IMPORTANT
Tender must carefully note the instructions regarding preparation submission of under as

SUBMISSION OF TENDER :
The Tender shall seal the tender and Earnest Money in separate envelopes. These
envelopes (Called as inner envelopes) shall then be put inside outer envelope. The inner and
outer envelopes shall be addressed to this office a bear the following indications :

If the outer envelop is not sealed and marked as above, the Department will assume no
responsibility for the misplacement or premature opening of tender documents.
OPENING OF TENDER :
After opening of outer envelope, the Ist inner envelope containing EARNEST MONEY
shall be opened and checked. If EARNEST MONEY found acceptable from then the IInd inner
envelope containing TENDER shall be open otherwise it shall remain unopened.

2. Instruction to the tenderers
2.1 General
The tenderer should ensure that his tender duly filled in the prescribe forms attached to the tender
documents and signed, should be submitted in Sealed covers superscripting the SUPPLY,
INSTALLATION, COMMISSIONING & TESTING OF 600 LPM, 38M HEAD
SUBMERSIBLE PUMPING PLANT & ITS APPURTENANT WORKS AT NARAU
RURAL WATER SUPPLY SCHEME UNDER Q.P.V. DISTT–BULANDSHAHAR to
the duly authorized receiving officer before the expiry of time and date receipt of tender.
2.1.1 All pages of the document including drawings shall be signed and dated, at the right hand lower
corner of each page/drawing.
2.1.2 All the volumes of the tender documents shall be returned in a complete form as sold.
2.1.3 The rates shall be quoted in words as well as in figures.
2.2 Earnest Money Deposit (EMD)
2.2.1 Each tender must be accompanied by the required earnest money in a separate sealed cover in any
one of the following forms duly pledged to the Executive Engineer Construction Division (E/M)
U.P. Jal Nigam, Ghaziabad.
2.2.1.1 National Plan Savings Certificate
2.2.1.2 Post Office savings bank passbook
2.2.1.3 Ten year saving bank deposit scheme
2.2.1.4 Call deposit receipt of Nationalized Bank.
2.2.1.5 Fixed deposit receipt of Nationalized Bank.
2.2.2 Tenders without Deposit (EMD) shall not be considered.
2.2.3 The Earnest Money Deposit (EMD) shall be valid for a period of not less than one hundred and
fifty days from the date of opening of the tenders.
2.2.4 Earnest money deposit will be returned to unsuccessful tenderers after the award of the contract to
the successful tender.
2.2.5 Earnest Money Deposit will be returned to successful tenderer after he has furnished Security
Deposit for performance and duly signed the contract. Till then all the bidders will have to extend
the EMD time limit. Earnest Money Deposit of unsuccessful bidders will be returned only after.
2.2.6 No interest will however, be paid for the Earnest Money Deposit.
2.2.7 Security Deposit.
2.3.1 A Contract performance security, equal to an amount of 10% (ten Percent) of the contract amount
shall be paid by the successful tenderer, on the award of work. This amount is to Guarantee the
faithful performance of the contract and executing the works as per terms and conditions,
specification, drawings and other requirements for completing the work to the complete
satisfaction of the department.
2.3.2 The security deposit can be paid in any of the as described for the EMD in clause 2.2.1. The
security may also be deposited in the shape of Bank Guarantee (on demand) in the prescribed
Performa in favour of the Executive Engineer Construction Division (E/M) U.P. Jal Nigam,
Ghaziabad. This bank guarantee should be of an equal amount and issued by a Nationalized Bank
acceptable to the Superintending Engineer.
2.3.3 The Security deposit is to be submitted within 15 (fifteen) days from the date of the letter accepting
the tender.
2.3.4 The security deposit shall be paid to the Executive Engineer Construction Division (E/M) U.P. Jal
Nigam, Ghaziabad.
2.3.5 If the successful tenderer fails to deposit the security deposit and fails to execute the contract
agreement within 15 days, (durations to be counted from the day of the receipt of the letter of
award of contract) his EMD will be forfeited. The tenderer may be disqualified from further
tendering of works in U.P. Jal Nigam.
2.3.6 The security Deposit will be returned only after the expiry of the defects liability period, which will
be one year after the completion, and testing of the works.
2.4 QUALIFICATION OF TENDERERS:
Tenderers who have worked in CPWD/MES/Railways/U.P. Jal Nigam /PWD and irrigation
department or any other govt. Departments having experience of doing considerable quantity of such
works of similar nature and
are manufacturer/authorized dealers of the above supplies, are eligible to tender for the work vide
condition No. 10 of NIT and are registered with UPJN.
2.5 METHOD OF TENDERING:
2.5.1 If the tender is made by an individual it shall be signed by the individual above his full name and
current correspondence address.
2.5.2 If the tender is submitted by a proprietary firm it shall be signed by the proprietor giving his full
name and his current correspondence address along with a certificate of undertaking to this effect.
2.5.3 If the tender is a made by a firm in partnership, the same shall be signed by all partners of the firm
giving their full name and current contact addresses, or by partner holding the power of attorney
for the firm by signing the tender in which case a certified copy of power of attorney for the firm
and a certified true copy of the partnership deed, current contact address of the firm and full names
and addresses of all the partners of the firm shall also accompany the tender documents.
2.5.4 If the tender is made by a limited company or a limited corporation it shall be signed by a duly
authorized person holding the power of attorney for signing the tender in which case a certified
copy of the power of attorney with evidence of its currency shall accompany the tender. Such
limited company or corporation may be required to furnish satisfactory evidence of its existence
before the contract is awarded.
2.5.5 If the tender is made by group of firms the sponsoring firm shall submit a complete information
pertaining to each firm in the group and state alongwith the tender as to which of the firms shall
have the responsibility for tendering and for completion of the contract documents and furnish
evidence admissible in law in respect of the authority assigned to such firm on behalf of the group
of the firms for tendering and for completion of the contract documents. The full information and
satisfactory evidence pertaining to the participation of each member of the group of the firms in the
tender shall be furnished along with the tender.
2.6 WITNESS AND DATES:
2.6.1 All witness and sureties shall be persons of status and probity and their full names, and current
correspondence address shall be stated below their signature.
2.6.2 All signatures shall be dated below the signatures in all the tender documents.
2.7 PREPARATION OF TENDER:
2.7.1 The tenderer is required to study carefully all the tender documents and then only shall fill in
complete, and submit the tender documents after obtaining all the clarifications and clearing all
doubts, if any in the tender document.
2.7.2 Submission of tender shall be taken as an evidence and confirmation that a tenderer, has
acknowledged all the provisions of the tender document and has fully acquainted him with site
conditions and all factors, which may influence the preparation, submission and satisfactory
performance of the contract agreement. Negligence of the tenderer to observe all the instructions in
preparing his tender shall be with his own risk and shall not be a ground for securing relief from
any error found or discrepancy contained in his tender or a cause for withdrawal of his tender it has
been opened.
2.7.3 All expanses incurred for site inspection and all activities in preparation and submission of the
tender shall be borne by the tenderer himself.
2.7.4 The tender shall be submitted in a complete form filling in all the information called for in the
prescribe format only. All the blank formats including in the tender shall be filled in signed,
witnessed and dated at the places provided for the same. Violation of the above required to submit
all the required information in the tender to submit all the required information in the tender may
lead to disqualification of the tender.
2.7.5 The tender shall be prepared in indelible ink and legibly written. Over writing shall not be allowed.
Corrections should be avoided but of indispensable the portion to be corrected shall be scored
through under the signature of the tenderer and written afresh.
2.7.6 The rates against each item offered to execute the works shall be written both in figures as well as
in words. In case of any discrepancy between the figures and words, words written shall prevail
over the figures.
2.7.7 No alternations shall be allowed in the tender or anywhere in the tender documents once the
tenders are submitted.
2.7.8 Any comments, statements or specifications, the tenderer desires to make shall be prepared in a
separate statement and attached to the tender, No such above things shall be inserted anywhere in
the tender documents purchased. Such things if any shall be briefed clear, without ambiguity, and
properly and correctly referred/correlated to the items, clauses, pages of the relevant subjects
matter. It must be however clearly understood that the owner expects that the tenderer shall submit
the tenderers as stated in the tender documents issued. Any deviations from the tender provisions
are therefore discouraged strongly. No deviations shall be entertained. Tenderer will have to sign
such deviations particularly those involving financial implications, which make the comparison of
various tenders difficult without further references and correspondence with tenderer is likely to be
a cause of rejection of the tender.
2.7.9 The tender submitted in single copy should prominently marked ORIGINAL on the inner cover
page. The copy will be compared and compiled and there shall not be any discrepancies.
2.7.10 Any tender containing vague and indefinite expressions such subject to immediate acceptance etc.
will not be considered. Such conditional tender will not be entertained and tender will be rejected
with forfeiture of earnest money.
Certificate of declaration that the tender does not have any condition of deviation of notice inviting
the tender, and if after opening the offer and the certificate is found to be incorrect the EMD shall
be forfeited.
2.7.11 Pages shall be neither added nor removed from the tender documents.
2.7.12 The tender shall accompany a latest income tax clearance certificates issued by the income tax
department, duly countersigned by income tax officer concerned with a seal of his office.
2.7.13 The tenderer shall submit alongwith the tender a reference to his bankers.
2.7.14 The tender shall submit alongwith his tender, in the prescribed formats in the tender documents,
complete information regarding his past experience in such type of works, performance, date of the
commissioning of plants, organizational capacity, list of tools and plants held, financial turnover,
balance sheet credit limit, latest solvency so as to support financial status, details of registration
etc.
2.7.15 The quantities of work indicated in the bill of quantities are not firm quantities but are only
approximate to give an idea to the tenderer about the various items of works involved and their
magnitude and it may vary during the course of execution. The changes in the quantities actually
executed and indicated in bill of quantities shall not entitle the contractor for any
claim/compensations etc. The tenderer has to complete the works as shown in the drawings issued
for the first time or frequently revised/ordered/directly by the owner/Engineer during the period of
execution.
2.8 MODIFICATION & WITHDRAWAL OF TENDERS:
The tenders may be modified or withdrawn by written or telegraphic notice, the officer designed to
receive the tenders provided such modification or withdrawal notice is received by the receiving
officer prior to the time fixed for the receipt of the tenders. No tender can be modified or
withdrawn after the time fixed for receipt of the tenders.
2.9 VALIDITY PERIOD OF TENDER:
The tender shall be valid for a period of not less than 120 days (One hundred Twenty) after the date
of opening the tender. This declaration is included in the ‘Form of Tender’ which has to be typed
on Rs. 100 non judicial stamp paper by the tenderer and has to be annexed with the tender
completing it in all respect. There after the tenderer shall have an option of keeping his tender open
if owner request for such extension.
2.10 OPENING OF TENDERS:
2.10.1 The tenders shall be opened at 15:30 P.M. on 16-06-2020
2.10.2 The tenders shall be opened by the Superintending Engineer or his authorized representatives in the
office of District Magistrate, Ghaziabad.
2.10.3 Tenderers who desire to be present at the time of opening of the tenders may do so or authorize one
of their representatives to be present. The tenderers are advised in their interest to be present or
represented during the time of opening of the tenders.
2.10.4 If no tenderers or their representatives are present at the time of opening tenders, the
Superintending Engineer or his authorized representative will open the tenders in the absence of
the tenderers, prepare a statement of corrections attested or unattested in all the tenders over his
signatures. Such a list or statement shall be binding on the absence tenderer.
2.10.5 The Superintending Engineer or his authorized representative on opening of each tender, read the
name of the tenderer and record the same in his statement. He shall also read out all the corrections
attested and numbers of such corrections on each page and record the same under his initials. He
shall also initial all such corrections.
2.11 COMPLETENESS OF TENDERS:
2.11.1 Prior to the detailed evolution of the tenders, the Superintending Engineer or his authorized
representative will examine whether each tender received is complete in all respect or if the
tenderer has responded to all the queries asked for in the tender/has filled in all the forms, attached
all the certificates, declarations etc.
2.11.2 The Engineer will determine whether the tender is substantially responsive to the requirements of
the tender. For the purpose of this clause a substantially responsible tender is the one which
confirms to all the terms, conditions and specifications of tender documents without any material
deviation or reservations. A material, deviation or reservations is one which affects in the
substantial way the scope, quality or performance of the works which limits Engineer’s rights or
the tenderers obligations under the contract. If also includes inconsistency in the tender documents
and any rectification and of which deviations or reservation would affect unfairly the competitive
position of other tenderers submitting substantially responsive tenders. A conditional tender is also
substantially a non-responsive tender.
2.11.3 If the tender is substantially Non responsive, such tenders will be rejected by the Engineer, and
shall not substantially be made responsive by the tenderer by correcting or withdrawing non
confirming deviations or reservations.
2.12 SUCCESSFUL TENDERER:
The lowest evaluated responsive tender will be usually selected for award of contract; but it shall
not be binding on the Superintending Engineer, to award the work to the lowest tenderer.
2.13 AWARD OF CONTRACT:
If the tender is accepted a letter of intent to indicate the Superintending Engineer’s desire to award
the work to the successful tenderer will be sent to the tenderer. Within 15 (fifteen) days from the
date of issue, the successful tenderer should sign an agreement on stamp paper. Stamp duty shall be
charged as per prevailing stamp act. If the rates of stamp duty are revised by U.P. Govt. then it will
be paid by contractor accordingly. The stamp duty shall be charged on 10% contract value on the
security amount.
2.14 THE ENGINEERS RIGHT TO REJECT TENDERS:
The Engineer shall have the full right to reject/cancel all or any of the tenders without giving any
reason(s) for doing so.
2.15. CANVASSING:
Canvassing for the award of the tender before or after the tenders are opened shall render the tender
ineligible for consideration.
2.16 RECEIPTS:
Any receipt of any account of clerk for any money paid by the contractor will not be considered as
acknowledgement to payment of money to the Executive Engineer. Only receipt signed by the
Project Executive Engineer shall be considered as valid receipts and therefore the tender shall
ensure that all the receipts for money paid to the Jal Nigam bears the signature of the Executive
Engineer.
