All work will be subject to CPA Conditions for Contract Lifting and will be performed in accordance with:

1.5 PERSONNEL
All City Lifting personnel or any personnel working on behalf of City Lifting, will be fully trained and
hold the relevant certification for the role they undertake on the day of operation. Any non-City
Lifting personnel or personnel supplied by Mid Group who will be involved in the lifting operation and
taking on a specified role, will be required to produce the required certification to the Appointed
Person or Lift Supervisor prior to the commencement of the operation. Failure to produce the
required certification will result in the suspension and possible cancellation of the lifting operation.
1.6 CERTIFICATION
Copies of statutory test certification and inspection reports for all City Lifting supplied equipment and
personnel will be made available for inspection to Mid Group . The certification will be supplied at
the site induction phase of the day/scenario prior to the lifting operation commencing.
2.2 Mid Group must ensure safe access to and egress from site for all City Lifting personnel and vehicles,
and also ensure that the working area is clear of all obstructions to allow the safe assembly and
working of the crane. Mid Group will be responsible for supplying suitable floodlighting (C.P.A terms &
conditions) and must carry out any enabling works required prior to crane arrival. The Lift Supervisor
must have adequate parking on site for the duration of the job to enable the required lifting tackle to
be supplied to the lifting operation.
2.3 Mid Group must ensure that the area where the crane is to stand / operate is firm and level and that it
is capable of withstanding the axle and outrigger loadings that will be imposed upon it.
2.4 Mid Group must ensure that any Traffic Management not supplied by City Lifting is in place prior to
the positioning of the crane
2.5 Any personnel not directly concerned with the lift must be kept out of the crane assembly and working
area. The working area will be cordoned off with temporary fencing or otherwise secured to prevent
non-lift associated personnel or the general public from entering the lifting area.
2.6 The Lift Supervisor shall make themselves known to all relevant personnel on site, and conduct a task
briefing prior to the lifting operation commencing. Mid Group should arrange for a site-specific
induction for City Lifting personnel prior to the commencement of any work. The Client / Site Risk
Assessment, which identifies any site hazards should be made available and brought to the attention
of all City Lifting personnel.
2.7 All cranes to be left unattended for any period shall be left in safe condition with no load on the crane
hook. Cranes shall be shut down and isolated as per manufacturer’s instructions, secured and locked.
Under no circumstances shall the crane be moved for lifting purposes if not under the instruction of
the Lift Supervisor.
2.8 In the event that specified cranes or lifting tackle cannot be supplied on the day of operation due to
operational issues, breakdown or any unforeseen circumstances, City Lifting reserves the right to
supply cranes or equipment that is of a suitable alternative to that detailed in this Method Statement.
In the event of this situation arising, the Appointed Person and Mid Group will be notified. The AP / Lift
Supervisor will ensure that any changes do not infringe on the factors of safety within this Method
Statement.
3. Ground Conditions
3.1 City Lifting will endeavour to advise the client regarding ground conditions and supply suitable mats
where required. However, City Lifting will take no responsibility whatsoever for the ground conditions.
As Mid Group are entirely responsible for ground conditions and should ensure that the ground where
the crane is to stand is capable of withstanding the outrigger and axle loads stated in this method
statement. Mid Group are also required to advise City Lifting of any known underground services,
voids or vaults as stated in BS7121. Safe Use of Cranes.
4. Personal Protective Equipment
4.1 The appropriate PPE, as determined by the Risk Assessment and the Client’s specific requirements,
will be worn: Hard Hats (BS EN 397), Orange Hi Vis Vests (BS EN 471) and trousers, Steel Toe
Boots (ISO20345), Gloves (BS EN 388 3333), Glasses (BS EN 166 1F) and Full Body Harness (when
working at height).

If a “Supervisor Only Contract Lift” is the chosen option, it is imperative that any personnel supplied by
the Client, be fully trained, competent and experienced in lifting operations and hold a current, valid
Certification, which must be available for our Appointed Person or Lift Supervisor to inspect prior to
commencement of the lifting operation. Any personnel supplied by the Client must work under the
instruction of our Appointed Person or Lift Supervisor. Failure to comply with the above will result in
the suspension of lifting until the afore- mentioned is adhered to. City Lifting reserves the right to
suspend the lifting operation if any personnel supplied by Mid Group are deemed unsuitable.
5.2 PERSONNEL
City Lifting Ltd will provide the following numbers of personnel for this Contract lift.

