered. Overall, results revealed that the Philippine Coast Guard assigned in

General Santos City has a very low response to any situation during calamity with an

overall mean of 1.20.

Specifically, they were low with their response during rescue mission, and

rescue operation for sinking fishing boat with a mean of 2.00 respectively. On the

other hand, their response are very low in any situations like rescue of survivors

during storm, respond to disaster at sea like passenger ship sinking, illegal activities

like smuggling, reports on an on-going illegal fishing, sighting of pirates at sea,

dumping of waste in the sea, oil spillage and sightings of dead sea animals like

whales with a mean score of 1.00 respectively.

Implication of the Study

The Philippine Coast Guard (PCG) is an armed and uniformed

service tasked primarily with enforcing laws within Philippine waters,

conducting maritime security operations, safeguarding life and property at sea,

and protecting marine environment and resources. The study conducted by

the researchers deals with the preparedness and the response of the PCG in

times of calamity specifically in General Santos City. Results revealed that the

PCG were very highly prepared in any calamity situation, however, it is very

sad to know that the result on their response is very low. This implied that the

PCG maybe lack in gathering and receiving information. The former result

contradicts with the other variable wherein, they said that they are very highly

prepared in terms of their equipment and materials needed as well as with the
personnel. How come that their responses made are very low. This has

something to ponder on and needs to be examined by future researchers.

SUMMARY, FINDINGS CONCLUSION AND RECOMMENDATION

This chapter presents the summary of findings, conclusions and

recommendations of the study.

This study was conducted to determine the Preparedness and the

response times of Philippine coastguard in calamity situation.

Specifically, the researcher sought to answer the following questions:

1. What is the level of preparedness of the Philippine Coast Guard in

calamity situation?

2. How does the response times of Philippine coastguard related to the

calamity situation in General Santos City, be described?

3. What implication can be drawn based on the result of the findings?

Summary

Descriptive survey method was utilized by the researchers which

availed the use of survey questionnaire to gather the needed data from the

respondents. Weighted mean was utilized to interpret and analyzed the data

gathered.

Findings

Based on the analysis of the gathered data the, following were the

findings accumulated by this research study:

The Philippine Coast Guard are very highly prepared in calamity situation with

an overall mean of 4.50.

1. The Philippine Coast Guard has very low result in their level of

response with an overall mean of 1.20.

2. This imply that the Philippine Coast Guard although prepared but

lack in the implementation of their responses.

Conclusions

Based from the findings of the study, the conclusion were drawn:

1. The Philippine coast guard although they are highly prepared but

result showed that their response time is very low this simply means

that they need to improve the implementation of their duties and

responsibilities by means of protecting the Philippine waters,

conducting maritime security operations, safeguarding life and

property at sea, and protecting marine environment and resources.

Recommendations

Based from the findings and conclusion, the following recommendations

were made:

1. The PCG should strengthen their responses in safeguarding the

maritime security operations and safeguarding the life and property

at sea.

2. The PCG should improve their communication equipment in order to

intercept, received reports that needs immediate response.

3. The PCG should work hand in hand with the sea fearers in

protecting/safeguarding the life and property at sea by immediate

dissemination of information if calamity arises.

4. The future researchers may conduct another study in relation to this

to know deeper the problems of the PCG.
