78 The meeting started at 09:05 AM. Having declared the quorum, the
79 meeting was called to order.

83 1. Approval on the Minutes of the Previous Conference by the Presiding

89 - CRS instructed all Heads of Offices excluding RID, RLRDD and
90 RIDMD (which have already procured licensed Operating System), to procure their
91 respective external hard drive to store all their back up file before the scheduled
92 maintenance of computers to be conducted by ITMS 8. CRS instructed AC, RLRDD
93 to canvass the amount for the said item from DBM.

95 - AC, RLRDD informed the body that the request for the procurement of
96 licensed Operating System (amounting to Php 9,000.00 for each unit) was already
97 approved by the RD. AC, RLRDD assured the body that their Office will procure the
98 same as soon as possible.

100 - CRS raised his query to SRS as to the status of the PRO 8 Credit
101 Cooperative.

103 - SRS informed the body that the members of the PRO 8 Credit
104 Cooperative have yet to make their initial payment which is a requirement for the
105 registration of the said Cooperative.

107 - CRS directed SRS to come up with the list of those who have paid and
108 not paid for the said Credit Cooperative. CRS further directed SRS to set a deadline
109 for the said payment and to continuously follow up the same.

111 - CRS reminded ACs of ROMD, RLRDD, RLDDD; OIC, RPSMD; and
112 RIDMD Representative to finish all their pending compliances to NHQ within the day
113 and to give updates re the same for the information of the RD.
114 a.) Status on the submission/consolidation of UPER parameters of the
115 different R-Staff

117 - SRS informed the body that the new UPER Parameters of all R-staff
118 have already been consolidated by RPSMD.

120 b.) Status on the consolidation of reports on the extent of damages to
121 houses of PNP personnel from lower units affected by Typhoon “Tisoy” in
122 Northern Samar

124 - SRS informed the body that RPSMD already completed the
125 consolidation of reports and submitted the same to the Regional Director, however
126 there is a notation from RD, as follows: “Is this required? Or if needed for NHQ, will it
127 be better that it shall be for info of TDO copy furnished from the other 3 from Quad
128 Staff. Our purpose for sending report?”
129 - OIC, ORPSMD informed the body that the notation of the RD was
130 already addressed by the former.

132 c.) Action taken to ensure that all Offices are already using licensed
133 Operating System, Microsoft Office and Anti-virus Software
134 - SRS informed the body that only 3 offices have genuine operating
135 system based on their inventory. SRS added that ORPSMD already routed a memo
136 dated December 27, 2019 addressed to RD for purchase of OS.
137 d.) Submission of report re the status of the wounded PNP personnel
138 involved in the ambush incident in Borongan, Eastern Samar
139 - SRS informed the body that the following named WIA Personnel were
140 already discharged from the hospital:
141 Pat Capoquian – Post open Reduction Internal Fixation, for removal of suture.
142 Pat Operario – Post Artificial Eye Implant, still looking for donor.
143 Pat Sobrepenia – Discharged

145 - SRS further informed the body that the said personnel are being
146 assisted in the processing/accomplishing of Reimbursement of Hospital Expenses
147 (RHE) requirements.
148 e.) Status on the conduct of inspection to vehicles entering the camp
149 without plate numbers or uncleaned/unwashed patrol vehicles complete with
150 documentation (Accomplishment Report)
151 - SRS informed the body that thorough Inspection and Checking of all
152 vehicles entering the camp without Plate Number has already been in effect as of
153 December 31, 2019. SRS further informed the body that a memo dated December
154 30, 2019 with subject Strict Implementation of Camp Rules and Regulation re “No
155 Plate, No Travel Policy” was already disseminated to all RHQ Offices and tenants for
156 their information.

158 - OIC, RHSU informed the body that the rules and regulations stipulated
159 in the memorandum routed on December 30, 2019 will be implemented on January
160 6, 2019. OIC, RHSU further informed the body that the corresponding
161 Accomplishment Report regarding the same will be submitted to the Command
162 Group in the following week.

164 - CRS directed OIC, RHSU not to allow motorcycles that are still “for
165 registration” to enter the camp premises, adding to the latter to make the necessary
166 report re the same.

168 f.) Accomplishment Report on the conduct of Anti-Firecracker
169 Operations and Illegal Firecrackers Operations

171 - SRS informed the body that the accomplishment report on Anti-Illegal
172 Firecrackers Operations dated December 31, 2019 is currently in route for the
173 information of the Command Group.

175 g.) Status on the implementation of the turn-over/impounding of vehicles
176 in region 8 (based on the flowchart presented by the RD)
177 - RHPU8 Representative informed the body that there are 11 carnapped
178 vehicles that are due for turn-over to their rightful/registered owners as part of RHPU
179 8’s campaign.
180 - CRS instructed RHPU8 Representative to submit the necessary report
181 re the same to ROMD.