6. Weather Conditions
In the event of extreme weather conditions City Lifting reserves the right to suspend the lifting
operation until such time as it is safe to proceed. Although the safe workable wind speed varies from
crane to crane, as a guide, the maximum wind speed at which lifting operations can take place is 9.8
metres per second, (22mph).In the event that man riding duties are required the maximum workable
wind speed reduces to 7 metres per second (16 mph). (See section 6.1 for the cranes maximum wind
speeds)
Please note that local conditions and the safety of personnel may dictate that the Lift Supervisor and
Crane Operator have to suspend lifting operations at a lower wind speed than specified in section 6.1
of this method statement. In addition, lifting operations must stop during storms or when there is a risk
of lightning strikes.

8. Crane Details
In exceptional circumstances, City Lifting Ltd reserves the right to change / rehire the proposed crane and if
this becomes necessary our client will receive an updated Method Statement. It is our intention to use the
following crane:

Any and all significant variations to this Method Statement including drawings, must be notified to the
Appointed Person before proceeding with the Lift. The details of the variations, together with the comments
of the Appointed Person, must be noted below.
If there are more than three variations the City Lifting Lift Supervisor is to discuss the situation with the
Appointed Person.
All variations are to be of a lesser value than the main lift which City Lifting has been contracted to carry out
and which has been specifically detailed within the main load calculation area of this method statement.
12.2 Lift Supervisor will meet client representative and carry out a toolbox talk with all personnel involved
in the lifting operation. Once this has been completed, all involved in the lifting operation must sign
the register in this method statement. Any site inductions that are required will also be carried out.
12.3 Any traffic management, ancillary pans, mats or temporary roadways etc., that are required to be
positioned by Hiab or other means, prior to the crane manoeuvring into position, will be done under
the instruction and guidance of the Lift Supervisor.
12.4 The Crane will then manoeuvre into position as shown on attached drawing. All crane or
manoeuvring to be carried out under the guidance of a member of the lifting crew.
12.5 The Crane will then commence set-up procedure and rig to the configuration stated in this method
statement. All personnel assisting with rigging will be under the guidance of the Crane Operator or
operators, at all times. The set-up procedure will be carried out as per crane manufacturer’s manual.
12.6 Upon completion of the rigging procedure, the Crane Operator will carry out procedural safety and
computer checks, implementing any specific operational requirements, i.e. slewing restrictions due
to being next to Network Rail Asstes, short rig configurations, or fly jib configurations etc.
12.7 The Lift Supervisor will then carry out a radio communications check between the Crane Operator
and the lifting crew.
12.8 The hook block of the crane will then be lowered and required lifting tackle placed on the hook. The
Lift Supervisor will ensure that the correct lifting tackle has been selected.
12.9 The Crane Operator will then be instructed to hoist lifting tackle clear of any obstructions and
position the crane ready for the first required lift. Any delivery / removal vehicles will now be
positioned adjacent to the crane as per attached drawings, ready for work to commence.
13.2 Slinger / Signaller will instruct the Crane Operator to lower the hooks with lifting tackle to allow
Slinger / Signaller to attach lifting tackle to load.
13.3 All slinging will be carried out by fully trained, certificated and experienced slingers. Slinging
methods adopted will be as specified by load manufacturers, using specified lifting points or, in the
event that no manufacturer instructions or lifting points are provided, our slingers will work to the
Appointed Persons recommendations and to Health & Safety executives guidelines for safe slinging
of lifting loads, The lifting tackle used will be as stated in this method statement and will have
current test certification available for inspection.
13.5 Once lifting tackle check has been carried out the Slinger / Signaller will instruct the Crane Operator
to hoist the load to a height that allows the lifting tackle to take the full weight of the load and again
instruct the Operator to stop hoisting when load is just airborne to allow a final check of the lifting
tackle and lifting points and also check the structural integrity of the load.
