Introduction:
The Rotary India Literacy Mission (RILM) is being implemented with objectives of total
literacy and quality education in India. Accordingly, RILM has taken up implementation
of the program “T-E-A-C-H”, in which „T‟ stands for „Teacher Support‟, „E‟ for „E-
learning‟, „A‟ for „Adult Literacy‟, „C‟ for „Child Development‟ and „H‟ for „Happy Schools‟.
Each of these five Projects consists of one or more Schemes.
Asha Kiran……a ray of Hope is the Program of RILM under its child development for
sending 1 lake children back to school in all over India. In view of joint hand initiative
Rotary India Literacy Mission approaches to the Ministry of HRD, Govt. of India. At the
time of interaction with Mrs. Smriti Irani, HRD minister in charge, govt. of India, RILM
focused on its commitment to bring 100000 children back to school. And with same
requested to the ministry for extend of cooperation in providing necessary information
and support.
To fulfill the goal of reaching 100000 children Rotary India Literacy Mission has
launched Asha Kiran campaign by the
use of Social Media. The main focus of
the campaign was raising funds from
the Rotarians, Inner Wheel members
and from other Rotary linked sources to
support 100000 children under Asha
Kiran Program.
Activities designed under Asha Kiran Program and its implementation:

It was decided that Rotary India Literacy Mission the Asha Kiran…..a ray of Hope will be
implement through NGOs, all over India, under its Child Development program. Every
stages of implementation part of this program have been designed extremely in view of
achieving goal of the program. Before going to the implementation strategies it was
clearly mentioned the criteria‟s of target beneficiaries under Asha Kiran program.
Criteria for selection of child under Asha Kiran Program of Rotary India
Literacy Mission
A. The Child is between age group 7-14 Years
B. Child who has never been to school
C. Child who is not attending school for more than 45 days without information to
school
D. Child who is a laggard (e.g. the child‟s age is 12 years but can read text of only
class II & III etc).
Identification of children as per prescribed criteria of RILM
Rotary India Literacy Mission as a funding agencies published its online call for proposal
for partnership from NGOs who have
experiences to work with the issues on
child education. Primarily NGOs as
partner of Rotary India Mission will
identify the children through
conducting of baseline survey. In
following step NGOs will complete
individual child profiles in RILM
prescribed format. After Completion of
all child profile the Rotarians/RILM
staff/Inner Wheel members will
conduct child approval process for
screening of the children as per child
selection criteria of RILM and then the
child is approved and finally identified
as beneficiary under Asha Kiran Program. Conducting Child approval screening process
In this regards RILM has published its
advertisement, call for proposal from Indian NGOs, who are working with the issues of

child education. RILM has received 97project proposals for 65734 children from all over
the India till date. With this the work vetting proposals, field visit, Child screening are in
under process and also it is great news that In the 1st year RILM is already partnering
with 3 NGOs for 1550 children in different states of India.

The moment of MoU Signing between RILM-AWW
After completion of child identification
process terms and conditions would be
signed between RILM and NGOs in the form
of MoU.
Bring these children to Asha kiran centre to provide necessary supplemental /
non formal education to shore up their
learning abilities.
The moment the child finally approved as Asha
Kiran beneficiary and then the NGOs will start
the Asha Kiran Centre for providing necessary
supplemental/non-formal education to the
children. In the year 2014-2015 RILM has
started 28 Asha Kiran Centre through the
NGOs for bringing 1550 out of school children
back to Govt. School. The children who are
already under Asha Kiran program belongs to the Asha Kiran Centre into the Brick Kiln
vulnerable section of the society like
children of Brick Kiln workers, Children of
Red-light areas and children from
marginalized rural backward communities.

The children who are coming to the Asha Kiran Centre, most of them are 1st learner
generation of their family. It was found that the parents of these children are
unconscious about their child education. Generally their way of thinking closely related
with their daily livelihood attributes. Under the Asha Kiran program the intervention
strategy designed for personal counselling, group meetings with parents to enrich their
level of understanding about the importance of education and also assist them to be
responsible parents for ensuring education of their children.

Mobilise community on “Right to Free and compulsory Education Act 2009”:
The Community where the out of school children belonging need to exclusively mobilize
to create child education friendly environment. Community involvement and community
presser, both are important to ensure all the children of their area are in school. From

this concept RILM has taken this community mobilization activity under Asha Kiran
Program.
Evaluate learning ability, prepare the children and enrol them to local Govt or
Govt aided schools:
Ensuring child progress is one of
the most important objectives of
Asha Kiran. At the time initiation
of the Asha Kiran centre the child
will get in touch the screening
process, which includes the
evaluate learning abilities of the
child, commensurate to the
class, before the Ashakiran
Intervention start. And after
starting intervention the child‟s
progress will be evaluate three
months intervals. And after
internalize a minimum level of
learning by the child which is commensurate to the age and class will be enrolled in
Govt. Aided school.

Monitor the attendance of the child in schools for 3-6 months:
After enrolment of the child in Govt. aided school the NGO representatives will monitor
the child regular attendance in school for at least 3-6 months. If the child is attending
school regular then its good otherwise they will visit the parents of the child and

motivate them to send their child to school regularly and finally the NGO will ensure the
child has minimum 75% attendance in school.
Target achievement flow by the RILM to reach 100000 out of school children
back to school:
In the 1st year RILM has reached to provide support 1247 out of school children from
different vulnerable section of the society. Following are the graphical overview of the
achievement.
