Context:
IOM in South Sudan has a range of programming centred around three broad areas:
humanitarian coordination and support; humanitarian response and resilience; and
peacebuilding, transition and development. Humanitarian coordination and support includes
leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and
Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and
Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian
hubs and common transport services. Humanitarian response and resilience includes CCCM,
WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and
psychosocial support and the management of a Rapid Response Fund. Under peacebuilding,
transition and development, IOM South Sudan implements programming on housing, land and
property issues, transition and recovery, transhumance conflict prevention, community-based

violence reduction, community development and migration management.

Under the overall guidance of the Chief of Mission and the direct supervision of the Programme
Coordinator (Transition and Recovery), and in close coordination with the relevant IOM thematic
units, the Project Officer (Housing, Land and Property (HLP)) will be responsible for providing
technical inputs, information and guidance for the new “Community Action for Peaceful
Resolution of HLP Disputes and Conflicts” project funded by the UN Peacebuilding Fund and
implemented by IOM (Convening Agency) together with Food and Agriculture Organization
(FAO) and United Nations Mission in the Republic of South Sudan (UNMISS) Rule of Law
Advisory Section and Civil Affairs Department.

The project’s overall goal is to support local efforts and processes to resolve HLP disputes
peacefully, primarily through consensus building. This will be done through an evidence-based
and conflict sensitive community-driven approach, and by facilitating power holder engagement,
participation, and representation in fora where positions and perspectives are discussed and
mediated as a first step towards peacebuilding among conflicting parties. The project will
provide specific attention to the furtherance and protection of women’s land rights in South
Sudan. The successful candidate is expected to provide technical HLP assistance in the context
of this project as well as facilitating the achievement of project goals, objectives, and outcomes
in accordance with IOM and other relevant international standards and good practices.

Core Functions / Responsibilities:


1. Provide technical assistance to project staff, government stakeholders and beneficiary groups
in accordance with international good practice on HLP rights and HLP conflict resolution.

2. Provide inputs for and implement an action plan and relevant curricula and training materials
for strengthening the capacity of ‘change agents’ and community stakeholders on HLP
alternative dispute resolution skills and approaches as well as on existing HLP referral
mechanisms within the South Sudan context in the Project target areas.

3. Assist in providing HLP training to community stakeholders on dispute resolution including


international best practices and gender inclusive alternative HLP dispute resolution skills and
approaches in the Project target areas.

4. Participate in rapid institutional capacity assessments regarding HLP, including assessments


for dispute resolution mechanisms at the village-level in the Project target areas, document gaps
and participate in capacity building workshops as needed. Draft and implement material support
plans within the Project resources.

5. In close coordination with the relevant IOM units, map areas of HLP contestation and
contributing factors as well as area-specific diagnosis of HLP disputes, and contribute to the
development of tools for their resolution.

6. Provide logistical and administrative support for the coordination and management of the
Project governance structures, such as the project Technical Working Groups, to facilitate
collaboration amongst project partners and across IOM thematic units.

7. Participate in inter-agency coordination fora relevant for HLP such as, for example, South
Sudan HLP Technical Working Group Housing under the Protection Cluster. Attend IOM internal
discussions for evidence-based and conflict sensitive planning and programming.

8. Provide technical support to the National Authorities to help with the finalization of the South
Sudan Land Policy.

9. Draft and/or coordinate the preparation of timely analytical reports including donor progress
reports, evaluation reports, publications and a variety of information products or proposals for

10. Perform such other duties as may be assigned.

Required Qualifications and Experience:


Education

• Master’s degree in Law, Development Studies, Anthropology, Conflict and Peace Studies,
Political Science, Business Administration, or a related field from an accredited academic
institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in providing technical assistance on housing, land, and property rights and
disputes at community-level as well as formal authorities level in complex post-conflict contexts
where customary and statutory law systems co-exist;
• Experience providing capacity building to formal and informal institutions and stakeholders,
and in facilitating community driven solutions to complex HLP issues and disputes;
• Experience in project implementation and coordination of processes across stakeholders in
politically complex and operationally challenging environments; and
• Experience in drafting project documents, project concept notes, operational research, and
knowledge products around HLP.

Skills

• Demonstrated knowledge of results-based management, project lifecycle, peacebuilding


programming, humanitarian principles, UN rules, regulations and procedures;
• Deep understanding of HLP issues in complex post-conflict contexts similar to South Sudan
and proven ability to operate around sensitive issues in volatile and fast-moving political
environments;
• Ability to manage partnerships and relationships with a range of stakeholders UN, government,
NGOs, traditional and armed actors, etc.);
• Good initiative and independence, maturity of judgement, tact, interpersonal and intercultural
skills;
• Excellent written and oral communication skills and ability to speak about complex HLP issues
to a wide range of audiences;
• Excellent professional track record in the UN, bilateral donors and/or NGOs working in
programme/project implementation and coordination;
• General knowledge of peace and conflict dynamics in South Sudan; and
• Excellent report writing skills.

Languages

IOM’s official languages are English, French, and Spanish.

English and have at least a working knowledge of one additional UN Language (French,
Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic,