183 h.) Issuance of orders for the assignment of 2 Officers to RMFB 8
184 - SRS informed the body that said PCOs are already assigned to
185 RMFB8 effective December 17, 2019 pursuant to SO Nr. PRO8-SO-RA-2019-3066.
186 i.) Monitoring on the deployment of the 270 police recruits to Samar
187 - SRS informed the body that after the reassignment of the 270 recruits
188 to Samar, Eastern Samar and Northern Samar PPOs, same were deployed to
189 different municipalities of the area. SRS further informed the body that the DO’s and
190 DON’T’s on the Deployment of newly graduated Patrolman/Patrolwoman was
191 disseminated to different Police Stations in Samar Provinces prior deployment of
192 said personnel.
193 j.) Conduct of HVT Workshop

195 - SRS informed the body that ORID has conducted HVT Workshop, 12
196 Analyst Program and Lectures on DRDIGS on December 12, 2019 at the PRO8
197 Board Room attended by Chiefs PIBs, CIBs, C, RDEU8 and Intel PNCOs and PCOs.

201 k.) Status on the submission of dilapidated/worn-out uniform, boots,
202 caps and accoutrements of all Offices
203 - SRS informed the body that ORLRDD is regularly submitting the report
204 on proper disposal of dilapidated PNP Uniforms and accoutrements every 15 th day of
205 the month. SRS further informed the body that as for the period covering December
206 15, 2019 to January 15, 2020, RLRDD is currently coordinating with all lower units
207 for the dissemination and conduct of the same.

209 l.) Installation of the NHQ and RHQ Directory in PRO 8
210 - SRS informed the body that OREU8 submitted the Scope of Works,
211 Cost Estimate, Plans and Details for the Construction of RHQ and NHQ Directory on
212 January 3, 2020 and is being routed prior approval of the Command Group.
213 IV. Issues and Concerns:

217 - OIC, PRBU 8 announced that the survivors of the SAF 44 will be
218 receiving a cash incentive amounting to Php 50,000.00 each. OIC, PRBU 8 informed
219 the body that the said information was already relayed to all concerned during the
220 previous week.

224 - RC, RCLO 8 requested for the allocation of two designated parking
225 spaces in front of their office for their SOCO van.

226 - CRS instructed OIC, RHSU to take note of the request made by RC,
227 RCLO 8.

228 - OIC, RHSU assured the body that their Office will address the said
229 concern immediately after the Weekly Staff Conference.

233 - OIC, RCSU 8 announced that their Office will be coordinating with the
234 different LGUs for the surrender of their listed firearms.

238 - AC, RLDDD announced that considering that the New Year’s Call will
239 be on January 10, 2019, they will be moving the schedule of the Opening Ceremony
240 for the Motorcycle Riding Course in the afternoon of January 13, 2019.

244 - RC, RLS 8 requested the assistance of RHSU for the application of
245 electric and water supply to the new RLS 8 building.

247 - CRS announced that the RD instructed for the inclusion of the blessing
248 of the new RLS 8 building and unveiling of the terrain map/model of the Camp
249 Development Plan during the forthcoming PNP Anniversary.

251 - OIC, REU 8 informed the body that the new RLS 8 building has been
252 satisfactorily completed, however, there are items that still need to be rectified by the
253 contractor. OIC, REU 8 requested RC, RLS 8 to finalize the text to be placed in the
254 building marker of the new RLS 8 building.

256 - OIC, ORID recommended for a 3D model of the Camp Development
257 Plan which is available at Robinson’s North.

259 - CRS directed OIC, REU 8 to look into the suggestion made by OIC,

270 - CRS stressed that the commitment of Northern Samar to donate a

273 - CRS instructed RCADD Representative that the Mayors of Ormoc,
274 Tacloban and Oras; and Camp Prosecutor of Gandara should be included as
275 awardees for the said activity. CRS further instructed RCADD Representative to
276 invite Governor Mercado and the 2 Sangguniang Panlalawigan Board Members of
277 Southern Leyte (as instructed by the RD); and Mayor of Hinunangan. CRS added to
278 RCADD Representative to recommend the Mayor of Hinunangan and other invited
279 guests as awardees for the approval of the RD.

281 - CRS directed AC, ROMD and RPRMD Representative to comply with
282 the necessary requirements for the selection of Individual and Unit Awardees. CRS
283 stressed that they should not wait for the CMC re the same to give the PRO more
284 time to prepare for the said activity.

286 - CRS directed RPRMD Representative to coordinate with NHQ as to
287 the date for the said PNP Anniversary.