2.17 CONTRACT DOCUMENT:
The contract document shall include the following:
Agreement on stamp paper
General conditions of contract.
Special condition of contract.
Instructions to Tenderers.
General and particular specifications.
Brief descriptions of works/scope of work.
Priced bills of quantities/rates.
Drawings
All the certificates and other contents included in the tender documents in contractor’s
specifications, manufacturer’s details, drawings, specifications, literature. All correspondence and
letters related thereto.
2.18 MISUSE OF TENDER DOCUMENTATION:
Misuse of tender documentation or parts thereof shall not be allowed nor shall they be used for any
other purpose than for the works included in the tender.
2.19 DEDUCTIONS FROM BILLS:
Income Tax, GST, Labour cess and other deductions shall be made from the bills of the contractor
as per the prevailing government rules. The rates quoted are therefore deemed to include all such
taxes. Tenderers have to include all such taxes in their quoted price.
2.20 TENDERER TO CHECK TENDER DOCUMENTS:
The tender is responsible for checking and identifying all the tender documents against the index.
No claim will be entertained on the ground that the tenderer failed to see any of the documents, the
tenderer shall satisfy himself with regards to the accuracy of the tender documents and of any other
information supplied by or on behalf of the U.P. Jal Nigam in respect of the works.
2.21 DESCRIPTION IN THE TENDER DOCUMENTS:
Should the tenderer find discrepancies in the tender documents or should the intent or meaning
appear to him to be ambiguous, he may seek the interpretation, clarification correction thereof. All
such request shall be in triplicate and shall be received at the office of the Superintending Engineer
not later than 7 (Seven) days before the date of bid meeting. Replies will be made only in the form
of addenda and U.P. Jal Nigam, shall not be bound for any oral or written explanation or
interpretation made by any of their employees or agents, other than the addenda.
2.22 ALTERNATION IN THE TENDER DOCUMENT:
No alteration, deletion or addition whatsoever shall be made to the text of any tender documents
unless specified in the addenda issued if any.
2.23 STAMP DUTY CHARGES:
Successful tenderer shall sign an agreement on non-judicial stamp papers. The amount of stamp
duty will be born by contractor as per prevailing actual rates of U.P. Govt./U.P. Jal Nigam at the
time of signing the contract.
2.24 TAXES AND DUTIES:
The department will issue form ‘C’/III ‘D’ for certain items. The contractor shall indicate clearly
the items on which it is required. Form 31 shall be used by contractor at his own level to
Contractors registered (out side U.P. only).
2.25 All taxes and duties payable by manufacturer on raw material and other inputs for production of
finished equipments shall be included in the quoted supply rate. For this purpose finished
equipments shall mean equipment as per ‘Price Schedule’.
2.26 CONTRACTOR RESPONSIBLE FOR SUPPLY OF EQUIPMENT AND MATERIALS:
If during erection/transit the contractors or his workman damages any part of the
structure/material/equipments, the contractor shall be responsible for the same and he will
rectify/replace the same free of cost.
2.27 BAR CHART:
Bar chart upto the stage of commissioning and then upto the stage of completion of the training
activity shall be submitted by the tenderer indicating how the contractor proposes to complete all
tasks leading to the satisfactory commissioning of the plant.

DEFINITIONS AND ABBREVIATIONS:
3.1 DEFINITIONS:
In this contract as hereinafter defined, the following words and expressions shall have the
meanings hereby assigned to them (expect where the context requires otherwise).
3.1.1 ‘OWNER’ MEANS U.P. JAL NIGAM.
3.1.2 Contractor means the person(s), firm or companies whose tender has been accepted by the
Engineer and who has concluded a contract with the Engineer to execute the works included in the
tender and contract agreement. This includes the contractor’s personal representatives, successors
and assignees.
3.1.3 ‘Sub-Contractor’ means any person, firm or company other than the contractor named in the
contract for any part of the work, or any person to whom any of the works part of the works
included in the contract has been sublet with the consent in writing of the Engineer, and the
sub-Contractors legal personal representatives, successors and permitted assignees.
3.1.4 Engineer/Engineer-in-Charge means the Superintending Engineer/ Executive Engineer who has
called for the tenders and in charge of execution of the works and administration of the contract.
The Engineer may assign his duties to his sub-ordinates who assist in execution of works and
administration of the contract. His subordinates shall be termed as Executive Engineer, Assistant
Engineer, Junior Engineer, Engineer in Charge as the case may be. These sub-ordinates shall be
Engineer representatives at the site of works. The Engineer representatives will carry out such
duties of the Engineer, like issuing of instructions, certificates and orders as are required in the
execution of the works. Engineer’s representation will watch and supervise the works, test and
examine the materials, equipments, plant and machinery and workmanship employed in connection
with the works under the contract. The Engineer’s representatives with the approval of the
Engineer will have the authority to relieve the contractor of any of his obligations under the
contract and to order any extra work involving delay in completion of the works and also requiring
any extra payment to the contract.
3.1.5 ‘Department’ means the Uttar Pradesh Jal Nigam, the words departments and Superintending
Engineer and his representatives have been used interchangeable at place and means the same i.e.
the Engineer or his representatives.
3.1.6 Consultant means a person who have formulated and designed the scheme, prepared the drawings,
drawn the specifications and who act as advisers to the owner in all technical matter and operation
and maintenance of the work.
3.1.7 Work means all items of work to be constructed by the contractor, provision of plant and
installation of same under the contract, testing, commissioning and handing over the same in a
complete manner.
3.1.8 Contract means promise to execute the work in accordance with the conditions of contract,
specifications drawings schedules, tender document, the letter of acceptance and the contract
agreement.
3.1.9 Drawing means the drawing referred to in the list of drawing attached to the tender and any
modifications of such drawings approved/issued in writing by the Engineer and such other
drawings as may from time to time be furnished or approved in drawing by the Engineer.
3.1.10 The contract sum means the sum identified in the contract for completion of works as per contract.
3.1.11 Contract price means a portion of the contract sum adjusted to give effect to such additions or
deductions as are provided for in the contract which is properly apportion able to the plant in
question having regard to the state, conditions, locations of the plant, the amount of work done and
all over relevant circumstances in the cost of executing the works.
3.1.12 Contractor’s equipment means all appliances or things of whatsoever nature required for the
purpose of completing the works.
3.1.13 ‘Plant; means machinery, apparatus, materials, articles of intends to be provided under the contract
other than the contractor’s equipment.
3.1.14 ‘Portion of the work’ means a part of the work or section of work.
3.1.15 ‘Section of the works’ means the sections into which the works are divided for the purposes
described and set out in the specification.
3.1.16 ‘Specification’ and ‘Particular Specification’ means the relating guidelines contained in the P.W.D.
specification, Manual of Sewerage and Sewage Treatment, manual on water supply published by
the Central Public Health and Environmental Engineering Organization (CPHEEO) under the
Ministry of Works and Housing, Indian standard specification and codes, all of latest and those
contained in the tender documents and also those on good Engineering practice.
3.1.17 ‘Month’ means 30 days.
3.1.18 ‘Day’ means calendar day.
3.1.19 Time for completion means the same time as stipulated for completion of the works or any section
or portion thereof as cited in the contract or as extended under clause and shall be calculated from
the date specified in the contract. It will be the date when the contract is into force of fulfillment of
any obligation as per necessary legal financial or administrative requirements.
3.1.20 ‘Defect liability Period’ means the period after actual completion of the work during which the
contractor will carry the liability to make good to the complete satisfaction of the Engineer, any
defects in the completed work or any bad work visible afterwards.
3.1.21 Cost means the amount which shall be deemed to include overhead costs incurred on or off the
sites, all taxes, excise duties royalties etc. as applicable on the materials, labour or any other item is
required to complete the works.
3.1.22 ABBREVIATIONS:
Abbreviations used in the tender documents or any other despondence will stand for the full forms
given as under:

GENERAL CONDITIONS OF CONTRACT:
4.1.1 WORKS:
4.1.1.1 WORK OR WORKS:
Work or works where used in these conditions and specifications shall unless there be something
either in the subject or context repugnant to such construction be constructed and taken to mean
work by virtue of the contract to be executed whether temporary or permanent and whether original
altered, substituted or additional.
4.1.1.2 WORKS NOT TO BE SUBLET WITHOUT SANCTION:
This contract or any part thereof shall not be assigned or sublet without the written approval of the
Engineer. If (1) the contractor shall assign or sublet his contract or attempt to do so or become
insolvent or commence any insolvency proceeding or make any composition with his creditors, or
attempt to do so, or (2) if any bribe, gratuity, gift loan perquisite, reward of advantage, pecuniary
or otherwise, shall either directly or indirectly be given, promised or offered by the contractor or
any of his servants or agents to any public officer or person in the employee of U.P. Jal Nigam or
in any way relating to such officer or person shall become in any way directly or indirectly
interested in the contract, the Engineer may thereupon by notice in writing rescind the contract and
the security deposit shall thereupon stand forfeited and be absolutely at the disposal of the U.P. Jal
Nigam, and the same consequence shall ensure as if the contract had been rescinded under clauses
4.1.5.3. thereof and in addition the contractor shall not be entitled to recover or be paid for any
work that has already been performed under this contract.
4.1.2 SITE FACILITIES:
The contractor shall at his own cost construct a site office for his own use and shed for materials.
He shall also dismantle the same after the works are complete, and arrange for site cleaning
operations by removal of soil and debris. If the contractor fails to dismantle the temporary structure
after the works are completed it shall be treated as unauthorized occupation of the owners land and
necessary action as deemed fit under such circumstances shall be initiated for the vacation of the
land.
4.1.3. TIME FOR COMPLETION:
4.1.3.1. Contract Time:
The time allowed for carrying out the works shall be as stated in notice Inviting Tenders of the
tender documents and shall be strictly observed by the contractor and shall be reckoned from the
date of the receipt of the written order to commence the works.
Thereafter a defect liability period of 12 (twelve) months after successfully erection and
testing & maintenance of the works will follow. During which the contractor shall make good all
the defects in the works, if any pointed by the operating staff.
4.1.3.2. FORCE MAJEUR:
Neither party shall be liable to the other for any loss or damage occasioned by or arising out of acts
of God, and in particular, unprecedented flood, volcanic eruption, earthquake or other convulsion
of nature and other acts such as but not restricted to invasion, the act of foreign countries,
hostilities or warlike operation before or after declaration of war, rebellion, military or usurped
power which prevent performance of the contract and which could not have been foreseen or
avoided by a prudent person.
4.1.3.3. EXTENSION OF TIME:
If the contractor shall desire an extension of time for completion of the work on the ground of
unavoidable hindrance in its execution, he shall apply in writing, giving details of hindrance to the
Superintending Engineer through the Engineer in Charge, within 7 days of the date of occurrence
of hindrances on account of which he desires such extension as aforesaid and the Engineer shall
authorized such extension of time, as may be reasonable in his opinion. If the work is suspended
due to necessary and unavoidable reasons, the contract period shall be accordingly amended but no
compensation on this ground shall be permissible.
4.1.3.4. ENGINEER’S CERTIFICATE OF COMPLETION:
On completion of the work, the contractor shall be furnished with a certificate of such completion
by the Engineer but no such certificate shall be given nor shall the works be considered to be
completed until the work shall have been measured up by the Engineer whose measurement shall
be binding and conclusive against the contract. The contractor shall have removed from the
premises on which the work has been executed all scaffolding, surplus materials and rubbish and
cleaned of all dirt and debris in upon or about the premises of which he may have possession for
the purpose of executing the said work. If the contractor fails to comply with the requirement of
this clause as to removal of scaffolding, surplus materials and rubbish and dispose of the same as
he thinks fit and clean off such dirt and debris as aforesaid, the contractor shall forthwith pay the
amount of all expenses so incurred for any sum actually released by the sale thereof after
deducting the aforesaid expenses.
4.1.3.5. The Engineer shall within seven days issue the completion certificate on completion of above-
mentioned measurement and cleaning of site. The date of certificate shall be taken as date of
completion of work.
4.1.4 PAYMENTS:
Payment shall be made as per following (Income Tax/ GST/ Labour Cess shall be detected from
contractors Bill as per U.P./ Central Govt. Rules) however quoted rates must be inclusive of all
Govt. levis F.O.R. site basis.
i) 85% of the quoted price (materials) including tax and duties shall be paid on receipt of the
equipment at site .
ii) 10% of the quoted price (materials) shall be paid after satisfactory erection of the
equipments alongwith 95% of erection charges.
iii) The balance of this contract value will be released after satisfactory completion of running
& maintenance of the plant and furnishing a written guarantee by the firm for another 12
months against a faulty design, workmanship and materials.
iv) The processing of payment excluding advance payment through bank may take minimum
one month time from the date of submitting the paper/bill for which no claim shall be
admissible.
v) In case, it is not possible to install, test and run the equipments or if the installation is too
much delayed for any reason for which the supplying firm is not responsible, the next 10%
amount i.e. of item
vi) As above of the work to the extent already completed will also be released to the firm after
the expiry of 12 months from the date of receipt of the last consignment. This balance 5%
shall be released after having a written undertaking from the firm that they will be
responsible for defect liability period and workmanship and materials during the period of
running for the first twelve months of the equipments whenever it is installed. However the
contractor shall revalidate the 10% security as per revised date of completion as intimated
by the department.
4.1.4.2.1 No compensation for the alteration in or reduction of work to be carried out shall be permissible,
if at any time after the commencement of the work the U.P. Jal Nigam, shall for any reason
whatsoever not require the whole thereof as specified in this contract to be carried out, the
Engineer shall give notice in writing of the fact to the contractor and upon the receipt of such
notice in writing the works under this contract shall cease and the compensation whatsoever on
account of any profit of advantage, which he might have derived from the execution of the work
in full, but which he did not derive in consequence of the full amount of the works not having
been carried out, neither shall he have any claim for compensation by reason of any alternations
having been made in the original specifications, drawings and instructions which shall involve
any curtailment of the work as originally contemplated.
