NORTH CABADBARAN CENTRAL ELEMENTARY SCHOOL TEACHERS
EMPLOYEES CONSTITUTION AND BY-LAWS
(Amended on November, 2020)
Article 1. NAME. The association shall be known as NORTH CABADBARAN CENTRAL
ELEMENTARY SCHOOL TEACHERS EMPLOYEES ASSOCIATION.
Article II. PURPOSE. The general purposes of this association are:
Section 1 Promote the welfare of teachers.
Section 2 Foster harmonious relationship / healthy environment among teachers.
Section 3 Assist the members in times of disasters.
Section 4 Promote unity and cooperation among the members toward the attainment
of its objective
Section 5 To help promote the development of a free and efficient work force with
common interest ad with reasonable degree of condition.
Article III. MEMBERSHIP
Section 1 Only regular-permanent teachers and employees shall be member
of this association.
Section 2 Teachers who are actually teaching in the school shall be automatically
become bona fide member of the club.
Article IV. OFFICERS
Section 1. A president, a vice-president, a secretary, a treasurer, an auditor, a P.I.O, two
business managers shall be elective officers of the association.
Article V. EXECUTIVE BOARD
Section 1. Elective officers of the association shall constitute the executive board.
Section 2. It shall be the policy making body of the association.
Article VI. ELECTION
Section 1. The members of the executive board shall be elected by members in a meeting
called for the purpose.
Section 2. The officers-elect shall take office immediately after the confirmation of their
election.
Section 3. The term of office shall be two years and no officer shall serve for more than
two consecutive terms in the same post.
Section 4. In the event of disqualification or resignation of an officer, the association may
elect a successor who shall serve for the unexpired term.
Article VII. MEETINGS
Section 1. Regular meetings of the board shall be held every last Friday of the month.
Section 2. Special meetings of the board shall be called anytime as the need arises.
Section 3. Meeting with all the members may be called by the president provided that a
notice of this meeting has been given to the members at least one day prior to the meeting.

Article VIII. VOTING
Section 1. Each member shall be entitled to cast a vote.
Section 2. There shall be no voting for proxy.
Article IX. FUNDS
Section 1. Each member shall be asked to contribute Php 100.00 for sick aid and Php
100.00 for financial assistance given to the members whose immediately
family is being hospitalized or has died.
Section 2. An amount of Php 100.00 be contributed by each member as financial aid
to teachers who are hospitalized while an amount of Php 50.00 be
contributed by each member to teachers who are subjected in the
designated quarantine facilities due to Covid-19.
Section. 3. The scope of financial assistance due to Covid-19 be extended to support
bona fide pupils of NORCACES whose death or hospitalization is caused
by Covid-19. A financial assistance of Php 100 and Php 50.00 respectively
be contributed by each member of the organization as financial support.
Section 4 The scope of Covid -19 support be extended also to the retirees so that
each member will share a financial aid of Php 50.00.
Article X. AMENDMENTS
Section 1. No amendment shall be made to this constitution except at any meeting by
a two-thirds vote of the members present.
Section 2. No amendment shall be made unless a written notice signed by the
president and the secretary including the proposed amendments have been
given to each member at least 5 days prior to the meeting.
Article XI. MUTUAL AID SYSTEM
Section 1. There shall be a mutual aid system created.
Section 2. A special committee shall be created by the board to formulate and
implement the mutual aid system.
Article XII. TRANSITORY PROVISION
Section 1. This constitution shall take effect immediately after the adoption and
approval by a majority of the members in the meeting called for the
purpose.
Section 2. Candidates for the office shall be nominated on the floor.
BY LAWS
Article 1. ELECTION OF OFFICERS
Section 1. The officers shall be elected by viva voce at a meeting called for the
purpose.
Section 2. Candidates for the office shall be nominated on the floor.
Article 2. DUTIES OF OFFICERS
Section 1. The President
a. Shall preside at all meetings of the board on general or special
meetings.

b. Shall call special meetings of the association or board when necessary
or when requested to do so by the board.
c. Shall sign all official documents and papers of the club.
d. Shall perform such duties as are usually attached to the office of the
president.
Section 2. The Vice-President
a. Shall have all the powers and perform all the duties of the president in
the absence of the latter.
b. Shall perform duties/responsibilities delegated to him or her by the
president.
Section 3. The Secretary
a. Shall keep records of the proceedings of the executive board and
general or special meetings.
b. Shall submit a report of the activities of the club and of the executive
board to the annual meetings and upon its adoption the board shall
present a copy of this report to the members.
c. Shall issue and sign all official documents and notices of the club and
perform such other duties as are usually attached to the office of the
secretary.
Section 4. The Treasurer
a. Shall collect the mutual aid from the member.
b. Shall keep record of all money received and disbursed.
c. Shall see to it that all obligations of the club shall be approved by the
board.
Section 5. The Auditor
a. Shall perform functions as are attached to the office of the auditor.
Section 6. The Public Information Officer
a. Shall supervise and place the news releases of the organization
Section 7. The Business Managers
a. Shall manage all affairs of the association and such other functions as
are attached to the office of the business managers
Section 8. The Members
Every bona fide member shall enjoy the right to
a. Vote
b. Hold office
c. Be informed of the club’s affair and obligations
d. Examine the book of account
e. All grievances
Article XIII. QUORUM
A majority of the members of the club present shall constitute the quorum for the
transaction of the business.

Article XIV. ORDER OF BUSINESS
The following order of business shall govern the meeting of the club;
a. Call to order
b. Reading of minutes or previous regular or special meetings
c. Minutes of the board
d. Correspondence
e. Committee report
f. Treasurer’s report
g. Unfinished business
h. New business
i. Adjournment
These by-laws were reviewed and amended to cater the needs of the association in line
with the Covid-19 pandemic. These shall be deemed effective after each member of the
association and other signatories affixed their signatures on this document.