13.6 Once the Slinger / Signaller is confident that the lifting tackle and the load are secure, any tag lines
that may be required will be attached to the load. Instructions will then be given to the Crane
Operator to hoist the load clear of any obstructions, ensuring that any site specific risks are
monitored throughout the hoisting procedure.
13.7 Once the load is clear of all obstructions, the Slinger / Signaller will give instructions to the Crane
Operator to manoeuvre the load as required to the required landing area.
13.8 In the event that the landing area is at a different level or should access not permit, the Slinger /
Signaller will pass control of the crane signalling to a second strategically placed Slinger / Signaller
at the landing area.
13.9 The landing area Slinger / Signaller will then commence giving instructions to the Crane Operator to
manoeuvre and lower the load to the required landing point, ensuring that any site specific risks are
monitored throughout the landing procedure.
13.10 The Slinger / Signaller will guide the load to the correct orientation as the load becomes contactable
by hand or by any attached tag lines.
13.11 The Slinger / Signaller will instruct the Crane Operator or operators to lower the load to just above
the landing position and then instruct the operator or operators to stop lowering to allow a Mid
Group representative to confirm position and orientation of load prior to landing.
13.12 Once the position is confirmed byMid Group , the Slinger / Signaller will instruct the operator to
slowly lower load into position. Once landed, a final position check will be made before the Slinger /
Signaller instructs the operator to lower off all load weight.
13.13 Slinger / Signaller will instruct the Operator to lower off, to allow the lifting tackle to be released from
the load. In the event that any load is too large or high for safe access by ladder, powered access
equipment or a lifted man basket will be used to remove slings from loads.
13.14 Once lifting tackle is detached from the load the Slinger / Signaller will give instructions to the Crane
Operator to slowly hoist the lifting tackle clear of the load and any site specific risks ensuring that no
snagging occurs.
13.15 Once the lifting tackle is clear of all obstructions the Slinger / Signaller will instruct the Crane
Operator to manoeuvre the crane or cranes ready for any further lifts that may be required and hand
over to another slinger / signaller where required.
14.2 The Lift Supervisor will then instruct the Crane Operator or operators to lower all other lifting tackle
to ground to allow removal from hook.
14.3 The Crane Operator will then instigate the removal of any lifting tackle stored on the crane and then
commence the de-rig procedure.
14.4 All personnel assisting with de-rigging will be under the guidance of the Crane Operator at all times.
The de-rig procedure will be carried out as per crane manufacturer’s manual.
14.5 Once crane has de-rigged and all safety checks for road travel have been carried out, the Crane
Operator will manoeuvre the crane off site, under the guidance of a member of the lifting crew. The
crane will then proceed on its way.
14.6 The remaining members of the Lifting Crew will ensure that any ancillary mats or equipment etc. are
removed from site or placed in an appropriate position ready for collection prior to them leaving site.
14.7 Any traffic or pedestrian management arranged by City Lifting will be unimplemented and removed.
The Lift Supervisor will informMid Group , Mid Group representative, or site representative of the
completion of the operation and address any issues that may be raised and inform of any equipment
left on site for later collection.
Final Matting position to be agreed by the lifting supervisor before the Mobile crane fully rigs on site.
Mobile crane Operator to configure the crane on short rig duties on 1m-1m Nyla cast mats to allow the
additional mats to be placed into the positions shown on the attached lifting plan. Any additional protection
will be placed under the crane mats as required by using Etha foam sheets at 2.5m – 1m lengths.
Delivering Hiab vehicle is to reverse up to the Mobile crane to within its safe working load for removal of the
mats. Mats to be removed using the mobile crane’s lifting tackle only.
Lorry Driver – Operator, to configure the Hiab crane on full rig duties on 1m-1m Nyla cast mats to allow the
additional mats to be placed into the positions shown on the attached lifting plan. Any additional protection
will be placed under the crane mats as required by using Etha foam sheets at 2.5m – 1m lengths. Hiab
vehicle to be operated by City Lifting delivery driver on a CSCS or ALME qualification. All lorries to be
accessed via fixed steps and handrail system when working on the back of transport bed.

