SUBMISSION OF SITE SUPERVISION PLAN FOR STRUCTURAL AND
GEOTECHNICAL WORKS
Objective
1. This circular is to inform the industry of the requirement to submit a site
supervision plan for Structural and Geotechnical Building Works together with
the application for a permit to commence structural works, which will take effect
from 01 Jun 2021.
Background
2. Under the Building Control Act (Chapter 29) (“Building Control Act”), all
building works regulated under Part II of the Building Control Act must be carried
out under the supervision of an appropriate qualified person (“QP”) and the
building works shall be carried out under the full-time or immediate supervision
of a site supervisor, or a team of site supervisors, working under the QP’s
control and direction. The QP and site supervisors shall take all reasonable
steps and exercise due diligence in supervising and inspecting building works
to ensure that the building works are carried out in accordance with the
provisions of the Building Control Act, building regulations, relevant plans
approved by the Commissioner of Building Control, and any terms and
conditions imposed by the Commissioner of Building Control.
3. To improve the quality of site supervision of structural works and geotechnical
building works, BCA issued a circular dated 02 September 2019, and the
Guidebook for Site Supervision Plan for Structural and Geotechnical Building
Works (developed jointly with ACES/IES), to provide guidance on a site
supervision plan in respect of the supervision of structural and geotechnical
building works. The pilot trial for the preparation and submission of a site
supervision plan started since 01 April 2020.

4. Based on the site supervision plans submitted during the pilot trial, the industry
and qualified persons appreciate and understand the objective of the site
supervision plan. Most details in respect of the supervision of structural works
and geotechnical building works and site challenges are included in the
submitted site supervision plans, which site supervisors may refer to as they
supervise the carrying out of the relevant building works.
Requirement for Submission of Site Supervision Plan
5. Under section 6(2)(e) of the Building Control Act, an application for a permit to
carry out structural works in any building works shall be accompanied by such
other documents as the Commissioner of Building Control may require.
6. With effect from 01 Jun 2021, the appointed QP of structural works in any
building works regulated under Part II of the Building Control Act will be required
to submit a site supervision plan for large building works (building works value
of which exceeds S$7.5 million) when applying for a permit to commence
structural works for a project (with first permit being submitted on or after 01 Jun
2021 onwards).
7. For small-scale building works (i.e. building works value of which is up to S$7.5
million), a site supervision plan need not be submitted when applying for a
permit to commence structural works, although the appointed qualified person
must ensure a copy of the site supervision plan is kept on site.
8. For the use of prefabricated structural elements in a project which are
manufactured off-site in Singapore or overseas, the appointed qualified person
must include the methodology of the carrying out of remote supervision and
testing regime in site supervision plan. Qualified persons and site supervisors
are encouraged to consider the use of digital tools to carry out remote
supervision should they face travel restriction to visit the prefabrication yard
arising from Covid pandemic.
