Scope of Work

Subject: Fiber Facility Build Out

Please see below scope of work for RFP for the Fiber Facilities Build Out Project to be installed from Various Telecom Node to Various
Customer/Client Premises on selected key cities and municipalities within commercial / business districts nationwide:

Possible Scenarios for the Proposal/Physical Infrastructure for the Project:


1. New Conduit Installation – Customer and Node in the Same Building
2. Existing Conduit – Customer and Node in the Same Building
3. Existing Conduit via Aerial – Customer and Node in Different Building
4. New Conduit via Aerial – Customer and Node in Different Building
5. New Conduit via Underground – Customer and Node in Different Building

General Scope of Service:

§ Undertake the supply of labor, materials, transportation, communication, tools and equipment necessary to perform the necessary
engineering service to establish physical infrastructure.
§ Secure all necessary government and third-party permits, right of way permits/clearance, and other necessary permits required for
the performance of the service.
§ Submit detailed design proposal for the required engineering services
§ Provide the necessary test equipment as required by the service (e.g. OTDR, Power Meter, etc.)
§ Ensure the safekeeping and security of all materials, tools and equipment used for the performance of the service, which are stored
on-site or otherwise in vendor custody.
§ Such other acts as are reasonably implied by the scope of the service or otherwise necessary to perform the service

Scope of Work:

a. Site Survey
(i) Coordination to client for the schedule of the activity
(ii) Provision of tools and equipment required for the activity
(iii) Establish a proposal for the physical infrastructure to perform the required service
(iv) Submit site survey documents, detailed engineering design and BOQ
(v) Determine needed right of way documents and permits during the survey activity
(vi) Establish initial coordination with concerned local utility company for the necessary permits related to power supply connection
for the proposed location of the project
(vii) Survey reports and detailed design must be submitted within three (3) days after conducting the survey activity for review and
approval
(viii) For revisions on the detailed design and engineering plans, it must be returned to MR Link within one (1) working day from date
of receipt.
(ix) Mobilization/Demobilization
(x) Submission of all reports and design to MR Link

b. Submission of Reports and Detailed Engineering Design


(i) Submission of all needed reports and detailed engineering design as may be required by the client
(ii) Detailed 3-point reference plan of (above existing roadway and/or grade line whichever is higher) new installation of poles,
manholes and conduits including grounding system for 3 possible location within telecom sites, where applicable. Shall provide the
contact person, address, and telephone no. of Adjacent Lot Owner where proposed poles, manholes and conduit shall be located.
(iii) Detailed Engineering design for the fiber cable network facilities including supplementary details on the cable entrance and rise
cable facility inside the building, termination plan, splicing details and others.
(iv) Detailed location plan and engineering of u/g conduit facilities including tie cable terminating to existing telecom Equipment
Room, where applicable.
(v) Detailed fiber facility cable design including identification of existing commercial establishment at a particular area on selected
key cities and municipalities considering general coverage of project area to be provided.
(vi) Detailed spot mapping and identification of existing utility poles, (i.e., Power, Telecom, Cable TV, etc.) at a particular area on
selected key cities and municipalities. In case of local service provider in the area, i.e., Telecom, Power and Cable TV, Contractor shall
provide the contact person, address and telephone no.

(vii) Detailed and scaled (1:1000 when printed in A1 size) geographical map to include location of existing residential & commercial
establishment, existing utility poles with appropriate measurement with reference to client/telecom proposed facilities location.

(viii) Detailed BOQ of the physical infrastructure requirements for the Project including tabulation of existing utility poles for
purposes of Pole Attachment or Joint Pole Attachment.
(ix) Photographs of proposed project/physical infrastructure location, layout of u/g cable facilities and riser pole location, if
applicable.
(x) Photographs of proposed location of terminal equipment at existing telecom equipment room and client room (if allowed)
(xi) For purposes of application of Right-of-Way (ROW), permits and/or clearances, they shall provide detailed information on the
concerned agency or private entity but not limited to, Local Barangay, CEO, MEO, ALO, HOA, DPWH, MMDA and various Bldg. Admin
having jurisdiction over the area being considered for the project.
(xii) Detailed Design & Engineering Plans, in single line diagram and geographical plan form, prepared by Contractor for review and
approval of INNOVE / GLOBE shall be submitted using A3 size paper together with title blocks in three (3) copies. Three (3) copies of
complete set and two (2) copies of Secondary Network geographical of the Approved for Implementation Detailed Design &
Engineering Plans shall be provided by Contractor to INNOVE / GLOBE. Title Block shall be in accordance with INNOVE / GLOBE
standard layout.
(xiii) Where necessary, Detailed Design & Engineering Plans prepared by Contractor for permit or right-of-way purposes shall be
prepared using A3 size paper together with title blocks in two (2) copies. At least three (3) copies of approved for Right of Way Detailed
Design & Engineering Plans shall be provided by Contractor to INNOVE / GLOBE. Title Block shall be in accordance with INNOVE /
GLOBE standard layout.

