Amendments to Medical Council of
India Regulations
MCI Regulations have been amended to rationalize
the existing norms:
Land Requirement.
Bed strength and bed occupancy norms.
Staff and Infrastructure requirements.
Eligibility for establishment of colleges –
Corporate Sector permitted.
Current maximum cap of 150 MBBS seats has
been raised to 200-250.
Amendments to Medical Council of
India Regulations
 Teaching Norms for PG and Superspeciality
courses.
 Recognition of foreign degree and their teaching
experience.
 Incentivization of rural posting of doctors –
 50% reservation in PG diploma seats for in-
service doctors serving in difficult areas
 10 % weightage in PG entrance exam for every
year of service rendered in rural areas upto a
maximum of 30% in 3 years.

Increase of seats in Post Graduate Medical
Courses

• Post Graduate Medical Education Regulations, 2000


have been amended recently wherein the teacher
student ratio has been revised from 1:1 to 1:2
enabling the medical colleges to have increased
seats in Post Graduate Medical Courses.
• State Governments were requested to instruct the
Government medical colleges in their States to
send necessary information in the prescribed
format for increase of PG seats.
Increase of seats in Post Graduate Medical Courses

• The information received from 64 medical colleges


across 14 States/U.Ts has been considered and
recommended by the Medical Council of India(MCI).
Approximately 1100 seats in various postgraduate
courses have been approved.
• Ministry of Health and Family Welfare has reminded
14 States to send the information in respect of 55
Medical Colleges.
• Medical Education Secretaries are requested to send
this information on priority both to the Ministry and
MCI by 22nd January, 2010.
Scheme for strengthening and up-gradation
of State Government Medical Colleges
The scheme is for strengthening/upgradation of State
Government medical colleges by way of one time grant
under a new Centrally Sponsored Scheme (CSS) during
the XI Five Year Plan amounting to Rs. 1350 crore for
starting PG courses/ increasing seats in PG courses with
funding pattern of 75% by Central Government and 25%
by State Government.
The objective of the present scheme is to meet the
shortage of faculty in pre and para clinical disciplines
which is bottleneck for starting new medical colleges and
to ensure that specialists with requisite clinical disciplines
are available at PHCs/CHCs/District level to ensure service
guarantee under NRHM.

Scheme for strengthening and upgradation
of State Government Medical Colleges
• Amount earmarked for the scheme during the XIth
Plan – Rs. 1,350 crore.
• Funds will be disbursed directly to the Head of the
Institute in two instalments. State Governments will
undertake to refund the funds if the stipulated
increase in PG seats/starting PG disciplines do not
fructify within the prescribed period.
• Proposals have been received from
65 Government Medical Colleges in 18 States.
Issues
• A Technical committee would be visiting
shortly for on the spot assessment of the
proposals submitted by the Colleges.

• States/Medical Colleges are required to start


the preparatory work
Setting up of National Council for Human
Resources in Health (NCHRH)
To reform the current regulatory framework and enhanced the
supply of skilled personnel in the Health sector, the Central
Government has proposed to set up a National Council for Human
Resources in Health (NCHRH) as an overarching regulatory body.
A task force under the chairmanship of Union Health Secretary
submitted the report on 31st July, 2009 along with a draft bill.
The draft bill has been sent to State Governments for their
comments and suggestions. Only nine States/UTs (Andhra
Pradesh, Assam, Delhi, Uttar Pradesh, Gujarat, Rajasthan,
Andaman & Nicobar Islands, Dadra & Nagar Haveli, and Delhi)
have furnished their comments.
The remaining states may expedite the comments latest by 31st
January, 2010.
Private Medical/Dental Educational Institutions (Regulation of
Admission & Fee) Draft Bill
 In the absence of Central Legislation currently admissions
and fees in medical/dental institutions are guided by the
Judgment of the Supreme Court.
 As per judgement dated 14.8.2003 in Islamic Academy of
Education vs State of Karnataka, State Governments are
required to constitute two Committees – one to regulate
fees and other for admissions – under the chairmanship
of retired High Court Judge.
 Central Government has circulated a Draft Bill for
comments of the States/U.Ts.
 Comments have been received only from State of
Maharashtra.
 Remaining States are requested to send their comments
by 31st January, 2010.
Introduction of New 3½ years Bachelor in
Rural Medicine and Surgery (BRMS)
course.
Concept paper has been circulated to all the Medical
Education Secretaries today.
Medical Council of India is organizing a two days
workshop in New Delhi on 4- 5 February, 2010 to discuss
and debate on the issue.
Vice chancellor, Principal, Dean, Director of Medical
Education and Secretary (Medical Education ) from all the
states would be invited to this workshop.
Secretary (Medical Education ) from all the states are
requested to ensure participation in this very important
workshop.

II. COMPONENT - UPGRADATION OF SCHOOL OF
NURSING INTO COLLEGES OF NURSING
• Government sector has only 50 nursing colleges in the country.
There is a need to have more colleges.
• With this schemes schools of nursing attached to about 100
Govt. medical colleges can be upgraded into college of nursing.
• During the plan period 25 schools of nursing would be upgraded
to colleges with a grant of Rs. 6 crores for each institution.
• 18 institution have been provided grant of Rs. 1.5 crore each. As
per the revised scheme thery would receive remaining Rs. 4.5
crores. States are advised to submit proposal along with Ucs. (AP,
Bihar, Chandigarh, Chhattisgarh, Karnataka, Kerala, MP, TN, UP, J&K, Mizoram,
Nagaland, Orissa, Maharastra, WB and Goa)
