INTRODUCTION
People do interact with technology in many ways with the use of desktop
applications, internet browsers, handheld computers, cellphones, and others.
Interactions initiated in the cyber world are increasing and becoming richer. Examples
range from a location-aware system telling a smartphone user about a sale item’s
availability at a nearby store to advanced processing of sensor data and crowd
intelligence to recommend a road rerouting or to act on behalf of a human.
2
Most ICT contents are rich in multimedia contents like texts, graphics, audio,
video, and animations. There are also interactive media on digital computer -based
systems which respond to the user’s actions by presenting content such as text, moving
image, animation, video, audio, and video games.
Interactive media is a method of communication in which the output from the
media comes from the input of the users.
USES OF MULTIMEDIA
● Business – PowerPoint presentation, that uses all kinds of media, can effectively
convey information to clients, superiors, co-workers, owners, and the general
public. Multimedia is also important in advertising and selling products and
services as well as in training employees.
3
● Medicine – Multimedia is very important in medicine to train future doctors and
medical practitioners, for example in micro and virtual surgery. Multimedia can
also simulate the effects of viruses and diseases to the human body to clearly
find and develop ways of preventing them
4
✔ A webcast is a media presentation distributed over the Internet using
streaming media technology to distribute a single content source to many
simultaneous listeners/viewers, distributed live or on demand.
✔ Vodcasting is the same principle as Podcasting with the addition of video.

ICT AS A PLATFORM FOR CHANGE
ICT is a tool, medium and force in bringing about action and mobilizing change
in a population, society or culture. It is the fastest way to spread, share, and access
information anywhere in the world.
“Advocacy in democracy is about getting what you want out of the government.
In a democracy, which is a collection of voices, it is everyone’s job to use their voice to
remind the government about what people want.” – Matthew Kaplan
2. EDSA Dos
- This is also known as the 2001 EDSA Revolution, happened during January
17 to 21, 2001. It was fueled after 11 prosecutors of then Pres. Joseph
Estrada walked out of the impeachment trial. As a result, the crowd in EDSA
grew over the course of a few days through text brigades. Like the first People
Power Revolution, EDSA Dos would have not been successful without the text
brigades.
11
3. Million People March
- This is a series of protests that mainly took place in Luneta Park from August
22 to 26, 2013. There were also several demonstrations that happened
around key cities in the Philippines and some locations overseas. It was to
condemn the misuse of the Priority Development Assistance Fund (PDAF).
Though dubbed as the Million People March, the number of total attendees
was only around 400,000. Despite that it was still considered a success and
clearly demonstrated how powerful social media campaigns are. The
organizers and promoters of the Million People March used Facebook and
Change.org as their mediums.
-
4. Yolanda People Finder
- Recent storms in Philippine history gave birth to the People finder database
powered by Google. During typhoon Yolanda, the People Finder was a vital
tool for people across the globe to track the situation of their relatives. This
proved to be successful and is now adapted by more organizations to help
people track relatives during calamities.

