SUBJECT: Endorsement of the Updated List of Apex or End-Referral Hospitals for
Matching/Linking to the Health Care Provider Networks
The Universal Health Care Act encourages the fonnation of health care provider
networks (HCPNs) which must be linked to at least one apex or end-referral hospitaL Apex or
end-referral hospitals as determined by the Department of Health (DOH), may be contracted
as stand-alone health care providers by PhilHealth.
DOH Administrative Order No. 2020-0019, HGuideHnes on the Service Delivery Design
of Health Care Provider Networks." defines eligible apex or end~referral hospitals as a single
specialty hospital that is designated by law or licensed by DOH or a general hospital with
accredited teaching and training in at least four major departments namely, Medicine,
Pediatrics, Surgery, and Obstetrics and Gynecology and at least two Specialty Centers
according to DOH standards.
Based on the set criteria, the Health Facility Development Bureau conducted survey,
mapping, and evaluation of service capability of all Level 3 hospitals and updated the list of
eligible apex or end-referral hospitals. The updated list was approved by the DOH Executive
Committee on December 7, 2021.
In line with this. the Health Facilities and Infrastructure Development Team endorses the
updated list of apex or end-referral hospitals (Attachment A) for matching/linking to the
HCPNs in your respective regions. Please submit the list of apex or end-referral hospitals with
linkage to HCPNs to HFDB at [email protected] on or before December 24,2021 using the
template in Attachment B.