4.3 ACTION AND COMPENSATION PAYABLE IN CASE OF BAD WORK
If it shall appear to the Engineer or his authorized representative that any work has been executed
with imperfect or unskilled workmanship or with materials of any inferior description or the
material and equipment not new or that any materials or articles provided by the contractor for
the execution of the works are unsound or of inferior quality to that contracted for or otherwise
not in accordance with the contract, the contractor shall on demand in writing from the Engineer,
specifying the work, materials or the articles complained of forthwith rectify, remove and
replace, demolish and reconstruct the work so specified in whole or in part as the case may
require, or as the case may be, remove the materials, or articles so specified and provide other
proper and suitable materials or articles at his own charge and cost. In the event of his failing to
do so within a period to be specified by the Engineer, then the contractor shall be liable to pay
compensation at the rate of (1%) one percent on the amount of the estimated cost of the whole
work for every week not exceeding ten weeks while his failure to do so shall continue and in case
of any such failure, the Engineer may rectify, remove, demolish and reconstruct the works or
remove and replace with others, the materials or articles complained of, as the case may be, at
risk and expense of the contractor in all respects and such expense may be deducted from such
sum as may be due to the contractor or may become due to him and from his security deposit. A
certificate by the Engineer as to the amount of the expenses incurred shall be final and binding
upon the contractor.
4.1.4.4. SUM PAYABLE BY WAY OF COMPENSATION:
All sums payable by way of compensation under any of these conditions shall be considered as
reasonable compensation to be applied to the actual loss or damage sustained and whether or not
any damage shall have been sustained.
4.1.4.5. REVISION OF RATES:
No claim on account of revision of taxes, duties, labour and material rates, fuel, lubricants,
plants/equipments or any other reason that can influence the rates quoted shall be entertained
when the contract is operative.
4.1.4.6. BILLS TO BE SUBMITTED ON PRESCRIBED FROM:
The contractor shall submit all bills on the prescribed forms to be had on application from the
office of the Engineer. The charges in the bill shall always be entered at the rates given in the
schedule of rates hereto attached or in the case of an extra work ordered in pursuance of these
condition and not mentioned or provided for in tender at the rates hereinafter to be agreed upon.
4.1.4.7. Payments shall be made at the quoted rates as far as items included in the price schedule. In case
of items not included in the price schedule agreed/approved rates shall be applicable.
4.1.4.8. The measurement as shown in the drawings/revised drawings, duly approved for construction by
Engineer-In-Charge instruction given in this regard, shall be measured and paid. Any
measurement in excess of those shown in the drawings fully executed or otherwise shall not be
entitled for payment.
4.1.4.9. RECEIPT OF AND POWER TO ADJUST SECURITY MONEY:
The U.P. Jal Nigam has received from the contractor the sum of 10% (ten percent) of the
tendered cost the receipt of which is hereby acknowledged. This is sum together with the sum
made of the percentage described in clause 4.1.4. of this contract shall be held as security and
stipulations of this contract. The Engineer is empowered to deduct from time to time such
security money, all or sum or sums which may become due from the contractor as compensation
for the breach any or all the covenants or provisions of this contract. If not confiscated above
under the provisions of this contract the security money or such balance thereof as may be left
after paying the deduction or deductions above mentioned will be returned to the contractor 12
(twelve) months after the final certificate of the completion of the work shall have been given by
the Engineer and after the Examiner/Engineer shall have satisfied himself that all the terms of the
contractor have been faithfully carried out by the contractor.
4.1.4.10 Each tender must be accompanied with the deposit receipt of the earnest money which shall be
deposited in the shape as description for EMD in clause 2.2.1. Earnest money in other shape shall
not be accepted and tender is likely to be rejected on this account.
4.1.5 CONTRACTOR’S LIABILITY:
4.1.5.1. The work shall throughout the stipulated period of the contract be proceeded with all the due
diligence (time being agreed to be the essence of the contract) and the contractor shall pay as
compensation an amount equal to (one percent) 1% per day on contract price that the works
remain uncommented, or finished after the proper dates. Provide that always the entire
compensation to be paid under the provisions of this clause shall not exceed ten (10) percent of
the contract value.
4.1.5.2. OBSERVANCE OF LAWS, LOCAL REGULATIONS NOTICES AND ATTACHMENTS:
Contractor shall confirm to all the laws of the land, the relations and by-laws of any local
authority and or of any other or lighting companies with those whose systems the works are
proposed to be connected. He shall before making any variations the drawing or specifications
that may be necessitated for so
indicating, give to the Engineer written notice, specifying the alteration proposed to be made and
the reasons for making them and for instructions thereon. In case the contractor shall not give
such instructions within 7 days proceed with the work confirming to the provisions, regulations
or by-laws in question of any variations in the drawings or specifications so necessitated shall be
dealt with under clause 4.1.8.2. The contractor shall give all notice required by the said, acts
relations or by-laws and pay all fees in connections therewith. He shall also ensure that no
attachments are made against works related to the contract. In every case referred to this clause,
the contractor shall protect and indemnify U.P. Jal Nigam against any claim or liabilities arising
from or based on the violation of such law, ordinance, regular decree or attachment by his
employees.
4.1.5.3. Contractor liable for damage done and imperfections the contractor or his work people or
servants shall break, injure or destroy any part of a building in which they may be working or any
building, road defense, enclosure or grassland or cultivated ground continuous to the premises on
which the work or the part of it is being executed, or if any damage shall happen to the work
while in progress from any cause whatsoever or any imperfections become apparent in it within
12 (Twelve) months after the final certificate of its completion shall have been given by the
Engineer as aforesaid, contractor shall make the same good at his own expense within reasonable
time.
If the same to be made good by other workman and the expanse (of which the certificate of the
Engineer shall be final) from any sum that may be then or at any time thereafter will become due
to the contractor or from his security deposit. Such rectification shall be guaranteed for six
months from the date of completion of the said rectification, if the rectification is carried out after
six months of completion period. The security deposit if necessary shall be extended to cover up
such period.
4.1.5.4. BREACH OF CONTRACT:
In any case in which under any clause or clause of these condition the contractor, shall have
rendered himself liable to any compensations amounting to the whole of the security deposit
whether deducted in one sum or deducted by installments the Engineer on behalf of the
Department shall have power to adopt any of the following courses as he may deem just suited to
interest of Jal Nigam.
(a) To rescind the contract (of which rescission notice in writing given to the contractor under
the hand of the Engineer shall be inclusive evidence), in which case the security deposit of
the contractor together with such sum or sums due to him under the contract(s) shall stand
forfeited and be absolutely at the disposal of the department.
(b) Terminate the contract and call in another contractor or employ locally labour to dismantle
bad work if necessary (the bad work to be certified by the Engineer whose decision shall be
final) and to renew and complete the said works and pay the cost of such contractor for daily
labour and price of materials required for such dismantling, renewing and completion out of
the said security deposit or such sum or sums as may be due to the contractor under his
contract. If such cost be more then the amount made up of the security money and the sum or
sums due to the contractor under this contract, the difference between it and the sum made up
by the security money and the balance due to the contractor as aforesaid will be a debt due
from the said contractor to the Department.
In the event of either of the above courses being adopted by the Engineer, the contractor shall
have no claim to compensation for heavy loss sustained by him by reason of his having
purchased or produced any materials, or entered into any agreements or made any advances
or account of or with a view to the execution of the work for the performance of the contract.
In case the contract shall be rescind under the provision aforesaid the contractor shall not be
entitled to recover or be paid any sum for any work therefore actually performed under this
contract unless and until the Engineer shall have certified in writing the performance of such
work and the value payable in respect thereof, and he shall only be entitled to be paid the
value so certified.
4.1.5.5. NON-EXERCISE OF CONTRACTORS LIABILITY TO PAY COMPENSATION:
In any case in which any of the powers conferred upon the Engineer in clause 4.1.5.4. thereof
shall have become exercisable and the same shall have not been exercised, the non-exercise
thereof shall not constitute a waiver of any of the conditions hereof and such power shall not
withstanding earlier non-exercisable, be exercisable in the event of any future case of default by
the contractor for which by any clause or clauses hereof he is declared liable to pay compensation
amounting to the whole of his security deposit and the liability of the contractor for past and
future compensation shall remain unaffected. In the event of the Engineer putting in force either
of the powers (a) or (b) vested in him under the preceding clause, he may, if he so desires take
possession of all or any tools, plant, materials and stores in or upon the works or the site thereof
belonging to the contractor, or procured by him and intended to be used for the execution of the
work or any part thereof paying or allowing for the same in account at prevailing market rates,
such rates to be certified by the Engineer whose certificates thereof shall be final. Otherwise the
Engineer may issue notice in writing to the contractor or his other authorized agents require him
to remove such tools, plants, materials or stores from the premises (within a time to be specified
in such notice). In the amount of the contractor failing to comply with any such requisition, the
Engineer may remove them at the contractors expense or sell them by auction or private sale on
account of the contractor and at his cost and risk in all respects, and the certificate of the
Engineer as to the Expenses of any such removal, and the amount of the proceeds and expenses
of any such sale shall be final and conclusive against the contractors.
4.1.5.6. COMPENSATION TO WORKMEN:
The contractor on occurrence of accident, arising out of the work which result in serious injurious
to the person or property, shall within 24 hours of such occurrence, report to the Engineer, stating
clearly and in sufficient details the facts and circumstance of the accident and the action taken by
the contractor. In all cases the contractor shall indemnify U.P. Jal Nigam, against all losses or
damages including directly or indirectly from contractor’s failure to give notice under the
workman’s compensation Act or otherwise.
In every case in which by virtue of the provisions Jal Nigam be obliged to pay compensation to a
workman employed by the contractor or by any sub-contractor from him in the execution of the
said work, Jal Nigam, will recover from the contractor the amount of the compensation so paid.
Without prejudice to the right of Jal Nigam, Jal Nigam shall be at liberty to recover such amount
of any part thereof by deducting it either from the security deposit or his credit under clause
3.4.9. of these conditions or from any other sum due by Jal Nigam to the contractor whether
under this contract or otherwise.
4.1.5.7. Jal Nigam shall not be bound to contest any claim made against it under section 12, sub-station
(1) of the workman’s compensation Act, except on the written request of the contractor and upon
his giving to Jal Nigam might become liable in consequence of consisting the claim.
4.1.5.8. CONTRACTOR DYING, BECOMING INSOLVENT OR IMPRISONED:
(a) In the event of the death, insanity or insolvency, imprisonment of the contractor or where the
contractor being a partnership of firm becomes dissolved or a corporation goes into
liquidation, the contractor may be terminated by notice in writing posted at the site of the
works and advertised in one issue of the local newspaper and all acceptable, works shall be
paid for after recovering all the contractors dues to U.P. Jal Nigam there from at appropriate
rates to the person or person entitled to receive and give a discharge for the payment.
(b) If the contractor becomes bankrupt or has received order made against him or compound
with the creditor or being a corporation commence to be wound up not being a voluntary
winding up for the purpose only of amalgamation or reconstruction or carry on its business
under a receiver for the benefit of the creditors or any of them, the U.P. Jal Nigam, shall be
at a liberty.
(c) To give such liquidation, receiver or other person, the option of carrying out the contract
subject to his providing a guarantee for the due faithful performance of the contract upto an
amount to be determined by the U.P. Jal Nigam.
(d) To terminate the contract forthwith by notice in writing to the contractor or to the liquidator
or to any person in whom the contractor become vested and to act in the manner as provided
in the clause Breach of contract.
4.1.6 CONTRACTOR TO SUPPLY LABOUR, PLANT, LADDER, SCAFFOLDING:
4.1.6.1. The contractor shall supply at his own cost all labour, (skilled and unskilled) and all things
necessary (expect such specials things, if any, as in accordance with the specification supplied
from the Engineer’s stores) such as plants, tools appliances, implements, ladders, tackles, fuel,
oil, packing, derricks, boring tools etc. as well as all other apparatus and temporary works
requisite for the proper execution of the work together original, altered or substituted and
whether included in the specifications or other document forming part of the contract or referred
to in these conditions or not which may be necessary for the purpose of satisfying or complying,
with the requirements of the Engineer as to any matter as to which under these conditions he is
entitled to be satisfied, or which he is entitled to require, together with carriage hereto for and
from the work. The contractor shall also supply without charge the requisite number of persons
with the means and things necessary for those of setting out the works, and counting, weighing,
and consisting in the measurement and examination at any time and from time to time, of the
works done, or materials supplied by him. The contractor shall also provide at his own expenses
all necessary fencing and lights required to protect the public from accident and shall assume all
the liability for and indemnify U.P. Jal Nigam against all actions or suits arising out of or
connected neighboring owners or workman employed on the works. While carrying the works,
whether such actions are brought by members of the public, the contractor shall carry out the
works confirming to the statuary and other legal enactments applicable to them and give all
notice and pay all fees payable to local authorities and other in respect of them. The contractor
shall be responsible for the adequacy, strength and safety of all the working strutting, curbing,
bonding, brickwork, masonry, contract permanent or temporary, appliances, matters and things
furnished by him for the purpose of this contract.
4.1.6.2. MATERIALS AND PLANT OF CONTRACTOR:
All materials brought by the contractor upon the site of the works shall be deemed to be the
property of U.P. Jal Nigam and shall not on any account be removed from the site of the works
during the execution of the works and shall at all times be open to the inspection of the Engineer.
The Engineer on the completion of the works or upon the stoppage of the works as provided in
clause 4.1.4.2. of this contract shall have an option of taking over any such unused material at
prevailing market rates, with the provision that the price allowed to the contractor shall not
exceed the amount originally paid by him for the same, as he (the Engineer) shall desire upon
giving a notice in writing under his signature and within(15) fifteen days of the completion of the
works to that effect, and all materials not so taken over by the Engineer shall cease to be the
property of U.P. Jal Nigam and the contractor shall have no claim for compensation on account
of any such material as aforesaid which are not so taken over by the said Engineer unused by him
( the contractor) or for any wastage in or damage to any such materials.
