1 .0 GENERA L

1 .1 SCOPE

This standard establishes the requirements for chemical cleaning of ferritic steel piping and
detergent flushing of austenitic stainless steel piping . Piping covered by this standard
includes:

• Lube oil, seal oil , and hydraulic oil.

• Suction lines for compressors .

• Lines or parts of lines that pass through a module in a service that requires cleaning or
flushing.

1 .1 .2 All chemical cleaning shall be done at the Fabricator' s shop, where the end -connections are
flanged or threaded .

1 .1 .3 Field recleaning of piping supplied with equipment is covered in Section 3 .4 of this standard .

1 .1 .4 Cleaning of piping supplied as a part of a compressor, turbine, or console assembly is


covered by the equipment standard .

1 .2 DEFINITION S

• The "Owner" - means Suncor Energy Inc.

• "Owner 's Engineer" - means the person responsible for the technical integrity of the
project .

• The "Owner's Inspector" - means the person authorized for inspections .

1 .3 SUBMITTAL REQUIREMENTS

• Item A Design Review, Bidder shall include this data with his quotation .

• Item B Review Data, the Cleaning contractor shall provide this data prior to cleaning .

• Item C Final Data, Cleaning contractor shall provide this data on completion of cleaning .

1 .5 DESCRIPTIO N

1 .5 .1 Chemical cleaning of ferritic steel piping shall include the following steps :

• flushing

• degreasing

• pickling

• passivating

• dryin g

• rust preventio n

1 .5 .2 Detergent flushing of austenitic steel piping is a degreasing and flushing procedure .

1 .6 PURPOS E

Chemical cleaning and detergent flushing are required for machinery oil piping and
compressor suction piping to prevent damage of close-running parts by dirt, scale, or rust . It
is the intent of this standard to remove all foreign matter from the piping, which could dislodge
during process operation and damage the machinery .

1 .7 SUBCONTRAC T

The Contractor shall retain the services of a cleaning contractor experienced in chemical
cleaning and detergent flushing the types of piping systems covered by this standard .

1 .8 REFERENC E

Module mounted piping requiring cleaning is specified on the isometric drawing by the
symbols CC (chemical clean) and DF (detergent flush) . The extent of piping on modules is
shown on the piping drawings . Skid mounted piping requiring chemical cleaning will be
shown on drawings supplied by the skid manufacturer .

1 .9 PRESSURE TEST

Prior to cleaning , skid or module mounted piping shall be pressure tested in accordance with
FB-L-5205.

1 .10 PRECAUTION S

Temporary supports may be required during the cleaning of disassembled piping to carry the
weight of the piping full of water. A deflection of not greater than 3/8" (9 .5 mm) is permitted .
The Owner's Engineer shall determine temporary support requirements .

2.0 PACKAGED EQUIPMENT PIPIN G

2.1 GENERAL

Prior to cleaning, the piping supplied with the compressor, turbine, or console assembly shall
be examined for cleanliness by the equipment manufacturer, and the Owner's Inspector . On
examination there shall be no foreign material visible to the naked eye and not gritty to the
touch . Any piping that needs recleaning is to be prepared and recleaned as outlined in this
standard .

2 .2 EXTEN T

Where recleaning is determined to be necessary, the extent of recleaning shall be shown on


the equipment outline drawings . Items not to be recleaned, such as machinery bearings and
seals, oil pump, reservoir and instruments, must be removed, bypassed or blinded from the
cleaning .

2.3 APPROVAL

The extent of cleaning and the cleaning procedure used must be approved by the equipment
manufacturer and the Owner's Inspector .

3 .0 CLEANIN G

3.1 REQUIREMENT S

Ferritic steel piping shall have internal surfaces cleaned to base metal . All dirt, grease, paint,
rust and mill scale shall be removed . Austenitic stainless steel piping shall have all dirt and
grease removed . No particulate matter larger than 5 mils shall remain in the piping after
cleaning . Millipore Filters shall be used when specified by the Owner's Engineer .

3.2 PROCEDUR E

The cleaning contractor shall submit detailed cleaning procedures with his proposal for review
by Suncor . The procedures shall include the quality control and inspection requirements
which will be used to accomplish the requirements of this standard . The procedures shall
include data and information on chemicals, minimum flushing velocity, filter sizes, and the
methods to be used for determining completion of degreasing and pickling .

3 .3 MATERIAL S

3.3.1 Cleaning solutions used shall be compatible with piping materials, valve trim, gaskets, and all
other components in the piping . Chemical cleaning shall not exceed 0 .2 mils metal
penetration . Solutions and water used for detergent flushing of stainless steel piping shall not
exceed 50 ppm chloride content .

3.3 .2 For skid mounted piping, refer to skid manufacturer's drawings and technical data for full
description . Generally, carbon steel piping includes valves with 11-13 chrome and stellite
trim. Stainless steel piping is generally Type 304 or Type 316.

3.3.3 The instrument specifications give the materials of construction for in -line instruments . For
example: a carbon steel line may include austenitic stainless steel instruments which can be
damaged by cleaning or rinsing solutions . Such instruments shall be removed .

3.3.4 Equipment outlines and specifications give materials of construction for packaged equipment
piping which requires recleaning .