Rescue Plan
Overview:
All City Lifting Team in attendance are rescue & First Aid trained. The onsite Ikar rescue kit consisting of the following
items will be carried at all times during crane access, for the purpose of rescuing a casualty to the ground in the
event of an emergency at height.

Depending on the situation and condition of the casualty, the City Lifting Team will take one of the following
courses of action:
A driver/erector needing rescue from a cab typically will be a medical emergency such as heart attack or
unconsciousness due to other means.
First the casualty will need to be assessed by trained first aid personnel to ensure they can be safely moved.
If the casualty is having a heart attack the speed at which they can begin to receive medical attention is paramount,
we suggest the casualty should be lifted from their seat by 2 rescue personnel lifting from either side under the
arms. A third person (if there is room) could manage the legs/lower body. The Casualty should be extracted from the
cabin and laid upon the floor on top of the rescue harness where CPR can now be carried out.
If manual lifting of the casualty is not possible then the CRD Rescue device should be rigged above the driver using
the lifting points on the roof of the cabin for anchorage. The rescue harness will need to be fitted to the casualty
before they can be lifted out of their seat. The ‘Tuck and Roll’ method is recommended. Once the harness is fitted it
should be connected to the rescue device and the casualty then extracted from the cabin and laid upon the floor and
receive medical attention if appropriate.
Before evacuating the casualty to the ground, the rescue system will need to be configured high enough to lift the
casualty clear of any guard rails Anchoring to the crane structure with an EN795 anchor sling is suitable however
location needs to be considered due to obstructions on the crane itself, path of the rescue system rope
(cuts/abrasion/friction), obstructions that my interfere with the casualty’s descent to the ground.
A tag line should be attached to the casualty to assist in controlling their descent.
A rescue from the tower or jib could be due to a medical emergency, a slip/trip/fall or a mechanical/structural
failure. In the event of a mechanical/structural failure there will need to be a risk assessment to determine if it is safe
for a rescue to take place.
If a rescue is to take place the casualty once reached will need to be assessed by trained first aid personnel to ensure
they can be safely moved.
Before evacuating the casualty to the ground, they may need to be put into a rescue harness. The rescue system will
need to be configured high enough to lift the casualty clear of any guard rails. Anchoring to the crane structure with
an EN795 anchor sling is suitable however location needs to be considered due to obstructions on the crane itself,
path of the rescue system rope (cuts/abrasion/friction), obstructions that my interfere with the casualty’s descent to
the ground. If rescuing from the tower we suggest the rescue system is rigged on the next level above the casualty
not only for the effective height advantage but also to help with available space around the casualty.
A tag line should be attached to the casualty to assist in controlling their descent.
A rescue from a suspended fall could be due to a medical emergency, a slip/trip/fall or a mechanical/structural
failure.
In the event of a mechanical/structural failure there will need to be a risk assessment to determine if it is safe for a
rescue to take place.
If a rescue is to take place the casualty once reached will need to be assessed by trained first aid personnel to ensure
they can be safely moved, only then can they be recovered to the nearest place of safety. We suggest that the
nearest place of safety should be considered as the ground. Recovery of an injured person back to the crane may
create greater risk when having to move them back through the crane structure. Since they are already in a harness
a descent to the ground should also represent the fastest recovery solution.
The rescue system will need to be configured high enough to remove enough tension from the fall arrest system that
it can be disconnected. Anchoring to the crane structure with an EN795 anchor sling is suitable however location
needs to be considered due to obstructions on the crane itself, path of the rescue system rope
(cuts/abrasion/friction), obstructions that my interfere with the casualty’s descent to the ground. If rescuing from
the tower we suggest the rescue system is rigged on the next level above the casualty not only for the effective
height advantage but also to help with available space around the casualty.

controls Fainting on site. If possible, all work to cease in the event of a prolonged downpour. All personnel to
take cover. Personnel to wear foul weather gear.
Passing out
In the event of high winds all work will cease when the maximum wind speed (as per
Skin burn these RAMS) is exceeded.
Impaired vision All personnel to take cover & remove themselves from any high open areas and be
aware of flying debris.
Tower Crane base design to be uprated by a factor 1.33 by the client when bordering
rail
20.2 The tower crane will be pre-inspected by City Lifting Engineers prior to testing in accordance with
manufacturers guidance.
Load Test. A load of 8.8t (110%) will now be lifted to a radius of 15m. Once this radius is obtained
then the weight will be hoisted up through one revolution of the hoist drum and held for 1 minute.
The weight will then be hoisted down through one revolution of the hoist drum and held for a further
1 minute. The weight will now placed on the ground and tension released. The tower crane will now
be inspected to manufacturers guidance.
Moment Test. A load of 4.4t (110%) will now be lifted at a radius of 36m. The load will be held
300mm off of the ground for 1 minute. The load will then be lowered back down to ground and the
weight will be released. The tower crane will now be inspected to manufacturers guidance.
20.4 Computer will now be set to -25% De-rate in accordance with Network Rail Regulations.
Load Test -25%. A weight of 6t (-25% De-rate) will now be lifted at a radius of 15m. Once this
radius is obtained the load will be hoisted up quickly for 1 meter to allow for the 100% claxon and
Red Light to sound and prove that the crane cuts correctly. The operator will now ensure that the
crane can not be hoisted up.
Moment Test -25%. A weight of 3t will now be lifted to a radius of 36m. When approaching 36m the
operator will ensure that the 90% warning light comes on the approach to the 100% Warning. At this
point the crane will cut. The operator will now ensure that the crane can not be hoisted up or jibbed
out.
20.6 The tower crane will be independently inspected by a 3rd party inspection and testing company.
20.7 On a successful test and examination the tower crane will be ready for work.