(xiv) Detailed Design & Engineering Plans to be submitted to Client for co-location purposes such Cable Entrance Facility (CEF) /
Riser Cable Facility design and the likes shall be prepared using A2 size paper together with title blocks in three (3) copies.

(xv) All documents shall be encoded using Outside Plant Management Systems (OSPMS) while all drawings shall be printed in
AutoCAD format, that is at least compliant with the latest version.
(xvi) Uploading of documents to the client’s fiber management system with the assistance of MR Link Project Coordinators
(xvii) Contractor shall submit Detailed Design and Engineering Plans (including BOQ) within three (3) days after conducting the
survey and Client shall complete the review, evaluation and return with revision or approval the Detailed Engineering Designs to
Contractor within three (3) working days from the date of submission. For any revisions, major or minor, needs to resubmit the revised
plan within one (1) day after the receipt of the plan with revisions.
(xviii) All reports will be submitted to MR Link for review before endorsement to the Client for approval.

c. Application of Righ of Way Permits/Clearances


(i) Apply for the needed right of way and permits for the installation/build out activities.
(ii) Shall be responsible in establishing initial coordination, application and securing the necessary Right of Way (ROW) permits
and/or clearances with concerned local agency and private entity but not limited to ALO, HOA, CEO, MEO, Local Barangay, DPWH,
MMDA and various Bldg. Admin related to proposed Project including fiber or copper distribution facilities to any establishments that
will be affected as a result thereof.
(iii) The Contractor, shall initiate coordination with concerned local utility company related to application for power supply
connection including pole attachment or joint pole attachment.
(iv) The Contractor shall be responsible in establishing the processes and procedures related to application and securing of Right-
of-Way (ROW), permissions and/or clearances for the installation of FIBER BUILD OUT Projects following initial coordination with
LGU’s, private entities and LOCAL ELECTRIC COOPERATIVES.
(v) Communicate with MR Link Coordinators for the status of the permits and activity

d. Provision of manpower, tools, materials, equipment needed to accommodate installation of the required physical
infrastructure for the project
(i) Includes network equipment and OSP materials to be deployed at site
(ii) Includes among other the following but not limited to:
o Supply and Installation of Concrete Poles
o Supply and Installation of U/G conduit facilities
o Transport to site and materials managements of owner supplied items (OSI)
(iii) Provision of necessary terminal equipment, including ancillary materials (conduits, cable ladders, hangers, poles, manholes,
splice enclosures, etc.)
(iv) Delivery and warehousing of materials including storage at site during the entire duration of the project
(v) Provision of necessary tools and test equipment for commissioning of the project including associated physical infrastructure
(vi) Other installation activity within the existing facilities to be established based on co-location plans provided by the client

e. Implementation of Installation depending on the type of scenario:for the project


(i) Implementation of Overhead/Aerial Installation
o Installation of Overhead materials
o FOC Laying and Lashing
o Pole Erection (if applicable)
o Pole Dressing, Messenger Wire Laying (if applicable)
(ii) Implementation with Existing Underground Conduit
o Installation of Subduct
o Layout of FOC
(iii) Implementation of New Underground Conduit/ FOC Layout with Civil Works
o Civil Works Activity (Concrete Cutting, Breaking, Excavation)
o Conduit Laying
o Concrete Encasing
o Restoration

f. Implementation of FOC Layout with Cable Entrance Facility


(i) Cable Entrance Facility Preparation and FOC Layout
o Coring/Boring
o Conduit Installation (includes hangers, pull box, etc.)
o FOC Layout Installation

g. Implementation of FOC Termination, Insertion and Testing / Physical Inpection and Acceptance
(i) Supply all related tools and test equipment (i.e., light source, power meter, fusion machine, talk set and OTDR) during the conduct
of physical inspection and acceptance
(ii) Provide PAT results including red line drawings for the purpose of conducting physical inspection and acceptance
(iii) Site Rectification, if applicable
(iv) Submission of As built reports