4.1.6.3. FEMALE LABOUR:
The contractor will try to employ at least 20% women workers out of the total labour force to be
employed by him on equal wage basis for men and women.
4.1.6.4. EMPLOYMENT OF AN EXPERIENCED SITE ENGINEER:
The contractor shall employ a site Engineer of the rank of a Resident Engineer who is well
experienced in the type of the works, he has to handle and shall be well acquainted with all latest
Indian standards, codes of practice, local practice of construction and has good managerial
qualities, capable of handling labour force tactfully and extract good quality of workmanship and
plan execution of works efficiently. He shall be conversant with specification, construction
equipment use, testing, inspecting and supervising the works. He shall have good ability to guide
his subordinates and shall be time conscious.
4.1.6.5. The contractor shall employ work agents and such foreman as may be necessary for the
execution of the works to ensure proper and efficient control.
4.1.6.6. EXPERIENCE OF THE LABOUR FORCE:
The contractor shall employ in his pay-roll only such workers who are experienced in the trade or
job for which they have been employed. The Engineer shall have full powers to direct the
contractor to remove and engaging on work persons who do not have any experience in the trade
and whose work is not satisfactory. If in the opinion of the Engineer a person is found to be
incompetent, such person shall be replaced by an experienced one to the satisfaction of the
Engineer.
4.1.6.7. Permission in writing should be taken from the Engineer in order to work on Sundays, holidays,
nights and to work after time. No women labour should be engaged on works during night.
4.1.6.8. CONDUCT OF LABOUR:
The contractor is solely responsible for the peaceful and orderly conduct of labour in the
neighborhood of work site. The Engineer in charge shall have full powers to order the contractor
to prevent undesirable labour force from entering the work site. Further the Engineer has full
power to ask the contractor to remove from the site of works any person who misconducts at site.
4.1.6.9. LABOUR WELFARE:
Facilities for welfare of the labour shall be provided by the contractor at his own cost as per the
existing labour laws.
4.1.6.10. The contractor shall make all arrangements for supply of a drinking, bathing and washing water
to the labour, at his own expenses.
4.1.6.11. Adequate first aid and medical facilities shall be provided.
4.1.6.12. Proper, separate toilet facilities for men and women shall be provided.
4.1.6.13. Protective accessories like gumboots, gloves, goggles as found necessary, shall be provided to
the labourers.
4.1.6.14. CAUTION LIGHTS:
Contractor shall provide caution signs/lights near excavations, trenches, fencing etc. and employ
watchmen during night and off working days and hours.
4.1.6.15 SAFETY OF WORKERS:
Contractor shall ensure that all precautions are taken to avoid accidents by providing scaffolding,
platforms, etc. of adequate strengths, which can safely take the loads by properly bracing, tying
and storing as necessary. No extra costs shall be claimed for all above safety works.
4.1.6.16 The contractor shall provide at his own cost, all safety equipments to the labours, like fencing
barricades, temporary crossing, birding etc., to prevent accidental slips, falls, injuries etc.
4.1.6.17 The contractor shall make his own arrangements for conveyance of materials and labour to the
work site by making, if necessary, any temporary paths, roads, access etc. at his own cost.
4.1.7 DRAWING AND SPECIFICATIONS:
4.1.7.1. WORKS TO BE EXECUTED IN ACCORDANCE WITH THE SPECIFICATION:
The contractor shall execute the whole and every part of the work in the most substantial and
workman like manner both as regards material and otherwise in every respect in strict accordance
with the specification. The contractor shall also confirm exactly, fully and faithfully to the
drawings and instructions in writing relating to the work assigned by the Engineer.
4.1.7.2. ALTERATION IN SPECIFICATION OR DRAWINGS:
The Engineer shall have powers, to make any alteration in or any additions to, the original
specifications, drawings and instructions that may appear to him to be necessary or advisable
during the progress of the works. The contractor shall be bound to carry out of the work in
accordance with any instructions which may be given to him in writing signed by the Engineer
and such alteration shall not invalidate this contract. Any additional work, which the contractor
may be directed to do in the manner above specified, as part of the work shall be carried out by
the contractor on the same conditions in all respects on which he is awarded to do the main work.
The time for the completion of the work shall be extended if applied for by the contractor in
writing in the proportion that the additional works as to the original contract work. The certificate
of the Engineer shall be conclusive as to such extension. And if the altered works include any
class of work for which no rate is provided in this contract then such class of work shall be
corrected out at rates to be agreed upon in writing between the Engineer and the contractor prior
to the work being taken in hand.
Basis for fixing such rates shall ordinary be the current U.P. Jal Nigam schedule of rates for the
district provided, if the contractor shall commence work or incure any expenditure in regard there
to, the rates shall have been remained as before mentioned. He shall only be entitled in respect of
the work carried out or expenditure incurred prior to the date of the determination of the rates as
aforesaid according to such rate or rates as shall be fixed by the Engineer. In the event a dispute,
the decision of the Superintending Engineer shall be final.
In the additional or altered work for which no rates is entered in contract or in the U.P. Jal Nigam
schedule of the rates of the district, is ordered to be carried out before the rates are agreed upon,
then the contractor shall, within seven days of the receipt of the order, carry out such works as he
may consider advisable. However the work is to be carried out according to design, drawings and
specification recommended by the contractor and alteration above referred shall be within and
specification appended to the tender.
4.1.7.3. ACTION WHERE NO SPECIFICATION:
In the case of any class of work of which there is no mention of specification, such work shall be
carried out in accordance with the instructions and requirements of the Engineer.
4.1.7.4. DEVIATIONS FROM DRAWINGS AND SPECIFICATIONS:
Deviations or changes shall not be made by the contractor himself without the prior approval of
the Engineer, from the dimension, sizes, material or workmanship, specifications of works shown
in the drawings, specifications, instructions issued on same by the Engineer or his authorized
representatives. All the sizes shall be executed strictly according to the drawings, and
specifications using best quality of raw and finished materials, best workmanship to the complete
satisfaction of the Engineer.
4.7.1.5. COPIES OF SUPPLY ORDERS AND OTHER LITERATURE OF ARTICLES
PRODUCED FROM THE TRADE:
Copies of supply orders and other literature of articles procured in the trade shall be furnished to
the Engineer. The technical literature, dimensional and material specifications, guarantees of
materials procured from the trade along with operation, maintenance and installation manuals
also should be submitted to Engineer in triplicate.
4.1.7.6 DRAWINGS AND SCHEDULES:
Drawings showing workshop fabrications etc. shall be submitted in advance and approval shall
be obtained before commencement of orders from the Engineer or his authorized representatives.
However, the approval shall not resolve the contractor from the responsibility of the performance
of the plant.
4.1.7.7 WORKMANSHIP:
Civil, electrical, and mechanical works included in the tender shall be properly coordinated so
that work is completed in time in a complete manner, and handed over in a perfect workmanship
manner in good working condition and to the complete satisfaction of the Engineer.
4.1.7.8. ENGINEER’S RIGHTS IN CASE OF USE OF INFERIOR MATERIALS,
WORKMANSHIP AND PLANT:
Engineer during the course of execution of the work shall have absolute powers hereunder to
order the following in writing from time to time regarding the quality of the work.
ü The discontinuance of the use of inferior quality of materials which do not confirm to the
specifications and removal of the rejected material from the site of works forthwith.
ü Stoppage of improper, inferior and unsuitable plant used for construction, stoppage of inferior
workman-ship, improper construction methods, etc.
The re-execution of dismantled/rejected work(s) using fresh materials, labour, plant according to
the specification laid down in the contract shall be started by the contractor. In case the
contractor fails to execute the orders, the Engineer shall have powers to get the defective work
rectified/re-constructed/replaced by another agency and all the expenses on account of same shall
be charged to the contractor and shall be recovered from payments due to him or from payments
to become due to him.
4.1.7.9. SETTING OUT OF WORKS:
The contractor is responsible for setting out the works as indicated in the drawings and
instructions given in this regard and to obtain the approval of the same from the Engineer or his
authorized representative before commencing the works. The contractor shall provide, free of
cost, all facilities like labour, instruments, etc. and all cooperation to the Engineer to check all
dimensions, alignment level etc. This shall however not dissolve the contractor of his own
responsibility of maintaining the accuracy of work.
4.1.8. INSPECTION, TESTING AND MISCELLANEOUS:
4.1.8.1. ACCESS TO THE WORK:
The Engineer in charge or his authorized representative and consultants of the Engineer shall be
provided with all facilities to access to the site of works, fabrication shops, stores of materials,
labour camps, testing shops and other premises connected with the execution of works in any
way all time, for inspection, supervision, examination of all related works.
4.1.8.2. GUARANTEES:
Not withstanding the detailed drawings supplied and specifications given in the tender, the
contractor can not claim any relief from his responsibility towards the performance of
mechanical and electrical equipment and the whole functioning of the works for which it is
intended. The contractor is deemed to posses the above knowledge absolutely, before tendering
without any ambiguities or doubts which, if any, may be got clarified from the Engineer and then
only submit his tender.
4.1.8.3. POWER AND WATER REQUIRED FOR CONSTRUCTION/TESTING:
Contractor shall make their own arrangements for power and water required for execution and
testing of works at their own cost and the rates quoted shall be deemed to include all such
expenditure. The above required for testing shall also be the contractor’s responsibility. If
possible, water and power shall be supplied only at one point by the department for which the
amount will be recovered at the prevailing rates.
4.1.8.4. DEWATERING AND EXTRA WORK IN FOUNDATIONS:
Dewatering of foundation, trenches etc. shall not be paid extra over and above the rates quoted
and the rates quoted shall be deemed to be inclusive of the above items of work. Shoring and
strutting work required for excavation, excavation in difficult conditions of soil shall not be paid
extra except in case to be paid as indicated on the bill of quantities.
4.1.8.5. EXISTING UTILITY SERVICES:
The contractor at his own cost shall protect the existing electric telephone, water supply and
sewerage utilities if met with during excavations by properly supporting the same by slinging or
otherwise as required at site, without allowing for any disruption in any services. If any damage
is caused to the above said public utility services or any other property, the contractor shall be
responsible to make good the damages at his own cost to the entire satisfaction of the concerned
owner of such public utility service or private property.
4.1.8.6. AS BUILT DRAWINGS:
On completion of the works, before issuing of the completion certificate by the Engineer, the
contractor shall submit 3 sets of drawings and maintenance manual of each equipment supplied
and installed. One set will be blue Prints of drawings, one set shall be original and the other
remaining shall on reproduction paper.
4.1.8.7. SITE CLEARANCE:
No extra money will be payable to the contractor for removal of stubs, debris, rubbish, moulds of
earth or any such unevenness in their ground levels before commencement of the works.
Similarly, he will remove from site above said materials and spoil such surplus materials as
directed by the Engineer and leave the site in a condition that is acceptable to the Engineer as far
as cleanliness of work site is concerned without any additional payment. His rates shall be
deemed to include all expenditure.
4.1.8.8. Except with prior permission in writing of the Engineer, the contractor shall not divert his plant
labour, materials to any other work. In granting such permission the Engineer may impose any
conditions as may be found necessary to ensure that no delays or interruption are caused in
execution of the works under the contract. The contractor shall not be entitled to any
compensation resulting from such delays. Granting such permission shall not resolve the
contractor from the responsibility of completing the works as per time schedule specified in the
contract.
4.1.8.9. MAKING AVAILABLE DRAWINGS AND DOCUMENTS AT SITE:
One set of drawings and all other documents relating to the works under contract shall be kept in
the site office and made readily available for discussion, examination of the Engineer or his
representatives.
4.1.8.10 WORKS TO BE OPEN TO INSPECTION:
All works under or in course of execution or executed in pursuance to this contract shall at all
times be open to the inspection of the Engineer and his authorized representative. The contractor
shall at times during the usual working hours and at all other once of which reasonable notice of
the intention of the Engineer or his authorized representatives to visit the works shall have given
to the contractor, either himself be present to receive instruction or have a responsible agent
present for that purpose. Orders given to the contractor’s agent shall be considered to have the
same force as they have been given to the contractor himself. Verbal orders shall not be
considered as binding on either party until they are confirmed in writing and signed by the
Engineer.
4.1.8.11 NOTICE TO BE GIVEN WORK IS COVERED UP:
The contractor shall give not less than five days in advance notice in writing to the Engineer, or
his duly authorized representatives of the work before covering up, or otherwise going beyond
the reach of measurement any work, in order that same may be measured, and correct dimensions
thereof be taken before the same is so covered up of placed beyond the reach the measurement
any work without the consent in writing of the Engineer or his duly authorized representative if
any work shall be covered up or placed beyond the reach of measurement without such notice
having been given or consent detained, the same shall be uncovered at the contractors expanses.
In default thereof no payments or allowance shall be made for such work or the materials with
which the same was executed.
4.1.8.12. WORKS TO BE UNDER DIRECTION OF ENGINEER:
All works to be executed under the contract shall be executed under the direction and subject to
the approval in all respect of Engineer who shall be entitled to direct at point or points and in
what manner they are to be commenced from time to time.
4.1.8.13 DECISION OF THE CHIEF ENGINEER:
Except where otherwise specified on this contract, the decision of the Chief Engineer for the time
being shall be final conclusive and binding on parties to the contract upon all questions relating
to the meaning of the specifications drawings and instructions therein before mentioned and to
the quality of workmanship and materials used on the work or as to any other question, claim,
might matter of things, whatsoever in any way arising out of or relating to the contract drawings,
specifications, estimates, instructions, orders or these conditions or otherwise concerning the
works or the execution or failure, to execute the same, whether arising during the progress of the
work or after the completion or the sooner determination thereof of the contract.