289 - CRS informed the body that all R-Staff, PDs/CDs, Chiefs of RSUs and
290 Special Staff are included to attend the forthcoming New Year’s Call on January 10,
291 2019. CRS announced that the uniform for the Officers will be Ceremonial Blue and
292 GOA B with rig for RESPO. CRS instructed SRS to confirm the uniform for the
293 RESPO.

295 - CRS reminded the body that their spouses should also attend the said
296 activity on January 10, 2019 at the PRO 8 Matapat Hall. CRS added that the attire
297 for the ladies does not have to be formal for as long as the same complements the
298 uniform of the Officers.

302 - RC, RFSO 8 announced that the news regarding the PBB circulating
303 around the social media is false. RC, RFSO 8 officially stated that RFSO 8 cannot
304 provide the exact date for the release of the PBB considering that the same is based
305 on the compliances of the different PNP units such as submission of IPER, UPER
306 and Citizen’s Charter Statement.

310 - CRS directed OIC, RHSU to ensure that the segregation of garbage of
311 all offices inside camp (to include RSUs) is strictly observed.

313 - OIC, RHSU informed the body that they will be sending a
314 memorandum re the same for the information of all tenants inside the camp.

318 - PLTCOL CHARLIE A CABRADILLA introduced himself as the new
319 Force Commander of RMFB 8.

323 - CRS instructed AC, RLDDD to follow up on the status of the
324 memorandum re the two police trainees that were returned to unit but were still
325 receiving their respective salaries and added that as per guidance of RD, all
326 memoranda should only be 1-2 pages long except for those that have a
327 format/template (ex. Investigation Report), while other data/information should be
328 included as attachment/annexes only.

332 1.) Operational Accomplishment Report of Tabango MPS

334 - PLT DANILO D LUBIANO (OIC of Tabango MPS) presented the
335 station profile; peace and order situation; insurgency situation; operational
336 accomplishments; crime assessment; issues and concerns (replacement of
337 damaged Mahindra Enforcer windshield; and lack of PNP personnel with issued long
338 firearms and ammunitions); and recommendations of Tabango MPS.

340 - AC, ROMD stressed that considering that Tabango, Leyte is an
341 insurgency free municipality, Tabango MPS should divert their police efforts against
342 criminality. AC, ROMD advised PLT LUBIANO to make the corresponding special
343 report on their accomplishments re PRRD’s Directives for submission higher
344 headquarters.

346 - RPRMD Representative raised the concern of police stations re
347 government doctors who refuse to certify or issue a medical certificate in cases of
348 vehicular accidents or DUI.

350 - AC, ROMD stressed that unless it is a private hospital, according to
351 DOH, the same are obligated to assist in the said cases (particularly in the issuance
352 of medical certificate).

354 - C, NUPAS informed PLT LUBIANO that the RD has signed the
355 appointment of 1 NUP to Tabango MPS to complement the lacking requirement of
356 the said station.

358 - AC, RLRDD advised PLT LUBIANO to exhaust all remedies to address
359 the damaged windshield of their issued Mahindra Enforcer.

361 - AC, RLDDD advised PLT LUBIANO to closely monitor and ensure that
362 the proper BMI for all Tabango MPS personnel is achieved.

364 - CRS instructed AC, RLRDD to direct RCEU 8 to find out and fix what is
365 wrong with the microphones inside the PRO 8 Conference Room as the same is
366 causing too much static making it hard to understand what is being said.

368 2.) Initial preparations for the PRO8 New Year’s Call on January 10, 2019

370 - RPRMD Representative presented the tasking of the different R-Staff
371 and program for the New Year’s Call. RPRMD Representative informed the body
372 that the CMC for the said activity was already approved by the RD. RPRMD
373 Representative further informed the body that the Deputies of the different R-Staff
374 are excluded to attend the same.

376 - DRDO directed RPRMD Representative to confirm the number of
377 ladies/wives who will attend the New Year’s Call for RCADD to procure the exact
378 number of bouquets to be given to the same.

380 - CRS directed AC, ROMD to prepare the main agenda for the
381 Command Conference on January 10, 2019 at exactly 1:30 PM. CRS relayed the
382 instruction of RD for all the attendees to bring their respective flash drives to copy all
383 the disseminations to be given during the same.

389 - RPRMD Representative reminded all concerned Offices that the OPPB
390 meeting will be conducted on January 6, 2019 at exactly 2PM at the PRO 8
391 Conference Room.

393 - DRDO directed RPRMD Representative to find out the designation
394 date of all PDs/CDs and how long they have been designated as such.

