WHEREAS, Joint Memorandum Circular No. 2014-1 dated April 4, 2014 provided the
implementing guidelines for the establishment of Local Disaster Risks Reduction Management
Offices or Barangay Disaster Risks Reduction Management Committee;
WHEREAS, the foremost goal of Republic Act No. 10121, otherwise known as the
Philippine Disaster Risk Reduction Management Act of 2010 is to strengthen the country’s
National DRRM System towards sustainable economic development;
WHEREAS, there is a need to reorganize and reactivate the Barangay Disaster Risk
Reduction Management Committee and to adopt a management approach that is holistic,
comprehensive, integrated and proactive in lessening the socio-economic and environmental
impacts of disasters including climate change, promote the involvement of participation of all
sectors and stakeholders in the barangay.

SECTION 4. Duties and Functions of BDRRMC. The BDRRMC will have the following duties
and functions:
1. Approve, monitor and evaluate the implementation of the BDDRMC Plans and
Programs and to regularly review the plan if it is in conformity with the City Disaster
Risk Reduction Management Council Plan;
2. Ensure the integration of the Risk Reduction and climate change adaptation into
annual investment plan, program and budget as strategy in sustainable development
and poverty reduction;
4. Discharge such other functions that are necessary to effectively achieve its mandate.
