(3) For a Province:

Agriculture:

Agricultural extension and on-site research services and facilities which include the

a. prevention and control of plant and animal pests and diseases;

b. dairy farms

c. livestock markets

d. animal breeding stations

e. and artificial insemination centers;

f. and assistance in the organization of farmers’ and fishermen’s


cooperatives and other collective organizations, as well as the transfer
of appropriate technology;

(ii) Industrial research and development services, as well as the transfer of appropriate
technology;

DENR:

Pursuant to national policies and subject to supervision, control and review of the DENR,

1. enforcement of forestry laws limited to community-based forestry projects

2. pollution control law

3. small-scale mining law and other laws on the protection of the environment

4. mini-hydroelectric projects for local purposes;

Health:

Subject to the provisions of Title Five, Book I of this Code, health services which include

1. hospitals and other tertiary health services;

Social welfare services

Include programs and projects on

1. rebel returnees and evacuees

2. relief operations
3. and population development services;

Engineering:

1. Provincial buildings

2. provincial jails

3. freedom parks and other public assembly areas, and similar facilities;

Engineering:

Infrastructure facilities intended to service the needs of the residents of the province
and which are funded out of provincial funds including, but not limited to

1. provincial roads and bridges

2. inter-municipal waterworks

3. drainage and sewerage

4. flood control and irrigation systems;

5. reclamation projects; and similar facilities;

Housing:

1. Programs and projects for low-cost housing and other mass dwellings, except
those funded by the Social Security System (SSS), Government Service
Insurance System (GSIS), and the Home Development Mutual Fund (HDMF);
Provided, That national funds for these programs and projects shall be
equitably allocated among the regions in proportion to the ratio of the
homeless to the population;

(ix) Investment support services, including access to credit financing;

Treasurer/Accounting/Budget

1. Upgrading and modernization of tax information and collection services


through the use of computer hardware and software and other means;

DICT:
1. Inter-municipal telecommunications services, subject to national policy
guidelines; and

Tourism:

1. Tourism development

2. and promotion programs;