4.1.8.14 INSPECTION AND TEST AT MANUFACTURER’S PREMISES (SHOP TEST)----------------- N.A.
Pump set may be liable to inspection and testing before dispatch at the manufacturers premises of
workshop to see that they confirm with the specifications. The relevant test certificate shall
accompany the supply. Some of the equipment may have to be tested when installed in position
as may be deemed necessary or required by the Engineer or his representatives, who reserves the
right to be present in all testing, whether conducted at the manufacturer’s workshop and or at site.
For plant commissioning, test and trial runs, schedules suggested and agreed upon by the
Engineer shall be followed. “However it will be solely the discretion of department. If equipment
was not tested at works if has to be tested in field as per schedule “G”
4.1.8.15 INSPECTION AND TEST:
The following inspection procedures and tests are required by the purchaser:
a) Routine test shall be carried out on standard equipment provided the prototypes of this equipment
have been type tested successfully earlier and the reports have been submitted during call for
inspection of each equipment. Otherwise equipment shall be inspected and shop testing and at
site on plant and equipment shall be carried out as per National International or specific
standards.
b) Electrical items may also be tested as per Indian Electrically Rules and Act.
c) Functional and acceptance test of the assembled equipments shall be carried out after the plant is
made ready for operation.
d) Where recognized standard does not exist for any equipment, the Bidder shall indicate the tests to
be carried out on the same. The supplier shall conduct test as per the test procedure agreed
mutually between the purchaser and the supplier.
4.1.8.16 The purchaser, at his option shall arrange for inspection of the equipment during manufacture and
before dispatch at suppliers/his sub-suppliers work by themselves or by their agency/ies. The
supplier shall give the
purchaser clear 15 days notice for arranging inspection. Inspection notice shall include reference of
approved drawings, suppliers, un priced copy of the order for the equipment on the manufacturer,
type test certificate as applicable, name and address of contact person among other information. If
the equipment is not ready when the purchaser’s representative arrives at supplier of the sub-
suppliers works, supplier shall have to bear the full cost of subsequent visits of the purchaser
representatives. Supplier shall show purchaser representatives, the original material bought-out
items and furnish photocopies of the same for purchaser records. Purchaser may waive inspection,
if he so desires, in which case tests certificates are to be submitted for his approval before
requesting for dispatch clearance.
4.1.8.17 Test certificates shall confirm that the materials confirm to the relevant Indian specifications/BIS,
or equivalent standard.
4.1.8.18 Six sets of test certificates are to be sent to the relevant Executive/Department of purchaser by the
supplier while requesting for issue of dispatch instructions.
4.1.8.19 Nothing in the clause 3.12. shall in any way relieve the supplier from any warranty, other
obligations under the contract.
4.1.8.20 ERECTION STAFF:
The contractor shall provide at least one approved senior English or Hindi speaking working
erector to supervise the erection of the plant in the contract and to act the contractor’s
representative.
The contractor shall also provide sufficient Erectors skilled in mechanical, electrical and
instrumental Engineering, with such skilled, semiskilled, and unskilled labour as are necessary to
ensure completion of the various sections of the contract in the time required. The contractor
shall not remove any supervisory staff or labour from site without prior approval of the
Engineer’s representatives.
4.1.8.21 TEST ON COMPLETION AT SITE:
The contractor shall carry out the final tests on all equipments as mentioned in respective
specification if any. The contractor shall also carry out all other tests required either by himself
and/or the Engineer to complete the plant etc. to supply systems and delivery of all works,
instrument interring metering systems and all of the plant over the reading of operating
conditions. The contractor shall maintain on the log book in English/Hindi of all test carried and
will handover certified copy of the same to the Engineer at the time of completion of the works.
4.1.8.23 COMMISSIONING AND TESTING INCLUDING TRAIL RUN FOR ONE MONTHS:
1. The contractor should make every effort to co-ordinate with all contractor works so that section of
the work which are substantially completed to a state where erection can commence, to suit the
programme.
2. The contractor shall be responsible for setting all the plant and equipments as required.
3. After erection of any item of plant and its associated equipment has been completed, it shall be
offered to the Engineer’s representative for inspection prior to commissioning the item. The
Engineer or his representative may require the test on completion to be conducted according to
the availability of power etc. and also to the state of readiness of other items of plant essential to
the commissioning of the work. Until such items as the equipment of material installed and
erected under the contract is finally accepted by the Engineer in keeping with the terms and
conditions of this contract and associated specifications, the responsibility for proper testing,
efficient operation of the same shall be that of the contractor. Prior to start up, the contractor shall
be required to service the equipment and during start up render assistance as may be necessary or
required for the Engineer.
4. The manufacturer’s recommendations for installation of the same shall be strictly adhered to and
any defects developing due to faulty installation and/or erection during startup or during a period
of one year from the date of final acceptance shall be rectified, remedied or made good by the
contractor at his own expense.
5. The contractor shall check all items of electrical plant for correct phasing and insulation
resistance. Motors and control equipments shall be dried out and checks to the insulation
resistance shall be carried out at regular intervals. After installation the programme for the period
of commissioning and tests shall be finalized.
6. Commissioning shall commence after all plant has been inspected to the satisfaction of the
Engineer’s representative. At the commissioning of the plant, the same shall be put into operation
under manual control and subsequently any automatic control; equipment shall be completed,
tested and brought into operation. During commissioning, the contractor shall supply all labour to
supervise, operate, keep in operation, adjust, test, service, repair and to do all things necessary to
keep the plant running. This shall include for the provision of such labour on 24 hours a day basis
during the testing periods and for such other period of continuous operation as the Engineer’s
representatives may consider necessary.
7. The commissioning of all plant shall be completed during the commissioning and trial run
period. The tendering contractor note that the commissioning period may be extended by the
Engineer, if this proves necessary.
8. The contractor will bear necessary expenditure for commissioning and trial run period. During
the commissioning representative who shall be a qualified Engineer and who shall instruct the
Engineer’s staff on all aspects of the operating procedure.
9. This period shall start after the issue of final inspection certificate. During the period of
commissioning and trial run, the contractor shall at his own cost run the plant for all the 24 hours
day and supply the labour, plant, and all consumable and all routine maintenance and renovation
of the works.
a) Provide a scheme of training to the Jal Nigam operators during trial run.
b) Instruct the Jal Nigam Operators in the maintenance and renovation of the works.
c) Advise on the operation of the works.
d) Carry out maintenance repair of defects immediately.
4.1.8.24 TAKING OVER THE PLANT:
Following final inspection and when the Engineer is satisfied that the entire works have been
completely constructed, erected, tested, commissioned and maintained for 1 month all in
completed operationable and reliable order, and only when all specified test certificates, spare
parts and manuals are supplied and the appropriate documents and manuals are supplied, the
Engineer will issue a taking over certificate. Until such certificate is issued, the contractor shall
be responsible for making good any damage occasioned to the plant, however, caused.
4.1.8.25 FACILITIES TO BE PROVIDED BY THE CONTRACTOR:
1) The contractor will make his own arrangement for all his communication needs such as
telephone; telex etc. at his office and his residential area. Owner will assist the contractor in
getting the above facilities, in case of difficulties.
2) The areas where equipment might drip oil and cause damage to the floor surface, a suitable
protective cover of a flame resistance, oil proof sheet shall be provided to protect the floor from
such damage.
4.1.8.26 CONSTRUCTION/MANAGEMENT
This is the essence of the contractor and the contractor shall be responsible for performance of
his works in accordance with the specified construction schedule. If at any time the contractor is
falling behind the schedule he shall take necessary action to make good for such delays by
increasing his work force or by working over time. The contractor shall not be allowed any extra
compensation for such action.
4.1.8.27 CONTRACTOR’S CO-OPERATION WITH THE OWNER:
In case where the performance of the erection work by the contractor affects the operation of the
system facilities of the owner, such erection work of the contractor shall be scheduled to be
performance only in the manner stipulated by the purchaser and the same shall be acceptable at
all these to the contractor. The purchaser may impose such restrictions on the facilities provided
to the contractor such as electrically, water etc. as he may think it in the interest of the owner and
the contractor shall strictly adhere to such restrictions and co-operate with the purchaser. It will
be the responsibility of the contractor to provide all necessary temporary instrumentation and
other measuring devices required during start up and operation of the equipment system which
are erected by him. The contractor shall also be responsible for flushing and initial filling of all
the oil and lubricants required for the equipment furnished and erected by him so as to make such
equipment ready for operation. The contractor shall be responsible for satisfactory operation of
the equipment.
4.1.8.28 The vendor attention is invited to the specific clause, about delay hold up due to other agencies
work affecting time to erection, testing, commissioning.
4.1.8.29 CO-OPERATION WITH OTHER CONTRACTORS AND CONSULTING PURCHASER:
The contractor shall agree to co-operate with the owner’s other contractors and consulting
purchasers and freely exchange with them such technical information as is necessary to obtain
the most efficient and economical design and to avoid unnecessary duplication of efforts. The
contractor shall attend design coordination meetings at his own cost when ever required.
2- FIELD OFFICE RECORDS:
The contractor shall maintain at his site office upto date copies of all drawings, specifications and
other contact documents and any supplementary data complete with all latest revisions thereto.
4.1.8.30 DESIGN CO-ORDINATION:
The contractor shall be responsible for the selection and design of appropriate equipments to
provide the best coordinated performance of the entire system. All the rotating components shall
be so selected that the natural frequency of the complete unit is not critical or close to the
operating range of this unit.
4.1.8.31 QUALITY ASSURANCE PROGRAMME:
To ensure that the equipments and services under the scope of this contract whether
manufactured or performed within the contractors works or at his sub-contractors premises or at
the owner’s site or at any other place of work are in accordance with the specifications. The
contractor shall adopt suitable quality assurance programme to control such activities at all point
necessary. Such programme shall be outlined by the contractor and shall be finally accepted by
the purchaser after discussions before the award of contract, and such agreed programme shall
form a part of the contract.
4.1.8.32 DEFECTS IN WORKS OF OTHER CONTRACTORS:
The purchaser shall be notified promptly by the contractor of any defects in the other contractor’s
work that could affect the contractors work.
The purchaser shall determined the corrective measures if any, required to rectify this situation
after inspection of the works and such decisions by the purchaser shall be binding on the
contractor.
4.1.8.33 UNFAVOURABLE WORKING CONDITIONS:
The contractor shall confine all the field operations to those works which can be performed
without subjecting the equipment and materials to adverse effects, during inclement weather
conditions, like monsoon, storms, etc. and during other unfavorable construction conditions will
in no way relieve the contractor of his responsibility to perform the works as per the schedule.
4.1.8.34 PROTECTIVE GUARDS:
Suitable guards shall be provided for protection of personal on all exposed rotating and/or
moving machine parts.
4.1.8.35 PROGRAMME OF WORKS:
As soon as the letter of indent is issued to the contractor, he will submit to the Engineer his
programme to complete the works by the time indicated in the contract, in the form of a bar chart
for review of the Engineer and make suggested modifications before his approval of the same.
The approved bar chart shall be diligently and strictly followed with a view to complete, the
works as per schedule. The programme of work shall be reviewed from time to time by the
Engineer and he may modify the same depending upon the exigencies of the work and stage of
the works.
4.1.8.36 INSURANCE:
The contractor, shall unless otherwise specified by the purchaser, insure the plant and shall keep
it insured against destruction or damage by fire, earthquake, flood storm under exposure to the
weather or through riot , civil emotion, war or materials until the plant is taken over.
The insurance for the equipment shall cover the risks towards handling transit, storage at site,
re-transporting upto the place of erection, testing and commissioning of the equipment at site.
The contractor shall take the policy in the name of the consignee of the department. The
insurance policy then will be assigned to the contractor for further operation. The insurance shall
be full and shall cover any loss or damage in accordance with what is said above. The damage
materials will be set right or replaced by the contractor, free of cost. The claims arising out of the
composite insurance policy shall be dealt with or handled by the contractor at his own cost after
receipt of preliminary damage/loss intimation given by the Engineer.
4.1.8.37 PATENTS, RIGHTS ETC.:
The contractor shall fully indemnity the purchaser against all actions, suits, claims demands,
costs, charges and expenses arising from, or incurred by reason from any infringement for any
letters, patent designs, trademark or name, copyright or other protected rights in respect of any
machine of using, fixing, working or arrangement used or fixed or supplied by the contractor but
his indemnity shall not extend or apply to any action, suit, claim demand cost charges or
expenses arising from or incurred by reason of the use of the works or any part thereof otherwise
than in the manner or for a purpose contemplated by the contract. All royalties and other similar
payments which may have to be paid for the use of any such machine, plant, work, material
thing, system or method as aforesaid (whether payable in one sum or by installments or
otherwise) shall be covered by the contract price and payable by the contractor.
In the event of any claim or demand being made or action or suit through against the purchaser in
respect of any such matter or matters as aforesaid the contractor shall be duly notified thereof,
and he shall conduct all negotiations for the settlement of such claims or demands and such
action or suit shall also be conducted by him, if and as far as the owner shall think proper, to the
supervision and control of the owner through the officer duly authorized in his behalf.
4.1.8.3 OTHER CONTRACTORS:
When two or more contractors are engaged on work in the same vicinity, they shall work
together in a spirit of cooperation and accommodation. The contractor shall not take or cause to
be taken any steps or actions that may cause disruptions, discontent or disturbance to the works,
labour and other arrangements of other contract in neighboring and the project localities. In case
of any difficulty among the contractors, the Engineer shall direct the manner in which each
contractor shall conduct his work so for as it affect others.
4.1.8.39 DISCREPANCIES AND ADJUSTMENT OF ERRORS:
The several documents forming the contract are to be taken as mutually explanatory of one
another, detailed drawings being followed in preference to small scale drawings and the figured
dimensions in preference to scale.
If there are varying or conflicting provisions made in any document forming provisions made in
any document forming part of the contractor the accepting officer i.e. the Superintending
Engineer shall be the sole deciding authority with regard to the intension of the document and his
decision in this respect shall be final and binding.
