Define public policy (5marks)
Public policy is a course of action that guides a range of related actions in a
given issue or problem. It does not just take on a problem, but rather deals with a
group of entangled and usually, long-term problems. For example, poverty. Public
policy provides guidance to governments and accountability links to citizens.
Decision making is clouded by values or interest and large amounts of money, making
the policy process very complex.
2. Discuss any TWO (2) importance of public policy in Malaysia (10marks)
The importance of public policy in Malaysia is to respond to issue concerning
public. Everyday there is issue that public policy need to concern. This is because
public policy is a decision made by government to either act or not act in order to
resolve a problem. For example, unregistered nursery. Every parents need to check
whether the nursery that they sent their children were registered or not with
government. When there is a problem with the nursery, government will know who
are the owner of that nursery and take an action. If the nursery were not registered,
they cant do anything about it. It is very important because it involve government and
this is public problem.
Next, the importance of public policy is to enhance people’s welfare. Every
government must take an action to make sure that their citizen’s welfare are protected.
For example, Program Perumahan Rakyat (PPR), Klinik Komuniti and Bantuan Sara
Hidup. Those are some of welfare that government do right now. There is a lot of
welfare that government take for citizens nowadays. This welfare very give a lot of
function and help for everyone. So, everyone should use all the welfare as well as
possible.
3. Explain any TWO (2) models of public policy (10marks)
The model of public policy is Elite Model. Policy decision in this model is said to
be monopolized by those on top in the system of government. The public under this
model is assume to be passive or pathetic. All decisions are made by the government
without direct participant from the public. Elite model is the most popular one that
practice by government. In other words, in pyramid model it is more to top to down
approach. Top to down approach means everything is decided by the government and
the public just the receiver with no say and don’t have power.
Next, the model of public policy is Incremental Model. This model explains that
policy making is a continuous process which sees the policy be improved and enhance
over time. Improvement made to the exiting policy is essential to build a strong
foundation for a nation. Furthermore, by improving the existing policy, it can save
cost, time and labour which could be already lacking. The government make some
changes. For example, New Economic Policy, New Development Policy and New
Economic Model. All still focusing on how to improve the economic growth of the
country with the same policy but some incremental changes.