3.3 .5 The cleaning contractor shall submit documents showing that cleaning solutions used will not
damage materials of items cleaned . The documentation shall be reviewed by Suncor . Where
the water to be used for cleaning stainless steel is to be supplied by the cleaning contractor,
the contractor shall submit a certified water analysis showing the chloride content .

3.4 IN-PLACE CLEANIN G

3.4 .1 All piping requiring field welds shall be cleaned in-place.

3.4.2 The cleaning contractor shall submit documents and drawings which show the following for all
piping cleaned in place :

• WHMIS labeling of all chemical brought on site . The labeling shall also conform to
Suncor Energy Inc . Standard PGS 0030A.

• The Cleaning Contractor's equipment .

• Circulating loops .

• Valve operation sequences .

• Location of blinds and hose connections .

• Size and type of hose connections .

• Temporary piping requirements .

• Any necessary piping modifications required to complete cleaning .

3.4 .3 A markup of Suncor piping drawings is acceptable for module mounted piping . A markup of
skid manufacturer's piping drawings is acceptable for skid mounted piping . A markup of
equipment outlines is acceptable for piping supplied with equipment .

3 .5 EQUIPMENT ISOLATIO N

Where equipment-supplied piping is to be recleaned, all connections shall be inspected in


accordance with the markup of the equipment outline drawings . No cleaning fluids shall come
in contact with machinery bearings and seals, these MUST be bypassed .

3.6 INSPECTIO N

3 .6 .1 In order to establish that the piping has been properly cleaned, an examination shall be
performed on completion of the following steps :

• Degreasing

• Picklin g

• End of cleanin g

3.6 .2 The cleaning contractor shall allow the Owner's Inspector to review the tests used to
determine completion of the degreasing and pickling steps . On completion of cleaning, the
piping shall be visually examined . There shall be no foreign material visible to the naked eye
and no grittiness to the touch .

3 .7 ACCEPTANC E

The cleaning contractor shall make a record of all lines cleaned . For ferritic steel piping the
record shall include the degreasing, pickling, and end of cleaning examination and the type of
rust prevention used . For stainless steel piping the record shall include the degreasing and
end of cleaning examinations . The Owner's Inspector shall date and sign the record to
confirm acceptance when each examination is completed . The records shall be available for
Suncor's review at all times . The records shall be submitted to Suncor on completion of
cleaning.

4.0 PROTECTIO N

4.1 GENERAL

4.1 .1 This section covers drying, rust prevention, and sealing of cleaned piping . When
disassembling or reassembling cleaned piping, extreme care shall be taken not to allow
foreign material to enter the piping or equipment . Use lint-free and ravel-free rags for wiping
and cleaning . Before breaking any joint on cleaned piping, wash the outside with solvent .

4 .2 DRYIN G

The cleaning contractor shall drain and dry the cleaned piping . Ferritic steel shall be dried to
minus 40°F (-40°C) dew point with 160°F (71 °C) to 180°F (82°C )nitrogen immediately after
draining . Stainless steel shall be blown out with dry air or inert gas.

4.3 RUST PREVENTIO N

4 .3 .1 The cleaning contractor shall apply a rust preventative on the internal surface of cleaned
ferritic steel piping immediately after drying . Lube oil and seal oil piping shall be coated with a
rust preventative approved by the equipment manufacturer .

4 .3 .2 Compressor suction piping shall be coated with Magna Coat type CP 211, or it may be coated
with any other acceptable corrosion-preventative oil meeting Suncor's requirements . Any
excess coating material which collects in the bottom or dead ends of the pipe, should be
drained before sealing the pipe openings .

4.4 SEALING

All skid or module mounted piping systems having been cleaned will be sealed with a
temporary or permanent protection as defined below . After transportation to the jobsite,
Suncor or the Contractor shall permanently connect the cleaned piping .

4 .5 TEMPORARY PROTECTIO N

4.5.1 Piping which will be erected within 7 days can have temporary protection . Flanged pipe ends
shall be sealed with polyethylene film, 5 mils minimum thickness, taped in place with Number
472 Scotch brand vinyl tape 1-1/2 inches (38.1 mm) wide . Taped surfaces must be dry
before tape is applied . Threaded connections shall be fitted with line-class pipe plugs .

4.5 .2 All equipment and temporary protective covers must remain in place until permanent
connections are made .

4.6 LONG TERM PROTECTION

4.6 .1 Long term protection shall be applied to all piping and piping connections which will not be
permanently erected within 7 days . This procedure should not be used except where
absolutely necessary .

4 .6 .2 Flanges shall be blanked with 1/8 inch (3 .2 mm) thick (minimum) metal flange protectors and
sealed with a 1/8 (3 .2 mm) inch thick soft rubber gasket to keep out moisture . Covers shall
be held in place by a minimum of 4 bolts . Threaded connections shall be fitted with line-class
plugs . Caps and plugs to be sealed and secured with Number 472 Scotch brand vinyl tape 1-
1/2 inches (38 .1 mm) wide .

4.6 .3 The Contractor shall identify all protected pipespools . Stencil or paint CHEMICALLY
CLEANED on each carbon steel spool with waterproof figures not less than 3/4 inc h
(19.1 mm ) high . Mark stainless steel piping DETERGENT FLUSHED . Marking materials for
austenitic stainless steel shall be in accordance with Suncor Materials Management Quality
Program .

4.6 .4 Cleaned piping shall be stored in-doors in a manner to eliminate the possibility of penetration
of moisture or debris .