Any error in description in the bill of quantities of any omission therefore shall not vitiate the
contract or release the contractor from the execution of the whole or any parts of the drawings
and specifications or from any of obligation under the contract.
If there are discrepancies found in the tender documents and the same have not been clarified
before submission of the tender, the interpretation or clarification given by the Engineer is final
and conclusive.
4.1.9 Any disputes or differences whatsoever will shall at any time in between the parties hereto touching
or concerning the works under the execution or maintenance thereof or this contract or the
construction, execution or maintenance thereof or the construction meaning operation or effect
thereof, or to the rights and liabilities of the parties or arising out of or in relation thereto whether
before or after determination, for closure or breach of the contract (other than those in respect of
which, the decision of any person is by the contract expressed to be final and binding) shall after
written notice by either party to the contract to the other of them specify the nature of such dispute
and difference and call for the point or points at issue to be referred to the arbitration.
ARBITRATION SHALL BE EFFECTED:
By an arbitrator agreed upon by the parties or failing agreement upon such an arbitrator.
By an Arbitrator appointed by the President of the Institute of Engineers (India) or failing such
appointment.
By an arbitrator appointed by the Chief Engineer, U.P. Jal Nigam or failing such appointment.
By an arbitrator appointed in accordance, with the provisions of the Indian arbitration act, which
law governs the contract.
The arbitrator so appointed shall be a person presently connected with the organization for which
and by which the work is executed.
Premises to arbitration shall be a deemed to be a submission to arbitration within the meaning of
the Indian arbitration act, which law governs the contract.
If the arbitrator so appointed is unable or unwilling to act or resigns his appointment or vacates
his office due to any reason whatsoever another sole arbitrator shall be appointed as aforesaid.
Work under the contract shall, if reasonably be possible, true during the arbitration proceeding
and no payment due or payable to the contractor for other works than under arbitration will be
withheld on account of such proceeding.
Arbitration shall be deemed to have entered on the reference on date he issues notice to both the
parties fixing the date of first hearing.
Arbitration may, from time to time with the consent of the parties, enlarge the time for making
and publishing the award.
Arbitrator shall give a separate award in respect of each difference referred to him.
Place of arbitration shall be within the limits of Ghaziabad.
Fees, if any, of the arbitrator shall, if required to be paid are the award is made and published, be
paid half and half by both of the parties. The cost of the reference and of the award including the
fees, if any, of the arbitrator shall be in the discretion of the arbitrator who may direct to and by
whom and in the manner, such cost or any part thereof be paid and may fix or title the amount of
cost to be paid.
Any disputes in the matter of the contract are subject to jurisdiction of appropriate court at
Ghaziabad.

WATER SUPPLY SCHEME UNDER Q.P.V. DISTT–BULANDSHAHAR.
SCOPE OF WORK
AND
GENERAL TECHNICAL SPECIFICATIONS & CONDITIONS
CONTRACT INCLUDES AS FOLLOWING:
1. SUBMERSIBLE PUMP SET:
Submersible pumping set suitable for 300/350mm dia or 200/150mm dia T/W Bore fitted with
dynamically balance bronze or SS impellers mounted on a stainless steel pump shaft with shaft
protection sleeves having stage bowls of closed grained cast iron. The pump will be fitted with built
in non-return valve and shall be suitable for direct coupling to the squirrel cage electric induction,
water cooled type submersible motor suitable to operate on 400 ± 10% V, 3 phase, 50 cycles/sec.
A.C. Power Supply and 2900 rpm (nominal) speed and capable to give a discharge and head as is
mentioned in NIT. Other specifications shall be as per following:
1.1.1 PUMP SET:
1.1.2 A Standard hydrostatic test on all pressure containing parts shall be made at 1.5 times the maximum
discharge pressure.
1.1.3 The bowls shall be equipped with replaceable casing bearing.
1.1.4 The bowl assembly shall bear a name plate preferably embossed information as per following:
a) Name of the manufacturer or trade mark.
b) Serial number of the pump set.
c) Pump type.
d) Number of stages.
e) Total head.
f) Shut off head.
g) Capacity.
Note: Shut off head must be above 25% of the total head required.
1.1.5 The impeller shall be of enclosed type equipped with seal rings on their hubs. Seal rings shall be
provided either with impeller or in the bowl.
1.1.6 The pump shaft shall be guided by bearing provided in each bowl of above and below the impeller
shaft assembly. The shaft without sleeves shall have a surface finish 0.75 micron Ra Max.
1.1.7 The opening in the suction case for the entrance of water shall be of proper size and shape to avoid
eddy currents.
1.1.8 The suction case shall be fitted with a strainer made of corrosion resistant material.
1.1.9 Suitable sand guard shall be provided just above the suction case bearing to prevent the entry of
foreign matter into the suction case.
1.1.10 Non return valve shall be provided above the pump discharge case.
1.2 SUBMERSIBLE MOTOR:
1.2.1 The submersible motor shall be squirrel cage induction motor.
1.2.2 The winding of motor shall be wet type.
1.2.3 The motor shall be suitable for operation voltages and frequency confirming to IS 585-1962 (revised)
“Voltages and frequency for A.C. transmission and distribution system”
1.2.4 The earthing of the motor shall comply with IS: 3043-1966 code of practice for earthing.
1.2.5 The Thrust bearing shall be of adequate size to withstand the weight of all rotating parts as well as
the imposed hydraulic thrust. These shall be lubricated suitably.
1.2.6 The Motor winding and nearing bushes of the rotor shaft shall be cooled/lubricated by pure water
filled in the motor before erecting the pump set.
1.2.7 The motor shall be protected by means of cable glands, rubber seals etc. from ingress of tubewell
water, sand and other foreign matter.
1.2.8 The thrust bearing housing shall be provided with a drain plug to empty the pure water filled into the
thrust bearing housing/Motor.
1.2.9 The rotor shaft in copper strip shall be provided with shaft protecting sleeves having a surface finish
of 0.75 micron Ra max.
1.2.10 The Motor shall be provided with a breathing attachment like bellows, diaphragm etc. to compensate
the Volumetric variations due to change in temperature.
1.2.11 The motor shall be made of corrosion resistant materials or suitably treated materials to resist
corrosion.
1.2.12 The motor shall have a name plate preferably embossed on body of motor giving the following
information :
a) Induction Motor;
b) Name of Manufacturer;
c) Manufacturer’s number and frame reference;
d) Type of duty;
e) Frequency in Hz;
f) Number of Phases;
g) Rated output in HP/KW;
h) Rated voltage and winding connections;
i) Current in amperes at rated output.
j) Speed in RPM at rated output.
1.3 DATA OF PUMP SET:
These shall be furnished in the following manner: s
a) Model of motor.
b) Model of pump.
c) Discharge in LPM.
d) Total head.
e) Nett effective head.
f) Number of stages.
g) Pump outlet size in mm.
h) O.D. of pump in mm.
h) MOC of each and every component of the pump set.
i) Speed of pump set.
j) Method of starting.
The performance details as per enclosed schedule ‘E’ are to be submitted as per enclosed sheet
separately.
1.5 TESTING OF PLANT:
The contractor shall do preliminary testing at manufacture’s works which Shall be witnessed by
department and at site and through testing of the plant during the course of erection and when it is
completed as specified and for official testing of the same in accordance with schedule ‘E’. The
electric motor and pump may be type tested at the manufacturer’s works. Pump sets will be tested at
manufacturer works or at site of the SICT as per schedule ‘E’ uploaded by the contractor and as per
IS:8034. Other material/accessories will be checked as per relevant ISS. Test certificate of the pump
set concluded at works of the manufacturer is obligatory to be furnished with characteristic curve
stipulating the discharge, head or pump efficiency etc that it could ensure duties of the pump set is
well suited to need of the pumping system.
1.5.1 TEST DUTIES AND EFFICIENCIES:
The contractor shall state in the tables attached with tender documents the efficiencies and duties of
the pumping plants when working at specified conditions of the pumping and the guaranteed
performance in K.W. hour input per water horse power output under various conditions of working.
The guaranteed performances are also to be specified under following conditions i.e. variation in
head discharge and power consumption in the following cases:
a) When available voltage decreases from 415 volts to 380 volts or increases from 415 volts to 440
volts.
b) When there is fluctuation of ±3% in the frequency of the AC power supply from 50 C/S.
c) When there is above change in voltage and frequency of the AC power supply simultaneously.
The official tests shall be conducted in two stages. Preliminary tests may be conducted at the
manufacturer’s works. The final tests shall be conducted at site. Pumps shall be run so as to
obtain the range of heads specified in the performance tables by means of throttling or opening
valves of the pumping mains and tests results will be compared with those guaranteed by
averaging the units consumption per water horse power hour.
Ø The guaranteed figures stated above shall be subjected to no tolerance and the average results
shall be obtained during official test of plant. If the results lack average guaranteed figures the
contractor shall forfeit followings ascertained damages relating to each set installed.
Ø If BOT unit (KWI) per WHP, the consumption is above the average guaranteed figure under the
specified Q and H, the liquidated damages will be recovered as the capitalized cost of the Extra
Energy Consumption during the useful life span 15 years of the pumping set. The liquidated
damages shall be calculated as below :-
Cost of extra power consumption
to be recovered shall be equal to =Cost of extra power per annum × capitalization
factor for 15 years at an interest rate of 9%.
Ø No damage will however, be recovered if the consumption is less than 0.05 BOT units per WHP
above the guaranteed.
Ø If on testing the discharge of pumps is found to be within the permissible limit of ±4% then the
pumping plant will be accepted without imposing any penalty. If discharge is less by 5% to 10% then
pro rate deduction @ 1% of the cost of pump and motor for less percentage of discharge shall be
made and further if the discharge is less than 10%, plant will be rejected.
Ø It may be noted carefully that no privilege shall be given to any offer for evaluation purposes
considering the efficiency of the pump and Motor. Better efficiency pump and motor however shall
be preferred. For evaluation purposes the maximum efficiency of pump and motor shall be
considered as 72% & 84% respectively but these will be tested on the efficiency quoted by the firm
in schedule-E of their tender
The pump efficiency offered below the efficiency quoted shall be considered for evaluation as
follows:
(i) Electric charges shall be based on 16 hours of operation per day for 15 years at the prevailing
rate of Electric Charges and interest of the rates of 9% per annum for cumulative cost
difference in 15 years. day.
(ii) All future costs of yearly power consumption will be capitalized to present value at
capitalization factor @ 9% interest.
Ø The tenderers shall have to consider the condition of pumps being run at shut off head under the
pump duty variation condition as narrated above. The tenderer should ensure selection of pumps
considering shut off head at least 25% more than the duty head. However the motor should be
selected as per tender specification and scope of work defined. The possibilities of change of duty
point of each pump in parallel operation cannot be ruled out under such condition tenderer should
select the pump carefully. Penalty for delay in supply and installation-0.25% per day of the total
tendered cost subject to a maximum of 10%.
2. SWITCH GEAR MATERIAL:
Complete switch gear with all equipment, accessories shall be supplied and erected by the contractor
with the provision for connecting to the 415 +6%, 10%-v, 3 phase 50 Hz A.C. supply system at
tubewell pump house. Under the item construction features as follow: Rating of the switch gear shall
be as per Data sheet.
2.1 CONSTRUCTIONAL FEATURES
2.1.1 The control panel shall be completely metal enclosed and shall be dust, moisture and vermin proof.
The enclosures shall provide a degree of protection not less than IP-54 in accordance with IS:2147.
2.1.2 Panels shall be wall mounting type and shall comprise rigid welded selected, smooth finished, hot
rolled sheet steel of thickness not less than 3 mm for front and rear portions and 2.5 mm for sides
top and bottom portions. There shall be sufficient reinforcement to ensure a plain surface to limit
vibration and to provide rigidity during installation and when panel put in service.
2.1.3 The control panel shall be assembled on channel/angle base plates with anti-vibration mountings.
The vertical panel shall be wall mounting type with removable covers at front. All bolts, nuts, and
screw etc., appearing on panel shall be so arranged as to present a neat appearance. Lifting hooks
shall be provided such that no openings are left when hooks are removed. All hooks, bolts and nuts
exposed to external atmosphere shall be chromium plated or zinc plated.
2.1.4 Operating handles of the doors shall have locking arrangement. There shall be no sharp door covers
to avoid injury to personnel.
2.1.5 The switch gear panel shall be provided with hinged door on the front and removable access cover
on the front. The door of the panels shall be gasketed all around with neoprene gaskets. Ventilating
covers if provided shall have screens, fittings and due collecting devices. The screens shall be made
or either brass or G.I. wire mesh if required.
2.1.6 Design, material selection and workmanship shall be such as to result in neat appearance inside and
outside with no welds and reverts apparent from outside, will all exterior surfaces free and smooth.
2.1.7 Switch Gear Panel shall be suitable for wall mounting control cubicles as specified in data sheets in
the form of metal channels property drilled shall be furnished along with anchor bolts and necessary
hardware for mounting the panels. These shall be dispatched in advance so that they may be installed
and leveled.
2.1.8 Switch gear panel shall be liberally sized so as to provide spacious layout of equipment and devices
with sufficient working space in between.
2.1.9 The maximum and minimum height of the operating equipment on the panel shall be 2100mm and
900mm respectively from the floor level. If the panel height is small then it should be mounted on
separate support so that the operating height of the equipment comes within the above limit. The
proper supporting arrangement shall be provided by the tenderer.
The following features are also required:-
(i) MCCB, bus bar, instrumentation and protection equipment and cables shall be inbuilt within
cubical panel.
(ii) The panels shall be so constructed that failure of one equipment does not effect that adjacent
units. Suitable vent shall be provided to release gas pressure developed due to short circuits
or any burn.
(iv) Bus bar connections, joints and taps shall be silver plated; connections shall be as short as
possible.