398 - OIC, ORPSMD reminded all Heads of Offices on their submission of
399 the 4 Quarter AOPB Accomplishment Report which will serve as the basis for the

403 - OIC, RMFB 8 raised his query as to the availability of logistical needs
404 (particularly ammunition) for the proposed conduct of refresher course for the RMFB
405 8 personnel in compliance to the directive of the RD to develop the troops’ will to
406 fight.
407 - DRDO instructed OIC, RMFB 8 to submit their ammunition requirement
408 and proposed conduct of refresher course to RD (Attn: RLRDD) for the
409 corresponding CSW.

414 - RESPO announced that the PNCO-NUP Tulongan was able to raise an
415 amount of more than Php 70,000.00 which will be given to the WIA and KIA of PRO
416 8.
417 e.) NUPAS 8

419 - C, NUPAS announced that the deliberation for the 14 vacant NUP
420 items has already started. C, NUPAS further announced that there are 21 NUP
421 positions to be scheduled to take their oath.
422 - CRS directed RPRMD Representative to update all Board Committees
423 considering that the PRO has a newly designated DRDA.

424 VII. COMMAND GUIDANCE


425 - CRS instructed SRS to route the memorandum with subject Lessons
426 Learned during the Onslaught of Typhoon Ursula to DRDO for any additional inputs
427 (as per instruction of RD).
428 - CRS relayed the instruction of RD to procure licensed/original OS in
429 bulk NLT January 10, 2019. CRS reminded all attendees that the amount for the said
430 procurement will be deducted from their respective MOOE.
431 - CRS instructed RPRMD Representative to confirm whether or not
432 PCOL CARLO M CENTINAJE will avail of the Salamat Kapatid Program.
433 - CRS raised his query as to the status of the uniform of usherettes
434 which he previously tasked to RCADD.
435 - CRS reiterated his previous instruction for all memoranda to have a
436 maximum of 1-2 pages only with all other detail/data as annexes/attachment.
437 - CRS instructed AC, RLRDD to prepare the team of mechanics and
438 electricians for the proposed Maintenance Caravan.
439 - CRS raised his query to OIC, RHSU as to the status of the conversion
440 of the uprooted tree root/stump into tables.
441 - CRS directed AC, RLDDD that once the SWAT training in Ormoc is
442 concluded, the corresponding after training report should be immediately submitted
443 to NHQ copy furnished ROMD, RLRDD and RID. CRS reminded all Chiefs of Offices
444 that after activity/training reports should be submitted within 3 days immediately after
445 the conduct of the same.
446 - CRS reminded all Heads of Offices to ensure that
447 communication/memorandum sent to their Office in the morning that requires their
448 signature/concurrence must be acted upon and forwarded in the afternoon of the
449 same date.
450 - CRS reiterated his previous instruction for all R-Staff to send a first and
451 last tracer at exactly 4PM to concerned lower units for compliances that needs to be
452 submitted within the next day and if they still fail to comply with the same, then they
453 should be made to explain immediately.
454 - DRDO stressed that PRO 8 means business and should always go the
455 extra mile instead of performing simply for the sake of compliance. DRDO added that
456 for the year 2019, there were lapses that could have been avoided which has greatly
457 affected the PRO 8 rating.
458 - DRDO encouraged all attendees to level up their performance and be
459 one with the PRO 8 Team.
460 - DRDO directed all R-Staff to submit a copy of all their compliances
461 (daily, weekly and monthly) to the former within the day following the format below:

463 - DRDO stressed to all R-Staff that if the data needed for their
464 compliances is coming from the lower units, then the concerned Office should follow
465 up on their submission a few days before the deadline. DRDO reiterated the
466 instruction of CRS to learn how to send a tracer and follow it up with an explanation if
467 they fail to comply with the same. DRDO added that if a particular unit continuously
468 fails to submit their compliances 2 to 3 times, the same should be charged
469 administratively. DRDO further stressed that he wants to have a sample of those
470 who will be found negligent of their duties to be charged administratively.
471 - DRDO stressed the importance of developing a system that would
472 enable all Offices to function efficiently and deliver frontline services to its clientele
473 even without the presence of the concerned Head of Office.
474 - DRDO instructed all attendees to religiously practice feedback
475 mechanism in their respective Offices that should reach up to the Office of the
476 former.
477 - DRDO emphasized the importance of establishing a network/contact in
478 NHQ they could easily reach to monitor the PRO’s submission of
479 reports/compliances.
480 - DRDO reminded all attendees to always be guided with the established
481 protocols that need to be followed. DRDO stressed that the Office responsible in
482 inviting the GOHS should take into consideration the height of the same and to
483 prepare a raised platform for the guest to stand on when making his speech, if
484 necessary. DRDO further stressed that the Office in charge should also closely
485 monitor the movement of the guest.
486 - DRDO encouraged the body to be responsible Officers and develop
487 the habit of being in control/involved on all PRO 8 activities. DRDO stressed to all
488 attendees to always refer to the red book/manual in terms of protocols that need to