Social Media has the potential to effect social change. Every person must have

activity, but likewise accepting and practicing framework, as defined by T. H> Marshall’s
online citizenship traditions.
1. Liberalism – a political philosophy founded on the ideas of liberty and equality
2. Republicanism – ideology of being a citizen and the people are the sovereign
power.
3. Ascriptive Hierarchy – no one person or organization is in control over the
internet.
Internet access in the Philippines began in August 1986 when the first Philippine
based public-access BBS (Bulletin board System) went online operated by Dan Angeles
and Ed Castaneda. Since then, it has grown with the innovations and changes. Today
according to AGB Nielsen Philippines and data from www.InternetLiveStats.com, there
are around 44,500,000 internet users in the Philippines or 43.5 % percent of the
population. This percentage is higher than the ASEA region which has an average of
38%. This shows that more and more Filipinos have internet access, majority of which
have access to social media with a significant percentage of consumers purchasing
online.
Paying taxes, getting a passport and many government processes are now
available on the Internet. Digital citizens have the advantage of being able to avail
themselves of these convenient services. However, there are non-digital citizens who
may not be in a position to avail of these internet services, leading to their social isolation
and economic stagnation. This gap between digital citizens and non-digital citizens is
called the Digital Divide. This poses a challenge to the government and to the society
for computer access equality for everyone.
3. Digital Communication – has changed the way we relate and communicate with
one another. Before the internet, communicating to people from faraway places
14
was limited and slow. Today, it is easier, faster and cheaper to ge t in touch with
anyone around the world and beyond.
4.
5. Digital Literacy – deals with the learning and then sharing or teaching about
the technology available online. As a tool, the digital realm has a lot of possibilities
that will help in the learning process of students and their ability to access
needed information in their research and study. Digital technology is changing
so fast, and options are overwhelming. Digital citizens must be able to learn and
properly select appropriate applications for their continuous learning process.
7. Digital Law – deals with the laws and ethics in society. Various countries have
formulated laws that govern how digital citizens should act.
8. Digital Rights & Responsibilities – is the right to privacy and speech protection
in the digital world. However, policing and implementing these rights are still a
challenge. Digital citizens must understand the responsibilities that come with
these rights, to respect other rights and how to use the technology in the proper
way.
9. Digital Health & Wellness – The dangers of using the computer and the Internet
have manifested and have caused suffering to digital citizens. Physical stress due
to digital use can cause eye irritations, bodily pain, carpal tunnel syndrome,
hearing difficulty and many physical manifestations caused by long and repetitive
computer use.
10. Digital Security (self-protection) – the dangers of identity and information theft
hacking of computers for information, and many threats caused by other digital
citizens are very real. Digital citizens must protect themselves by creating difficult
passwords, installing virus protection, back up data, and many other protection
protocols to protect their digital rights.
15
Change.org
Change.org is dubbed as the “world’s platform for change” where anyone from
the online community can create a petition and ask others to sign it. During the past
times, petitions were only done through signing a paper, usually done by a group asking
for signatures via travel. Change.org gives access to more people by allowing the online
community to affix their digital signatures on a petition.
Change.org’s mission is to help people from around the world to create the change
they want to see. For years, Change.org hosted several petitions that help solve the
following problems: economic, criminal injustice, abuse of human rights, lack of
education, environmental concerns, animal abuse, human health concerns, and world
hunger.

SMART CRITERIA
SMART is an acronym designed to make it easier to remember several key points for
successful goal setting. Each letter represents a separate point, and has questions to
clarify outcomes:
Specific
● What do you want?
● What is your goal?
● What is your first step?
● What specifically will you achieve?
20
Measurable
● How will you measure the goal?
● How much? How many?
● What standards will help you decide whether the outcome is acceptable?
● What are the milestones you can track along the way?
Achievable
● Is the goal achievable considering the timescales set and the resources available?
● What will stop you from achieving this goal?
● Do you have the resources to achieve your goal?
Relevant
● How committed are you to attaining this goal?
● Do you have any reservations about the goal?
● To what extent is this goal aligned with your interests?
● What might be the consequences if you don’t achieve these goals?
Time Bound
● What timescale are you looking at?
● What is an appropriate deadline for achieving the goal?
If you want to achieve greater success, start using the best SMART criteria to set
goals for performance or specific projects.
You first need to outline the specific outcomes that you hope to achieve. After
defining the outcomes, define the metrics that you will use to track your progress and
measure success.
Each goal should also be achievable and relevant. Review the goal to ensure that
you have the necessary resources. The last step is setting the target date for completing
the goal. This gives you a deadline to work with, helping you to stay on track.
You can now start using SMART to make smarter decisions in your personal or
professional life. Just remember to maintain some flexibility to deal with any challenges
that arise.
2. • Let the administration know that you understand the types of projects and the
vision-mission of the institution.

3. • Explain what you need from the organization and why.
• Including anticipated budgets, estimated costs of operation and upstart,
equipment, and supplies for the implementation.
• Timeline- indicating your anticipated date of completion. (E.g. Programme)
4. • Relate to the administration the connections between your ideas, your plans
and your expected outcomes.
• By linking thoughts to actions to results, you illustrate to the organization that
you have thought out the project from start to finish and have not overlooked any
important details.