(v) Each cubical shall be provided with HRC fuse and plug sockets.
(vi) Wiring for instrumentation, protection relay and lead indicating lamps in each switch gear
panel shall be grasped and brought out to easily accessible terminals for external connections.
Note: Switch gear control panel shall be provided built within Automatic star delta starter as a single
unit.
2.2 MOTOR STARTER APPLICABLE AS PER ACTUAL REQUIREMENT:
The tenderer are required to quote different type of starters as per details given below:
It is a binding effect as per statuary rules of U.P. Jal Nigam that motor starting of different HP’s shall
be as per provision of electricity rules for squirrel cage induction motor at power supply 415V ±6%,
50 C/S, 03 phase AC supply
1 For motor up to 05 HP Direct online starter
2 ü For motor of 05 HP upto 40 HP Star delta starter
3 For motor above 40 HP Auto transformer starting starter
2.2.1 DIRECT ONLINE STARTER IN BUILT CONTROL PANEL:
Motor starter contactors shall be of the electro magnate type, rated for uninterrupted duty as defined
in IS 2959 unless otherwise specified by the Engineer in charge. Contact shall be of double break, no
gravity type each contact shall be provided with 02 NO and NC auxiliary contacts. Insulation class
of operating coil shall be class ‘F’ or better. It shall be equipped with as follow:
1 No. four Pole MCCB complete of LT/LK/English electric / C& S / Havells/ Crompton Greaves
make of suitable capacity.
a) 1 No. A.E. make 96 mm2 dial volt meter 0-500 volts.
b) 1 No. KAYCEE make 3 way selector switch for volt meter.
c) 1 No. A.E. make 96 mm2 Ampere meter adequate to cover thrice the full load current along with 03
Nos. C.T. & selector switch.
d) 1 No. Minilec make single phasing preventor.
e) Under voltage/ over voltage relay digital operated 415V
f) CTs with over current relays digital operated.
g) AC-3 type Electro magnet contactor 03 Nos. 03 pole with auxiliaries contacts corresponding to
withstand rating the FLC of induction motor while running.
h) 1 No. NGEF/VOLTAS/TIBCON with ISI mark capacitor of required KVA to improve PF upto 0.95
(in general ¼ of the HP in KVAr.
i) 3 Nos. reputed make indicating LED lamps of Red, Yellow & Blue Colour for power supply
indication and other 02 for motor ON & OFF.
j) 3 Nos. reputed make instrument HRC fuses 6 amp. suitable capacity.
k) 2 Nos. reputed make on & off push button 5 ampere. each.
l) 2 Nos. Danger plants (caution boards) & Medical treatment charts as per ISS.
m) Rubber matting 1No 12mmx1mx2m
n) Cutout board with 03 Nos power switch fuse / Kit-Kat complete with neutral link duly grouted.
2.2.3 THERMAL OVERLOAD RELAYS 01 No. APPLICABLE FOR DOL STARTER AND STAR
DELTA STARTER, UNLESS OTHERWISE SPECIFIED BY ENGINEER IN CHARGE:
Thermal overload relays 03 pole type shall be hand reset. The hand reset device and ‘STOP’ push
button of starter shall be separate from each other. Starter shall be complete with three element
positive acting, ambient temperature compensated, time lagged thermal overload relay with
adjustable setting. Overload reset push button shall be brought out on front of door cover. Overload
relays shall be provided with 02 NO / and NC auxiliary contact.
2.2.4 CT OPERATED RESIN CAST MAGNETIC OVERLOAD RELAY 01 No. APPLICABLE or
DIGITAL OVER CURRENT RELAY:
CT operated resin cast thermal over current relay or Electro Magnetic overload relays with CTs 03
pole type shall be hand reset. It can be managed with the combination of thermal time lagged relays
with CT operated magnetic overload relays. Adjustment of both time setting & current setting shall
be provided with easily accessible. Over current relays with CTs shall be procured with switch gear
panel in built Star delta starter separately or cumulatively. Over current relay shall be mounted
within switch gear panel. Over current range shall be suitable to HP of the motor at full load and over
load as per Data sheet.
2.2.5 SINGLE PHASING PREVENTER:
Single phasing preventer relay shall be provided with current operated type. The relay shall not
operate for supply unbalance; of 5%, but shall positively operate for unbalance more than 5%. The
relay shall operate in the event of single phase fuse blowing even though motor emf in the concerned
phase is order of the 85%. After sensing a single phasing, the delay shall operate with a time delay of
02 or 03 seconds. The relay shall not operate for 03 phase power supply failure. The relay shall be
hand reset of push button. Resetting shall be instantaneous and independent of the adjusted time
delay in the tripping of the unit. Visual indication for the relay shall be provided such as for 03 Nos.
Pots at input for power supply, 02 Nos pots for auxiliary supply and 03 Nos pots for common, NO
and NC.
The relay shall be suitable for application to protect reversible and non reversible motors. The relay
operation shall be independent of HP rating and RPM of the motor. The relay shall be of fail-safe
type and shall operate to trip the motor when the relay internal wiring is accidently open circuit.
Reference voltage for the supply shall be available even when supply has lost one phase.
ü 2.2.6 AUTOMATIC STAR-DELTA STARTER IN BUILT CONTROL PANEL:
Automatic star-delta starters shall comprise three sets of contacts one for line, one for point and one
of the delta, and a timer relay (preferably electronic) to automatically change over the connections
from star to delta.
Star delta contactors shall be electrically inter locked to permit starting of the motor in the proper
sequence, namely, star contactors closing, line contactor closing, timer energized, timer contact, de-
energizing the star to contactors and delta-contactors closing. c. Star delta starters shall be suitable
for AC-3 utilization category as specified in IS 1822. Relay overload range ………A to …. A.
Rating of the main contact, delta contact and star contact shall be as per Data sheet for recommended
rating of switch material enclosed. CTs operated over current relay is preferred to thermal over load
relay just because configurable adjustable tripping in millisecond. There must be MCB quantity in 02
Noss, 03 pole, 10 KA each for R.Y.B. phase and remaining for control and auxiliary. 05 Nos
indicating lamps, 03 for R.Y. phase and remaining for motor running and tripping and CT operated
ampere meter analog with ASS and volt meter with VSS.
Note : Auxiliary relay operating on 415V is preferred to 230V.
2.2.7` ELECTRO MAGNET TYPE CONTACTS:
The motor starter contactor shall be of the electromagnet type, rated for uninterrupted duty as defined
in IS 2959, class applicable is I or II unless otherwise specified by the Engineer in charge, class I is
up to 30 operations per hour and class II is up to 150 operations per hours. It shall be decided by the
Engineer in charge as per site conditions after the award of contract.
Contactors shall be of double break, non gravity type. Each contact shall be provided with 02 NO, 02
NC auxiliary contact. Insulation class of opening coil shall be E or better. Uninterrupted duty draws
the inference that duty in which main contacts remain closed without interruption while carrying a
steady current for a period of more than 08 hrs. This type of duty is taken care by a de-rating factor
as the accumulation of dirt and oxides have adverse affect on the performance of the contactor. It is
closed by an electromagnet. It opens under the action of gravity or spring when the coil is
de-energized. The principal component of magnetic contactor are as below:
1. Magnetic frame.
2. Magnetic or holding coil.
3. Moving armature which is attracted by the electromagnet frame and moving armature are of
laminated steel in the AC contactor for preferred rating 415V±6% for the main circuit.
4. Stationary contacts.
5. Moving contacts and spring mounted on the armature frame.
6. Are chute or arc snuffers for extinguishing the arc.
7. Flexible shunts for electrical connection to the moving contacts.
8. Auxiliary or inter locking contacts.
There shall be the circuits associated with electromagnet. The main circuit and the control circuit.
The contacts shall be copper alloy silver coated to the main contacts in addition to the main contacts.
There are auxiliary & arcing contacts close Ist, then the auxiliary contacts and last of all the main
contacts while opening. The order of operation is reverse, arcing contacts prevents the concentration
of arc on small area and results in increased life for the main contacts and arc boxes. The arcing
contacts are replaced with when they are too worn to make contact ahead of main contacts.
2.2.8 CAPACITORS:
Motor shall be provided with separate capacitors to correct the power factor of the machines to 0.9
lagging or close to upf. The capacitor shall be of scaled unit pattern comprising paper, foil or plastic,
impregnated with oil or synthetic electrolyte. Capacitors shall comprising assemble of units mounted
on frame with suitable trucking, screening, interconnections or shall be housed in ventilated sheet
steel, enclosures. If either cases capacitors shall be complete with all necessary interconnections,
discharge devices, protective fuses and terminals for the connections of a 3 core supply cable. A
removable un-drilled cable gland shall be provided. Its rating shall be in the range of 1/3 to 1/4
KVAr of HP of the motor unless otherwise specified by the Engineer in charge to improve power
factor 0.9 lagging.
2.3 SUBMERSIBLE CABLE FOR PUMPING PLANTS:
Conforming to IS 694:1990 Tested at 1100 V, PVC flat submersible cable for pumping plant shall be
in three core working as power cable suitable for voltage and current rating of the motor at inrush
current of the motor starting. The size of conductor close section of the cable shall be in copper only
sufficient enough to withstand rigors of motor starting or short circuit fault taking in to account the
type of starters used for starting the motor. The cable shall be laid down from control panel/ starter to
the pump sets and therefore, length of cable should be sufficient considering the loops of suitable
length at certain points in the route of cabling. Cable joint with motor shall be done with IP-68 water
sheath in order to make water type joint as prescribe in IER. The cable must be checked for
continuity of the jointing and no. of copper stands and its gauge must be conforming to IS or
manufacturer’s code of practice failing which, cable shall be rejected.
Note: The entire length of the cable must be adequately enough to connect pump set and panel,
starter etc. and margin in loop shall be given to recover the need of future. It will have to be extended
by the contractor in the event of length of cable fall short in course of SICT. Size of the submersible
cable 1x3x…..sq. mm around 35 mtr. long.
2.3.1 CABLE ENTRY:
The panels shall have provisions of cable entry from bottom. The removable cable gland plate shall
be provided to make entry dust tight and vermin proof.
The panels shall have provisions inside for fixing the multicore cable glands. The cable glands
support plate shall be 4 mm thick.
Cable entries to the panel shall be from the bottom unless otherwise specified. When called for,
necessary number of cable glands of sizes to suit purchaser's internal cables to the panels shall be
supplied. Cable glands shall be screwed type and made of brass.
2.4 MOUNTING:
2.4.1 All equipment in front of panel shall be of flush mounting type.
2.4.2 All equipment shall be so mounted that the removal and replacement may be accomplished
individually without interruption of services to others.
2.4.3 All equipment inside the panel shall be so located that their terminals and adjustments are readily
accessible for inspection or maintenance.
2.4.4 No equipment shall be mounted on the doors without prior approval Engineer in charge.
2.4.5 Wherever applicable Auxiliary bus bars for AC and P.T. circuits and other common service shall be
provided near the top of the panels running through the entire length of the panels, shall be suitably
insulated and along their run.
2.4.6 Fuses and links shall be provided for isolation of individual circuit from bus wires/bars without
disturbing other circuits.
2.4.7 Wherever practicable, wiring shall be accommodated on the sides of the panel. Sharp bends shall be
avoided.
2.4.8 Wiring shall be neatly bunched in groups by non-metallic cleats or bands. Each shall adequately
supported along its run to prevent sagging and strain on the termination.
2.4.9 Wire termination shall be made with solder less compression type of tinned copper lugs which grip
the conductor and insulation. Insulated sleeves shall be provided at all the wire terminations. Wire
shall not be spliced between terminal points.
2.4.10 Tenderer shall be solely responsible for the completeness and correctness of the internal wiring and
for the proper functioning of the connection equipment.
2.5 WIRING:
Panel shall be supplied completely wired indicating to equipment devices and terminal blocks and
relays for external cable connections at the terminal blocks all the internal wiring shall be furnished
by contacts / MCB/ MCCB. Panel wiring shall be securely supported neatly arranged readily
accessible and connected to equipment’s terminals and terminal blocks. Spare contact of auxiliary
relays and switches shall be wired upto the terminal blocks and wiring shall be carried out with 650
volts grade PVC. Insulated single core, standard copper conductor shall be 1.5mm for potential
circuit and 2.5mm for current and control circuit. The minimum number of strands per conductor
shall be three, flexible wires shall be used for wiring devices mounted on moving parts as swing
panel door. Auxiliary bus bars fo AC supply shall be provided inside the panel near the top of the
panel running through the entire width of panel to accommodate 03 Nos rings CTs for
instrumentation/ protection- fuses and links shall be provided for isolation of individual circuit from
bus bars without disturbing other circuits. Wherever practicable wiring shall be accommodated on
the sides of panel. Wiring shall be neatly bunched in groups by not Metallic cleats or bands, each
shall be adequately supported along its running to prevent sagging and strain on the termination.
Wiring termination shall be made with solderless compression type of tind copper lugs which grips
the conductor and insulation. Insulation sleeve shall be provided at all the wire terminations. Wire
shall not be spliced between terminal points. Each wire shall be identified by both ends by plastic
ferrules with wire designation in accordance with wiring diagram fitted inside the panel.
2.6 Instruments:
2.6.1 Indicating Instruments
(a) All electrical indicating instruments shall be circular 270° scale, 96 mm square electro-
magnate coil instruments suitable for semi-flush mounting with only flange projecting on
vertical panels.
(b) Instrument dials shall be white with black numerals and lettering knife edge painters and
parallex feedials shall be preferred.
(c) Instrument shall conform to IS:1248 and shall have an accuracy class of 2.0 or better.
(d) The number of digits provided shall be adequate to cover 1000 hours of operation.
(e) Current coils of meters shall have a continuous over load capacity of 200% for both accuracy
as well as thermal limits. Also the coil shall withstand at least 10 times rated current for 0.5
seconds without loss of accuracy.
2.7 RELAYS :
2.7.1 All relays shall conform to IS:3231 or equivalent. They shall be suitable for semi-flush mounting
with only flanges projecting on the front with connections from the rear.
2.7.2 Relays shall be rectangular in shape and shall have dust tight, transparent covers removable from the
front.
2.7.3 All protective relays shall be in drawout cases with built in test facilities. Test block and switches
shall be located just below each relay for testing unless otherwise specified. All auxiliary relay and
timers shall be supplied in non-draw-out cases.
2.7.4 All relays shall be suitable for operation at 50 Hz, 415V, A.C. voltage operated relays and current
operated relays shall be suitable for operation. A.C. auxiliary relays and timers shall be designed for
the A.C. voltage and shall operate satisfactorily between 70% and 110% of rated voltage. Voltage
operated relays shall have adequate thermal capacity for continuous operation.
2.7.5 All protective relays shall be provided with atleast two pair of potential free output contacts. Relays
case shall have adequate number of terminals for making potential free connections, to the relay coils
and spare contacts. Paralleling of contacts if any shall be done at the terminals on the casing of the
relay.
2.7.6 All protective relays shall be provided with externally hand reset positive action operation indicator.
2.7.7 Timers shall be electromagnetic or thermal of latest improved type only. Short time delays in
millisecond may be obtained by shading with copper lugs on auxiliary relays. This shall not affect
the continuous rating of the relays.
2.7.8 All relays shall be self next type unless otherwise specified.
2.7.9 Each relay shall have provision for easy isolation of trip circuit for the purpose of testing and
maintenance.
2.7.10 All relays shall with stand a test as per relevant I.S.IO. code and standard.
2.7.11 Auxiliary seal in units provided on the protective relay shall be shunt reinforcement type.
2.8 CONTROL SWITCHES:
Control and instrument switches shall be rotary type suitable for semi flush mounting with access to
connection from the back by the removal of the cover. It should not be possible to close the switch
gear / MCCB with the door of it is when open and it should be possible to open the door of it only
when the switch is in the off position. Mechanical position indicator on/off shall be provided.
MCCB shall be provided with facility for locking the panel with visible indication to show that panel
is in operation.
Neutral link shall be disconnected type. All connection shall be preferably be done with spring
washers and accessible for inspection.
2.9 MOULDED CASE CIRCUIT BREAKER –MCCB
MCCB should automatically isolate the electrical circuit under sustained overloads or short circuits.
The constructional features shall be as per details given below:
Operating mechanism shall be quick make, quick break and trip free, independent of manual
operation contacts. Housing shall be made of resistance insulating material having all parts of it
enclosed in moulded housing. Terminal should be accessible for external connections.
Magnetic thermal release should have three bimetals given thermal overload protection and
electromagnetic for short circuit protection. All releases should operate on common trip bar so that
all the phases gate disconnected even when faults occur on only one of them. Silver alloy contacts
should have long electric life. The mechanism should be so designed that they should be no arcing on
the current carrying part of the contact system. There should be strong wipe action of the contact
system for keeping the contacts surface clear of site films. It terminal should have large sufficient
dimension to accept links or cable lugs. Adjacent phase terminals should be separate by insulating
various with adequate clearances. Terminal configuration should permit straight through cabling.
2.9.1 BUS BARS:
03 Nos. Bus bars of adequate preferably 1.0 amp. for aluminium and 1.6 for copper Per squire mm at
inrush current of motor starting shall be located in air insulated encloser. Direct or accidental contact
should not be possible with bus bars and primary connections. Bus bars shall be silver / tinned faced.
Spring washer shall be provided to ensure good contacts. In case aluminum connection are required,
suitable bimetallic connections or all bus bars joints shall be silver faced.
Bus bar shall be adequately supported on cast resin insulators to withstand dynamic stresses due to
short circuit. The bus bars support insulator shall conform to IS 2544. Bus bar shall be insulated with
external PVC sleeves or other insulating material. The PVC used shall be of high temperature grade,
50-0 and shall possess good die electric properties- high tensile strength and good finish. The joints
shall be covered with insulating tap’s covering able to withstand temperature 85 degree size of bus
bars shall be selected making them suitable to withstand high large current for 30 second.
Note: Miniature circuit breaker (MCB) is denied in place of MCCB MCB is meant for lighting
purpose whereas isolator switch is forbidden.

3.1 M.S. COLUMN PIPE:
3.1.1 This shall be 150/100/80MM dia 7.1/5.4/4.8MM thick 3M long threaded and welded double flanged
M.S. column pipe.
3.1.2 The flange shall be made up of 16/12/12MM thick M.S. flat respectively for 150/100/80MM sizes.

5. PRESSURE AND DEPTH GAUGE:
The contractor shall provide a pressure gauge of 100mm dia suitable to read the delivery head of
water in ‘Meters head of water’ and one pneumatic type of depth gauge which should be capable to
read the depth of water in Meters directly. The make of gauges shall be Feibig or H-Guru.
5.2 AIR LINE:
The contractor shall provide GI/Fibre Airline of 6mm dia or PVC nylone 12mm is preferred
alternatively in required length to lower below the floor of pump house. The air line pipes should be
ERW type and confirming to ‘C’ class specification of IS:239 (part-I) i.e. having thickness of 2.65
mm duly threaded and sockets of heavy type.
5.2.1 ACCESSORIES AND SPECIALS:
I. Both the gauges are to be mounted on a common teakwood board with white sun mica top of
suitable size on wall at a height of 1.5 meters from the floor of pump house and to be connected
with air line.
II. The pressure gauge is to be supplied with control cock of brass.
III. The depth gauge is to be supplied with following accessories.
(a) 1 No. foot operated air pump of reputed make and strong flexible piping.
(b) Schrader valve, M.S. Tee, Coupler, elbows etc. of suitable sizes for fixing in the air
line.
NOTE:- The contractor has to supply all M.S. Clamps etc. to be grouted in the wall for fixing
airlines to the gauges in proper way and parallel to each other and other required fittings for proper
installation.
6. TOOLS:
This shall be a set of tools comprising of following items:

7. LIFTING TACKLE:
This shall be 1.0 Tone capacity (tested at 1.5 tone) 4.5 mtr. lift INDEF/MORRIS make spur-gear
chain pulley block.
The chain pulley block shall be operated on the lower flange of the bridge girder and load chain shall
be of alloy steel as per IS 2429 part-II. It shall be heat treated to give the ductility and toughness it
shall be welded construction with a factor of safety not less than 5. The lifting hook shall be forged
steel, he treated alloy or carbon steel. It shall be of single hook type provide with standard depress
type safety latch. Hook shall be conforming to IS 3815. The brake for the lifting gear shall be screw
and friction disc type and shall offer no resistance during hoisting. Overload test at 150% of raises
load for chain pulley block and trolley, overload test of 125% of rated load and defection test with
100% of rated load. Test certificate of the manufacturer has to be submitted by the contractor.
8. POWER WIRING AND EARTHING
PVC insulated 3.5 core round aluminum power cable of required size, 1100 V grade confirming to IS
1554 part I heavy duty voltage grade 230V to 1100V accessible to earthing shall be supplied to
connect UPPCL energy meter and 02 meter leads shall be left in spare for making connections. The
size of cable shall be adequate to bear the brunt of in rush current at 45 degree ambient temperature.
It shall also include 12mm thick sunmica top board size of board 3 x 1.5 and 4 Nos porcelien
cutout of required capacity duly grouted on the wall is of paramount importance as per IER.
8.1 EARTHING:
Double plate earthings of the entire electrical system shall be carried out and connected to permanent
earthing plates buried in ground and surrounded with coke salt upto adequate depth where earth is
encountered. It shall be consisting of the following:
ii) GI Earth plates of 600 X 600 X 6 mm size as per latest relevant ISS/IER.
iii) GI water pipes of required length and 40mm dia. As per latest relevant ISS/IER.
iv) Aluminium Earth strip of adequate size as per relevant ISS/IER and in required quantities to
cover complete installation in double run. The strip shall be without kinks and without any
joints.
v) Necessary quantities of lugs and clamps etc. for proper earthing.
vi) Necessary quantities of salt and coal shall be supplied at the time of erection.
vii) Earth chamber CI box 300 X 300 mm as per ISS/IER.
NOTE:
i) The digging of pits for earthing and construction of suitable size earth chambers shall be done
by
the tenderer.
ii) The whole of the above work of power wiring and earthing shall be carried out to the entire
satisfaction of Engineer Incharge and subject to the approval of UPPCL and also be
accordance with IER and other Govt. regulations prescribed/amended upto date.
iii) The power wiring shall be done properly on MS clamps to be grouted on the wall. The
submersible cable/copper lead will run through MS conduits on wall and floor through entire
route.
8.1.2 TESTING OF EARTHING SYSTEM
8.1.3 Purchaser may ask to carry-out earth continuity tests earth resistance measurements and other
tests in presence of Engineer in charge which in his opinion are necessary to prove that the
system is in accordance with design and specifications. Contractor shall bear cost of all such
tests.
8.1.4` EARTHING SYSTEM (APPLICABLE AS PER ACTUAL REQUIREMENT)
8.1.5 Sizes and number of earth leads for earthing various items and other technical particulars
shall be as specified.
8.1.6 Earthing conductors are shown diagrammatically. Exact location of earthing conductors,
earth electrodes and test pits, and earthing connections may be changed to suit the site
conditions.
8.1.7 Earthing conductors in the building, running parallel to walls and columns shall not be less
than 1500 mm away from the wall/column.
8.1.8 Suitable earth risers shall be provided if the equipment is not available while carrying out
earthing connection.
8.1.9 Wherever earthing conductor passes through walls, galvanized iron sleeves shall be provided
for the passage of earthing conductor. Water stop sleeves shall be provided, wherever
earthing conductor enters the building from outside.
8.1.10 Wherever the conductors are to be buried, contractor shall coordinate with other civil
contractors to ensure that the conductors are installed before concreting.
8.1.11 All connections shall be of low resistance. Contact resistance shall be minimum.
8.1.12 Steel conductors, above ground level shall be galvanized. All conductors shall be free from
any defect. Earthing conductors shall not run in direct contact with control and other cables.
Single core cable amounting shall be earthed at one end. The cable trays shall be earthed to
main grid at least at two points and every 25 mt interval.
9. PAINTING:
All sheet metal work shall be phosphated in accordance with the following procedure and in
accordance with I.S. Code of Practice for Phosphating Iron and Steel after application of the primer,
two coats of finishing synthetic enamel paint shall be applied, each coat followed by stoking. The
colour of the finishing coat shall be as per purchaer approval. Finished painted appearance of panels
shall present an aesthetically pleasing appearance free from dents and un-even surface. A small
quantity of finishing paint shall be supplied for minor touching up required at site after the
installation of panels. Main piping & valves and what’s not, existing within pump house are also
covered.
10. ERECTION:
The contractor shall undertake complete installation of the pumping plant along with associated
works such as switch gear, power wiring & earthing, main piping and valves, pressure & depth
guage with air line and other things of the same types whatsoever, are required for proper completion
of the installation, commission & testing in the presence of at least one approved senior English or
Hindi speaking working erector to supervise the erection of the plant in the capacity of contractor
representative. The contractor shall also provide sufficient Erectors skilled and good at mechanical,
electrical and instrumental Engineering, such skilled, semiskilled, and unskilled laborer are necessary
to ensure completion of the various sections of the installation works well in time. The contractor
shall not remove any supervisory staff or laborer from site without prior approval of the Engineer’s
representatives. Installation work also make necessary petty civil works such as cutting of wall and
brick work/ concrete work dismantling and repairing with restoration works satisfaction of the
Engineer in charge including watch and ward of the pumping plant until the commissioning and
handing over proceedings are complete. Such works are to be completed without making the claim
of extra payment.
11. TESTING:
The contractor shall carry out the final tests on the pumping plant to ensure power consumption is as
per schedule “E” furnished and all requirements as mentioned in respective specification if any. The
contractor shall also carry out all other tests required either by himself and/or the Engineer to
complete the plant etc. to supply systems and delivery of all works. The contractor shall maintain on
the log book in English/Hindi of all test carried out and will handover certified copy of the same to
the Engineer at the time of completion of the works.
12. COMMISSIONING & TRIAL RUN :
After being intimated by the office, contractor will commission the pumping plant within 10 days
time and just after that trial run will be taken up and started. During the trial run, the contractor shall
depute his skilled staff for trial run for one month (As and when required and as per availability of
Power Supply) during this period except for Power, all consumables shall be provided by the
contractor free of cost including watch & ward of pumping plant.

(Purpose)
SICT of pumping plants is to be done at Tubewells constructed for drinking water
supply scheme created under Narau water supply scheme under Q.P.V. Distt.
Bulandshahar.
Bidder prior to starting the work should have comprehensible approach to complete
the work with his own arrangement for the T&P and other accessories required for
successful completion of the work. It is presumed that bidders have visited and
examined the site conditions to cope with the difficulties / obstructions likely to be
arisen while completing the work. it is also presumed that rates quoted by the bidders
have sufficient margin to overcome the cost of unforeseen expenses and running
errands in course of the work completion. The rates in schedule ‘G’ will be inclusive
of such expenses having no counts to asked for extra payment or compensation and
therefore, no claim for any compensation in any shape arisen out of such difficulties
shall be entertained.
Time is the essence of this contract. No request for extension of time will be
entertained unless the Engineer finds the delay is not due to procrastination or
ignorance on the part of the contractor.

Any deviation or speculation in terms of discharge (Q)- head (H) & efficiency of pump and motor is
observed that may be treated as ineligibility for qualifying the tender, liable to be turned down.

(Completion Period)
Period for completion of the work as specified shall be taken up by the
bidders or their representatives under the guidance of the site in charge which
shall be carried out to the satisfaction of the site in charge in terms of quantity &
quality of the work and therefore, onus lies on the bidder to carry out the work
under the guidance and control of site in charge. However, it shall not cease to
responsibility until the defect liability period is expired.
